An Approach to the Semantic Representation of the Local Government Strategic Planning Process: Ontology-Driven Simulation Method for Assessing Economic Impacts

This paper describes a methodological approach to the creation of a strategic planning ontology (SPO) for local governments. The aim of the given ontology is to provide a semantic description of the development strategy, involved stakeholders, and tools to improve the decision-making process for selecting the most valuable strategic objectives for the economy of the region. The novelty of the research presented in this paper is reflected by the development of an ontological model of actions and reasons, that is, semantically described combinations of activities and requirements that are defined by development strategies. The proposed ontology can provide answers to questions such as: what are the development priorities? How will those priorities be implemented? Who will be responsible for implementation? Why are they being implemented in the first place? We answer the question, “why specific development goals are chosen?”. Answers are given as semantic representations of the economic impact on a region’s industry. The ontology-driven simulation methods that are proposed in this paper provide the possibility of simulating the effects and results of the chosen development strategy goals, evaluate the actions taken, and ensure support for the selection of the best alternative in the process of defining objectives for the development strategy.

Smart and Resilient Transformation of Manufacturing Firms

The smart and resilient transformation of manufacturing firms has flourished in the last decade. This paper investigates the smart and resilient transformation of manufacturing firms with the application of digital services. It uses a Serbian data set of 136 manufacturing firms from the Digital Servitization Survey from 2022 coordinated by IFIP WG5.7. The authors applied a different method approach through social network analysis, correlation analysis, and interviews with representatives from the manufacturing firms. The main results show that manufacturing firms that apply an adequate combination of services and digital technologies have the highest impact on the network of manufacturing firms. Moreover, the results show that applying digital technologies, such as additive manufacturing/3D printing, big data analytics, and digital twin, increases the gross annual turnover of manufacturing firms in the COVID-19 era. Finally, the results show that for a successful smart and resilient transformation, manufacturing firms need to develop a strategy and motivation oriented to profit to be resilient enough to withstand market change.

The application is using artificial neural network and genetic algorithm. In this paper authors are going to show a test of speed learning. The car in application is learning how to drive on predefined path. The test shows a positive result. The application was made in Unity with object-oriented programming language C#.

Respiration monitoring is a very important indicator of health status. It can be used as a marker in the recognition of a variety of diseases, such as sleep apnea, asthma or cardiac arrest. The purpose of the present study is to overcome limitations of the current state of the art in the field of respiration monitoring systems. Our goal was the development of a lightweight handheld device with portable operation and low power consumption. The proposed approach includes a textile capacitive sensor with interdigitated electrodes embroidered into the facemask, integrated with readout electronics. Readout electronics is based on the direct interface of the capacitive sensor and a microcontroller through just one analog and one digital pin. The microcontroller board and sensor are powered by a smartphone or PC through a USB cable. The developed mobile application for the Android™ operating system offers reliable data acquisition and acts as a bridge for data transfer to the remote server. The embroidered sensor was initially tested in a humidity-controlled chamber connected to a commercial impedance analyzer. Finally, in situ testing with 10 volunteering subjects confirmed stable operation with reliable respiration monitoring.

Digital technologies change the way how manufacturing firms create offers for customers. These new technologies transform traditional Product-Service Systems into Digital Product-Service Systems. This paper investigates the use of digital technologies for the creation of new products and smart services in manufacturing firms. Additionally, this paper investigates the service orientation in Product-Service Systems. The data for this research were collected at the end of 2021 through the ASAP Service Management Forum in the manufacturing sector of the Republic of Serbia. The empirical results indicate that more than 60% of manufacturing firms use digital technologies for the creation of new products and less than 50% for the creation of new smart services. Moreover, results indicated that most services are product-oriented with 25% of share in a sample, followed by results-oriented services with 20% of share in a sample and use-oriented services with 11% of share in the total sample.

The creation of automatic e-mail responder systems with human-quality responses is challenging due to the ambiguity of meanings and difficulty in response modeling. In this paper, we present the Personal Email Responder (PER); a novel system for email categorization and semi-automatic response generation. The key novelty presented in this paper is an approach to email categorization that distinguishes query and non-query email messages using Natural Language Processing (NLP) and Neural Network (NN) methods. The second novelty is the use of Artificial Intelligence Markup Language (AIML)-based chatbot for semiautomatic response creation. The proposed methodology was implemented as a prototype mobile application, which was then used to conduct an experiment. Email messages logs collected in the experimental phase are used to evaluate the proposed methodology and estimate the accuracy of the presented system for email categorization and semi-automatic response generation.

Edge computing offers cloud services closer to data sources and end-users, making the foundation for novel applications. The infrastructure deployment is taking off, bringing new challenges: how to use geo-distribution properly, or harness the advantages of having resources at a specific location? New real-time applications require multi-tier infrastructure, preferably doing data preprocessing locally, but using the cloud for heavy workloads. We present a model, able to organize geo-distributed nodes into micro clouds dynamically, allowing resource reorganization to best serve population needs. Such elasticity is achieved by relying on cloud organization principles, adapted for a different environment. The desired state is specified descriptively, and the system handles the rest. As such, infrastructure is abstracted to the software level, thus enabling “infrastructure as software” at the edge. We argue about blending the proposed model into existing tools, allowing cloud providers to offer future micro clouds as a service.

The critical infrastructure is constantly under cyber and physical threats. Applying security controls without guidance or traceability can create a false sense of security. Security standards facilitate security knowledge and control best practices in a more systematic way. However, the number of standards is continually increasing. Product providers that operate in multiple geographical regions often face the obligation to comply with multiple standards simultaneously. This introduces the problem of the convenient interpretation of different standards. Thus, a comprehensive analysis of the requirements from different security standards and guidelines applicable to the smart grid has been performed to detect similarities that can be shaped into entities of the conceptual model for requirement representation. The purpose of the model—presented in a form of a Unified Modeling Language (UML) class diagram—is to give product providers a canonical way to map requirements from arbitrary standards, guidelines, and regulations and accelerate the cross-standard compliance readiness by defining priority for requirement implementation. In addition, the research showed that multiple vectors should impact the priority of the implementation of the security controls defined through the requirements: domain affiliation, the essence of the requirement, associated threats, risks, and social dependencies between actors involved in the implementation. To examine the model correctness, NISTIR 7628—de facto smart grid standard—was used to provide insights into how the model would be used for requirements implementation tracking. The structure of individual requirements was analyzed to detect the building blocks and extract relevant parts that can be mapped to the model components. Further, all requirements were classified into one of the defined domains to provide the basis for referencing similar requirements from different standards. Finally, one arbitrary requirement was used to demonstrate model usage, and depict all available information that can be provided to the users in a custom-made scenario where the need arises to have simultaneous alignment with three standards—NISTIR 7628, NIST 800-53, and IEC 62443-3-3.
