Relative Effectiveness of Worker Safety and Health Training Methods

Abstract

We sought to determine the relative effectiveness of different methods of worker safety and health training aimed at improving safety knowledge and performance and reducing negative outcomes (accidents, illnesses, and injuries). Ninety-five quasi-experimental studies (n=20991) were included in the analysis. Three types of intervention methods were distinguished on the basis of learners' participation in the training process: least engaging (lecture, pamphlets, videos), moderately engaging (programmed instruction, feedback interventions), and most engaging (training in behavioral modeling, hands-on training). As training methods became more engaging (i.e., requiring trainees' active participation), workers demonstrated greater knowledge acquisition, and reductions were seen in accidents, illnesses, and injuries. All methods of training produced meaningful behavioral performance improvements. Training involving behavioral modeling, a substantial amount of practice, and dialogue is generally more effective than other methods of safety and health training. The present findings challenge the current emphasis on more passive computer-based and distance training methods within the public health workforce.

This study assesses the impact of safety programmes on employee productivity in selected Oil and Gas and Construction industries in the Niger Delta. A descriptive cross-sectional design was used, surveying 390 employees through structured questionnaire distributed online. Data analyses were conducted using IBM SPSS (version 26) and Xlstat (version 16), with reliability of constructs confirmed by Cronbach's alpha values between 0.630 and 0.916. Bartlett’s and Kaiser-Meyer-Olkin (KMO) tests established the suitability of Principal Component Analysis (PCA), and a Multiple Correspondence Analysis (MCA) explored the relationship between reward mechanisms for safety compliance across industries. The findings show that Management Commitment (MC) is highest in Oil and Gas (Multinational) companies (mean = 4.56), correlating with higher productivity (mean = 4.16), while Construction (Indigenous) companies score the lowest (mean = 3.49), with reduced productivity (mean = 4.05). Safety Participation (SP) and Safety Compliance (SC) are consistently strong across industries, particularly in Oil and Gas (Multinational), which also leads in Safety Promotional Policies (SPP) and Safety Training (ST), both linked to higher productivity. Safety Knowledge (SK) and Employee Involvement (EI) also show positive associations with productivity, especially in Multinational firms. In all, the study highlights that robust safety management practices, especially in Multinational Oil and Gas companies, significantly enhance employee productivity. Strengthening safety parameters like management commitment, compliance, and training is essential for improving productivity across industries. Given that the multinational companies in oil & gas and construction industries in Niger Delta are currently ahead of indigenous companies, it is recommended that indigenous companies should improve and invest in effective workplace safety programmes.

Capacitar al personal en entornos exigentes, como el Cuerpo de Vigilancia y Seguridad Penitenciaria (SCSVP), es fundamental para optimizar el desempeño laboral y garantizar la seguridad en las instalaciones penitenciarias. Este estudio tuvo como objetivo analizar la relación entre la capacitación del personal de supervisión operativa del SCSVP y su desempeño, utilizando un enfoque cuantitativo. Mediante un diseño descriptivo-correlacional y una muestra de 21 empleados, se aplicó un cuestionario estructurado y se utilizaron métodos estadísticos como el modelado de ecuaciones estructurales (SEM) y el coeficiente Rho de Spearman. Los hallazgos revelaron una correlación positiva significativa entre la capacitación y el desempeño laboral, pero también resaltaron la necesidad de mejorar la alineación de los programas de capacitación con las demandas de los roles. En conclusión, se reafirma la formación como elemento esencial para el desempeño, recomendándose la revisión de los programas de formación para mejorar su eficacia.

This study takes civil engineering laboratories of public universities in Jiangxi Province as the research object to analyze the current state of safety management in laboratories. This will provide a reliable management system reference for laboratory safety in public universities in Jiangxi Province from a new perspective. This study employed the qualitative method which involves emerging questions and procedures, and the data collected in the participant’s setting. The following conclusions were obtained: the problems of safety management in civil engineering laboratories, the causes of the problems and their solutions.

