... In spite of the seventy-one years of tragic communist experience, Azerbaijani political culture was not exposed to serious disorder (Cornell, 2011). By the February Revolution, Azerbaijani lands had been under the control of the Russian authoritarian regime for almost a century, but in 1918, sacrificing some of its lands, Azerbaijan managed to declare its independence and the government's reforms became successful on the path to democracy (Swietochowski, 1985).
