Abstract

Architecture is not an isolated discipline but is one of the manifold manifestations of the human activity. It is effectively capable of transmitting different ideological and political meanings, using its formal and aesthetical modalities to participate in the organization of the city space and human life. Thus, architecture has always contributed as a signifier of the ideology of political power, embodying in itself the fundamental components of a political will. The organizational differences in left or right regimes are completely visible in the architectural discourse financed by political actions throughout the history. While in some cases there is a heteronomic component made possible by the openness and exchanges with the outside world, the main characteristic of architecture in certain states was formal and propagandistic autonomy, generating a strong self-referential style, outside the main stylistic debates of the time. This research aims to discuss architecture's implication with political discourses, power and ideology, within modernity. We presume that there is a certain line of political thought, which is elevated to an ideological level and produces an architecture that is referential to that ideology. But more than simply being a product of political decisions, different architectures emerging in different historical contexts, are also used as instruments to signify and determine future politics. In this context, this research renders architecture as a metaphor that facilitates communication between aesthetics and political power, as presented in the city space. The discussion is focused on the interplay of modern aesthetics and politics in the context of Eastern Europe, particularly Western Balkans. The objective is to trace in parallel the main architectural and urban peculiarities between countries that essentially shared very different ideas of architectural aesthetics and political ideologies. Using some key historical buildings of the respective regimes, the aim is to decipher the critical points where ideology marks alternative paths in such countries. Alongside historical studies we would question if the impact of these regimes, even after their end, still continue to determine the urban development and architecture of the respective cities.

Dasara Pula (b. 1995) is a Ph.D. in Architecture and Urban Planning from the University of Ferrara. Her research interests are in the
history, theory and critique of architecture and city planning, with focus on ideological and political functions of architecture. She
was engaged in relevant research activities at the Ministry of Culture Youth and Sports of the Republic of Kosovo, at the University
of Prishtina and at the Kosovo Institute for the Protection of Monuments. She was also part of the research and curatorial team of
Kosovo’s Pavilion at the Venice Architecture Biennale in 2014 and 2018. She was engaged in teaching activities at POLIS University
of Tirana and is currently a teaching assistant at the Faculty of Architecture, University of Prishtina.
Valerio Perna (Rome, 1988) is an architect and PhD in “Architecture - Theory and Design”, graduated from the Sapienza University
of Rome. During this period, he has been a Visiting Scholar at AUAS Amsterdam and has taught at several universities in Iran,
Sweden and Albania. He is currently employed at POLIS University, where he is the coordinator of the INNOVATION_Factory (IF) and
Head of the Research Center in Architecture, Engineering and Design. His research agenda explores the role of games and game-
based processes in contemporary architectural practice, aiming to address the complexity and behavioral phenomena in the urban
fabric.

This study introduces the contextual history in which socialist modernization was accomplished in Prishtina, the capital city of Kosovo. It explores the changing image of the city through interpreting the temporal and spatial forms of urban and architectural contributions that occurred between late 1940s and 1980s. Our analysis classifies six types of such contribution, comparable to Hamilton’s model of the socialist city, which prove that the intentions of the modernist socialist urbanism and architecture in Prishtina were similar to other socialist cities. However, the political and cultural background of Prishtina was different from other ex-Yugoslavian cities, and we try to show what impact it had in the shaping of its urban and socialist features. Analysis identified two major undertakings to support this argument: firstly, the destruction of traditional architecture with high symbolic value, with intention to erase the cultural construct of the city through, allegedly, the liquidation of primitive culture and the backwardness of the city; and secondly, and the fragmentary nature of urban development which made sure that such backwardness would frame the urban identity of the city in the modern context.

This paper examines the role of architecture in the promotion of political ideologies through the study of modern architecture in the 20th century. First, it historicizes the development of modern architecture and establishes the style as a tool to convey progressive thought; following this perspective, the paper examines Swedish Functionalism and Constructivism in the Soviet Union as two case studies exploring how politicians react to modern architecture and the ideas that it promotes. In Sweden, Modernism’s ideals of moving past “tradition,” embracing modernity, and striving to improve life were in lock step with the folkhemmet, unleashing the nation from its past and ushering it into the future. In the Soviet Union, on the other hand, these ideals represented an ideological threat to Stalin’s totalitarian state.
