Evaluating Technology Integration in the Philippines: A Narrative Review on Enhancing Elementary Teachers' Classroom Management Practices

Abstract

The evolving classroom now blends traditional methods with digital tools, presenting educators with the challenge of effectively integrating technology to foster a well-managed learning environment. However, there is inadequate evidence regarding its efficacy in promoting effective classroom management, particularly in developing countries such as the Philippines. This study utilized a narrative literature review to explore the efficacy of technology integration in promoting effective classroom management practices of teachers in the Philippines. Findings revealed five (5) themes emerged for the challenges in assessing efficacy of technology integration in promoting effective classroom management practices of teachers, such as (1) Importance of Technology Integration in Classroom Management (2) Strategies for Effective Classroom Management with Technology (3) Impact of Technology Integration on Student Behavior and Engagement (4) Professional Development for Teachers in Technology Integration (5) Ethical Considerations and Data Privacy in Technology Integration. Effective classroom management with technology, through clear instructions, student technical support teams, and engaging resources, enhances student behavior and engagement while addressing ethical considerations and ensuring ongoing professional development for teachers. While technology integration in classrooms can enhance engagement and personalize learning, its success hinges on strategic planning, teacher training, and addressing ethical and data privacy concerns to create a safe and secure learning environment. By prioritizing teacher training in technology skills and pedagogy alongside clear data privacy policies, schools can unlock technology's potential to create engaging classrooms that empower students.

Introduction
The modern classroom is no longer solely defined by textbooks and blackboards. The rapid advancement of
technology has ushered in a new era of learning, with digital tools and resources becoming increasingly integrated into
classroom management practices (Ghavifekr, & Rosdy, 2015). While the potential benefits of technology in education
are widely acknowledged, educators continue to grapple with effectively harnessing its power to create a well-managed
learning environment
This integration of technology in classrooms is a global phenomenon. Internationally, research highlights both
the promise and the challenges associated with this trend. Studies conducted in countries like the United States and
Singapore showcase how technology can enhance student engagement, personalize learning experiences, and facilitate
collaboration (Ragupathi, & Hubball, 2015). However, concerns remain regarding teacher preparedness, equitable access
to resources, and the potential for distraction if technology is not implemented strategically.
The Philippine context presents a unique landscape for technology integration in classrooms. While there are
initiatives to equip schools with computers and internet access, the reality is that resource availability, infrastructure
limitations, and the digital literacy gap between teachers and students can hinder effective technology integration.
Additionally, the traditional teacher-centered approach to education may require adjustments to fully leverage the
collaborative and interactive nature of technology-based learning (Moreira et al., 2016).
Existing research on technology integration in classrooms often focuses on specific tools or resources, with
limited exploration of the broader impact on classroom management practices. While some studies address student
engagement or specific learning outcomes, a comprehensive understanding of how technology can be used to create a
well-managed classroom environment is lacking. This gap in knowledge hinders educators from maximizing the
potential of technology to create a holistic learning experience for their students.

