De achtergrond van het Koepelproject schuilt in de gezamenlijke wens van SPN en LTO-Nederland om een impuls te geven aan de verdere professionalisering en ontwikkeling van de streekproductensector. Het project is gestart met een inventarisatie van voor praktijkinitiatieven relevante kennisvragen en thema’s. Op basis van deze inventarisatie zijn de kansen en belemmeringen van de Nederlandse streekproductiesector door middel van een Quick Scan nader in kaart gebracht. Hieruit komt naar voren dat er in potentie een grote markt is voor producten met regionale herkomst garanties en dat het Nederlandse aanbod van streekproducten sterk groeiende is. De Quick Scan resulteert eveneens in de identificatie van een aantal kansrijke marktkanalen voor opschaling van de afzet van streekproducten: boerenretail, de buitenhuishoudelijke markt, speciaalzaken en de supermarkt. Aan de hand van een aantal mogelijke afzetconcepten is vervolgens een aantal actieplannen ontwikkeld, waarin wordt aangegeven welke mogelijke strategieën en stappenplannen een concrete bijdrage kunnen leveren om aanwezige potenties daadwerkelijk te realiseren, respectievelijk bestaande belemmeringen op kunnen lossen. Deze actieplannen vormen eveneens belangrijke bouwstenen voor een advies met voorstellen tot meer strategische krachtenbundeling tussen het groeiende aantal organisaties dat zich actief inzet voor behoud en versterking van de bijzondere kwaliteiten die achter het begrip ´streekproduct´ schuil gaan. Het advies omvat in de kern een pleidooi voor een Task Force Marktontwikkeling Streekproducten om de cruciale stap te maken van kennisontwikkeling, zoals centraal heeft gestaan binnen het Koepelproject, naar een actieve marktontwikkeling ter ondersteuning van de Nederlandse streekproductensector
