In the spring of 2014, a workshop took place at the Italian National Council of Research inPisa¹. The topic of this event dealt with policy development for grey literature resources. Some seventy participants from nine countries took an active part in the workshop - the outcome of which produced what is today known as the Pisa Declaration². This fifteen point document arising from the input of those who attended the workshop sought to provide a roadmap that would help to serve diverse communities involved in research, publication and the management of grey literature both in electronic and print formats. The Pisa Declaration has been translated and published in some twenty languages. They are all accessible online via the GreyGuide Repository³ and Portal⁴. Currently, 140 information professionals from renowned organizations worldwide have endorsed this document⁵. In an effort to assess the impact that the Pisa Declaration has had during the last two years on the policy development for grey literature resources, an online survey among those who endorsed the document was carried out and their responses were analysed. Descriptive statistics and short summaries are used to describe the basic features of the data collected. They are combined with simple graphics that offer easier visual representation of the results achieved. Specific results of the survey analysis indicate those points in the Pisa Declaration that in varying degrees are of relevance and importance to grey literature, as well as points that need further attention and work. Although integral part of library and information management practice grey literature has its own peculiarities and needs that require special attention in order to reach its deserved level of importance in today’s research and other activities.

This project seeks to circumvent the data vs. documents camp in the grey literature community by woy of a middle ground provided through enhanced publications. Enhanced publications allow for a fuller understanding of the process in which data and information are used and applied in the generation of knowledge. The enhanced publication of grey literature precludes the idea of a random selection of data and information, and instead focuses on the human intervention in data-rich environments. The definition of an enhanced publication is borrowed from the DRIVER-II project, "a publication that is enhanced with three categories of information: research data, extra materials, and postpublication data". Enhanced publications combine textual resources i.e. documents intended to be read by human beings, which contain an interpretation or analysis of primary data. Enhanced publications inherently contribute to the review process of grey literature as well as the replication of research and improved visibility of research results in the scholarly communication chain.

First presented at the GL8 1 conference in New Orleans 2006 as a prototype, OpenSIGLE went life in December 2007. After three years of existence, the results are beyond all expectations. OpenSIGLE has become a reference source for grey literature, and its user community has grown constantly, especially from outside Europe. The integration of the GL conference preprints into the repository from 2008 onwards not only added research papers on the topic of grey literature to its contents, but also permitted OpenSIGLE to be accepted in the "Directory of Open Access Repositories" (OpenDOAR*). In spite of the success of OpenSIGLE it's not wise to rest on one's laurels. The change of name to "OpenGrey" signifies a shift in the content of the repository as well as in its physical appearance. Besides providing a new look and a more convenient technological environment, OpenGrey closes the gap between the close of the SIGLE* database and today, including recent records and links to the full text. The paper presents the new website which includes numerous facilities requested by users such as OAI-PMH*, the possibility to export records and an improved access to the document itself. OpenGrey also takes into account a changed user behaviour, where visitors arrive after searching Google or Google Scholar* and want all relevant information at a glance. The paper further explains input procedures and gives other information for the ongoing updates of the repository. Finally we call former SIGLE members and new partners to contribute to OpenGrey.

Acces to Grey Content: An Analysis of Grey Literature based on Citation and Survey Data: A Follow-up Study

... Even though, there has been debate on whether GL materials should be included in systematic literature reviews and meta-analyses [2], inclusion of GL in scientific papers has been largely left to authors' discretion. There have been efforts in the past to accumulate and index GL materials at both institutional and national levels for facilitating easier access [3]. There have also been arguments made for utilizing open access repositories in indexing both GL and non-GL articles [4]. ...

... Yet, the relationship between OA and grey literature is just in its first stages, see for example (Sondergaard et al., 2003), (Banks, 2004) or (Stock and Schöpfel, 2005). Do the "green" or "gold" roads (Guédon, 2004) transform white into grey documents because they leave traditional commercial control and dissemination channels? ...

Grey Literature in an Open Context: From Certainty to New Challenges

... Citation analysis is most commonly used to create citation networks between scholarly peerreviewed publications and is facilitated by databases such as Scopus and Web of Science. Less common, however, are citation analyses using grey literature, which have been primarily conducted in the fields of agriculture and physics [51,52]. One reason for this that authors of citation analyses in grey literature note is that, in contrast to scholarly literature, the lack of established referencing styles in the grey literature creates a substantial challenge for using this analysis [51,52]. ...

One advantage of the trend of populating IRs with grey literature is that studies, such as that done by Schöpfel & Stock (2009) can be conducted whereby analysis of different types of repository content and usage are looked at. In addition to finding that half of the open archives in France were owned or hosted by institutions of higher education, and that 67% of these higher education archives showed (by design) a strong academic interest in increasing the visibility of the institutions' scientific production -they also report for one particular archive, the IFREMER archive, while containing twice as much white material as grey, that the grey material was downloaded on average seven times more often. ...
