The authors are, respectively, professor of biophysics at the Massachusetts Institute of Technology, and associate director of the Mental Health Research Institute of the University of Michigan. Professor Rich is co-author, with Alexander Vinogradov, of “Arctic Disarmament,” which, when it appeared in the November 1964 Bulletin, was the first publication of a specific disarmament proposal jointly authored by an American and a Soviet scientist. Professor Piatt discusses the subject of the present article at greater length in his new book, The Step to Man (Wiley, New York, April 1966).
