Abstract and Figures

Basins of interest for public water supply can be defined as Water Source Protection and Recovery Areas (APRM, in the Portuguese acronym) in São Paulo state, Brazil. These areas must have specific instruments for environmental management, such as the Development and Environmental Protection Plan (PDPA, Portuguese acronym), which must diagnose problems and propose actions to protect, recover, and preserve springs and must be included in basin plans. The Billings Reservoir Basin was defined as an APRM in 2009; its first PDPA was published in 2010, and the second in 2017. The role of these plans is underexplored in the scientific literature, and sustainability assessment is an interesting approach to subsidize discussions about the scope of these plans. In this paper, we present a sustainability assessment of the PDPA-Billings, identifying strengths and weaknesses in the context of one of the municipalities of Billings Basin - São Bernardo do Campo (SP). As a method, a case study was developed, with literature and document review and interviews, guided by a set of eight sustainability assessment criteria. The result was a table containing 51 questions on 24 themes. One of the relevant positive results is the identification of the PDPA as a central instrument for sectorial integration, especially between water and land use planning. As potential issues for improvement, we indicate the possibility of better exploring the multiple uses of water, deepening the theme of water security from the climate change perspective, and an opportunity for PDPA to contribute with regional development strategies, seeking to influence and support decisions about water in the future of the regional economy. The evidence also indicates low control and deficient implementation of the proposed actions, so it would be essential to review the governance arrangements.

Strategic Environmental Assessment (SEA) is a tool that aims to integrate environmental issues into decision-making processes, usually to support the development of sectoral or territorial plans and programs. SEA is mandatory in the European Union and is applied to water management in France. Water management in Brazil is inspired by the French model, but does not have SEA; in the state of São Paulo watersheds of interest for public supply have specific norms and can count on a Development and Environmental Protection Plan (PDPA). In this research we explore three potential contributions of SEA as adopted in French water management for the case of the PDPA of the Billings Reservoir sub- basin. We conducted an evaluative case study for this PDPA, a literature review on French practices, and comparative analysis. We conclude by indicating potential contributions of SEA for the definition of objectives, scoping, and study of alternatives of the PDPA-Billings.

The three-pillar conception of (social, economic and environmental) sustainability, commonly represented by three intersecting circles with overall sustainability at the centre, has become ubiquitous. With a view of identifying the genesis and theoretical foundations of this conception, this paper reviews and discusses relevant historical sustainability literature. From this we find that there is no single point of origin of this three-pillar conception, but rather a gradual emergence from various critiques in the early academic literature of the economic status quo from both social and ecological perspectives on the one hand, and the quest to reconcile economic growth as a solution to social and ecological problems on the part of the United Nations on the other. The popular three circles diagram appears to have been first presented by Barbier (Environ Conserv 14:101, doi: 10.1017/s0376892900011449, 1987), albeit purposed towards developing nations with foci which differ from modern interpretations. The conceptualisation of three pillars seems to predate this, however. Nowhere have we found a theoretically rigorous description of the three pillars. This is thought to be in part due to the nature of the sustainability discourse arising from broadly different schools of thought historically. The absence of such a theoretically solid conception frustrates approaches towards a theoretically rigorous operationalisation of ‘sustainability’.

The main objective of this research was to evaluate the water quality of the Baquirivu-Guaçu river located in the cities of Arujá and Guarulhos, State of São Paulo, during the period from 1983 to 2010, based on the urban population increase as well as the land use diversification and occupation in those urban areas. For this purpose two-monthly records from CETESB were used that include the following parameters: thermotolerant coliforms, biochemical oxygen demand (BOD 5.20), total phosphorous, total nitrogen, Water Quality Index (WQI) and Trophic State Index (TSI). The results obtained show that urban and industrial expansions and the deficiencies in sewage domestic treatment were responsible by the pollution of Baquirivu-Guaçu river surface water. The sewage treatment plant (STP), located in Arujá city, that has operated since 2004, prevented reaching the worst levels that occurred at the beginning of the 2000s and temporarily attenuated the pressure on the quality indices. However, especially at the end of the study period, there was a need to adapt the sewer system to changing use and land cover, both with regard to its design and as to the introduction of new steps in treatment.

