The social foundations of racial inequalities in arrest over the life course and in changing times

Abstract

Although racial disparities in criminal justice contact are long‐standing and the subject of continuing public debate, few studies have linked early‐life social conditions to racial disparities in arrest over the life course and in changing times. In this article, we advance and test a theoretical model of racial inequality in long‐term arrest histories on a representative sample of nearly 1,000 individuals from multiple birth cohorts in the Project on Human Development in Chicago Neighborhoods. Large Black–White disparities in arrests from ages 10 to 40 arise from racial inequalities in exposure to cumulative childhood advantages and disadvantages rather than from race‐specific effects. Smaller but meaningful Hispanic–White gaps follow a similar pattern, and the same explanations of racial disparities hold across different offense types and across birth cohorts who came of age at different times during 1995 to 2021. These findings indicate that inequalities in early‐life structural factors, which themselves are historically shaped, trigger processes of cumulative advantage and disadvantage that produce racial disparities in arrests over the life course and that persist across different points in contemporary history.

We examined the role of state and county socioeconomic contextual characteristics in explaining Black-White child differences in permanency within one year of foster care entry. We estimated race-specific hierarchical linear models consisting of individual-level demographic and case characteristics of children, state and county socioeconomic contextual factors, and CFSR-3 performance-improvement plans. Findings showed that socioeconomic contextual characteristics were significantly associated with permanency for Black and White children in different ways. Rises in per capita income increased permanency for Black and White children. Conversely, increases in unemployment and SNAP recipiency decreased permanency for Black and White children. Expansions in public welfare benefits for children in female headed households increased permanency for White children but decreased permanency for Black children. County variation in effects and the permanency gap between White and Black children imply the need for further race-specific research on the efficacy of localized, cross-system responses that address socioeconomic conditions.

Today, policing in the United States is facing a crisis of legitimacy and calls for reform. This Element examines this crisis and describes the adverse effects of problematic police behavior on community members, police officers, and public safety. A critical analysis of past reform efforts is offered, including why they have had limited success in changing police operations, police culture, or styles of policing. The central thesis of this Element is that most police reforms have failed because we continue to use the wrong metrics to evaluate police performance. Cities have yet to systematically measure what matters to the public, namely how people are treated by the police. Hence, this Element proposes a new system of accountability using data from body-worn cameras and contact surveys to measure and incentivize procedural justice. Translating evidence into real organizational change should improve street-level policing, enhance police legitimacy, and improve public safety.

This paper shows how social structure shapes many behaviors of low-income Black peoples’ currently labeled “culture.” It refutes both culture of poverty arguments based in welfare dependency and deindustrialization explanations of the post-1960 increase in single-parent Black families. Historically, distinct discrimination experiences in urban versus rural Black enclaves structured distinct child socializations and Black family formations, North and South. Agrarian enclaves socialized conformity to two-parent-families and racist labor markets; urban enclaves socialized resistance to racially stratified labor markets to preserve self-worth, destabilizing families. Any census measure of pre-1960 Black family structure averages low mother-only rates among rural socialized Blacks and high rates among urban socialized Blacks. The 1960-1980 doubling (21% to 41%) of Black children in one-parent families emerged from urbanization converging Blacks toward urban socialized Blacks’ historically high rate. Post-1970 welfare liberalization and/or deindustrialization were exacerbating factors, not causes. Using a family head’s urban/rural residence at age sixteen to proxy socialization location, logistic regressions on 1960s census data confirm hypothesis.

Prior research has established the greater exposure of African Americans from all income groups to disadvantaged environments compared to whites, but the traditional focus in studies of neighborhood stratification obscures heterogeneity within racial/ethnic groups in residential attainment over time. Also obscured are the moderating influences of broader social changes on the life-course and the experiences of Latinos, a large and growing presence in American cities. We address these issues by examining group-based trajectory models of residential neighborhood disadvantage among white, Black, and Latino individuals in a multi-cohort longitudinal research design of over 1,000 children from Chicago as they transitioned to adulthood over the last quarter century. We find considerable temporal consistency among white individuals compared to dynamic heterogeneity among nonwhite individuals in exposure to residential disadvantage, especially Black individuals and those born in the 1980s compared to the 1990s. Racial and cohort differences are not accounted for by early-life characteristics that predict long-term attainment. Inequalities by race in trajectories of neighborhood disadvantage are thus at once more stable and more dynamic than previous research suggests, and they are modified by broader social changes. These findings offer insights on the changing pathways by which neighborhood racial inequality is produced.

Objectives We examine the relationship between incarceration rates individuals experience in their thirties and the crime conditions they experienced throughout their youth.Methods We employ a cross state panel data regression design to assess how the crime conditions state/birth-year cohort members experienced from adolescence through their twenties impacts their incarceration rates in their early thirties.ResultsBirth-year cohorts who experienced higher crime during adolescence had substantially higher incarceration rates in their early thirties than birth-year cohorts in the same state who experienced lower crime during adolescence. By contrast, the crime rates state/birth-year cohorts experienced during their late teens and early twenties have little systematic relationship with their incarceration rates in their thirties.Conclusions The crime conditions individuals are exposed to during adolescence appear to be pivotal with respect to their long-term connections with the criminal justice system.

