IMPLEMENTASI KEBIJAKAN KAMPANYE MELALUI MEDIA SOSIAL PADA PEMILIHAN UMUM KEPALA DAERAH KABUPATEN JAYAPURA TAHUN 2017

Abstract

The use of social media in political campaigning today has become a new trend in maximizing the dissemination of information more comprehensively. This study aims to analyze and describe the implementation of campaign policies through social media in the 2017 Jayapura District Election and analyze the supporting and inhibiting factors. This study used a qualitative descriptive approach which was carried out at the Jayapura Regency KPU, and the determination of informants was carried out by snowball. Data collection techniques used are observation and interviews. Data analysis includes the stages of data reduction, data presentation, and conclusion. The results of the study show that the implementation of campaign policies through Social Media for the 2017 Jayapura District Election has been running but not yet effective. In terms of communication and information dissemination aspects, it has been carried out as it should, by providing outreach to the campaign team. In terms of resources, supporting resources and adequate human resources have been available to convey information and physical facilities as a meeting place between the KPU and the campaign team. The disposition of policy implementers has complied with policy rules and orders. Then, the Bureaucratic Structure, KPU Jayapura Regency does not yet have detailed guidelines regarding campaigns through social media in the 2017 Pilkada. The supporting factors are the availability of a help desk Consultation Team and the existence of an election smart house. Then the inhibiting factors are the lack of public understanding of the use of social media, limited internet access, and public apathy.

Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan program Rumah Pintar Pemilu sebagai sarana pendidikan pemilih pada KPU Kota Pariaman. Penelitian ini penting untuk dilakukan karena program Rumah Pintar Pemilu merupakan program yang dijalankan untuk mengedukasikan kepada masyarakat mengenai pemilu dan demokrasi. Jenis penelitian ini adalah penelitian kualitatif dengan pendekatan deskriptif. Informan dari penelitian ini yaitu ketua KPU Kota Pariaman, Divisi Partisipasi Masyarakat dan Sumber Daya Manusia, Divisi Program dan Data, Kepala Subbagian Teknis dan Hubungan Masyarakat, Staf Teknis dan Hubungan Masyarakat. Data penelitian dikumpulkan melalui wawancara dan studi dokumentasi. Uji keabsahan data menggunakan triangulasi sumber dan triangulasi waktu. Analisis data dilakukan menggunakan metode kualitatif dengan tahapan reduksi data, penyajian data, dan pengambilan kesimpulan. Hasil penelitian menujukkan bahwa program Rumah Pintar Pemilu dalam pelaksanaan pendidikan pemilih di KPU Kota Pariaman tidak hanya dilakukan dengan memanfaatkan ruangan yang disediakan, namun juga melakukan sosialisasi seperti KPU Goes to School dan KPU Goes to Campus, fasilitasi Rumah Pintar Pemilu, KPU Pentas Seni atau Dance Jinggle Pemilu dan Pemilu Run sebagai upaya pendidikan pemilih.

h1>Aim and scope that research is namely whether the election smart home program has an influence on community political participation (case studies at the Medan city electoral commission office), and to find out whether election smart home programs have an influence on community political participation (case studies at the commission office Medan city elections). The form of this study is to use descriptive research with a quantitative approach with the aim of knowing the effect of variable X (free) with variable Y (bound). This research was conducted at the General Election Commission of Medan City. While data collection is done by distributing questionnaires, interviews and observations. The results of the study showed that there was an influence between the electoral smart actions towards public political participation in the General Election Commission of Medan City. This can be seen from the calculation of R-Sqare which is equal to 0.219 or equal to 21.9%, which means that there is a relationship between the Election Smart House variable (X) on the variable Political Participation of the Community (Y). The presence of Election Smart House (RPP) in Medan City is to increase the level of community participation in the city of Medan. With the presence of the Election Smart House (RPP) in the city of Medan, it is expected that the community can come to visit as a form of community participation to answer the low level of community participation. </h1

Tujuan penelitian ini adalah untuk mendeskripsikan upaya KPU dalam menjadikan rumah pintar pemilu sebagai sarana pendidikan politik dan menggabarkan kendala yang dihadapi KPU Kota solok dalam menjadikan rumah pintar pemilu sebagai sarana pendidikan politik. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data yang di gunakan adalah observasi, wawancara dan dan dokuentasi. Informan penelitian ini ada tiga orang yang terdiri dari satu komisioner KPU yang menjabat dalam divisi Sumber Daya Masyarakat dan partisipasi masyarakat. satu kepala subbagian teknik dan hubungan masyarakat. satu devisi teknis, teknik analisis yang di gunakan adalah reduksi data, penyajian data dan verifikasi datauji keabsahan data yang di gunakan yaitu trianggulasi teknik dan triangulasi sumber. Hasil penelitian upaya KPU kota solok menjadikan rumah pintar pemilu sebagai sarana pendidikan politik adalah 1. Melakukan sosialisasi melalui radio, selebaran-selebaran tentang rumah pintar pemilu kepada masyarakat.2. Melakukan kunjungan (visit) kesekolah-sekolah untuk mensosialisasikan pemilu.3. Mengundang RT dan RW untuk melakukan sosialisasi mengenai tahapan pelaksanaan pemilu 2019. 4. Melakukan kursus kepemiluan guna meningkatkan partisipasi masyarakat dalam pemilu 2019. 5. Melakukan kerjasama dengan fakultas hukum UMMY solok sehingga mahasiswa dapat belajar banyak dan melakukan penelitian atau studi tentang kepemiluan. 6. Melibatkan guru ppkn dalam pemebelajaran pkn itu sendiri diman pada sd di pra pemilih itu orang sudah berkunjung ke rumah pintar pemilu. Serta kendalanya mulai dari segi dana, SDM, dan sarana dan prasarana.

