The hypothesis of the study is to include capitalization and economic security in the theory of sustainable social and economic development of the region. The research novelty and theoretical relevance imply the establishment and arrangement of concepts and categories of sustainable social and economic development of the region, the creation of methods to evaluate this category based on such indicators as capitalization and economic security. The practical significance of the study is the prospects of applying economic and mathematical modelling to the sustainable social and economic development of the region by means of economic security and capitalization in order to identify threats to and the growth potential of regional economy , reveal the alternative development scenarios, and find the best strategy for regional systems in the context of global turbulence.

High level of indefiniteness and the crisis nature of the current economic system cause external and internal threats that have an essential impact on the social and economic development of regions. It makes people pay close attention to the issues related to servicing and managing their economic safety. The goal of this research is to stipulate and develop tools on estimating the comprehensive territorial force. The authors formulated a system of particular indicators of the expert estimation of the territory development under conditions of indefiniteness in the context of the process related to taking decisions on ensuring their economic safety. The content of the comprehensive territorial force and the parameters of the process related to the social and economic state of regions were defined during the research. The results of the research can be used to reveal peculiarities of the territorial force and to define areas of building mechanisms on ensuring economic safety of regions.

The aim of the present research is to develop theoretical, methodological and applied aspects for studying availability and effectiveness in the use of infrastructure in the context of its influence on the capitalization processes of the resource potential of the regions. The authors generated a theoretical-methodological basis of research on the development of infrastructure potential of the territories in the context of the capitalization process. Methodological basis of the study is presented by system analysis, geo-economics, functional, integrated and dynamic approaches, as well as macro and microeconomic framework of analysis. The scientific novelty and theoretical relevance of the study is that in the course of the study the authors identified the structural and functional content of the infrastructure in the context of the regional economy capitalization, theoretically justified the rent differential effects of infrastructure development of the territory and identified applications and the key emerging trends of the contemporary infrastructural development of Russia. The practical significance of the study is that the research outcomes can be used by scientists, experts and government authorities to identify spatial features and justify the priority directions of the resource potential capitalization taking into account the regional infrastructure factor in developing strategic policy documents of federal and regional levels.

The article is devoted to theoretical substantiation of the conceptual model of the process of capitalization of the regional resource potential, which acts as a catalyst for investment activity.It was found that the capitalization process involves building up the resource potential as the realization of the investment process in the framework of the "dual economic spiral."The authors calculated and analyzed in the context of the federal districts of the Russian Federation, dynamics and structure of the key indicators of investment activity: gross fixed capital formation and investment in fixed assets, revealed structural imbalances investment areas, their causes and the alignment direction.

The article is devoted to scientific substantiation of analytic algorithm and application tools of integrated indication of the dynamics and structure of the capitalization of the region's resource potential. The objects of the research are processes of resource capacity capitaliza-tion of Russian regions and their parametrical characteristics. The subjects of the research are conceptual methodological approaches, principles, methods and analytical algorithmization of system of quality and parametrical indication of capitalization of resource capacity of Russian regions. The authors developed and tested comprehensive method of indicative economic and statistical evaluation of the resource potential of the regions by federal districts of the Russian Federation, formed a system of aggregated capital indicators of territorial resources' capital-ization. The authors visualize resultant parameters in the form of "a matrix of development and capitalization of resource potential" of regions, determine criteria and realize the typology of regions on dynamics and structure of capitalization of resource potential. The received scien-tific results can be used in case of development of strategic program documents of the federal and regional level, including concerning mobilization of internal resources of regions, forming and strategy implementation of import substitution, network interaction and sustainable social and economic development of regions.

The article describes the author's approach to determination of economic content, essence and conceptual and categorical features of resource potential and its proponent characteristics in the context of capitalization of the territory. Structurally functional decomposition of elements of resource potential in expanded author's systematization taking into account differentiation of their role, scale and spheres of influence on processes of capitalization of the territory is developed.

The article substantiates the holistic theoretical approach to the definition of the economic content,dominant characteristics,the structure and features of the regional resource potential as the basis of the regional economy capitalization. The methodological platform,an updated and expanded conceptual and categorical apparatus of capitalization of the regional economy is presented in the paper. The authors conducted identification,classification and structural-functional decomposition of the elements of the resource potential,objectives,subjects,objects and mechanisms of capitalization of the territory taking into account the differentiation of their role,scale and impact on the process.

The article examines the prospects of economic security at the federal level. Ensuring economic security and counter internal and external threats to the economic security acts as one of the fundamental tasks of the state at the present stage. Economic security as a separate category is not limited to human, society and the state, but also on businesses throughout the economic system. The article deals with the basic elements of the mechanism of economic security, as well as features to ensure the economic security of Russia in modern conditions of uncertainty.
