Fact-checking. Broadening the research horizon with Latin American perspectives on the fight against misinformation

Abstract

This volume proposes a “deep internationalization” of media and communication studies by offering insights and guidance on how to integrate a cosmopolitan perspective in a variety of subfields of this discipline. Building on debates on de-Westernization and cosmopolitanism, the contributors advocate for the inclusion of both global and local perspectives and context-led approaches. They argue that acknowledging and incorporating epistemologies, topics, and methodologies from diverse regions, contexts, and backgrounds will enhance the comprehensiveness and relevance of their discipline and foster a more inclusive and meaningful understanding in communication studies.

The limits of live fact-checking: Epistemological consequences of introducing a breaking news logic to political fact-checking

This article analyses the novel form of live political fact-checking, as performed by the Norwegian fact-checking organisation Faktisk.no during the Norwegian parliamentary election campaign in 2021. The aim of the study was to investigate the epistemological consequences of introducing a breaking news logic to political fact-checking. Through methods of participatory observation, interviews and textual analysis, the study finds that Faktisk.no used several strategies to bridge the ‘epistemic gap’ between the logics of breaking news and political fact-checking. Combined, these strategies pushed the live fact-checking towards a confirmative epistemology, implying that the live political fact-checking confirmed (1) knowledge already believed to be true and (2) hegemonic perspectives on what constitutes important and reliable information. The findings thereby point to a potential reorientation of political fact-checking from being a critical corrective of political elites to confirming the perspectives and knowledge base of the same elites.

Fact-Checkers on the Fringe: Investigating Methods and Practices Associated With Contested Areas of Fact-Checking

This study investigates the methods and practices used by self-identified fact-checkers situated on the fringe of the field of fact-checking to support their agenda for public recognition and legitimacy. Using a case study approach and selecting nine cases across five countries (Russia, Brazil, India, China, and Singapore), we identify the most common distinguishable attributes and tactics associated with this ambiguous collection of actors. In addition to identifying how fringe fact-checkers weaponize fact-checking practices and exploit or mimic the social standing of accredited fact-checkers, we critique examples where state-supported fact-checkers associated with authoritarian governance structures fact-check for national interests. We propose a spectrum of fact-checkers including those where public or general interest fact-checkers follow journalistic ideals and align with accredited communities of practice or non-accredited peer recognition, and a collection of fringe fact-checkers ranging from “special interest” actors promoting specific political agendas to hostile actors with disruptive, destructive, and openly propagandistic interests and aims to destabilize the global public sphere. The article contributes to current research and debates about the institutionalization of fact-checking and the understudied area of fact-checking impersonation, a problematic activity associated with misinformation and propaganda on platforms and the internet.

Unveiling Disinformation: Mapping Attacks on Brazil's Electoral System and the Response of the Superior Electoral Court (2018-2023)

Falsehoods targeting political parties and candidates have long been entrenched in Brazilian politics and monitored by the Superior Electoral Court (TSE). Since the rise of the far right in Brazil, the TSE has itself become a disinformation target. This study aims to unveil disinformation that has been directed at the Brazilian electoral system since 2018 and explore the court's responses. First, we quantitatively analyzed 420 verification articles from the TSE's Fato ou Boato website to identify the falsehoods' origins, targets, narratives, and deceptive strategies. Second, we conducted expert interviews and qualitatively examined official documents to explore counteraction strategies, particularly collaborations with fact-checkers. The findings indicate that disinformation primarily revolves around the alleged vulnerability of the electronic voting system (25%) and supposed illegal actions that have been committed by the TSE (15%). Supreme Federal Court ministers, notably Luís Barroso and Alexandre de Moraes, have become frequent targets. Assaults on the TSE surged from 15% (2018) to 27% (2022). Strengthened collaboration with fact-checkers enhances their societal recognition and significance in the Brazilian public sphere.

When Fact-Checking Is Not WEIRD: Negotiating Consensus Outside Western, Educated, Industrialized, Rich, and Democratic Countries

This study unpacks the emerging framework of detection, verification, and correction of falsehoods developed by fact-checkers outside Western, Educated, Industrialized, Rich, and Democratic countries. We explore a series of semistructured interviews carried out in several languages with thirty-seven fact-checking experts from thirty-five organizations in twenty-seven countries across Africa, Asia, Latin America, and Eastern Europe. Our findings emphasize the contextual nature of the falsehoods that these professionals deal with on a daily basis, and the many strategies they employ to navigate cultural and political obstacles while strengthening social cohesion locally. We review these findings against the literature in the area and argue that the prevailing framework of fact-checking, where misinformation and disinformation are reduced to individual and behavioral problems, underplays the social and historical dimensions driving disinformation and propaganda.