The background of this article is a metaphysical problem that arose in Immanuel Kant's thought in his Critique of Pure Reason. Through a hermeneutic approach this article aims to analyze the metaphysical problems that arise in Immanuel Kant's epistemology of thought. Based on the research results can be concluded that the unequivocal separation between phenomena and noumena will cause humans will never come to the knowledge of the Transcendent, as well as with moral and aesthetics. This is because such knowledge can only be obtained through my participation as a Subject through the process of continuous existence and more of a personal invitation. In the end it can be concluded that the nature of analog knowledge is the meaning of multidimensional side of human life. This brings consequences to the need for intersubjective dialogue and continual openness. Knowledge is an infinite thing. Human knowledge therefore will never reach the end of the journey but only continuously expanded its horizon.

Developing a real network-society, the political communication through Social Media is no longer performing unidirectional, the political actors and the journalists do not have the same influence on the masses, as they had in the classic systems of political communication and the online opinion leaders have become key-factors in all this equation. In this sense, the main purpose of online campaign staff is to empower fans to interact with the posts of the candidate. Thus, any kind of feedback - like, comment or share – decentralizes the political message in social groups of fans, where he has a greater influence than the political actor. Once the message is discussed in social groups, strong ties (friends) of the fans are persuaded to become, in their turn, fans of the political actor and the conversion rate increase and this process will continue as long as interaction rate is high. In this paper, we aim to analyse the communication process through Facebook in the electoral campaign for the 2014 Romanian Presidential Elections and to compare the level of support for candidates on Facebook and for the real vote.

This study examines the early adoption and dissemination of emerging technology tools in campaigns by analyzing which candidates were the most likely to adopt and use Facebook in the 2006 and 2008 elections to the US House of Representatives. The research hypotheses draw primarily from the diffusion of innovation literature. Our analysis of 802 candidates in 2006 and 816 candidates in 2008 indicates that Facebook adoption diffused rapidly between 2006 and 2008, with party (Democrats), competition, money and the level of education in the district explaining both adoption and implementation. Challengers and candidates for open seats were more likely to be early adopters, but incumbents used Facebook more extensively. Both higher adoption rates by peers or competitors in the candidate’s own state and a propensity to adopt earlier campaign technologies are strong positive motivators for early adoption, but irrelevant to usage.

The meltdown at the Japanese Fukushima Daiichi nuclear power plant (March 2011) provided a trigger to contribute this research about the ways in which French newspapers facilitate (or not) a public dialogue on the issue of nuclear energy. Nuclear power not only generates over 75% of the electricity in France but also sustains a healthy domestic job creation program and drives nuclear technology exports. Hence, the absence of public debate amongst the French in nuclear energy over the long term is not surprising. Against this backdrop of French nuclear interests and post Fukushima, this paper presents a French language computer-mediated discourse analysis on nuclear debates and discussions taking place online in the hybrid public sphere. This space straddles user-generated content in the public comment spaces of newspapers embracing the spectrum of political persuasions (Le Figaro, Le Monde and Liberation) and social media. Qualitative and quantitative research methods uncover citizen interactions within the online public sphere comprising newspapers. Findings illuminate the progress of deliberations on nuclear power in online newspapers following a process of agenda setting through news stories, providing space for public dialogue and the digital curating of social media commentary. Furthermore, the research reveals the relevance of the Habermasian public sphere concept within the context of online newspapers. Key learning for the role of the media in fostering the democratic process using social media and insights for the political communications landscape within the context of the nuclear debate compliment the research.

Although social media have become an increasing feature in Canadian electoral politics and have been given increased attention in research on Canadian political communication, the use of social media in municipal elections has yet to be thoroughly studied. This paper employs a quantitative analysis to assess the extent and effectiveness of social media use by candidates during the 2010 Niagara municipal elections. The types of content posted online, the level of interaction between candidates and voters, and the impact on electoral success are examined. An interaction scale developed for this study helps gauge the level of interactivity between candidates and voters. Although it is determined that social media were being used during the campaigns, the interaction between candidates and voters was low. There are differences in electoral success for incumbents and challengers and a positive correlation is identified between the success of challenger candidates and the number of Facebook "likes" and posts. Conversely, the use of social media has a negative correlation with success for incumbents. A number of directions for future research on social media in municipal campaigns are suggested. © Copyright 2014 by the Institute of Urban Studies All rights of reproduction in any form reserved.
