Windows of memory: perspective panels to communicate archeological heritage

Our project proposes an innovative exhibition in situ of some archeological goods located in Campania. [Show full abstract] the ruins still visible and reconstructs, "in the eyes of the observer", the original shape of the building. It is a re-composition, in a perspective view, of both real and virtual signs. The transparent panels on which some appropriate perspective drawings are printed from a 3D virtual model, collaborate actively in the unveiling of what have been lost in architecture, in a cognitive process of strong impact, comparable only to the more expensive "augmented reality", that, however, interposes an electronic device between the object and the observer. We allow the visitor to enjoy the architectonic space just by direct vision. The project is a flexible solution to be adapted to several archeological sites. It will provide the observer with an emotional experience, so to communicate, through a multisensory effect, the inner value of the visited sites. 1. The windows of memory: new perspectives for a Low Cost Augmented Reality in archaeological sites (1) The revised Code of Cultural Heritage and Landscape, of 2004, has included in the current legislation the innovative concept of " enhancement " , in terms of promotion and dissemination, to an equal status level compared to the more traditional concept of safeguarding, which is no further to be conceived in terms of passive conservation, exclusively addressed to the physical preservation of the good, which nevertheless is the necessary condition of any action of revaluation. According to a fully correct perspective, the legislature sets the enhancement in close connection with the use of the cultural heritage, in order to transmit the knowledge, as a result of the " recognition of a value " , which lays the basis for a subsequent transmission to the future generations. However, when we talk about communication, addressed to the wide public, is frequent the spectacularization of the information, with the aim of stimulating physical and emotional reactions, but not including a correct cognitive message: the task of a cultural institution, however, is to provide users, through appropriate and differentiated strategies and methodologies of communication, the codes to understand the monument. The temptation in which often falls the Virtual Reality is to create impossible perspective views, choosing the paths according to a spectacular contemporary sensibility, often disregarding the logic of the building and the physical and optical "rituals", which originally ruled the use of that particular architecture. But communicating the cultural heritage cannot mean, in the contemporary era, exclusively to provide correct information, but must necessarily invent new forms of data transmission, through which the visitor can assume an active role towards the exhibits, going over the simple contemplation of the beauty and the understanding of few basic data. Each country has a unique experience in the protection of material cultural heritage sites. The preservation of heritage is an essential condition for the economic development of any state. Most modern countries are actively promoting their cultural heritage in order to attract professionals and experts in the feld of preservation of cultural heritage sites, making eﬀorts to organize and ... [Show full abstract] cooperate in this feld. The study of foreign experience in preserving cultural heritage continues to be relevant for identifying the positive aspects of this kind of activity and its possible further use. Many countries have accumulated valuable techniques and have their own models of security activities in the feld of cultural heritage. A special place in the world experience of preserving cultural heritage is occupied by European countries (France, Italy, Great Britain), which have developed eﬀective mechanisms of security activity of the state over the centuries of practice. The article discusses the main models of state regulation in the feld of protection, disposal and use of material objects of cultural heritage, reveals the specifcs of the legislative framework, organizational and economic support and the role of public organizations. It concludes that the foundations of the cultural policy of European countries are the decentralization of cultural management, as well as the creation of eﬀective mechanisms of public-private partnership and wellfunctioning interaction of the main actors involved in the protection of cultural heritage.

Since the end of the 1980s, scientific research has been carried out to scientifically study, analyse and assess this intertidal coastal zone under the conceptual umbrella of ecosystem research. The outcome of this assessment materialised in the establishment of the Nationalpark ... [Show full abstract] Schleswig-Holsteinisches Wattenmeer. Its implementation caused considerable conflicts between coastal inhabitants, national park authorities and government officials. Arguments in these disputes revolved around the validity and relevance of scientific knowledge generated to assess and legitimately protect the tidelands and areas of the Waddensea. In summary, the whole implementation process was locally perceived as a politically endorsed top-down enforcement strategy only allowing scientific knowledge for decision-making purposes while local concerns and ‘knowledges’ were not included. To learn from these developments and past mistakes, we compare concepts of co-management, boundary work and boundary objects (BO) to theoretically and methodologically explore their potentials to generate shared meanings and instigate communication in the context of future managing purposes. Against this theoretical background, we propose the empirical show-case example of the German concept of ‘Heimat’ as a BO to assess its applicability to study place-based meanings and to illustrate it as a practice-oriented point of entry to initiate productive science-stakeholder interaction (SSI) in managing the North Frisian Wadden Sea.

When there are multiple stakeholders, place-based inquiry shows considerable promise as a vehicle for such participation. The Common Ground Land (CGL), important heritage lands in Kenora, Ontario, provides an ... [Show full abstract] opportunity to consider the relationship between place-based inquiry and participation. The CGL is the subject of an emerging system of governance initiated by a multistakeholder partnership. Semistructured interviews and modified focus groups were used to promote place-based conversations regarding the CGL. Our inquiry reveals grounded themes related to connections, perspectives, and visions, including subthemes such as “respect,” “spiritual activities,” “community,” and “fear of disconnection.” Our results illustrate that place-based inquiry has potential to work as a vehicle for meaningful participation, and in this case created a supportive avenue for participation in future CGL planning and decision making.