The Project on Human Development in Chicago Neighborhoods (PHDCN) began in the mid-1990s, using an accelerated longitudinal design and drawing a representative sample of over 6200 children from a total of seven birth cohorts (ages 0 to 18) living in Chicago. Participants were followed for a second and third wave of data collection ending in 1998 and 2002, respectively. Independent surveys and observations on Chicago neighborhoods were also conducted. In 2012, a random subsample from cohorts 0, 9, 12, and 15 was selected for further follow-up, resulting in 1057 wave 4 interviews. In 2021, a fifth wave was launched to locate and survey wave 4 respondents, resulting in 682 responses. The extension to waves 4 and 5, termed the PHDCN+, is the main focus of this cohort profile. Survey data were collected from many domains including, but not limited to, family relationships, exposure to violence and guns, neighborhood context, self-reported crime, encounters with the police, attitudes toward the law, health, and civic engagement. In addition, official criminal records were collected for 1995–2020. The resulting PHDCN+ data includes five waves of comprehensive survey data, residential histories, neighborhood contextual data, and criminal histories extending over 25 years for four cohorts differing in age by up to 15 years. The research design, measures, key findings from the cohort sequential design, and data access opportunities are discussed.

We study the sources of racial disparities in income using anonymized longitudinal data covering nearly the entire U.S. population from 1989 to 2015. We document three results. First, black Americans and American Indians have much lower rates of upward mobility and higher rates of downward mobility than whites, leading to persistent disparities across generations. Conditional on parent income, the black-white income gap is driven by differences in wages and employment rates between black and white men; there are no such differences between black and white women. Hispanic Americans have rates of intergenerational mobility more similar to whites than blacks, leading the Hispanic-white income gap to shrink across generations. Second, differences in parental marital status, education, and wealth explain little of the black-white income gap conditional on parent income. Third, the black-white gap persists even among boys who grow up in the same neighborhood. Controlling for parental income, black boys have lower incomes in adulthood than white boys in 99% of Census tracts. The few areas with small black-white gaps tend to be low-poverty neighborhoods with low levels of racial bias among whites and high rates of father presence among blacks. Black males who move to such neighborhoods earlier in childhood have significantly better outcomes. However, less than 5% of black children grow up in such areas. Our findings suggest that reducing the black-white income gap will require efforts whose impacts cross neighborhood and class lines and increase upward mobility specifically for black men.

Many effects of interest to sociologists are nonlinear. Additionally, many effects of interest are interaction effects—that is, the effect of one independent variable is contingent on the level of another independent variable. The proper way to estimate, interpret, and present these two types of effects individually are well known. However, many analyses that combine these two—that is, tests of interaction when the effects of interest are nonlinear—are not properly interpreted or tested. The consequences of approaching nonlinear interaction effects the way one would approach a linear interaction effect are severe and can often result in incorrect conclusions. I cover both nonlinear effects in the context of linear regression, and—most thoroughly—nonlinear effects in models for categorical outcomes (focusing on binary logit/probit). My goal in this article is to synthesize an evolving methodological literature and to provide straightforward advice and techniques to estimate,interpret, and present nonlinear interaction effects.

Research on inequality in punishment has a long and storied history, yet the overwhelming focus has been on episodic disparity in isolated stages of criminal case processing (e.g., arrest, prosecution, or sentencing). Although theories of cumulative disadvantage exist in criminology, they are seldom adapted to account for treatment in the criminal justice system. We provide an overview of the concept of cumulative disadvantage in the life course and review evidence on the development of cumulative disadvantages across stages of the criminal justice system. In doing so, we appraise the empirical research on policing, prosecution, and the courts and consider how these largely separate bodies of scholarship are inherently connected. We conclude with a call for future research that focuses more explicitly on the ways that life-course disadvantages shape contact with the criminal justice system and how these processes work to perpetuate patterns of disadvantage within the system and in subsequent life outcomes.

In this chapter, I examine the connections between interpersonal racial discrimination, cultural adaptations, including racial socialization, and crime. I focus on racialized experiences as risk factors for crime in the context of a racialized general theory of crime, the social schematic theory (SST), with a particular emphasis on the criminogenic effects of anti-Black interpersonal discrimination. I expound on the evolutionary developmental underpinnings of SST to elucidate both the nature and logic of allegedly ‘maladaptive’ adaptions to racism. Next, I extend this theoretical framework to fill gaps in undertheorized, yet salient, structure shapes culture arguments in criminology. My aim is to unite findings and reframe them within an approach that focuses on harsh, unpredictable environments and contextually appropriate adaptations with an underlying evolutionary developmental logic. The end result is a framework that links racial discrimination and “race-neutral” risk factors (profoundly shaped by racism) to psychosocial orientations that tend to increase the risk of street crime and other behaviors that can reinforce disadvantage through their consequences. I conclude by discussing the implications of this perspective drawing on scholarship that points to the need to ameliorate harsh, racist contexts of development as well as working with rather than against the strengths of stress-adapted individuals.

