IDENTIFICATION OF INDICATORS FOR THE IMPLEMENTATION OF A TRACEABILITY SYSTEM FOR SHARK AND RAY PRODUCTS AMONG INTERMEDIARIES IN PAHANG, MALAYSIA

Abstract

Traceability system implementation has been suggested to improve data collection in shark and ray product supply chains, thereby supporting their sustainable utilisation and trade. By providing sufficient supply chain information, this system can help to prevent illegal, unreported and unregulated (IUU) fishing and the extinction of these important species. This study aimed to identify the indicators for implementing a traceability system for shark and ray products among intermediaries in Pahang. The study employed a descriptive analysis utilising a reliability test, Exploratory Factor Analysis, and frequency analysis. Individual interviews were conducted using semi-structured questionnaires. The study identified 21 indicators categorised from four dimensions: Shark and ray resources, regulatory compliance and collaboration effort, commitment and skills, and information technology infrastructure. The government is recommended to enforce mandatory registration of intermediaries, require species-specific reporting, invest in management and financial support, increase awareness and training, improve current information system infrastructure, and maintain good collaboration with all stakeholders. Future studies should include consumers and the community to raise awareness about shark and ray products and promote their sustainable utilisation and trade.

The objective of this study is to obtain experts’ opinions in identifying factors influencing the implementation of supply chain traceability for shark and ray products in Pahang, Malaysia. The information was obtained through structured key informant interviews (KIIs), which were conducted one-to-one and face-to-face with relevant experts from government agencies and Malaysia’s National Plan of Action (NPOA-Shark) committee members. From the text discourse analysis, the study has identified seven indicators that need to be improved and explored before developing the full implementation of the supply chain traceability system in Pahang. The indicators are as follows: (i) policy and strategic management; (ii) acts and regulations; (iii) shark and ray resources; (iv) manpower and capability; (v) infrastructure and management information system; (vi) collaboration efforts; and (vii) buy-ins from stakeholders. It is recommended that the government reviews the current policy, acts, regulations, and strategic initiatives to increase the commitment from all relevant stakeholders to ensure sustainable utilisation of shark and ray species.

Subsidies are a form of support provided to consumers and producers by government to enhance the welfare. Fishers in Malaysia receive various type of subsidies. Fisheries subsidies however are a challenge because it can work against fishers’ welfare if the fisheries subsidies lead to over fishing and resource depletion. In this paper, we explore the impacts of fisheries subsidies on small-scale fishers in Malaysia and suggest ways to improve the subsidies scheme so that the twin roles of improving fishers’ welfare and fisheries sustainability are achieved. Data on fisheries subsidies and fisheries production in Peninsular Malaysia is used in this study.

Sharks and rays are increasingly recognized as a priority species group for conservation action. They play critical roles in maintaining functional and productive ecosystems, and contribute directly to human well- being through the fishing industry, tourism industry and role in coastal livelihoods and food security. Sharks are also one of the most threatened species groups in the world, with several species experiencing drastic population declines across much of their range, and an estimated one in four species now threatened with extinction. The long-term maintenance of healthy shark populations is critical for people and the planet. Indonesia is a global priority for shark and ray conservation and management, as it’s both a hotspot of diversity and a hotspot of pressures. Implementing effective conservation for sharks and rays in Indonesia is challenging for a number of practical, epistemological and socioeconomic reasons, including: species diversity, complex spatial and population dynamics, prevalence of incidental and non-selective fishing, indistinguishable products in trade, indiscriminate consumer preferences, and diverse and conflicting human uses and values. What is more, Indonesia is a large country, with a considerable coastline and ocean area, and limited resources for conservation and fisheries management. Despite these challenges, there is huge momentum and opportunity the improve the status of sharks and rays in Indonesia over the next five years. This document summarizes available information on the status of shark and ray species, sites and utilisation in Indonesia. It highlights some of the ecological and socioeconomic complexities surrounding shark conservation and management, and outlines five overarching strategic priorities and five key approaches for improving the status of sharks and rays in Indonesia over the next five years. Implementing this strategy requires the development of nuanced interventions that are specific to the ecological and socioeconomic characteristics of certain species, geographies and people, and a concerted effort from a wide range of stakeholders.