[Show full abstract] alimentados por surgencias naturales y minas de agua, y una formidable bateria de molinos hidraulicos papeleros, herederos de los batanes construidos desde epoca medieval, cada uno de ellos inserto en su propio sistema de derivacion fluvial. Pese a la crisis de la industria papelera y el paulatino abandono de la agricultura, el patrimonio hidraulico del alto Vinalopo ha llegado a nuestros dias en razonables condiciones, siendo fuente de biodiversidad, identidad y orgullo civico. Los proyectos de restauracion fluvial impulsados por la planificacion hidraulica estatal han amenazado recientemente la conservacion de los azudes del rio, cuya demolicion imposibilitaria la restauracion funcional de los viejos molinos. El Ayuntamiento de Banyeres de Mariola impulsa un Parque Cultural del Agua con rango juridico de bien de interes cultural, como parte de una estrategia compartida con la sociedad civil orientada a la salvaguarda y la valorizacion del patrimonio hidraulico. Palabras clave: sistemas regadio, molinos hidraulicos, azudes, politicas hidraulicas, ecologia, conflicto, patrimonio cultural. Abstract. The upper Vinalopo river has undergone an intense and continued hydraulic utilization since Arab times. Its uniqueness lies in the existence of a complex and extensive system of irrigation by river diversion, shared by Bocairent (Valencia province), Banyeres de Mariola, Beneixama, Camp de Mirra and Canyada (Alicante province), together with small irrigation systems fed by natural springs and water drainage galleries, and a formidable battery of paper mills (descendants of the fulling mills built there since medieval times), provided with their own water systems built by river diversion. Despite the downturn of the paper industry and the gradual abandonment of agriculture, the upper Vinalopo water cultural heritage has come down to us in reasonable conditions, being a strong source of biodiversity, identity and civic pride. River restoration projects driven by the state water planning have recently threatened the conservation of the river dams, whose demolition would preclude the functional restoration of the old mills. The City Council of Banyeres de Mariola is promoting the recognition of a Water Cultural Park under the legal figure of property of cultural interest, as part of a strategy shared with the civil society and aimed at the safeguarding and enhancement of the hydraulic heritage. Recent scholarship views property as a series of connections and obligations - rather than the traditional power to control, transfer or exclude. This new view of property may be safeguarding resources for future generations, but also imposes onerous obligations based on concerns over environmental protection, the protection of ... [Show full abstract] cultural resources, group rights, and even rights to digital property. Yet these obligations can also be imposed on subsequent generations, and certain obligations are imposed now based on the actions of past generations. This article examines the multigenerational aspects of property via a body of law which should be called heritage law. Heritage law now governs a wide range of activities some of which include: preventing destruction of works of art, preventing the theft of art and antiquities, preventing the illegal excavation of antiquities, preventing the mutilation and destruction of ancient structures and sites, creating a means for preserving sites and monuments, and even righting past wrongs. This piece justifies the new conceptualization in two ways. First, by showing that properly distinguishing property and heritage will allow us to better protect heritage with a richer, fuller understanding of the concept. And second by demonstrating how current definitions lead to imprecise analysis, which may produce troubling legal conclusions.A growing body of heritage law has extended the limitations periods for certain cultural disputes. This has shifted the calculus for the long-term control of real, movable, and even digital property. This can be acutely seen with respect to cultural repatriation claims - specifically the claims of claimants to works of art forcibly taken during World War II; or the claims by Peru to certain anthropological objects now in the possession of Yale University which were removed by Hiram Bingham in the early part of the 20th Century.

[Show full abstract] identify and protect heritage, we have found that, despite all measures ranging from the application of sanctions to States to the recognition of Heritage as belonging to Humanity hence, requiring the protection of States - and individuals - there is in fact no guarantee that what we know today, our Cultural legacy, will reach future generations. This destruction, which has recently plagued Syria where most of the city has been destroyed, Afghanistan, with the destruction by the Taliban of the Bamyian Buddhas, and the Mosul museum, all humanity is condemned to a poorer existence, losing part Of the cultural identity of people. In the absence of compliance with international treaties and agreements aimed at the preservation of cultural heritage, will there be a basis for the accountability of the one who breached this Human Right as there is for many others? There are currently no specific rules imposing santions on the responsibles. This difficulty of punishment is due to the fact that we are dealing not only with Heritage, but also with issues intrinsically related to the sovereignty of States. It is necessary to construct clear, objective and applicable legal rules in these cases, moving from mere guidelines to effective sanctions.

Second aim is to provide theoretical background and empirical reasons for the introduction of the so called "heritage rent" as an effective mean for long term preservation of tangible cultural heritage. Third aim of this paper is to draw attention to the Croatian experience with the introduction of the heritage rent. Despite the fact that there seems to be enough support for the introduction of heritage rent in areas (destinations) rich in cultural heritage, the introduction of heritage rent system in Croatia still suffers from a number of deficiencies. In order to improve the existing system, concrete solutions are offered, especially concerning the principle of heritage rent assessment, the determination of heritage rent liability, as well as the determination of the heritage rent generated (appropriated).

This project, still in its first year, is organized into monthly activities/labs, that intend to (re)known/(re)value the tangible and intangible heritage of Castelo Branco, or albicastrense. Starting with an analysis of the educational and cultural offer in the region, and the diagnosis and identification of missing elements, an experimental project is set up, its goals and flexible actions following assertive methodologies that encourage partnerships between cultural and educational institutions.