Objectives We test a serial multiple mediation model in which the relationship between ethnicity and antisocial behavior is sequentially mediated by disadvantaged neighborhoods and impaired neuropsychological functioning. Methods Parental and self-report measures of antisocial behavior were assessed in a community sample of 341 adolescent males and females. Neighborhood disadvantage was assessed from census data. Neuropsychological functioning was evaluated using a computerized battery. Separate serial multiple mediation models were tested using non-executive functioning and executive functioning. ResultsThe serial mediation model for executive functioning was supported, with the pathway from race to antisocial behavior through neighborhood disadvantage and executive functioning in serial accounting for 10.8% of the total effect of race on antisocial behavior. Conclusions Findings support social neurocriminology theory by integrating neighborhood disadvantage and executive functioning as sequential mediators of the race–antisocial relationship. To our knowledge, these are the first findings to explain the race–antisocial relationship in terms of connected social and neuropsychological processes. While this pathway is significant, the effect is still relatively small and thus should be understood as one of many mechanisms through which race may affect antisocial behavior. From a translational science standpoint, the identification of neurocognitive mechanisms by which neighborhood disadvantage predisposes to antisocial behavior suggests the potential benefits of cognitive enhancement techniques to remediate the negative effects of adverse neighborhoods on brain functioning in at-risk minority groups.

Contact with the justice system can lead to a range of poor health and social outcomes. While persons of color are disproportionately represented in both the juvenile and criminal justice systems, reasons for these patters remain unclear. This study sought to examine the extent and sources of differences in arrests during adolescence and young adulthood among blacks, whites, and Hispanics in the USA. Multilevel cross-sectional logistic regression analyses were conducted using data from waves I and IV of the National Longitudinal Study of Adolescent to Adult Health (n = 12,752 respondents). Results showed significantly higher likelihood of having ever been arrested among blacks, when compared to whites, even after controlling for a range of delinquent behaviors (odds ratio = 1.58, 95 % confidence interval = 1.27, 1.95). These black–white disparities were no longer present after accounting for racial composition of the neighborhood, supporting the growing body of research demonstrating the importance of contextual variables in driving disproportionate minority contact with the justice system.

While group differences in violence have long been a key focus of sociological inquiry, we know comparatively little about the trends in criminal violence for whites, blacks, and Hispanics in recent decades. Combining geocoded death records with multiple data sources to capture the socioeconomic, demographic, and legal context of 131 of the largest metropolitan areas in the United States, this article examines the trends in racial/ethnic inequality in homicide rates since 1990. In addition to exploring long-established explanations (e.g., disadvantage), we also investigate how three of the most significant societal changes over the past 20 years, namely, rapid immigration, mass incarceration, and rising wealth inequality affect racial/ethnic homicide gaps. Across all three comparisons—white-black, white-Hispanic, and black-Hispanic—we find considerable convergence in homicide rates over the past two decades. Consistent with expectations, structural disadvantage is one of the strongest predictors of levels and changes in racial/ethnic violence disparities. In contrast to predictions based on strain theory, racial/ethnic wealth inequality has not increased disparities in homicide. Immigration, on the other hand, appears to be associated with declining white-black homicide differences. Consistent with an incapacitation/deterrence perspective, greater racial/ethnic incarceration disparities are associated with smaller racial/ethnic gaps in homicide.

Despite much scholarly attention to "neighborhood effects" on children, no study to date has measured the cumulative exposure of children to neighborhood poverty and affluence. In this article, I estimate racial and ethnic inequality in the amount of time children can expect to live in poor and nonpoor neighborhoods throughout childhood. At rates prevailing in the early- to mid-1990s, the average black child can expect to spend about 50 percent of her first 18 years in neighborhoods with poverty rates in excess of 20 percent. The corresponding figures for Latino and white children are about 40 percent and 5 percent, respectively. I find that black/white differences in childhood exposure to neighborhood poverty are largely accounted for by differences in the probability of being born into a poor neighborhood, and to a lesser degree by differences in rates of upward and downward neighborhood mobility during childhood. Finally, cross-period analyses indicate that white children's share of childhood in the most affluent neighborhood type increased steadily beginning in the late 1980s and that black children's exposure to the poorest neighborhood type increased rapidly in the mid-1980s and then declined sharply throughout the first half of the 1990s.

This article develops a multilevel model that integrates individual difference and sociological explanations of the Black–White difference in adolescent violence. Our basic premise is that low verbal ability is a criminogenic risk factor that is in part an outcome of exposure to neighborhood and family disadvantages. Analysis of the 1997 National Longitudinal Survey of Youth reveals that verbal ability has direct and indirect effects (through school achievement) on violence, provides a partial explanation for the racial disparity, and mediates the effect of socioeconomic disadvantage at the neighborhood level. Results support the view that neighborhood and family disadvantages have repercussions for the acquisition of verbal ability, which, in turn, serves as a protective factor against violence. We conclude that explanation of the race difference is best conceived as originating from the segregation of Blacks in disadvantaged contexts.

Recent studies by police departments and researchers confirm that police stop persons of racial and ethnic minority groups more often than whites relative to their proportions in the population. However, it has been argued that stop rates more accurately reflect rates of crimes committed by each ethnic group, or that stop rates reflect elevated rates in specific social areas, such as neighborhoods or precincts. Most of the research on stop rates and police-citizen interactions has focused on traffic stops, and analyses of pedestrian stops are rare. In this article we analyze data from 125,000 pedestrian stops by the New York Police Department over a 15-month period. We disaggregate stops by police precinct and compare stop rates by racial and ethnic group, controlling for previous race-specific arrest rates. We use hierarchical multilevel models to adjust for precinct-level variability, thus directly addressing the question of geographic heterogeneity that arises in the analysis of pedestrian stops. We find that persons of African and Hispanic descent were stopped more frequently than whites, even after controlling for precinct variability and race-specific estimates of crime participation.

