Extension engineering is a new subject that takes the exploiting and innovating rules and means as research object. According to the characteristics of land consolidation industry in China, using matter-element theory, the extensibility of land resources is analyzed, and then the framework of matter-element models for land consolidation is formed. Finally, taking the land consolidation planning and design as an example at Mazhu Town site of Yuyao County, Zhejiang Province, China, the paper researched on how to form the scheme that are in accord with the programming targets by matter-element transformation. The result is believed to provide new means and ideas for the planning and design.

With a view of sustainable development, different kinds of farmland consolidation are reviewed. A planning and design mode for eco-sustainable farmland consolidation, which integrated the ecotypic board, the ecotypic tunnel, the ecotypic island, and the ecotypic boundary, is proposed. Then, an actual case of farmland consolidation, a project located in Yinzhou County, Zhejiang Province, is used to demonstrate the effective application procedures of the planning and design mode.

Basing on in-depth investigation, this paper puts forward an evaluation index system and approach for managing the land intensive use during the following phrases: importing, constructing and running phase. On the character of the project in each phase, this paper designs the corresponding policy guiding. From the feedback, this research is to the point and practicable. Copyright