This article discusses the present situation of water stress in the Macrometropolitan Region of São Paulo focused in a context that affects a system of dams responsible for the supply of nine million inhabitants in Greater São Paulo within a theoretical approach of water governance. The analytical focus is centered in the need of revision of the present policy of water governance. There is a need to confront the insustainable use of water, as climatic changes demand a new dynamic of risk management and the need to promote transparency and accountability in public management. The social, economic, institutional and environmental consequences that water stress generates for the State of São Paulo indicates the need of profound changes in water governance in this complex scenario. This article proposes to show that the lack of an efficient and equitable model of governance demands new responses that integrate the different actors involved through a new water action network.

As relações entre políticas urbanas e ambientais representam grandes desafios para a formulação de respostas às pressões urbanas versus a preservação ambiental. Nas áreas de mananciais da Região Metropolitana de São Paulo, os desafios são significativos, sobretudo porque as políticas ambientais e urbanas se confrontam com processos de ocupação espontâneos e precários em áreas protegidas. Este artigo situa o panorama da institucionalização das políticas públicas ambientais e urbanas na área de mananciais da bacia hidrográfica do reservatório Billings, aprofundando o caso do município de São Bernardo do Campo, com destaque para a implementação dos instrumentos urbanísticos que integram habitação e meio ambiente. Os desafios para a recuperação das áreas de mananciais vão além da instituição dos marcos legais. Dependem de estratégias de intervenção inovadoras que envolvem a sociedade civil e que podem sinalizar uma real transformação da realidade das bacias hidrográficas protegidas.

Tiering of information and decisions from more strategic plans to more specific projects (and sometimes the other way) can streamline plan-making and assessments, and improve decisions at each planning tier. In particular, it can lead to more consistent and comprehensive impact mitigation at the lower tiers. In practice, however, tiering of assessments is carried out only sporadically. This paper reviews the international literature and case studies on Strategic Environmental Assessment (SEA) and Environmental Impact Assessment (EIA) tiering, and presents the findings of interviews with 14 SEA/EIA experts. It concludes that a conscious and explicit transfer of information from the SEA level, and an explicit receipt of this information at the EIA level are necessary prerequisites for effective tiering. SEAs must be carried out with local actions in mind, in order for mitigation measures to support environmental protection on the ground. Lower-tier decision-makers must also be willing to be bound by decisions by the higher-tier SEA, focusing on implementation of these decisions.

The objective of this paper is to analyze a tiering scoping approach developed to identify critical multidimensional sustainability issues and impacts of a large infrastructure project: the land transport project linking northern Brazil with a new port on Guyana’s coast. The InterAmerican Development Bank awarded a technical assignment to develop the terms of reference of a country environmental assessment, a strategic environmental and social assessment and an environmental and social impact assessment of the project(s). The complexity of the issues at stake lead to the design of a tiered assessment process supported by wide-ranging participative sessions involving 170 individuals from Guyana and Brazil and from diverse sectors. The process identified ex ante conditionalities, critical factors for decision-making and valued socioenvironmental and governance components. Such complex and determinant planning initiatives for the future of a country need to be supported by comprehensive, well-sequenced scoping processes.

Sustainability assessment is now emerging as a more transparent, comprehensive, integrated and far-sighted approach to decision making. Its basic demand is that all significant undertakings must make a positive contribution to sustainability. To apply this test, decision makers need criteria based on the core requirements of sustainability and the particularities of the context. As well, they need appropriately designed public processes; guidance on the weighing of alternatives, trade-offs and compromises; a supportive policy framework; suitable tools and inspiring examples. Drawing from transdisciplinary theory and practical case experience, the book addresses these matters and many of the surrounding controversies. While sustainability assessment must always be adjusted to particular circumstances, the generic approach set out in this book is applicable virtually anywhere.
