Through a comprehensive analysis of case studies in healthcare and social security benefits programs, we demonstrate that chatbots can significantly improve efficiency, accuracy, and accessibility in enrollment procedures. Our findings indicate a 30-40% reduction in processing times and a marked increase in application completion rates. However, challenges related to data privacy, system integration, and user acceptance persist. This article contributes to the growing body of literature on digital transformation in public administration by providing empirical evidence of chatbots' effectiveness in benefits enrollment. We conclude that while chatbots offer promising solutions to longstanding issues in public sector service delivery, their successful implementation requires careful consideration of technical, ethical, and user-centric factors. Our study has important implications for policymakers and public administrators seeking to leverage AI technologies to enhance public service efficiency and accessibility.

Abstract
This article examines the implementation of artificial intelligence-powered chatbots in public sector
benefits enrollment processes, focusing on their potential to streamline operations, enhance user
experience, and reduce administrative burdens. Through a comprehensive analysis of case studies in
healthcare and social security benefits programs, we demonstrate that chatbots can significantly improve
efficiency, accuracy, and accessibility in enrollment procedures. Our findings indicate a 30-40% reduction

communication, leading to more natural and context-aware interactions.

Conclusion

This literature review presents the History, Technology, and Applications of Natural Dialog Systems or simply chatbots. It aims to organize critical information that is a necessary background for further research activity in the field of chatbots. More specifically, while giving the historical evolution, from the generative idea to the present day, we point out possible weaknesses of each stage. After we present a complete categorization system, we analyze the two essential implementation technologies, namely, the pattern matching approach and machine learning. Moreover, we compose a general architectural design that gathers critical details, and we highlight crucial issues to take into account before system design. Furthermore, we present chatbots applications and industrial use cases while we point out the risks of using chatbots and suggest ways to mitigate them. Finally, we conclude by stating our view regarding the direction of technology so that chatbots will become really smart.

This study organizes existing research on the public value of e-government in order to investigate the current state and what value e-government is supposed to yield. The two questions that guided the research were: (1) What is the current state of research on the public value of e-government? And (2) What value is e-government supposed to yield? Six, sometimes overlapping, values were found: Improved public services; improved administrative efficiency; Open Government (OG) capabilities; improved ethical behaviour and professionalism; improved trust and confidence in government; and improved social value and well-being. These six public value dimensions were thereafter generalized into three overarching, and also overlapping, public value dimensions of Improved Public Services, Improved Administration, and Improved Social Value. The improved public services dimension influences other dimensions. Hence, this literature study theorizes a descriptive and multidimensional framework that can improve our understanding of the public value of e-government from different viewpoints, and the overlap between them in actual e-government designs and implementations. Regarding the current state of research on the public value this study found a lack of research on the public value of e-government, especially, in the context of developing countries – and more importantly – a total absence of this kind of research in the Least Developed Countries (LDCs). There is also a lack of comparative studies at national, regional, and project level; and a lack of research on the generative perspective.

In today’s digitally enabled world, banks offer chatbots to improve customer service. This research looks at chatbots as a form of an information system. It observes the effect of the three quality dimensions of the information system success model on customer experience, further leading to love for the bank brand. As chatbots are a new technology platform, consumers may find some risk in its use. Hence, the moderating role of perceived risk between the three quality dimensions and customer experience is also observed. The survey method was employed to conduct the study. Data were collected from 258 respondents. The results provide a definite direction for banks to strengthen the consumer–brand relationship by offering chatbots suiting their customers’ expectations.

The paper reports on a proof-of-concept of Mandy\mathsf {Mandy}, a primary care chatbot system created to assist healthcare staffs by automating the patient intake process. The chatbot interacts with a patient by carrying out an interview, understanding their chief complaints in natural language, and submitting reports to the doctors for further analysis. The system provides a mobile-app front end for the patients, a diagnostic unit, and a doctor’s interface for accessing patient records. The diagnostic unit consists of three main modules: An analysis engine for understanding patients symptom descriptions, a symptom-to-cause mapper for reasoning about potential causes, and a question generator for deriving further interview questions. The system combines data-driven natural language processing capability with knowledge-driven diagnostic capability. We evaluate our proof-of-concept on benchmark case studies and compare the system with existing medical chatbots.

Chatbots are predicted to play a key role in customer service. Users’ trust in such chatbots is critical for their uptake. However, there is a lack of knowledge concerning users’ trust in chatbots. To bridge this knowledge gap, we present a questionnaire study (N = 154) that investigated factors of relevance for trust in customer service chatbots. The study included two parts: an explanatory investigation of the relative importance of factors known to predict trust from the general literature on interactive systems and an exploratory identification of other factors of particular relevance for trust in chatbots. The participants were recruited as part of their dialogue with one of four chatbots for customer service. Based on the findings, we propose an initial model of trust in chatbots for customer service, including chatbot-related factors (perceived expertise and responsiveness), environment-related factors (risk and brand perceptions) and user-related factors (propensity to trust technology). RESEARCH HIGHLIGHTS We extend the current knowledge base on natural language interfaces by investigating factors affecting users’ trust in chatbots for customer service. Chatbot-related factors, specifically perceived expertise and responsiveness, are found particularly important to users’ trust in such chatbots, but also environment-related factors such as brand perception and user-related factors such as propensity to trust technology. On the basis of the findings, we propose an initial model of users’ trust chatbots for customer service.

The search for models to predict the prices of financial markets is still a highly researched topic, despite major related challenges. The prices of financial assets are non-linear, dynamic, and chaotic; thus, they are financial time series that are difficult to predict. Among the latest techniques, machine learning models are some of the most researched, given their capabilities for recognizing complex patterns in various applications. With the high productivity in the machine learning area applied to the prediction of financial market prices, objective methods are required for a consistent analysis of the most relevant bibliography on the subject. This article proposes the use of bibliographic survey techniques that highlight the most important texts for an area of research. Specifically, these techniques are applied to the literature about machine learning for predicting financial market values, resulting in a bibliographical review of the most important studies about this topic. Fifty-seven texts were reviewed, and a classification was proposed for markets, assets, methods, and variables. Among the main results, of particular note is the greater number of studies that use data from the North American market. The most commonly used models for prediction involve support vector machines (SVMs) and neural networks. It was concluded that the research theme is still relevant and that the use of data from developing markets is a research opportunity.

Driven by ‘success stories’ reported by private sector firms, government agencies have also started adopting various Artificial Intelligence (AI) technologies in diverse domains (e.g. health, taxation, and education); however, extensive research is required in order to exploit the full potential of AI in the public sector, and leverage various AI technologies to address important problems/needs. This paper makes a contribution in this direction: it presents a novel approach, as well as the architecture of an ICT platform supporting it, for the advanced exploitation of a specific AI technology, namely chatbots, in the public sector in order to address a crucial issue: the improvement of communication between government and citizens (which has for long time been problematic). The proposed approach builds on natural language processing, machine learning and data mining technologies, and leverages existing data of various forms (such as documents containing legislation and directives, structured data from government agencies’ operational systems, social media data, etc.), in order to develop a new digital channel of communication between citizens and government. Making use of appropriately structured and semantically annotated data, this channel enables ‘richer’ and more expressive interaction of citizens with government in everyday language, facilitating and advancing both information seeking and conducting of transactions. Compared to existing digital channels, the proposed approach is appropriate for a wider range of citizens’ interactions, with higher levels of complexity, ambiguity and uncertainty. In close co-operation with three Greek government agencies (the Ministry of Finance, a social security organization, and a big local government organization), this approach has been validated through a series of application scenarios.
