Abstract

Serials being important to students and researchers as they contain the most current and relevant information that can be used for academic and research purposes needs to be assessed periodically to determine if they are still relevant to the users. This study therefore examines the analysis of serials citations in graduate-students’ theses as a functional tool for effective management of serials in university libraries using theses submitted from 2013 to 2021 in Library and information Science of four government owned universities in eastern region of Nigeria as case in point. The study was meant to provide answers to three research questions which formed the guide while a descriptive survey design was applied with a population of 203 which stood as the total number of masters’ degree theses produced by the four universities within the period under study. The main instruments used in collecting data for this study were the researcher-designed checklists with which 8445 serials citations were collected and analyzed using descriptive statistics of mode, mean and range and data presented in tables, charts and graphs using frequencies and percentile. The outcome of the study revealed that journals with 76% citations were the most cited against conference proceedings/reports with 20% and the least cited being government publications with only .5% citations. It was further established that multi authorship is the most cited authorship pattern in the graduates’ theses whereas the average age of serials cited were within the age bracket of 0 - 18. The conclusion drawn is that with the most cited type(s) of serials, serials titles, ages of serials and preferred authorship pattern known through citations analysis of serials in research reports, the university librarian is better placed as to knowing which serials to select, acquire and how to have them organized for easy accessibility and retrieval by users as well as the amount of money to be earmarked for their acquisitions which invariably will bring about prudent management of the library budget in this period of shrinking budget for academic libraries. The study therefore recommended among other things that for effective application of serials citations analysis as a functional tool for effective serial management, staff of serials unit most partner documentation unit as to ensuring proper citations analysis of serials submitted to the library by every department as this can be used as a guide for the unit to identify the core serials for selections, acquisitions and also as a guide for total serials collections maintenance.

Research project evaluation upon completion is one of the important tasks for research management in government funding agencies and research institutions. Due to the increased number of funded projects, it is hard to find qualified reviewers in the same research disciplines. This paper proposes a machine learning and large language model integrated approach to provide decision support for research project evaluation. Machine learning algorithms are proposed to compute the weights of key performance indicators (KPIs) and scores of KPIs based on the evaluation results of completed projects, large language models are used to summarize research contributions or findings on project reports. Then domain experts are invited to consolidate the weights and scores for the KPIs and assess the novelty and impact of research contribution or findings. Experiments have been conducted in practical settings and the results have shown that the proposed method can greatly improve research management efficiency and provide more consistent evaluation results on funded research projects.

In the face of the eminence position of serials usage amongst the resources acquired in the library most especially academic libraries despite their exceptional values as a reliable and dependent for researchers and the increasing cost of their acquisition, serials have not been satisfactorily utilized by the postgraduate students in tertiary institutions. This study, therefore, was under-taken to find out the availability and use of serials among postgraduate students in Osun State University and how this affects their academic performance. The population of the study consisted of 140 postgraduate students, with an ultimate high return rate. The findings of the study revealed that postgraduate students acknowledged the existence of serials. However, the study identified problems that are against the effective use of serials which need to be tackled to ensure that patrons are satisfied. Hence, the recommendations made consist of the provision of necessary infrastructural facilities that will make the library conducive for the users. Similarly, the management should organize information literacy skills seminar for the library users to help them to acquire skills on how to search for and locate the information resources needed in the library. Citation analysis was used to determine if the Sciences-Engineering Library at the University of California at Santa Barbara is meeting the needs of an interdisciplinary group of 60 faculty members at the new California NanoSystems Institute. The latest three publications of each faculty member (published within the last two years) were analyzed in two ways using the Science Citation Index: 1) the journals they were published in, and 2) the journals where cited articles were published. The results indicate that the library subscribes to 98 percent of the journals in which faculty members are published or are citing frequently. This information is useful to map the citation patterns of a new interdisciplinary field and can be used for future collection management decisions.

The paper describes the information needs of a state public health agency, compares needs to its library's collection, and evaluates collection development policy accordingly. A citation analysis of journal articles authored by Minnesota Department of Health staff as well as official publications from 2002 to 2004 was conducted. Fifty-six publications fitting the criteria for inclusion in the study were identified using PubMed and library records. Information on each cited reference was recorded, including reference type, relative age of citation, and journal name, if applicable. The library's collection and collection development policies were analyzed in regard to the results. As expected, journals were the most heavily cited format: 63% (n = 897) of all citations were to journal articles. Most cited materials were between 2 and 5 years old. The 897 journal citations represented 265 different journals. The top 10 cited journals (4% of all titles) accounted for 36% (n = 320) of all citations; 62% (n = 320) of journals were cited only once. Of the total journals cited, the library subscribed to 70% (n = 627). Overall, no large gaps appeared in the RN Barr Library's journal collection. The analysis confirms that the library's collections budget for serials and books reflects the cited use of these materials.

