Abstract

En un sentido básico, la protesta social es una forma no institucional de presentación de demandas; es decir, la gente protesta cuando carece de canales formales para hacer una exigencia o cuando considera que los canales formales no son útiles para ese fin. En un sentido más amplio, el concepto hace referencia a una forma de resistencia frente al poder; por ejemplo, algunos grupos sociales suelen protestar cuando las autoridades gubernamentales cometen agravios en su contra o en contra de otros grupos, independientemente de si los canales institucionales son eficaces. Finalmente, en un sentido más complejo, la protesta social puede ser un vehículo de representación democrática para grupos que no se consideran representados por las instituciones establecidas. Estos tres sentidos de la definición no son mutuamente excluyentes; lo normal es que se superpongan, pero su distinción es útil con fines analíticos. Tres casos hipotéticos, pero no alejados de la vida real. Primero: un gobierno local aprueba la construcción de un edificio de lujo con capacidad para 5,000 habitantes en una colonia con cierto grado de marginación en la que ya viven 2,000 personas. Las vecinas y los vecinos de la colonia no fueron consultados sobre la construcción, por lo que perciben la decisión como un agravio y quieren exigir la cancelación del permiso; sin embargo, en ocasiones anteriores se han acercado al gobierno local para solicitar algunos servicios básicos y la respuesta ha sido insatisfactoria. Entonces, esta vez deciden que los mecanismos oficiales son insuficientes y deciden cerrar la avenida más transitada de la colonia con el fin de demandar al gobierno local detener el proyecto y consultarlos. Segundo escenario: un grupo de mujeres en una ciudad se entera mediante la prensa de que en otra ciudad encarcelaron a una joven por abortar porque la ley penaliza la interrupción del embarazo. Ellas deciden trasladarse a esa otra ciudad y marchar no sólo para exigir la liberación de la detenida, sino para mostrar su oposición a la criminalización de las decisiones que ellas toman sobre sus propios cuerpos. Tercero, se avecinan elecciones presidenciales en un país y ninguna de las candidatas ni candidatos ha hablado sobre los derechos de los pueblos originarios. Ante esto, los concejos de gobierno de varias comunidades deciden acordonar durante un día, sin pronunciar una sola palabra, la sede del último debate de las campañas. Al terminar su bloqueo, pintan en las paredes la leyenda "No nos representan". En los tres casos, las personas recurrieron a diferentes formas de protesta social con fines también diferentes. This article introduces a novel conceptualization of democratic resilience - a two-stage process where democracies avoid democratic declines altogether or avert democratic breakdown given that such autocratization is ongoing. Drawing on the Episodes of Regime Transformation (ERT) dataset, we find that democracies have had a high level of resilience to onset of autocratization since 1900. Nevertheless, democratic resilience has become substantially weaker since the end of the Cold War. Fifty-nine episodes of sustained and substantial declines in democratic practices have occurred since 1993, leading to the unprecedented breakdown of 36 democratic regimes. Ominously, we find that once autocratization begins, only one in five democracies manage to avert breakdown. We also analyse which factors are associated with each stage of democratic resilience. The results suggest that democracies are more resilient when strong judicial constraints on the executive are present and democratic institutions were strong in the past. Conversely and adding nuance to the literature, economic development is only associated with resilience to onset of autocratization, not to resilience against breakdown once autocratization has begun.

Worldwide, democratic erosion is on the rise, with incumbents slowly undermining the pillars of democratic competition such as political freedoms, clean elections, and a free press. While such gradual erosion frequently culminates in democratic breakdown, this is not always the case. How can accountability mechanisms contribute to halting democratic erosion before breakdown, even if they could not prevent the onset of erosion? To study this question, we use the V-Dem Electoral Democracy Index to systematically identify three recent cases – Benin (2007–2012), Ecuador (2008–2010), and South Korea (2008–2016) – where substantial democratic erosion happened but democracy did not break down. Studying these cases in depth we find that accountability mechanism – parliamentary and judicial oversight (horizontal accountability), pressures from civil society and the media (diagonal accountability), or electoral competition between parties and within parties (vertical accountability) – played a part in halting democratic erosion in all of them. They effectively halted erosion when institutional constraints – such as presidential term limits or judicial independence – and contextual factors – in particular economic downturns and public outrage about corruption scandals – worked together to create simultaneous pressures on the incumbents from civil society and from vertical or horizontal accountability actors.