Explanations of police coercion have been traditionally embedded within sociological, psychological, and organizational theoretical frameworks. Largely absent from the research are examinations exploring the role of neighborhood context on police use-of-force practices. Using data collected as part of a systematic social observation study of police in Indianapolis, Indiana, and St. Petersburg, Florida, this research examines the influence of neighborhood context on the level of force police exercise during police-suspect encounters using hierarchical linear modeling techniques. The authors found police officers are significantly more likely to use higher levels of force when suspects are encountered in disadvantaged neighborhoods and those with higher homicide rates, net of situational factors (e.g., suspect resistance) and officer-based determinants (e.g., age, education, and training). Also found is that the effect of the suspect's race is mediated by neighborhood context. The results reaffirm Smith's 1986 conclusion that police officers “act differently in different neighborhood contexts.

Intergenerational transmission processes have long been of interest to demographers, but prior research on the intergenerational transmission of criminal justice contact is relatively sparse and limited by its lack of attention to the correlated “family troubles” and familial incarceration that predate criminal justice contact. In this article, we provide a test of the intergenerational transmission of criminal justice contact after adjusting extensively for these factors that predate such contact by linking longitudinal data from the Project on Human Development in Chicago Neighborhoods with official arrest histories from 1995 to 2020. The results provide support for three conclusions. First, parental criminal justice contact is associated with a shorter time to first arrest and a larger number of arrests even after rigorously accounting for selection. Second, robustness checks demonstrate that neither the magnitude nor the significance of the findings is sensitive to model choices. Third, associations are strongest among White individuals and inconsistently significant for African American and Hispanic individuals. Despite large recent crime declines, the results indicate that parental criminal justice contact elevates the criminal justice contact of the adult children of the prison boom, independent of the often-overlooked troubles that predate criminal justice contact, and that these associations are strongest among the White population.

Despite the perennial claims of politicians that our courts are coddling hardened criminals, the fact is that America already sends a higher proportion of its citizens to prison and for longer terms than any other western nation. To quote the Canadian House of Commons’s Committee on Justice, “If locking up those who violate the law contributed to safer societies, then the United States should be the safest country in the world.” Yet despite well-documented and mounting evidence that increased penalties alone cannot reduce crime, the Reagan and Bush administrations repeatedly lobbied for tougher mandatory sentences and more prisons. Although black crime rates have been stable for twenty years, the number and percentages of blacks in jail and prison have skyrocketed since Ronald Reagan took office. The trend continues with President Clinton, who recently called for “three strikes you’re out” legislation dictating mandatory life sentences for third felony convictions. In Malign Neglect, Michael Tonry addresses these paradoxes with passion and lucidity. Drawing on a vast compendium of the latest statistical, legal and social science research, he takes on the explosive issues of race, crime and punishment. As unconventional as he is committed, Tonry confronts uncomfortable truths head-on. On the one hand, he is outraged by politicians’ talk of Willy Horton and Welfare Queens. The texts may be crime and welfare, Tonry writes, but the subtext is race. While he recognizes that the disadvantaged have no license to attack, rape or steal, and that the absolution of disadvantaged offenders would require a cynical acceptance of the suffering of victims, he argues powerfully that crime control policies can be recast so that, without diminishing public safety, they do less harm to disadvantaged black Americans. Tonry presents devastating evidence that our current policies are decimating black communities, and impeding the movement of disadvantaged black Americans into the social and economic mainstream of modern America. A blistering attack on worn-out misconceptions about race, poverty, crime and punishment and a fearless prescription for change, Malign Neglect is an indispensable briefing paper on a topic which goes to the heart and soul of the nation.

A growing body of literature has demonstrated that when schools suspend students, the suspension acts not as a deterrent but as an amplifier of future punishment. Labeling theory has emerged as the predominant explanation for this phenomenon, suggesting that the symbolic label conferred along with a suspension shapes how other people perceive and respond to labeled students. Few studies, however, have attended to racial/ethnic differences in this process even though critical race theory suggests the consequences of suspension likely differ across racial/ethnic groups due to prevailing racial/ethnic stereotypes. This study uses six waves of data from the National Longitudinal Study of Youth 1997 (N = 8,634) to examine how the relationship between suspension and subsequent arrest differs for White, Black, and Hispanic students. Using a series of within‐person analyses that control for time‐stable personal characteristics, this study finds that suspension amplifies Black and Hispanic students’ risk of arrest relative to that of White students. White students’ risk of arrest was not amplified by suspension and, in some models, was diminished. This study's findings underscore the importance of understanding the labeling process as different by race/ethnicity and indicate that suspension is particularly harmful for Black and Hispanic relative to White students.

