Abstract

Kerala, the southern state in the Indian peninsula, has been affected by floods for the last three consecutive years. Changing weather patterns leading to heavy monsoon and development without considering the ecological vulnerabilities of the region has been pointed out as the reasons for flooding. Displaced communities, the destruction of agricultural and industrial enterprises, and health concerns have made disaster management a challenge for communities and governments alike. Even though there were lots of difficulties, the way Keralites came out of all these miseries and their adaptation was really inexplicable and always provided scope for research in that area. This paper focuses on examining the flooding pattern and impact of floods in Kerala, India and assessing the resilience capacity of the affected community. Self-developed questionnaires were used to gather data from the flood-affected population in the most flood-affected districts in Kerala. To gauge the respondents’ opinions, the questionnaire used a five-point variable Likert scale. When all was said and done, 260 valid questionnaires were successfully retrieved. The study found that communities show resilience to flood with partnership and decentralised management of disasters. The study could help recognise the strategies for building resilient communities through policy intervention and civil society participation.

While the notion of social-ecological system resilience is widely accepted and applied, the issue of “resilience for whom” is clearly ignored. This phenomenon has also occurred in Taiwan. This article explores the roots of, and a possible solution to, this issue through a case study in the context of Taiwan’s indigenous peoples. The Danungdafu area, the focal social-ecological system, was studied. Qualitative research methods and an action-oriented research approach were employed. For a long period, the central government shaped the political, economic, social, institutional, and ecological contexts; dominated resilience discourses and determined the problem-framing and problem-solving agenda; defined the scale and levels at which social-ecological system governance issues were addressed; and determined the knowledge system used to define and solve problems. After 2011, a new participatory governance regime emerged. Multiple stakeholders, including indigenous communities, began to contribute to resilience discourses and influenced governance and trade-offs among differing governance goals. However, under the established structures dominated by Han people, indigenous views, rights, and well-being continue to be ignored. Affirmative action is required to recognize and safeguard indigenous rights. A practical institutional pathway is available to facilitate the transformation from “resilience for mainstream society” to “resilience for indigenous people” in indigenous territories.

The city of Birmingham has experienced a number of significant flooding events in the past two decades. The impacts of these flood events include physical damage to critical infrastructure, as well as significant losses caused by business interruption and general disruption to communities. Human losses and impacts can be life changing. This study identifies the current challenges and opportunities of managing flood risk in the city of Birmingham, drawing on a desk-based account of current flood risk management (FRM) practice and diagnostic evidence. This interrogation adopts the use of a ‘flood resilience circle model’ to consider ways to address the challenges in a methodological manner aligned to an integrated approach to flood risk management. Solutions aligned to the key FRM stages of prevention, preparation, response and recovery are provided. The findings will be of interest to policy makers and decision makers on how to address current weaknesses in FRM practices towards the prospect of a sustainable approach that improves the resilience of the city and delivers multiple benefits. Recommendations made include the adoption of a blue-green systems approach, the development of a new communication strategy aligned to motivating behaviour change, and improved flood forecasting especially for surface water flooding.

There is considerable federal interest in disaster resilience as a mechanism for mitigating the impacts to local communities, yet the identification of metrics and standards for measuring resilience remain a challenge. This paper provides a methodology and a set of indicators for measuring baseline characteristics of communities that foster resilience. By establishing baseline conditions, it becomes possible to monitor changes in resilience over time in particular places and to compare one place to another. We apply our methodology to counties within the Southeastern United States as a proof of concept. The results show that spatial variations in disaster resilience exist and are especially evident in the rural/urban divide, where metropolitan areas have higher levels of resilience than rural counties. However, the individual drivers of the disaster resilience (or lack thereof)-social, economic, institutional, infrastructure, and community capacities- vary widely.

This article defines social resilience as the ability of groups or communities to cope with external stresses and disturbances as a result of social, political and environmental change. This definition highlights social resilience in relation to the concept of ecological resilience which is a characteristic of ecosystems to maintain themselves in the face of disturbance. There is a clear link between social and ecological resilience, particularly for social groups or communities that are dependent on ecological and environmental resources for their livelihoods. But it is not clear whether resilient ecosystems enable resilient communities in such situations. This article examines whether resilience is a useful characteristic for describing the social and economic situation of social groups and explores potential links between social resilience and ecological resilience. The origins of this interdisciplinary study in human ecology, ecological economics and rural sociology are reviewed, and a study of the impacts of ecological change on a resourcedependent community in contemporary coastal Vietnam in terms of the resilience of its institutions is outlined.

Resilience, the development of competence despite severe or pervasive adversity, is examined using data from a longitudinal study of high-risk children and families. The study is guided by an organizationaldevelopmental perspective. Resilience is conceived not as a childhood given, but as a capacity that develops over time in the context of person-environment interactions. Factors related to resilience in our study are examined in terms of this transactional process. From our studies, we have found emotionally responsive caregiving to mediate the effects of high-risk environments and to promote positive change for children who have experienced poverty, family stress, and maltreatment. The implications of these findings are discussed.