This study aims to bridge this gap by assessing the efficacy of technology integration on promoting effective
classroom management practices particularly in the Philippines. By analyzing the impact of technology on various
aspects of classroom management, this research seeks to provide valuable insights for educators and policymakers.
Through a thorough investigation, this study will endeavor to identify practical strategies and best practices that can
guide effective technology integration, ultimately fostering a more positive and productive learning environment for
Filipino students.
Methods
This study employed a narrative literature review in assessing efficacy of technology integration in promoting
effective classroom management practices of elementary teachers in the Philippines. This research focuses on examining
the efficacy of technology integration in promoting classroom management practices of elementary teachers in the
Philippine. This topic aligns with the growing body of literature on technology integration and its potential to have an
effective classroom management practice. Before diving into the detailed review, the researcher conducted a preliminary
scoping review to gauge the availability of literature technology integration in schools, specifically in the context of the
Philippines. Based on the initial search, limited research on this topic was found, indicating a need for further
investigation.
Using academic databases, journals, and other reputable sources, the researcher searched for relevant literature
published between 2014 and 2024. The search terms included "technology integration," "Philippines," "classroom
management," and "elementary teachers." Based on the identified literature, the researcher categorized the sources into
five main themes: Importance of Technology Integration in Classroom Management; Strategies for Effective Classroom
Management with Technology; Impact of Technology Integration on Student Behavior and Engagement; Professional
Development for Teachers in Technology Integration; and Ethical Considerations and Data Privacy in Technology
Integration.
This study uncovered that while technology integration holds promise for enhancing teaching practices of
elementary teachers, there exists little research on its use in the Philippines. Most of the existing literature focused on
secondary and tertiary-level of education largely unexplored. Despite the scarcity of research on technology integration
in elementary teachers in the Philippines, the researcher critiqued the existing literature for its potential to inform our
study. For instance, this study noted that many studies highlighted the benefits of technology integration but did not
address the challenges faced during its implementation.
This study began writing this narrative literature review by introducing the topic and explaining why it was
important to examine the classroom management of elementary teachers regarding technology integration in the
Philippines. Next, this study presented the reviewed literature, discussing key findings, trends, and gaps in the research.
Finally, this study concluded with implications for future research and practical implications for elementary teachers in
the Philippines.
Results and Discussion
Importance of Technology Integration in Classroom Management
The integration of technology in classroom management practices plays a crucial role in enhancing student
engagement and learning outcomes (Liu, 2016). By incorporating technology effectively, teachers can track, monitor,
and engage students in their learning process effortlessly. Technology provides a platform for teachers to celebrate
student accomplishments, communicate with parents, and support important educational goals such as project-based
learning and higher-order thinking skills (Malik, 2023). Successful technology integration hinges on a healthy balance
of online and offline time, ensuring that technology aligns with learning goals and helps students reach those goals. It
is essential for teachers to have a clear plan, including a backup plan (Plan B), to seamlessly transition between digital
and analog lessons, maintaining the pace of the class and keeping the lesson on track (Wang, 2022).
In the classroom, technology should be used to support and reinforce learning, never precede it. Teachers should
aim to keep technology integration simple by selecting a few apps that work best for them and their students, rather
than constantly switching between different applications (Liu, Chen, & Yao, 2022). By finding technology that meets
their comfort level and the needs of their students, teachers can create a consistent, clear, and supportive learning
environment that aligns with curriculum standards and learning objectives. Ultimately, successful technology
integration is about creating a culture that embraces technology, adapting to continuous change, and ensuring that
technology resources and practices are seamlessly integrated into the daily routines and management of schools.