The offshore oil and gas industry poses unique safety challenges, particularly during emergencies such as fires, where quick and effective evacuation is critical. This paper explores the use of virtual reality (VR) technology in Health, Safety, Security, and Environment (HSSE) training, specifically through a VR exercise developed for the emergency evacuation scenario on an offshore platform at Universiti Teknologi PETRONAS (UTP). The exercise focuses on training students to safely evacuate the platform during a fire emergency, navigating through realistic escape routes while avoiding hazards. The study evaluates the effectiveness of VR in enhancing students’ situational awareness, response times, and overall preparedness for real-world emergency situations. The results demonstrate that VR-based training significantly improves understanding of evacuation procedures and decision-making under stress, offering a valuable tool for HSE education in high-risk industries.

Training building occupants for evacuation in fire emergencies is not yet widely practiced as a part of general safety strategies and usually only guided per regulatory requirements. As such, evacuation training may often be seen as a compliance and checkbox exercise rather than a chance to enhance human safety.

In Malaysia, ensuring the adherence of facilities maintenance employees to safety management guidelines within higher education institutions presents a significant challenge. While the importance of maintaining a safe workplace is widely recognized, the extent to which safety regulations are followed by facilities maintenance departments remains unclear. This research emphasizes the value of preserving employee safety and wellbeing by examining how successfully facilities maintenance employees at Malaysian higher education institutions adhere to safety management practices. Using a quantitative methodology, the study evaluated 242 participants' compliance with safety procedures from a range of higher education institutions located throughout Malaysia. Finding the prevalent safety culture in the facilities maintenance profession and analyzing how organizational policies, individual characteristics, training programs, and communication strategies affect adherence to safety procedures were the objectives. The results of the data analysis show that ‘individual factors’ are the primary variables impacting the safety management practices employed by the facilities maintenance staff of these institutions' assets. This research is particularly relevant to higher education institutions striving to improve their safety procedures because it offers useful insights on how to make facilities maintenance employees' work environments safer. These findings provide a thorough understanding of the condition of safety procedures in this sector currently, assisting in facilitating the development of safety management strategies.

This study analyses the opinion of 200 employees who participated in the first online training in the field of occupational health and safety systems (OSHs) from Romania, for which an online platform was used, with the records on electronic files with a qualified electronic signature. The usefulness of this online training was analyzed based on the voluntary answers of the participants to a questionnaire related to 14 questionnaire items (QIs). In order to correctly interpret the results of the applied test, a statistical processing of the answers was carried out, and the following were calculated (using SPSS 23.0 software): the factor analysis, the Kaiser–Meyer–Olkin (KMO) test, the Bartlett’s test, the extraction method, the Principal Component Analysis (PCA), the Cronbach alpha test and the Kruskal–Wallis H-test. The calculations highlighted two essential strategies: “Availability for online training” (S1) and “Challenges of online training” (S2). The conclusion of this study provides an overview of the importance of online training strategies in OSH activity and can help researchers and practitioners to improve this activity, reducing the rejection of its use among managers and authorities, thus providing a new reference for future research.

The article provides a review and synthesis of previous research findings backed by a pragmatic perspective pertaining to the effects of recruitment, selection, and training on construction project team performance in Australia. The paper has been structured in a manner that includes a brief introduction to the topic, definition of the problem statement and methodology, definition of recruitment, selection and training, importance of recruitment, selection and training for construction projects, investigation of current state of recruitment, selection and training in global construction projects and its relatability to Australian context, ascertainment of shortfalls and challenges of present approaches and how those impact the construction team’s performance at present, and finally analysis of existing strategies and novel concepts to overcome the shortfalls of existing recruitment, selection, and training practices. The study has been concluded with actionable recommendations to improve the existing recruitment, selection and training processes in a way that enhances the overall performance of construction projects, which has been verified with the assistance of industry professionals. The author anticipates that the content provided in this article shall be beneficial for effective decision making by organizational leadership as well as human resources personnel to establish and retain high performing construction project teams.

