Problems in community solid waste collection and processing

Freetown is drowning in solid community waste Lack of waste separation. Households deliver only one type
of waste fraction, which is a mixed waste.
The lack of companies and industry that focus on waste
fraction recycling, processing, marketing and selling.
The lack of community waste collection bins which enable to
separate waste into multiple recyclable fractions.

Vision 2035 towards circular economy
Freetown Waste Management System transformation by 2035 is
built upon Public - Private Partnership (PPP).
Households separate the waste fractions.
The municipality collects the fractions, stocks them separately,
and offers them free raw materials for private companies to
process new products.
Landfills are not needed for waste disposal

The objectives 1-3 to transform waste
management system in Freetown by 2035

Goal 1: 1 million Freetown inhabitants are trained to the new waste
management system.
Goal 2: The city area is covered with an adequate number of waste and
trash bins
Goal 3: Freetown Recycling Centre is equipped and it’s in full operation
Goal 4: 100 new companies are established in the Circular Economy
sector
Goal 5: Zero landfills in Freetown
Goal 6: External funding acquired 35 000 0000 USD
Strategic Action Plan (work sequence)
Implement the decision makers fact-finding trip to Europe.
Train the trainers that will educate inhabitants and further assist in properly sorting the collected
waste from the different households and make them ready for recycling.
Educate the inhabitants of Freetown on waste separation (Information dissemination, mass
sensitization on the convergence media, mobile companies, schools, tertiary institutions and
universities).
Establish a new era Freetown Recycling Centre of which foundation structure and technical
solutions comply with the best known practices to protect inhabitants, soil, air, flora and fauna.
Provision of adequate smaller collection bins for each household in Freetown whereas about six or
eight the bigger bins will be located on each street for the separated waste will be deposited into.
The availability of enough collection bins vehicles; to be taken to the recycling area where it will be
transformed into (worth) raw materials to be used by other companies or industries.
Mapping out a strategy to engage and work with companies or industries that will eventually use
the recycled waste as raw materials.

Ministry of Foreign Affairs of Finland and Finnpartnership have initiated a small-scale
feasibility study to support Freetown Waste Management System transition 2035
towards Circular Economy. The study covers following sub-tasks:
•Stakeholder panel: Establishment of stakeholder panel which gathers public and
private bodies and people whose responsibility, interest and benefit is to promote
transition.
•Overview of projects and initiatives: Explore past and ongoing projects and
activities which aim to contribute to the waste management transformation in
Freetown. Exploit the best practices, liaise with actors and build synergies.
•Explore cooperation and business possibilities Sierra Leone - Finland: Identify
potential bodies which are interested to build business on waste recycling,
particularly on bio waste and food waste, but not limited to. Co-create an action
plan.
