Many youths in institutions are living in high-risk institutional environ- ments, characterized by similar conditions as these neighborhoods on the out- side, including disorder, violence, and lack of mutual trust. Staff often criticize youth (Abrams & Hyun, 2009;Nurse, 2010), encourage or ignore threats or violence among juvenile residents (Peterson-Badali & Koegl, 2002), and promote views of other residents as dangerous to prevent trouble inside (Nurse, 2010).
