سياسة منح الأراضي التابعة لأملاك الدولة للاستصلاح في إطار الامتياز بالجنوب، أداة لترقية الزراعة الاستراتيجية بالجزائر خلال سنة 2024

Abstract

تهدف هذه الدراسة للتعرف على الإطارالقانوني المنظم لسياسة منح الأراضي التابعة لأملاك الدولة للاستصلاح في إطار عقد الامتياز والمتمثل في المرسومين التنفيذيين رقم 21-432 و رقم20-265، إضافة للزراعات الاستراتيجية التي تسعى الدولة لتحقيقها بتطبيق هذه السياسة في العديد من ولايات الجنوب ، تم اعتماد المنهج الوصفي والمنهج التحليلي ومنهج دراسة الحالة عند عرض تجسيد هذه السياسة في الصحراء الجزائرية، وذلك بإطلاق وزارة الفلاحة والتنمية الريفية بيان ثالث ورابع للمستثمرين على الموقع الالكتروني لكل من الديوان الوطني للأراضي الفلاحية(ONTA) وموقع ديوان تنمية الزراعة الصناعية بالأراضي الصحراوية(ODAS) على التوالي، يتضمن البيان تخصيص وعاء عقاري للاستصلاح بعدد من ولايات الجنوب مع دعوتهم لتقديم طلبات الحصول على مساحات بشروط وفي أجال محددة، و تظهر نتائج الدراسة أن سياسة منح الأراضي للاستصلاح منظمة بموجب مراسيم تنفيذية، وتم تطبيقها في الجنوب الجزائري بهدف النهوض بالزراعات الاستراتيجية. تكمن أهمية الدراسة في استكشاف دور سياسة منح الأراضي للاستصلاح بالجنوب في دعم الزراعات الاستراتيجية بالجزائر، مع بيان مساحة الأراضي الصحراوية المخصصة للاستصلاح والولايات المعنية بذلك خلال سنة 2024.

This study aims to examine the legal framework governing the policy of granting state-owned lands for cultivation under concession contracts, as stipulated in Executive Decrees No. 21-432 and No. 20-265, in addition to the strategic agricultural initiatives that the government is striving to achieve in numerous southern states. The descriptive, analytical, and case study methods were employed in presenting the implementation of this policy in the Algerian desert by allocating a land parcel for cultivation in the south. The study results indicate that the policy of granting lands for cultivation is organized through executive decrees and has been implemented in southern Algeria to advance strategic agriculture. The study's significance lies in investigating the role of the land grant policy for cultivation in the south in supporting strategic agriculture in Algeria, along with specifying the area of desert lands designated for cultivation and the relevant states during the year 2024.

addition to the strategic agricultural initiatives that the government is striving to achieve in numerous
southern states. The descriptive, analytical, and case study methods were employed in presenting the