Chicago is confronting a racial reckoning that we explain with an exclusion-containment theory of legal cynicism. Mayors RJ and RM Daley used public and private funds to exclude and contain South and West Side predominantly Black neighborhoods where Police Detective Jon Burge supervised torture of over 100 Black men. A 1982 case involved Andrew Wilson’s tortured confession to two police killings. This case coincided with RM Daley’s pursuit of White votes in an early and unsuccessful primary campaign for mayor. Suspicions about Daley’s connection to Wilson’s confession lasted throughout his career. As state’s attorney, Daley mobilized a massive assault on “gangs, guns, and drugs” by tightening law enforcement methods. An example involved the Automatic Transfer Act used to prosecute 15-year-old Joseph White in adult court for shooting a fellow student. The judge thought White should have sought help from police, but White and his family knew the police as brutal occupiers of local neighborhoods. Joseph White was sentenced to 45 years in a maximum-security prison. Jon Burge was finally convicted in 2010—of perjury—but he served only three years, while many of his victims remained on death row. In a sidebar in the Burge trial—unheard by jurors—the judge refused to allow evidence about a racialized code of silence that concealed Burge’s torture. Our book ends by explaining how Daley and Burge escaped meaningful punishment through the code of silence and out-of-court settlements. These remain unrelenting sources of the racial reckoning confronting this quintessential American city.

The Black Lives Matter movement has operated alongside a growing recognition among social scientists that policing research has been limited in its scope and outmoded in its assumptions about the nature of public safety. This essay argues that social science research on policing should reorient its conception of the field of policing, along with how the study of crime rates and police departments fit into this field. New public safety research should broaden its outcomes of interest, its objects of inquiry, and its engagement with structural racism. In this way, next-generation research on policing and public safety can respond to the deficiencies of the past and remain relevant as debates over transforming American policing continue.

Understanding long-run patterns in the incarceration of Black Americans requires integrating the study of racial inequality with the study of political economy. I offer a parsimonious framework describing how the Black incarceration rate has been affected by the dynamics of exploitation and exclusion over time and across space. This framework helps to explain otherwise puzzling facts, like why the Black incarceration rate was lower in the South than in the North for much of the 20th century, why it was lowest in the South’s cotton belt, and why it began to tick upward when it did. It also enables us to better understand recent changes in racial and class inequality in incarceration in the United States.

The social transformations of crime and punishment in the late twentieth and early twenty-first centuries challenge traditional conceptions of criminal propensity and character. A life-course framework on cohort differences in growing up during these times of social change highlights large-scale inequalities in life experiences. Entire cohorts of children have come of age in such different historical contexts that typical markers of a crime-prone character, such as being a chronic offender or having an arrest record, are as much a function of societal change as of an individual’s early life propensities or background characteristics, including classic risk factors emphasized in criminology. When we are thus matters as much as, and perhaps more than, who we are—despite law, practice, and theory privileging the latter. Because crime over the life course is shaped by changing sociohistorical conditions, it must be studied as such. Multicohort studies provide a key strategy for doing so, inspiring a reconsideration of criminal propensity and policies premised on unchanging predictors of future criminality. Developmental and life-course criminology should elevate the study of cohort differences in social change and, ultimately, societal character.

The authors show that large cohort differences in the course of arrest arise from changing macrohistorical environments rather than dispositional, demographic, socioeconomic, or neighborhood differences in childhood. Further, the impact of two leading explanations of crime—socioeconomic disadvantage and low self-control—depends on the historical timing of when children reach late adolescence and early adulthood. Cohort fortunes diverge mainly as a result of when both crime rates and police enforcement—especially for drug offenses—unexpectedly fell. The results quantify the power of social change and contribute a new understanding of inter-and intracohort inequalities in growing up during the era of mass incarceration and the great American crime decline.

Crime rates have dropped substantially in the United States, but incarceration rates have remained high. The standard explanation for the lasting trend in incarceration is that the policy choices from the 1980s and 1990s were part of a secular increase in punitiveness that has kept rates of incarceration high. Our study highlights a heretofore overlooked perspective: that the crime–punishment wave in the 1980s and 1990s created cohort differences in incarceration over the life course that changed the level of incarceration even decades after the wave. With individual‐level longitudinal sentencing data from 1972 to 2016 in North Carolina, we show that cohort effects—the lingering impacts of having reached young adulthood at particular times in the history of crime and punishment—are at least as large (and likely much larger) than annual variation in incarceration rates attributable to period‐specific events and proclivities. The birth cohorts that reach prime age of crime during the 1980s and 1990s crime–punishment wave have elevated rates of incarceration throughout their observed life course. The key mechanism for their elevated incarceration rates decades after the crime–punishment wave is the accumulation of extended criminal history under a sentencing structure that systematically escalates punishment for those with priors.

Researchers often lack the necessary data to credibly estimate racial discrimination in policing. In particular, police administrative records lack information on civilians police observe but do not investigate. In this article, we show that if police racially discriminate when choosing whom to investigate, analyses using administrative records to estimate racial discrimination in police behavior are statistically biased, and many quantities of interest are unidentified—even among investigated individuals—absent strong and untestable assumptions. Using principal stratification in a causal mediation framework, we derive the exact form of the statistical bias that results from traditional estimation. We develop a bias-correction procedure and nonparametric sharp bounds for race effects, replicate published findings, and show the traditional estimator can severely underestimate levels of racially biased policing or mask discrimination entirely. We conclude by outlining a general and feasible design for future studies that is robust to this inferential snare.

