Abstract:
The Coronavirus pandemic, which began in late 2019 due to
a new Coronavirus known as "SARS CoV2," has surpassed all
previous pandemics since the 1918 Spanish flu. Aside from high
mortality rates, the pandemic has resulted in economic losses,
and a disruption of all human activities, as a result of closed
borders and the implementation of a quarantine system to limit
virus transmission.At the level of international relations, most
diplomatic meetings and conferences were canceled
necessitating a reliance on digital technologies to reactivate
diplomatic activity and avoid international isolation and its
consequences for countries.
This article aims to investigate the role of digital diplomacy
in mitigating the effects of the pandemic on states. In the same
context, digital diplomacy is viewed as an extension of
traditional diplomacy in light of developments in the field of
information and communication technologies, which present
challenges related to data security and communication
confidentiality, as well as ethical challenges arising from the use
of digital technologies and platforms.

Like other transnational threats such as climate change, the extinction of biological species, SARS or Ebola, the current COVID-19 confronts the modern utopia of rigid borders between nations and contemporary finance-led neoliberal economic models. Acknowledging the complexity of COVID-19’s root causes, this paper builds on the contradictions between science, expertise and policy in the definition of global human security, and sketches five possible future international scenarios. I argue that in the aftermath of the pandemic any sort of future global, regional and state regulation will need to consider transnational threats not only to ensure the security of individuals, but also to guarantee the long-standing durability of the biosphere as a life-supporting system. To uphold this argument, I develop three sections: (i) the nature of the threat; (ii) the geopolitical tensions that COVID-19 heightens; and (iii) possible future scenarios.

ABSRACT The increase number of foreign mission as well as diplomat around the globe signifies the global recognition to the vital role of diplomatic corps in this era of information age. The rapid development of Information and Communication Technology (ICT) has led to drastic change in the nature and conduct of diplomacy and diplomatic services in the contemporary time. This paper addressed questions like: Has information and communication technology in essence improved the practice of diplomacy? Has the aid of communication technology made diplomacy easier and more viable? Has its advent reduced the importance of conventional diplomacy? And what implication is there then for the grooming of new diplomats who would have the task of performing the acts of diplomacy in the nearest future? In answering these questions, the paper employed a qualitative research methodology based on data collected from mostly secondary sources such as textbooks, journals and articles; and views of different scholars on the use of (ICT) in the practice of diplomacy. The paper highlighted the development and progressive effect in key areas of diplomatic services, aided by the discoveries and revolution in the information and communication technology. Conclusively, the paper suggested potential trend in ICT which would go a long way in aiding the training of future diplomat who would have the task of performing the acts of diplomacy in the future. INTRODUCTION The end of cold war brought a pragmatic restructuring and advent of two key factors: the explosion in the size of the members in the state centric world system and the astronomical development in science and technology. Advances in science and technology have become drivers in international relations and knowledge of such trend in major field has become an essential prerequisite to effective international negotiation and conduct of relations. Communication technology is now an inescapable part of everyday life as well as integral element to large scale economic, social and political restructuring. The advances in communication technology create fundamental changes to the traditional international relations environment by promoting transparency, crowding out secrecy, mobilising global social movement and increasing the importance of diplomacy, where states now linked to millions of individuals by fibre optics, satellite and wireless in a complex network. These trends have resulted in considerable speculation about the future of diplomacy. The state is considered to be losing its capacity to control and influence the flow of information across its borders, and over what its citizens see, hear and think (Ronald, 1997). Specifically, network technology-especially the Internet-is allowing an increasing array of civil society and other non-state actors (NSAs) to augment their power and seize the initiative away from states. Yet, in a world were decisive distinctiveness is becoming a losing phenomenon and compact globalization gaining grounds effectively; the need of a diplomatically-sound world becomes paramount. States find it more and more necessary to negotiate and foster friendly relations as borders become more porous and intertwined in several socioeconomic ways. There is need more than ever to indulge in diplomacy, diplomacy this time that would have to take into consideration the new communications environment in which it finds itself. "Internet has reached the point when nobody can afford to ignore it, at their own loss" (Costea, 2007: 171). "The ability to disseminate free information increases the potential for persuasion in world politics" (Keohame and Nye, 2006: 193); the ability to control the information-use or abuse-is a way to empowerment. The work of diplomats is in essence communication and collaboration with colleagues and partners all over the world. The ICT is a mighty communication and collaboration tool. The profoundly planned and well organised usage of ICT can help states, especially developing ones, to cope with the load of challenges and catch up with the emerging trends of the modern diplomacy. To fully realize the potential of the new technologies, diplomats will have to recognize that a different communications environment is emerging and that its emergence will have a profound impact on statecraft. The diplomatic world is becoming much more complex and diversified as it conforms to the new realities prompted by the sheer growth in the number of actors operating in the international sphere (Ronald, 1997). What is digital diplomacy? How can it best be defined? This is a vexing question given the myriad of ways in which digitalization has impacted the practice of diplomacy. Arriving at such a definition becomes even more elusive when taking into account that scholars and practitioners also use the terms net diplomacy, social media diplomacy, diplomacy 2.0 and cyber diplomacy .This article aims to offer a definition of digital diplomacy. To do so, it first identifies certain events and processes that led to the emergence of digital diplomacy. Next, it demonstrates the manner in which digital diplomacy enables diplomats to overcome many of the limitations of traditional diplomacy. The article also explores the challenges of practicing digital diplomacy before ending with a definition of the term.