Strategies for Effective Classroom Management with Technology
Effective classroom management with technology requires clear instructions, student tech support teams, active
movement around the classroom, and the use of engaging resources beyond traditional worksheets. Teachers should
provide students with easy-to-follow instructions, color-coordinated visuals, and instructional videos to support their
understanding and use of technology (Barbetta, & Morales, 2021). Recruiting student tech support teams can empower
students to troubleshoot technology issues, fostering a collaborative and supportive learning environment.
Moving around the classroom, especially during group activities or tests, allows teachers to maintain proximity to
students and ensure they stay on task. Utilizing engaging resources like videos, music, and online communication
platforms can help students relate to the content and stay engaged in their learning (Kuzminykh, Ghita, & Xiao, 2021).
Additionally, promoting digital citizenship and teaching students how to behave professionally online are essential
aspects of effective classroom management with technology. By developing a culture that embraces technology,
establishing clear rules and procedures, and utilizing a variety of digital tools and strategies, teachers can create a
dynamic and engaging learning environment that supports student success (Ozerbas, & Erdogan, 2016).
Impact of Technology Integration on Student Behavior and Engagement
The integration of technology in classroom management practices has a significant impact on student behavior
and engagement. Technology can be a powerful tool for motivating students, providing interactive learning experiences,
and fostering a sense of ownership over their education (Ciampa, 2014). By incorporating technology into classroom
management strategies, teachers can create a more dynamic and personalized learning environment that caters to
diverse learning styles and preferences. Technology can also help in reducing disruptive behaviors by keeping students
actively engaged and interested in the lesson content (Günüç, & Kuzu, 2015).
Moreover, technology integration can enhance student collaboration and communication skills through online
platforms and interactive tools. By encouraging students to work together on digital projects, teachers can promote
teamwork, problem-solving, and critical thinking skills. Technology also offers opportunities for immediate feedback
and assessment, allowing teachers to track student progress in real-time and provide timely interventions when needed
(Debuse, & Lawley, 2016). Overall, the impact of technology integration on student behavior and engagement
underscores the importance of leveraging digital tools to create a positive and interactive learning atmosphere that
supports student success.
Professional Development for Teachers in Technology Integration
Effective technology integration in classroom management requires ongoing professional development for
teachers to stay abreast of the latest tools, trends, and best practices. Professional development programs should focus
on enhancing teachers' digital literacy, pedagogical skills, and ability to integrate technology seamlessly into their
teaching practices (Falloon, 2020). By providing teachers with training on how to effectively use technology for
classroom management, schools can empower educators to create engaging and interactive learning experiences for
their students.
Furthermore, professional development opportunities should encourage collaboration among teachers,
allowing them to share successful strategies, troubleshoot challenges, and learn from each other's experiences (Rempe-
Gillen, 2018 and Tortola, 2021). Mentoring programs, workshops, and online resources can all contribute to building
teachers' confidence and competence in using technology to enhance classroom management practices (Dorner &
Kumar, 2016). By investing in continuous professional development for teachers, schools can ensure that educators are
equipped with the knowledge and skills needed to leverage technology effectively in the classroom, ultimately
benefiting student learning outcomes and overall school success.
Ethical Considerations and Data Privacy in Technology Integration
As technology becomes more prevalent in classroom management practices, it is essential for educators to
consider ethical implications and data privacy concerns (Zeide 2018, Tortola, 2021). Teachers must prioritize student
data protection, ensuring that any technology used in the classroom complies with privacy regulations and safeguards

sensitive information. Educators should be mindful of the types of data collected, stored, and shared through technology

Additionally, teachers should educate students about digital citizenship, online safety, and responsible
technology use to promote ethical behavior and respect for privacy rights. By fostering a culture of digital ethics and
data privacy awareness, educators can empower students to make informed decisions about their online activities and
interactions. Schools should also establish clear policies and guidelines regarding technology use, data security, and
ethical considerations to ensure that technology integration in classroom management practices is conducted in a
responsible and ethical manner (Djami, 2022). By addressing ethical considerations and data privacy concerns
proactively, educators can create a safe and secure learning environment that upholds the values of privacy, integrity,
and respect for all individuals involved (Tortola, 2024).
Conclusion and Recommendation
Technology integration in classroom management offers a multitude of benefits, from improved student
engagement and personalized learning to enhanced collaboration and communication. However, successful
implementation requires careful planning, clear strategies, and ongoing professional development for teachers.
Additionally, ethical considerations and data privacy concerns must be addressed to ensure a safe and secure learning
environment.
To maximize the efficacy of technology integration in promoting effective classroom management practices,
schools should prioritize professional development opportunities for teachers, focusing on both technical skills and
pedagogical strategies for seamless technology use. Furthermore, establishing clear policies and guidelines around data
privacy and digital citizenship will ensure responsible and ethical technology use within the classroom. By addressing
these key areas, schools can leverage the power of technology to create dynamic and engaging learning environments
that empower students and support their success.