An increasing number of minority youth experience contact with the criminal justice system. But how does the expansion of police presence in poor urban communities affect educational outcomes? Previous research points at multiple mechanisms with opposing effects. This article presents the first causal evidence of the impact of aggressive policing on minority youths’ educational performance. Under Operation Impact, the New York Police Department (NYPD) saturated high-crime areas with additional police officers with the mission to engage in aggressive, order-maintenance policing. To estimate the effect of this policing program, we use administrative data from more than 250,000 adolescents age 9 to 15 and a difference-in-differences approach based on variation in the timing of police surges across neighborhoods. We find that exposure to police surges significantly reduced test scores for African American boys, consistent with their greater exposure to policing. The size of the effect increases with age, but there is no discernible effect for African American girls and Hispanic students. Aggressive policing can thus lower educational performance for some minority groups. These findings provide evidence that the consequences of policing extend into key domains of social life, with implications for the educational trajectories of minority youth and social inequality more broadly.

We show that the neighborhoods in which children grow up shape their earnings, college attendance rates, and fertility and marriage patterns by studying more than 7 million families who move across commuting zones and counties in the United States. Exploiting variation in the age of children when families move, we find that neighborhoods have significant childhood exposure effects: the outcomes of children whose families move to a better neighborhood-as measured by the outcomes of children already living there-improve linearly in proportion to the amount of time they spend growing up in that area, at a rate of approximately 4% per year of exposure. We distinguish the causal effects of neighborhoods from confounding factors by comparing the outcomes of siblings within families, studying moves triggered by displacement shocks, and exploiting sharp variation in predicted place effects across birth cohorts, genders, and quantiles to implement overidentification tests. The findings show that neighborhoods affect intergenerational mobility primarily through childhood exposure, helping reconcile conflicting results in the prior literature. © The Author(s) 2018. This paper explores racial differences in police use of force. On non-lethal uses of force, blacks and Hispanics are more than 50 percent more likely to experience some form of force in interactions with police. Adding controls that account for important context and civilian behavior reduces, but cannot fully explain, these disparities. On the most extreme use of force—officer-involved shootings—we find no racial differences either in the raw data or when contextual factors are taken into account. We argue that the patterns in the data are consistent with a model in which police officers are utility maximizers, a fraction of whom have a preference for discrimination, who incur relatively high expected costs of officer-involved shootings.

Reviewing recent research on poverty in the United States, we derive a conceptual framework with three main characteristics. First, poverty is multidimensional, compounding material hardship with human frailty, generational trauma, family and neighborhood violence, and broken institutions. Second, poverty is relational, produced through connections between the truly advantaged and the truly disadvantaged. Third, a component of this conceptual framework is transparently normative, applying empirical research to analyze poverty as a matter of justice, not just economics. Throughout, we discuss conceptual, methodological, and policy-relevant implications of this perspective on the study of extreme disadvantage in America. In this article, we review evidence from the social and medical sciences on the causes and effects of lead exposure. We argue that lead exposure is an important subject for sociological analysis because it is socially stratified and has important social consequences - consequences that themselves depend in part on children's social environments. We present a model of environmental inequality over the life course to guide an agenda for future research. We conclude with a call for deeper exchange between urban sociology, environmental sociology, and public health, and for more collaboration between scholars and local communities in the pursuit of independent science for the common good.

Although social scientists and legal scholars have made valuable headway in identifying and explaining the relationships between myriad demographic, social, and legal factors and case outcomes, a sizable gap in understanding remains with respect to how cases evolve across decision points and how charges change for different racial and ethnic groups at individual decision points and cumulatively. This gap is partially addressed in this study through the examination of charge decreases, increases, and no change at three essential decision points—case screening for prosecution, arraignment, and final disposition. The results show that, overall, screening and disposition were much more dynamic decision points than was arraignment and that one third of cases experienced a charge decrease at some point. Even though racial differences in charge reductions at case screening were not large, at arraignment and disposition, as well as cumulatively, Black and Latino defendants were less likely than White defendants to have charges decreased. Conversely, Asian defendants experienced even more favorable outcomes than White defendants as they were more likely to have charges reduced and less likely to experience an increase. These findings are framed in the context of focal concerns, cumulative disadvantage, and “charge reasonableness” arguments.

Men and women who go to prison are poor and involved in violence. This article explores the connection between poverty and violence for a sample of former prisoners who left incarceration and settled in the Boston area. Analysis of life history data indicates that violence arises in poor contexts across the life course because they are often chaotic and lack informal sources of social control; under these conditions, violence often comes to be positively valued. This situational perspective on violence diverges from the criminal justice perspective, in which offenders and victims represent distinct classes of people and punishment involves the assessment of individual culpability.

A growing literature suggests that juvenile arrests perpetuate offending and increase the likelihood of future arrests. The effect on subsequent arrests is generally regarded as a product of the perpetuation of criminal offending. However, increased rearrest also may reflect differential law enforcement behavior. Using longitudinal data from the Project on Human Development in Chicago Neighborhoods (PHDCN) together with official arrest records, the current study estimates the effects of first arrests on both reoffending and rearrest. Propensity score methods were used to control differences between arrestees and nonarrestees and to minimize selection bias. Among 1,249 PHDCN youths, 58 individuals were first arrested during the study period; 43 of these arrestees were successfully matched to 126 control cases that were equivalent on a broad set of individual, family, peer, and neighborhood factors. We find that first arrests increased the likelihood of both subsequent offending and subsequent arrest, through separate processes. The effects on rearrest are substantially greater and are largely independent of the effects on reoffending, which suggests that labels trigger “secondary sanctioning” processes distinct from secondary deviance processes. Attempts to ameliorate deleterious labeling effects should include efforts to dampen their escalating punitive effects on societal responses.