Globally, organizations invest an estimated USD 60 billion annually in leadership development; however, the workplace application of learning is typically low, and many programs underperform or fail, resulting in wasted time and money and potential harm. This article presents a novel theory- and evidence-informed framework to maximize the outcomes and return on investment (ROI) of leadership development programs. The foundation of the framework derives from four separate literature reviews: three systematic reviews on leadership development, including the only two to isolate gold-standard elements of effective design, delivery, and evaluation, and one on “training transfer”. Informed by innovative principles of leadership development and unique theoretical models and frameworks, this framework consists of 65 evidence-informed strategies that can be applied as a foundation (9), and before (23), during (17), at the conclusion of (11), and sometime after (5), programs, to maximize impact and ROI. Implications for practice and further research are also presented. Given the stakes, there is an urgent need for evidence and tools to maximize the impact and ROI of leadership development. This novel framework provides robust theory- and evidence-informed guidance for governments, policymakers, and those funding, designing, delivering, and supporting development.

Crises demand swift and effective decision-making; yet there are many problems in training personnel on the skills necessary to achieve the goals of crisis management. This paper has three objectives concerning training for crisis management. First we integrate diverse literatures and present a framework for an understanding of the unique challenges in crisis management training, and the role of training systems with capabilities for simulation, immersion, and critiquing. Second, we describe an example of a trainer for ship damage control, called DC-Train, which addresses these challenges. This system consists of a first-principles simulator that generates large numbers of realistic scenarios, an immersive multimedia interface that helps elicit psychological processes involved in actual crisis management, and a critiquing expert system that provides real-time and post-session feedback on human decision-making performance. Finally, we present an empirical method for evaluating the effectiveness of such a system for crisis management training. Results of evaluation experiments with participants in a ship damage control training program indicate that the described computer-based trainer has psychological realism and improves decision-making performance.

The purpose of this Bureau of Mines study was to assess the impact of four different instructional modes upon trainees' ability to don their oxygen-generating emergency breathing apparatus. The modes, designed to deliver the same pre-practice instruction, were a computer-based training program, a structured lecture, a live demonstration, and a step-by-step hands-on talk-through. Two hundred forty-one subjects were assigned to groups that received their initial self-rescuer donning instruction by one of the four modes. The trainees' performances were then assessed using a number of different measures. It was found that delivery mode had a moderate initial influence upon how well people performed.

One hundred and twenty-one staff from eight bars in Ontario, Canada participated in a three-hour training program that used a peer learning model to teach problem-solving skills regarding the prevention and management of aggressive behavior in bars. Participants showed significant positive changes in knowledge and attitudes regarding effective approaches to preventing aggression. The majority of participants reported that the training made them think about ways they handed problem situations and that they would change the way they handle problems in the future. Participants rated most aspects of the training as very useful, especially the group discussion. The program illustrates the potential for increasing skills and knowledge of bar staff in preventing aggression and associated injury.

The Back Injury Prevention Project was a pilot study of 'Back Attack,' an educational program designed to prevent back injuries among nurses, nurses' aides, and orderlies. The pilot tested program feasibility, developed and tested instruments, and generated preliminary data measuring program effectiveness. Fifty-five nurses, aides, and orderlies on two medical/surgical units at two Kaiser Permanente medical centers in Portland, Oregon participated in the study. Intervention group scores on the composite back pain and composite fatigue scales decreased relative to the control group, but this did not reach statistical significance. A 19% improvement in scores for quality of patient transfer was observed for the intervention group (P<.0003), while the control group did not show any significant improvement during the same time period. Results of the pilot suggest that the Back Attack program changes behavior at least in the short term. Further study will be necessary to determine if the behavior change persists and back pain and injury rates are subsequently reduced. Assembly workers at a chain saw factory in Sweden were ergonomically instructed with the purpose of adjusting their movement patterns so that the muscular load on their upper extremities was kept below the critical level, defined as 10% of the maximum voluntary contraction. The study included two separate categories of subjects: new workers without previous experience of assembly work, and workers with at least one year's experience. As a result of the ergonomic instruction, the number of days lost through arm-neck-shoulder complaints was reduced by half in the test group consisting of new workers, compared with the corresponding control group with no ergonomic training. Amongst the experienced workers, however, the difference between the test group and the control group was statistically non-significant. The study showed that ergonomic monitoring and training are necessary to benefit fully from improved workplaces and tools. Considering the results accomplished amongst the new workers and given the extent of sick leave for the upper extremities, it seems that ergonomic interventions to prevent arm-neck-shoulder complaints at an early stage are extremely worthwhile.

