New Public Management is being introduced in Germany as Contract Management — a management strategy that is characterized by extended flexibility in work performance and objectives. Control of processes is replaced by control of results with increased responsibility of the individuals for fulfilling the aims in the contracted area. In cultural establishments, contract management is implemented with the aim to create commitment not only within the public administration but also between the administrative body and the newly founded, independent enterprises of the communities. In reality, however, many of the processes carried out do not correspond to the theoretical requirements. In order to explore the structural level of the process of contracting in cultural establishments in Germany, we conducted expert interviews in three establishments selected from within the cultural sector. A total of 11 experts were asked for their personal evaluation of the following topics: purpose of contract management and particular effects; processes of negotiations relating to reform; consequences for employees; consequences for organizational