The waters of North Maluku Province are known as a hotspot for sharks in Indonesia. However, despite the richness and importance of shark population in this area, information about shark fisheries and trade remains limited. The aim of this research was to fill this knowledge gap by identifying the characteristics of shark fisheries and trade in this region. We conducted interviews and field observations during August 2017 in two case study regencies: South Halmahera and Morotai. The result show that targeted shark fishing is practiced in Mano village, Gomumu Island, South Halmahera and Posi-posi and Leo-leo Villages of Rao Island, Morotai Island. Mano village’s fishery consists of 48 vessels, with the main fishing grounds in Halmahera and Papua waters. Posi-Posi and Leo-Leo Villages operate a fleet of 12 vessels, within the main fishing ground in northern Morotai waters. We identified two traders of shark products in Morotai Island Regency, and seven traders in South Halmahera Regency. The primary traded commodities are shark fins and meat, predominantly. Fins are transported by boat to traders in Manado, Surabaya, Bau-Bau and Makassar, while meat is sold on to traders in Jakarta. We expect that the results of this research can be used to direct attention and resources towards managing shark fisheries and trade in North Maluku Province in the future

This study aims to examine the influence of individual differences on the small-scale fishermen’s climate change adaptation practices toward climate change. This is a descriptive correlational study on 400 small-scale fishermen living in four climate change–affected areas in Malaysia, which were selected based on a multistage cluster sampling. In conclusion, it was found that age, income, and fishing experience recorded a significant relationship with climate change adaptation practices, whereas their household size did not yield any relationship with the adaptation practices. Furthermore, a number of small-scale fishermen who use fisheries technologies, have alternative jobs, and possess higher education have recorded better climate change adaptation practices compared with nonusers, full-timers, and less educated fishermen. Several recommendations were made to assist the concerned parties in developing better adaptation strategies that are fitted to the fishermen’s needs, interests, and abilities.

Increasing fishing effort has caused declines in shark populations worldwide. Understanding biological and ecological characteristics of sharks is essential to effectively implement management measures, but to fully understand drivers of fishing pressure social factors must be considered through multidisciplinary and integrated approaches. The present study aimed to use fisher and trader knowledge to describe the shark catch and product supply chain in Northeastern Brazil, and evaluate perceptions regarding the regional conservation status of shark species. Non-systematic observations and structured individual interviews were conducted with experienced fishers and traders. The demand and economic value of shark fins has reportedly decreased over the last 10 years while the shark meat trade has increased slightly, including a small increase in the average price per kilogram of meat. Several threatened shark species were reportedly often captured off shore and traded at local markets. This reported and observed harvest breaches current Brazilian environmental laws. Fishing communities are aware of population declines of several shark species, but rarely take action to avoid capture of sharks. The continuing capture of sharks is mainly due to a lack of knowledge of environmental laws, lack of enforcement by responsible authorities, and difficulties encountered by fishers in finding alternative income streams. National and regional conservation measures are immediately required to reduce overfishing on shark populations in Northeastern Brazil. Social and economic improvements for poor fishing communities must also be implemented to achieve sustainable fisheries.

In the last decade, a range of drivers within the seafood sector have incentivized the application of traceability to issues beyond food safety and inventory management. Some of the issues motivating the expanded use of traceability within the global seafood sector include: increased media attention on the legal and social risks within some seafood supply chains, governmental traceability requirements, private-sector sustainability commitments, and others. This article begins with an overview of these topics in the seafood industry, and why many nongovernment organizations (NGOs), companies, and government actors have turned to traceability as a tool to address them. We discuss how traceability connects to key requirements of environmental sustainability and social responsibility. Later, we review the range of traceability services, tools, software solutions, and the due diligence measures that are currently being leveraged within the seafood sector. The paper concludes with a discussion of several NGO- and industry-led traceability initiatives that are examples of seafood traceability improvements.

Interoperability is a critical component of full-chain digital traceability, but is almost nonexistent in the seafood industry. Using both quantitative and qualitative methodology, this study explores the barriers impeding progress toward large-scale interoperability among digital traceability systems in the seafood sector from the perspectives of seafood companies, technology vendors, and supply chains as a whole. We highlight lessons from recent research and field work focused on implementing traceability across full supply chains and make some recommendations for next steps in terms of overcoming challenges and scaling current efforts.

This paper examines the economic and environmental impacts of fisheries subsidies on the small scale fisheries in Malaysia. The data for this study was obtained from interviews with 246 fishers from Kedah,Terengganu and Selangor states using a structured questionnaire. The study found that fishing effort and catch was significantly higher for commercial fishing boats operating in Zone B and Zone C compared to the artisanal fishing boats operating in Zone A. The results suggest that fishing effort and catch was partly attributed to the fuel subsidy in fisheries. Furthermore,the larger engine boats (B and C) gained substantial fishing income that seems to reflect unequal distribution of benefits because larger vessels were able to gain maximum benefits compared to the smaller boats. However,the poor fishers (boat A) were able to improve their livelihoods through various livelihood subsidies compared to the fishers with larger boats (B and C). The results suggest that current fisheries subsidies may not lead to sustainable fisheries and income of small scale fishers. Fisheries overexploitation cannot be reduced by elimination of subsidy,effective planning and designing of subsidy programmes may improve the wellbeing of fishers in Malaysia.