In this article, we critically analyze the phenomenon of the crisis of democracy emerging in different parts of the world and propose that the solution to the problem lies in an appreciation of the contentious dynamics presented by social movements. We explain to what extent the problems of legitimacy of representative political systems have been caused by the historical dynamics imposed by neoliberalism, through a process of social de-democratization, and we expose the difficulties that exist in the political field itself to finding alternatives to populism. On this basis, we maintain that social movements and their actions provide the foundations for a democratic configuration of society.

Ante la nueva ola de autoritarismo que se expande por el mundo, es necesario comprender mejor el fenómeno y contar con estrategias apropiadas para analizarlo. Para ello, este artículo propone tres aportes. Primero, discute el costo moral del deterioro democrático. El argumento es que el valor de la democracia no está definido sólo por su rendimiento, sino porque garantiza que los ciudadanos puedan elegir y controlar al poder público. Segundo, propone el concepto de erosión democrática como herramienta analítica que designa un proceso de deterioro de los atributos del régimen político que ponen en riesgo su naturaleza democrática. Finalmente, se proponen dos caminos de erosión democrática en la actualidad. Sobre esta base, se discuten contribuciones recientes y agendas pendientes.

We adopt the perspective of deliberative democracy to analyze the "Dialogues for Peace" between the Mexican Federal Government and the Movement for Peace with Justice and Dignity. The origin of such exchange was a social movement that demanded the Mexican State to assume responsibility for the humanitarian consequences of President Calderón administrations war on drugs. Our purpose is to evaluate the contributions of this episode to the strengthening of the deliberative features of politics in Mexico. We will show that this case is meaningful because of the exchange of reasons and justifications that took place between political actors with conflicting positions. This episode, however, also highlights the enduring difficulties that hinder deliberation to become a common and consequential practice in Mexico's democracy.

Illiberalism and authoritarianism have become major threats to democracy across the world. In response to this development, research on the causes and processes of democratic declines has blossomed. Much less scholarly attention has been devoted to the issue of democratic resilience. Why are some democracies more resilient than others to the current trend of autocratization? What role do institutions, actors and structural factors play in this regard? What options do democratic actors have to address illiberal and authoritarian challenges? This Special Issue addresses these questions. The present introduction sets the stage by developing a new concept of democratic resilience as the ability of a democratic system, its institutions, political actors, and citizens to prevent or react to external and internal challenges, stresses, and assaults. We sketch three potential reactions of democratic regimes: to withstand without changes, to adapt through internal changes, and to recover without losing the democratic character of its regime and its constitutive core institutions, organizations, and processes. The more democracies are resilient on all four levels of the political system (political community, institutions, actors, citizens) the less vulnerable they turn out to be in the present and future.

This chapter addresses the issue of definition of “social movement,” which reveals how different theoretical traditions conceptualize the authors' object of study. It then moves from actor to action: what do movements do? The chapter sets out the movement activity that constitutes the movement as such. Developing interpretative frames, collective identities, and coordination mechanisms are key ways in which movements bootstrap themselves into existence. The chapter considers the ways in which movements attempt to generate social change. The classic forms of protest are collective actions and thus dovetail neatly with the conception of a social movement as a collective actor. But more individualized forms of change‐oriented have also become frequent subjects of research. The chapter explains a variety of more individualized strategies for social change: from “lifestyle movements” to Bayat's “quiet encroachment of the ordinary”.

Dalits (ex-untouchables) in Tamil Nadu, as in many other places of India, have historically resided in cheris or settlements set apart from the village or oor. Cheris often lack amenities like schools, ration shops, health centers or panchayat buildings and are set off the main road down poorly lit and surfaced roads, revealing the significance of space and the spatiality of social relations to the caste system. As Dalits in Tamil Nadu have mobilized politically, they have challenged the hierarchical nature of social space in the face of much backlash, seeking to create meaningful public spaces that are open to, and representative of, all castes. This article concerns the Dalit contestations over space and the wider ramifications of such struggles in the sociopolitical sphere, and argues that the process of democratization requires alterations to social and well as political spaces and institutions.