Blackboards and textbooks are no longer the features of a classroom. Modern classrooms blend traditional methods with digital tools, presenting educators with another way to promote effective teaching strategies. Technology integration is used to improve teaching and learning processes. This development has presented a better pattern for new teaching models. Consequently, it has a key role in learning and teaching literature education. While the benefits of technology integration in literature education are widely acknowledged, we cannot disregard the challenges of utilizing it to create a well-managed learning environment. This study aims to identify the role of technology integration in literature education and its insights and challenges. Findings reveal that teachers used different digital tools such as gamification, social media, and multimedia resources. These tools are believed to be beneficial as they enhance engagement and motivation, access to diverse literary devices, and promote collaborative learning. However, teachers faced different challenges in integrating technology such as limited training and professional development and lack of resources. The review of literature revealed the technological tools used by the teachers, their benefits and challenges as well as the role play by technology in literature education.

The purpose of this study is to provide an extensive analysis of several studies on how to make ethical decision-making in the context of education. A systematic literature review was used in order to gather data from related studies, literatures and researches support the present study. The data analysis was qualitative in nature; hence it provides a clear presentation of concepts/ideas in ethical decision making by categorizing and comparing papers according to various salient features. There were three (3) major findings of the study; (1) ethical decision making of school administrators/principals, (2) ethical decision making of teachers in the teaching and learning process and (3) students' decision-making in education for sustainability-related school activities. The school administrators and teachers must uphold high moral values (professional code of ethics), implement fair and unbiased decision-making, develop ethical leadership in managing the school, and incorporate effective decision making in addressing ethical dilemmas. In addition, students/learners should also develop their decision-making skills in order to be equipped and achieve positive outcomes based from their own decision.

The study explored the experiences of Teachers in Teaching Mathematics using the Mother Tongue-Based Multilingual Education to the Grade I pupils. This was conducted in the Department of Education of the identified Schools of Quezon III District, in the Division of Bukidnon for the school year 2018-2019. The study used the qualitative research method particularly the narrative approach. There were 11 Grade I mathematics teachers purposively selected as participants of the study of seven (7) elementary schools and one (1) central school. The collections of data were through written description of class observation video and voice recording, and interview. The videotaped and voice recorded discourses were transcribed for analysis. Results revealed that there were six (6) general themes generated in the study. These were: Voices of Teachers in Teaching Mathematics using MTB-MLE; Voices of Teachers in Speaking the Mother Tongue; Voices of Teachers on Learners’ Behavior in Teaching Mathematics; Challenges of the Teachers in using MTB-MLE; and Coping Mechanism of Teachers in Addressing the Challenges Encountered; and Assistance Rescue from Stakeholders. The findings are vital information for school leaders to gain insights on the stories of the teachers which are good feedback to improve instruction and supervision on the teaching of mathematics using Mother Tongue-Based Multilingual Education.

The article discusses the features of the digitalization of the educational process, which includes the use of interactive teaching methods, and the transition to individualization, which contributes to the effectiveness of this process. The authors analyze the features of motivated learning and its dependence on modern digital technologies, highlight the characteristic features and types of motivation in the context of digital education, and show patterns of changes in motivation during the development of modern technologies. The article gives a characteristic of integrative, instrumental, as well as global, situational and problematic motivation, defines the basis of external and internal motivation. Particular attention is paid to the development of students' motivation in distance learning of foreign languages, including translation disciplines. The article defines the features of a motivated student, presents the factors for the formation of external motivation, and also highlights ways to maintain the attractiveness of educational work. Results showed that the introduction of digital technologies makes it possible to increase the interest and motivation of students in learning and contributes to the expansion of communication opportunities. At the same time, motivation is an important component of training specialists in any field.