A little more than a century ago, the famous social scientist W.E.B. Du Bois asserted that a true understanding of African American offending must be grounded in the –real conditions— of what it means to be black living in a racial stratified society. Today and according to official statistics, African American men - about six percent of the population of the United States - account for nearly sixty percent of the robbery arrests in the United States. To the authors of this book, this and many other glaring racial disparities in offending centered on African Americans is clearly related to their unique history and to their past and present racial subordination. Inexplicably, however, no criminological theory exists that fully articulates the nuances of the African American experience and how they relate to their offending. In readable fashion for undergraduate students, the general public, and criminologists alike, this book for the first time presents the foundations for the development of an African American theory of offending.

An unrelenting prison boom, marked by racial disparities, characterized the latter third of the twentieth century. Drawing upon broadly representative survey data and qualitative interviews, Children of the Prison Boom describes the devastating effects of America's experiment in mass incarceration for a generation of vulnerable children. Parental imprisonment has transformed from an event affecting only the unluckiest of children-children of parents whose involvement in crime would have been quite serious-to one that is remarkably common, especially for black children. Even for high-risk youth, Children of the Prison Boom shows that paternal incarceration makes a bad situation worse, increasing mental health and behavioral problems, infant mortality, and child homelessness. These findings have broad implications for social inequality. Contrary to a great deal of research on the consequences of mass incarceration for inequality among adult men, these harms to children translate into large-scale increases in racial inequalities at the aggregate level. Parental imprisonment has become a distinctively American force for promoting intergenerational social inequality that should be placed alongside a decaying urban public school system and highly concentrated disadvantaged populations in urban centers as factors that distinctively touch-and disadvantage-poor black children. More troubling, even if incarceration rates were reduced dramatically in the near future, the long-term harms of incarcerating marginalized men have yet to be fully revealed. Optimism about current reductions in the imprisonment rate and the resilience of children must therefore be set against the backdrop of the children of the prison boom-a lost generation now coming of age.

Race and ethnicity are two of the strongest yet least understood and underexplored correlates of offending. This essay highlights the need for theoretical and empirical research on longitudinal patterns of offending across race and ethnicity so as to expand the traditional focus of developmental and life course criminology. It also uses data from a sample of serious youthful offenders transitioning from mid-adolescence into early adulthood to examine differential patterns of offending across race and ethnic groups. An ambitious agenda for future research concludes the essay.

Although growth in the U.S. prison population over the past twenty-five years has been widely discussed, few studies examine changes in inequality in imprisonment. We study penal inequality by estimating lifetime risks of imprisonment for black and white men at different levels of education. Combining administrative, survey, and census data, we estimate that among men born between 1965 and 1969, 3 percent of whites and 20 percent of blacks had served time in prison by their early thirties. The risks of incarceration are highly stratified by education. Among black men born during this period, 30 percent of those without college education and nearly 60 percent of high school dropouts went to prison by 1999. The novel pervasiveness of imprisonment indicates the emergence of incarceration as a new stage in the life course of young low-skill black men.

This paper addresses the general question of whether or not the satisfactory resolution of the methodological criticisms of self-report research will result in greater consistency between self-reported and official data with respect to the race and class distributions of delinquent behavior. We review the specific methodological criticisms of self-report delinquency (SRD) research; discuss the use of a new SRD measure in a national youth study; compare the race/class findings of this study with previous SRD research and with official arrest data; and examine the epidemiological and theoretical implications of these findings. Both class and race differentials are found in this study. It appears likely that the differences between these findings and those in earlier SRD studies are a result of differences in the specific SRD measures used. Additionally, these findings suggest a logical connection between SRD and official measures, and they provide some insight into the mechanism whereby official data produce more extreme race and class (as well as age and sex) differences than do self-report measures. The results of this study also have implications for previous tests of theoretical propositions which used self-report delinquency data. In short, prior self-report measures may not have been sensitive enough to capture the theoretically important differences in delinquency involvement.

Models designed for limited dependent variables are increasingly common in political science. Researchers estimating such models often give little attention to the coefficient estimates and instead focus on marginal effects, predicted probabilities, predicted counts, etc. Since the models are nonlinear, the estimated effects are sensitive to how one generates the predictions. The most common approach involves estimating the effect for the “average case.” But this approach creates a weaker connection between the results and the larger goals of the research enterprise and is thus less preferable than the observed‐value approach. That is, rather than seeking to understand the effect for the average case, the goal is to obtain an estimate of the average effect in the population. In addition to the theoretical argument in favor of the observed‐value approach, we illustrate via an empirical example and Monte Carlo simulations that the two approaches can produce substantively different results.

