In order to reach the objectives related to the continuous quality improvement into the public institutions, the human resources management has to comprise a permanent measurements assembly for a high level of employee's performances. Into the quality's strategy the performance consolidation policy consists of four elements: participative management, empowerment, recognition and prizes, work satisfaction. These represents the "fuel" of the Quality Management System (QMS) and relays on the board engagement and involvement, identifying (bringing up to date) the law inquiry, the clients requirements (and of stakeholders) and on the increasing the employees implication.

The object of research has in view the reconfiguration of the project management as an optimal solution to the present challenges, regarding the public and private management. The main thesis of the article is that in the turbulences on the international markets, one of the optimal solutions to solve the economic crisis is the endorsement on a large scale of the behavior of project management at the states level and private organizations, including the ones in the metallurgical industry.

This study wants to examine the relationship between regionalizat,on ana economic aeveiopmenr of we curopean Uniod in genera! and of Romania in particular. The main thesis of the study aims to argue the need to increase the administrative and functional consistency of the regions from Romania. In the turbulences from the international markets, one of the best solutions to solve the main problems of economic crisis is to apply on a large scale the Principle of Subsidiarity, in a way in which the authorities can react efficiently in a specific way for each region. The local specific can vary from a regional developed and flexible economy to a mono-industrial one, as it is in the areas with metallurgic industry.
