Abstract

Based on the UNESCO digital heritage protection policy survey, define the protection responsibilities and action framework of public memory institutions. Code the policy text through qualitative text analysis, extract key elements, clarify the connotation and interaction of elements, and finally build a digital heritage protection action framework for public memory institutions that includes four levels of basic concepts, implementation principles, preservation procedures and infrastructure; And based on the analysis of the overall characteristics of the framework content, it is concluded that it is oriented to public use, focuses on new digital records, follows the core digital preservation principles and attaches importance to the design of front-end elements. Thus, this study suggests that future policies can be extended based on the above-mentioned points and expand top-level design and practical guidance to address the needs of memory institutions and the characteristics of digital heritage. Secondly, we should look at the existing challenges of long-term preservation and preservation ethics, and explore more possibilities for memory institutions in the field of digital heritage preservation, in the light of the content gaps within the framework