Checking verifications during the 2022 Brazilian run-off election: How fact-checking organizations exposed falsehoods and contributed to the accuracy of the public debate

This study observes content-related indicators of the editorial decisions made by fact-checkers during the 2022 Brazilian runoff election. Specifically, it aims to investigate fact-checkers' outputs regarding verification genres, scrutinized actors, types of verified falsehoods, and inspected platforms. The focus on Brazil stems from its reputation as a disinformation hub, owing to social polarization, populist communication, high social media use, low media trust, and intense WhatsApp penetration. Consequently, fact-checking agencies have proliferated within Brazil's media landscape. To provide some hints about the fact-checkers' editorial choices, we conducted a quantitative content analysis of verification articles (n = 349) published during the second round of the presidential election by four leading fact-checking organizations: Lupa and Aos Fatos (independents), Estadão Verifica (press), and AFP Checamos (global news agency). The results reveal a prioritization of combating online falsehoods (82.2%) spread by anonymous sources, as opposed to verifying public figures' statements (5.5%), a trend already observed in other media systems. Although Meta's social networks and Twitter are primarily monitored, other platforms such as TikTok, Kwai, and Telegram are increasingly gaining fact-checkers' attention. Fact-checkers predominantly scrutinized anonymous disinformation agents. Moreover, they primarily debunked falsehoods targeting the opposition, legacy media, social networking companies, and the Supreme Electoral Court. Despite the anonymity, 77.4% of the verified falsehoods were found to be beneficial to Bolsonaro, while 12% were advantageous to Lula da Silva.

This article discusses the origins and development of research on online media and online political communication studies in Brazil. It analyzes the factors influencing the origins and development of the research on online media in the country. One the one hand, Brazil belongs to the semiperiphery of the international research system. On the other hand, when the online media appeared, there was already a solid tradition of Communication research in the country. It presents an overview of how Communication education and research organized in Brazil. Against this backdrop, it presents three stages of online media research development in Brazil: (a) incipient, (b) consolidation, and (c) new frontiers. In particular, it examines the impact that online media had on the Brazilian Political Communication research agenda.

Populism: An Overview of the Concept and the State of the Art

Populist forces are increasingly relevant, and studies on populism have entered the mainstream of the political science discipline. However, no book has synthesized the ongoing debate on how to study the phenomenon. The main goal of this Handbook is to provide the state of the art of the scholarship on populism. The Handbook lays out not only the cumulated knowledge on populism, but also the ongoing discussions and research gaps on this topic. The Handbook is divided into four sections. The first presents the main conceptual approaches and points out how the phenomenon in question can be empirically analyzed. The second focuses on populist forces across the world with chapters on Africa, Australia and New Zealand, Central, Eastern, and Western Europe, East Asia, India, Latin America, the post-Soviet States, and the United States. The third reflects on the interaction between populism and various issues both from scholarly and political viewpoints. Analysis includes the relationship between populism and fascism, foreign policy, gender, nationalism, political parties, religion, social movements, and technocracy. The fourth part encompasses recent normative debates on populism, including chapters on populism and cosmopolitanism, constitutionalism, hegemony, the history of popular sovereignty, the idea of the people, and revolution. With each chapter written by an expert in their field, this Handbook will position the study of populism within political science and will be indispensable not only to those who turn to populism for the first time, but also to those who want to take their understanding of populism in new directions.

How to grow a transnational field: A network analysis of the global fact-checking movement

The worldwide fact-checking movement has grown rapidly over the last decade and achieved remarkable prominence. This study investigates that global movement as a case of deliberate institution-building to consolidate a new transnational field. We use a comprehensive network analysis of the first eight years of the annual Global Fact conference to ask how fact-checkers grew their young field, examining the roles of leading practitioners as well as “meta-level” organizations like the International Fact-Checking Network (IFCN). We identify an elite tier shaping the development of the field, whose membership aligns with other markers of leadership. We show how these organizations play either internally or externally directed brokerage roles, reflecting the characteristic tension in emerging fields between maintaining community bonds and cultivating external stakeholders. And we highlight the pivotal role of the IFCN—while showing that certain fact-checking groups act like meta-level organizations, with resources dedicated to field-building and governance.