While food product traceability has become increasingly important in recent years, there is no consensus on what the term "traceability" means, and several conflicting definitions exist. This paper gives an overview of relevant traceability definitions, outlining similarities, differences, and the consequences of choosing one definition over another. To ascertain which definitions are most commonly used, 101 scientific articles relating to food traceability were reviewed. All the definitions commonly referred to in these articles are shown to have weaknesses. By combining the best parts of the existing definitions, this paper offers a new possible definition of traceability as pertaining to food products.

Over the last two decades, efforts to combat illegal, unreported, and unregulated (IUU) fishing have led to an expansion of initiatives to enhance transparency across the seafood industry through international agreements, national government regulations, and voluntary private initiatives. Understanding of the effects of these initiatives remains limited, and approaches contested among stakeholders. Yet similar transparency initiatives introduced in recent decades across other sectors whose goal is to expand sustainability in global supply chains, may offer applicable lessons for seafood sustainability. Through a comparative review of transparency initiatives adopted in apparel, extractives, and timber supply chains, this study draws out lessons to inform efforts to expand transparency in seafood supply chains in order to combat illegal fishing. Across the literature reviewed on these three industries and seafood, there was mixed consensus that the initiatives met their intended sustainability goals or significantly affected costs and revenues, based on the evidence available. The review finds a trend across the three industries for increased transparency initiatives in international supply chains, which are often voluntary or state-based initiatives. This trend was commonly motivated by expanded trade and reputational risks from consumer demand, and external pressure from civil society. Transparency initiatives were often driven by governments, lead firms, and markets from developed countries. Conversely the resources and/or producers targeted by the transparency activities have been more widely dispersed worldwide, with many located in developing countries. Comparing across the sectors, lessons learned are distilled to inform efforts aiming to expand transparency in seafood supply chains.

The need for food safety has arisen because of increasing awareness of consumers and concerns of the regulators regarding quality, hygiene and authenticity of food supplies. One of the tools used for assuring quality and safety in the entire food supply chain is providing reliable information through traceability. A survey was conducted to understand Indian food supply chain from product identification and traceability, industry preparedness for undertaking recalls across food categories, identification of gaps and recommend the way forward. The IT based traceability system for export supply chains was also examined. It was observed that barcodes are used primarily for price displays and low awareness on importance of food traceability system for assuring food safety was observed.

Traceability has become a critical element in supply chain management, particularly in safety-sensitive sectors like food, pharmaceuticals, etc. Upstream (manufacturers, producers, etc.) and downstream (distributors, wholesalers, etc.) supply chain members need to store and handle traceability-related information for providing proof of regulatory compliance to both state authorities and more demanding customers. More specifically, European Union regulations mandate food producers to trace all raw materials/ingredients used throughout their supply chain operations. Consumers also place high expectations on food supply chains (FSC) with specific emphasis on facets related to safety. However, the complexity of modern FSC networks and their fragmentation act as barriers for the development of sound traceability mechanisms. This paper aims to develop a distributed functional model to provide decentralized and automated FSC traceability based on blockchain technology and smart contracts. For assessing the feasibility of the proposed modeling approach, a food traceability use-case scenario is presented. The applicability of the model is further illustrated by the development of a fully functional smart contract and a local private blockchain. The overall benefits of the proposed model are assessed based on a set of predefined Key Performance Indicators (KPIs). The results are of significant value to both practitioners and researchers.

Background Traceability of food products has become the focus of regional and national legislation, of many research and technical development initiatives and projects, and of many scientific articles. However, most of the scientific publications do not differentiate between the components of a traceability system, and those who do to some degree use inconsistent terminology and definitions. This weakens the analysis and the conclusions, and it can lead to misunderstanding in relation to what a traceability system is, what the components are, and how system functionality can be improved. Scope and approach This paper provides a structure for describing and analyzing a traceability system and emphasizes the difference between the system mechanisms as opposed to the attributes of the units that are traced. The basis for the classification outlined in this article is practical experience from traceability system implementations in the food industry, and participation in international standardization processes relating to food traceability. The references and the authors’ experience are from the food sector, but the component description is likely to be relevant and applicable to any product traceability system in a supply chain. ‘Traceability system’ is used as a generic term in this article, encompassing the principles, practices, and standards needed to achieve traceability of food products, regardless of how these are implemented. In practice in the food industry, most traceability systems are computerized and they are implemented through extensive use of information and communications technology (ICT), but in principle a traceability system could be manual and paper-based (as was indeed common practice only a few years ago), and the components hierarchy outlined in this article would still be applicable. Key findings and conclusions This paper identifies the general components of a traceability system to be the identification of the units under consideration, the recording of the joining and splitting of these units as they move through the supply chain (the transformations), and the recording of the unit attributes. The distinction between the different components is particularly important when describing and comparing traceability systems, and when recommending improvements. In both these cases, the respective components need to be considered separately.