The US Environmental Protection Agency has promulgated a Worker Protection Standard which requires that farmworkers receive pesticide safety training. The implementation of these regulations has not been evaluated. Using data collected through personal interviews with 270 Hispanic farmworkers recruited from 35 labor sites n an eight-county area, the authors analyzed the extent to which farmworkers received pesticide safety training, characteristics of the training, and variations in knowledge and safety behavior. Approximately a third of the farmworkers reported having ever received information or training on pesticide safety, and 25.6% reported having received training in the year in which they were interviewed, Workers witn H2A visas were significantly more likely to have received training than workers without these visas. The training received vared in location, duration, and language. Most included the use of a video, as well as verbal presentation, and most included printed materials. However, few workers knew the ways in which they could be exposed to pesticides or reported using any method to protect themselves from pesticide exposure.

Evaluating workforce development for public health is a high priority for federal funders, public health agencies, trainees, trainers, and academic researchers. But each of these stakeholders has a different set of interests. Thus, the evolving science of training evaluation in the public health sector is being pulled simultaneously in a number of different directions, each emphasizing different methods, indicators, data-collection instruments, and reporting priorities. We pilot-tested the evaluation of a 30-hour, competency-based training course in a large urban health department. The evaluation processes included strategic, baseline assessment of organizational capacity by the agency; demographic data on trainees as required by the funder; a pre- and posttraining inventory of beliefs and attitudes followed by a posttraining trainee satisfaction survey as required by the trainers and the agency; and a 9-month posttraining follow-up survey and discussion of learning usefulness and organizational impact as desired by the academic researchers and the trainers. Routinely requiring all of these processes in training programs would be overly burdensome, time-consuming, and expensive. This pilot experience offers some important practical lessons for training evaluations in the future. Workforce development programs for public health require evaluation to demonstrate their impact. The federal agencies that invest funds into training and preparedness centers are accountable to Congress for their programs' outcomes. 1,2 The workers and their agencies who invest time into training programs want to know if performance capacities are improving. 3 The trainers who develop and deliver these programs need to know what curricula, methods, and materials meet the assessed needs of their audiences and which do not. Researchers want to advance the relevant academic fields including evaluation science, adult education, organizational systems, and public health practice, among others. 4 These groups vary as to the primary focus of training evaluations: whereas, learners' satisfaction may be of greater concern to trainers and trainees, implementation of skills and impact on organizational performance may hold greater interest for managers and funders, as well as for trainers. Training program evaluation is an evolving science at best. In the corporate sector, the ultimate goal of training is clear: to enhance productivity and profitability. Even so, training evaluations often stop short of measuring outcomes at the organizational level. Consider that, according to data from the American Society for Training and Development, 95 percent of trainers assess their learners' satisfaction, but less than 20 percent of trainers evaluate learners' use of the knowledge, and only 9 percent of trainers assess the organizational impact of the training. 5 In the public sector, especially as applied to public health workforce, the problems and complexities of evaluation are uniquely challenging. Here, profitability per se is not the stated overarching goal; rather, effective service defines success. In public health, the “10 essential services” define performance capacity, 6 and the related workforce “competencies” provide a framework for training. 7 Here, the accountable public agency focuses on the considerations of cost effectiveness, cost efficiency, cost utility, and sustainability. Public health academicians and practitioners over the past decade have developed needs-assessment tools 8,9 and conceptualized training within a systems organizational framework. 10–12 However, given the present minimal understanding of public health systems, meaningful performance indicators for organization-level effects of training in public health remain yet to be defined. 10 In our ongoing model development for strategic, competency-based training in the public health agency, our training goal has been to identify and incorporate indicators of organizational performance improvement that result from individual trainee participation in essential-service competency-based courses. 13 Here, we describe one of our training programs—a strategically designed 30-hour course—along with its evaluation process. We used various evaluation approaches simultaneously to explore their processes and to pilot-test the measurement of various outcomes, which included four major data-gathering approaches (detailed in a later section), each designed primarily to serve the evaluation needs of a different interest group or groups. Reflecting on the many lessons learned from this experience, we highlight the difficulties arising from the combination of several professional and academic approaches, and we highlight some challenges for training program evaluation.