This study was carried out to investigate the integrated technology in Computer-Assisted Language Learning (CALL) class support classroom management strategies. The study employed mixed-methods and involved 27 students and a lecturer of a CALL class in an English Language Education Study Program. The data collection instruments were a questionnaire, interview guide, and observation notes. The data analysis was processed using descriptive statistics, particularly for the questionnaire results. Meanwhile qualitative analyses were conducted to process the interview results and observation notes. The results of the study showed that necessary relevant technology was integrated in the CALL class and it could support classroom management strategies by engaging students in learning, delivering materials efficiently, and creating an immersive learning environment using gamification through internet. Using computer to support learning is effective to create an immersive environment and to manage classroom. The use of computer in language learning is able to support classroom management for a lecturer inside or outside the classroom.

With the emergence of big data, cloud computing, and other technologies, artificial intelligence (AI) technology has set off a new wave in the field of education. The application of AI technology to deep learning in university teachers' teaching and students' learning processes is an innovative way to promote the quality of teaching and learning. This study proposed the deep learning-based assessment to measure whether students experienced an improvement in terms of their mastery of knowledge, development of abilities, and emotional experiences. It also used comparative analysis of pre-tests and post-tests through online questionnaires to test the results. The impact of technology on teachers' teaching and students' learning processes, identified the problems in the teaching and learning processes in the context of the application of AI technology, and proposed strategies for reforming and optimizing teaching and learning. It recommends the application of software and platforms, such as Waston and Knewton, under the orientation of AI technology to improve efficiency in teaching and learning, optimize course design, and engage students in deep learning. The contribution of this research is that the teaching and learning processes will be enhanced by the use of intelligent and efficient teaching models on the teachers' side and personalized and in-depth learning on the students' side. On the one hand, the findings are helpful for teachers to better grasp the actual conditions of in-class teaching in real time, carry out intelligent lesson preparations, enrich teaching methods, improve teaching efficiency, and achieve personalized and precision teaching. On the other hand, it also provides a space of intelligent support for students with different traits in terms of learning and effectively improves students' innovation ability, ultimately achieving the purpose of “artificial intelligence + education.”

It is commonly known that learning is shifting from teacher-centered to student-centered and from offline to online. This paper investigates the implementation of blended learning, learning involving both offline and online activities, utilizing relevant technologies. The results showed that blended learning is preferable as it promotes both face-to-face activities and online activities at the same time. The online activities can use both web-based or mobile-based devices which are familiar with the users. It is implied that online digital learning is taking a bigger portion in the near future.

Millions of students follow online classes which are delivered in video format. Several studies examine the impact of these video formats on engagement and learning using explicit measures and outline the need to also investigate the implicit cognitive and emotional states of online learners. Our study compared two video formats in terms of engagement (over time) and learning in a between-subject experiment. Engagement was operationalized using explicit and implicit neurophysiological measures. Twenty-six (26) subjects participated in the study and were randomly assigned to one of two conditions based on the video shown: infographic video or lecture capture. The infographic video showed animated graphics, images, and text. The lecture capture showed a professor, providing a lecture, filmed in a classroom setting. Results suggest that lecture capture triggers greater emotional engagement over a shorter period, whereas the infographic video maintains higher emotional and cognitive engagement over longer periods of time. Regarding student learning, the infographic video contributes to significantly improved performance in matters of difficult questions. Additionally, our results suggest a significant relationship between engagement and student performance. In general, the higher the engagement, the better the student performance, although, in the case of cognitive engagement, the link is quadratic (inverted U shaped).

This article discusses how three low-tech instructional strategies, typically used in face-to-face teaching, can be successfully used in synchronous and asynchronous online instruction with students with high-incidence disabilities and their typical-learning peers in inclusive online classes. The three strategies are choral responding, response cards, and guided notes. Each strategy has been researched extensively and has been shown to result in high levels of active student responding, which improves students’ learning with and without disabilities across various academic subjects and grade levels. With high-tech tools, such as video conferencing platforms and learning management systems, educators can successfully use these strategies during online teaching. This article describes each strategy, presents research on its effectiveness, and suggests potential adaptations when used during inclusive online instruction, including students with high-incidence disabilities and those at-risk.