CITES (the Convention on International Trade in Endangered Species of Wild Fauna and Flora) aims to ensure that international trade in specimens of wild animals and plants does not threaten their survival. However, measuring the effectiveness and impacts of these trade regulations for commercially exploited aquatic species remains challenging. This study highlights observed or documented changes in elasmobranch fisheries in eight Southeast Asian countries before and after the listing of sharks and rays in CITES’ Appendix II, and the influence of CITES across five pillars or sectors of a “fishery assessment framework” developed especially for this purpose. Fisheries experts reported change was most common in the “governance” (e.g., policy, regulation and compliance) and “fisher(y)” sectors (e.g., structure and effort) of the assessment framework. The smallest change was recorded in “markets” (e.g., structures and prices) and “sociocultural” sectors (e.g., consumption, livelihoods and community awareness). Overall, the study demonstrates a measurable, albeit small, mostly positive influence of CITES in five of eight countries, while noting predominantly negative influences across two, and ongoing challenges for all in maintaining legal trade of these CITES‐listed species. The study concludes by offering guidance on future needs: most notably, more effort for long‐term collection of fundamental fisher‐, stock‐ and market‐related data to inform adaptive management and facilitation of legal trade where it is shown to be sustainable. Furthermore, as many of the shark and ray species under CITES provisions are transboundary stocks, increased support for communication and cooperation among regional fishery stakeholders is an ongoing need.

Implementation of food traceability systems in China faces many challenges due to the scale, diversity, and complexity of China's food supply chains. This study aims to identify critical success factors specific to the implementation of traceability systems in China. Twenty-seven critical success factors were identified in the literature. Interviews with managers at four food enterprises in a prestudy helped identify success criteria and five additional critical success factors. These critical success factors were tested through a survey of managers in 83 food companies. This study identifies six dimensions for critical success factors: laws, regulations, and standards; government support; consumer knowledge and support; effective management and communication; top management, company wide, and vendor support; and information and system quality.

For several decades, fishing sharks for their fins has provided important livelihoods for eastern Indonesian coastal communities that fish the Halmahera, Arafura and Timor Seas. Fishery and interview data collected in 2012-13 from three case studies on the islands of Seram, Aru and Rote were used to examine changes in shark fishers’ livelihoods over the preceding 20 years. While recent declines in catches and shark fin prices have had a substantial impact on fishers’ livelihoods, the fishery's low visibility in some areas of its geographic range and its political complexity in general have meant that government and international development agencies have largely been unaware of this impact. Many respondents remembered the Asian Financial Crisis in 1997-98 and the turn of the millennium as a time when sharks were still abundant and shark fin prices high, but were concerned about the on-going fall of shark fin prices since March 2012. High-value species, particularly guitarfish, hammerhead and sandbar sharks were most affected, losing up to 40% of their pre-2012 value. These changes, combined with the loss of fishing grounds, few attractive options for alternative income and restrictive debt relationships with shark fin bosses, have led some fishers to resort to high-risk activities such as blast fishing, illegal transboundary fishing, and people smuggling. This paper examines the multi-layered causes and consequences of fishers’ decision-making in response to adverse changes in their fishery, and explores options and obstacles to pursuing livelihoods that carry lower environmental, financial and personal risks.

Purpose – The purpose of this paper is to test the degree of understanding of traceability concept, drivers, systems’ characteristics, benefits and barriers, and frameworks with focus on UK small and medium businesses (SMEs) that operate in the food supply chain (FSC). Design/methodology/approach – This study employs a survey strategy by means of a questionnaire that was sent to food and drink companies operating in the FSC. In total, 164 SMEs answered the questionnaire. Answers were analysed by means of frequency distributions, coding, and pattern matching. Findings – UK SMEs appear to have a moderate understanding of the definition of traceability. The main drivers for traceability implementation are product safety and quality, even more than regulation. It is also found that SMEs do not consider technology as driver to implement traceability. In term of frameworks employed, about half of the SMEs stated that they were regulatory compliant, and followed industry standards. Furthermore, in term of traceability systems’ characteristics, one out of three companies have a basic system in place (only regulatory compliant), while two out of three have a more sophisticated system, with many companies voluntarily tracing the material during the production process, while chain traceability appears not to be widely implemented. Finally, it is felt that the benefits of traceability outweigh the barriers/disadvantages, with the main benefits found in the area of crisis management. Nonetheless, it appears that many benefits are still unknown to SMEs, especially in relation to the firm’s operations/strategy. Some implications for government and managers are suggested. Originality/value – This study fills the gap found in the literature where few recent academic papers focused attention on SMEs awareness of traceability in the FSC.