The Internet revolution has affected all aspects of life, including International relations. Diplomacy as a tool of foreign policy has also being transformed by this revolution. This paper examines the concept of digital diplomacy, focusing on the use of digital media in the field of diplomacy and how countries are utilizing these tools in the pursuit of their foreign policies. It examines the opportunities and challenges these media offer for diplomatic activities, and argues that countries cannot afford to be left behind in this era of digital diplomacy as they can greatly benefit from these emerging diplomatic trends. Digital diplomacy and Internet activities as a whole can greatly assist in projecting a state’s foreign policy positions to domestic and foreign audiences.

Information and information technologies are steering international relations as they have fostered collaborations and even wars. Competition for information and information products have resulted in massive cyber-attacks and information wars. Information is being used by different countries for economic and political gains and this has brought about information theft and manipulation over the cyber. Information has become a central and key driver in international relations. However, different countries are not aware of the exact extent of the importance of information in international relations. This has made them not pay attention to securing their information and information products and even not seeking to maximise the use of information as a resource to foster economic and political development. This study sought to establish the importance of information in international relations. This study applied a literature review which sought to bring out the importance of information and information communication technologies in international relations.

Diplomacy is transforming and expanding its role as the method of interstate relations to a general instrument of communication among globalized societies. Adapting to globalization the practice of diplomacy is shared by non-state participants, thus becoming privatized and popularized. This book analyses digital diplomacy as a form of change management in international politics. The recent spread of digital initiatives in foreign ministries is often argued to be nothing less than a revolution in the practice of diplomacy. In some respects this revolution is long overdue. Digital technology has changed the ways firms conduct business, individuals conduct social relations, and states conduct governance internally, but states are only just realizing its potential to change the ways all aspects of interstate interactions are conducted. In particular, the adoption of digital diplomacy (i.e., the use of social media for diplomatic purposes) has been implicated in changing practices of how diplomats engage in information management, public diplomacy, strategy planning, international negotiations or even crisis management. Despite these significant changes and the promise that digital diplomacy offers, little is known, from an analytical perspective, about how digital diplomacy works. This volume, the first of its kind, brings together established scholars and experienced policy-makers to bridge this analytical gap. The objective of the book is to theorize what digital diplomacy is, assess its relationship to traditional forms of diplomacy, examine the latent power dynamics inherent in digital diplomacy, and assess the conditions under which digital diplomacy informs, regulates, or constrains foreign policy. Organized around a common theme of investigating digital diplomacy as a form of change management in the international system, it combines diverse theoretical, empirical, and policy-oriented chapters centered on international change.