We consider several possible interpretations of the "effect of race" when regressions are run with race as an exposure variable, controlling also for various confounding and mediating variables. When adjustment is made for socioeconomic status early in a person's life, we discuss under what contexts the regression coefficients for race can be interpreted as corresponding to the extent to which a racial inequality would remain if various socioeconomic distributions early in life across racial groups could be equalized. When adjustment is also made for adult socioeconomic status, we note how the overall racial inequality can be decomposed into the portion that would be eliminated by equalizing adult socioeconomic status across racial groups and the portion of the inequality that would remain even if adult socioeconomic status across racial groups were equalized. We also discuss a stronger interpretation of the effect of race (stronger in terms of assumptions) involving the joint effects of race-associated physical phenotype (eg, skin color), parental physical phenotype, genetic background, and cultural context when such variables are thought to be hypothetically manipulable and if adequate control for confounding were possible. We discuss some of the challenges with such an interpretation. Further discussion is given as to how the use of selected populations in examining racial disparities can additionally complicate the interpretation of the effects.

Criminologists agree the race disparity in arrests cannot be fully explained by differences in criminal behavior. The authors examine social environment factors that may lead to racial differences in police contact in early adolescence, including family, peers, school, and community. Data are from 331 eighth-grade students. Blacks were almost twice as likely as Whites to report a police contact. Blacks reported more property crime but not more violent crime than Whites. Police contacts were increased by having a parent who had been arrested, a sibling involved in criminal activity, higher observed reward for negative behavior, having school disciplinary actions, and knowing adults who engaged in substance abuse or criminal behavior. Race differences in police contacts were partially attributable to more school discipline.

A conceptual framework for studying emerging neighborhood effects on individual development is presented, identifying specific mechanisms and processes by which neighborhood disadvantage influences adolescent developmental outcomes. Using path analyses, the authors test the hypothesis that these organizational and cultural features of neighborhoods mediate the effects of ecological disadvantage on adolescent development and behavior; they then estimate the unique contribution of neighborhood effects on development using hierarchical linear modeling (HLM). The study involves samples of neighborhoods from two sites, Chicago and Denver. The analyses support the hypothesis that the effects of ecological disadvantage are mediated by specific organizational and cultural features of the neighborhood. The unique influence of neighborhood effects is relatively small, but in most cases these effects account for a substantial part of the variance explained by the HLM model.

The life course has emerged over the past 30 years as a major research paradigm. Distinctive themes include the relation between human lives and a changing society, the timing of lives, linked or interdependent lives, and human agency. Two lines of research converged in the formation of this paradigm during the 1960s; one was associated with an older "social relationship" tradition that featured intergenerational studies, and the other with more contemporary thinking about age. The emergence of a life course paradigm has been coupled with a notable decline in socialization as a research framework and with its incorporation by other theories. Also, the field has seen an expanding interest in how social change alters people's lives, an enduring perspective of sociological social psychology.

A number of researchers have hypothesized that neighborhood context may influence police behavior. Data from sixty neighborhoods located in three large U. S. cities were analyzed using bivariate and multivariate analyses of five measures of police behavior and eleven neighborhood characteristics to test the neighborhood context hypothesis. Police offer more assistance to residents and initiate more contacts with suspicious persons and suspected violators in racially heterogeneous neighborhoods. They are also less likely to stop suspicious persons in high-crime areas. Suspects encountered by police in lower-status neighborhoods run three times the risk of arrest compared with offenders encountered in higher-status neighborhoods, regardless of type of crime, race of offender, offender demeanor, and victim preferences for criminal arrest. Variation in police use of coercive authority among neighborhoods is linked to the racial composition of neighborhoods but is not attributable to the race of individuals confronted by police. Police response to crime victims is also influenced by neighborhood characteristics. Officers appear less likely to file incident reports in higher-crime neighborhoods when other variables are taken into consideration. A threshold effect may operate in which offenses must reach a higher level of seriousness in higher-crime neighborhoods before police report incidents. Neighborhood characteristics and police departmental structure and policies may interact to produce systematic, and therefore predictable, patterns of police behavior.

Social Scientists rarely take full advantage of the information available in their statistical results. As a consequence, they miss opportunities to present quantities that are of greatest substantive interest for their research and express the appropriate degree of certainty about these quantities. In this article, we offer an approach, built on the technique of statistical simulation, to extract the currently overlooked information from any statistical method and to interpret and present it in a reader-friendly manner. Using this technique requires some expertise, which we try to provide herein, but its application should make the results of quantitative articles more informative and transparent. To illustrate our recommendations, we replicate the results of several published works, showing in each case how the authors' own conclusions can be expressed more sharply and informatively, and, without changing any data or statistical assumptions, how our approach reveals important new information about the research questions at hand. We also offer very easy-to-use Clarify software that implements our suggestions.

This paper proposes an extension of generalized linear models to the analysis of longitudinal data. We introduce a class of estimating equations that give consistent estimates of the regression parameters and of their variance under mild assumptions about the time dependence. The estimating equations are derived without specifying the joint distribution of a subject's observations yet they reduce to the score equations for niultivariate Gaussian outcomes. Asymptotic theory is presented for the general class of estimators. Specific cases in which we assume independence, m-dependence and exchangeable correlation structures from each subject are discussed. Efficiency of the pioposecl estimators in two simple situations is considered. The approach is closely related to quasi-likelihood.