Texas Tech University is a part of the Texas State University System which opened its doors in 1925. The current enrollment is about 24,000 dispersed among six colleges. The Mathematics Department is one of thirteen in the College of Arts and Sciences with a Ph.D. program. One of those programs is in statistics. Seven faculty members were identified from that program. Their contribution to published research for 1993 and the first half of 1994 was collected and a citation analysis was conducted and subsequently applied to the collection development process at the University Library, where distinct discipline based collection development policies are now being formulated. Two citation patterns were identified: bibliographic and non-bibliographic citations. Bibliographic citations (from the bibliography) numbered 394 from 122 titles. Journals and monographs were the two formats most frequently cited, 46.7% and 36.9%, respectively. The average age of a citation was 12.3 years. The two most frequently cited journal titles were: Journal of Time Series Analysis and Stochastic Processes and Their Applications. Non-bibliographic citations (not found in the bibliography) were used to identify the more important research topics to this population of faculty: Hermitian operators, Appel polynomials, Laplace transform, Euclidean space, Drichlet polynomials, Lebesgue measure, Hilbert space, and Taylor expansion. Since the conclusion of this study, the most frequently cited journals and monographs have been acquired or recommended for acquisition in conjunction with the Library's collection development policy for Mathematics.

A two-phase assessment tool was developed for evaluating the ìfitî of the University of Georgia Librariesí collections with the needs of their patrons. First, a citation analysis of a sample of 2001 theses and disser- tations revealed the specific titles and materials used by a disciplinary cross section of graduate students. Second, searches were conducted in the OPAC and in electronic resources to determine library ownership of those cited works. The process then was repeated with a sample of graduate works completed in 1991 in order to investigate whether the further stretching of library budgets due to the influx of electronic re- sources has had an impact on the usefulness of the overall collection.

By analyzing the citation patterns of the linguistics literature, the authors provide a bibliometric description of the discipline that will help librarians who have reference, instruction, or collection development responsibilities in this area understand it better. One important aspect of such an under- standing is determining where linguistics classifies within the humanities, the social sciences, and the sciences. Based on several of the citation patterns discovered, namely the importance of recent publications to the field, and the prominence of journals as a primary vehicle of scholarly communication, this analysis concludes that linguistics more closely resembles the disciplines of the social sciences. his study seeks to document the bibliometric characteris- tics of the linguistics literature through an analysis of its cita- tion paerns. Such an analysis will help librarians with reference, instruction, or collection development responsibilities in linguistics, particularly the many with lile background in the discipline. The needs of librarians unfamiliar with linguistics are important because, as Michael Adams and Candace Benefiel point out, librarians must oen provide reference service in a discipline in which they have no subject expertise. 1 Yet, Rob- ert Delgadillo and Beverly P. Lynch have shown that scholars want to work with librarians who have a knowledge of their discipline. 2

By comparing the citation patterns of Korean researchers in physics and mechanical engineering, this study identifies the extent to which type of publication source (Korean non-SCI, Korean SCI, and international SCI) and type of authorship (purely Korean authors, Korean-foreign co-authors, and foreign-Korean co-authors) influence the choice of sources cited by Korean scientists. Koreans publishing physics or mechanical engineering papers in international SCI journals are more likely to cite articles published in journals of the science mainstream countries (the U.S., the U.K., the Netherlands, and Germany) than articles published in national journals, while Koreans publishing in Korean journals tend to cite articles published in national journals. In terms of authorship, articles published in mainstream journals are more highly cited by internationally co-authored papers than Korean-authored papers in both disciplines.

Aggregated journal-journal citations can be used for mapping the intellectual organization of the sciences in terms of specialties because the latter can be considered as interreading communities. Can the journal-journal citations also be used as early indicators of change by comparing the files for two subsequent years? Probabilistic entropy measures enable us to analyze changes in large datasets at different levels of aggregation and in considerable detail. Compares Journal Citation Reports of the Social Science Citation Index for 1999 with similar data for 1998 and analyzes the differences using these measures. Compares the various indicators with similar developments in the Science Citation Index. Specialty formation seems a more important mechanism in the development of the social sciences than in the natural and life sciences, but the developments in the social sciences are volatile. The use of aggregate statistics based on the Science Citation Index is ill-advised in the case of the social sciences because of structural differences in the underlying dynamics.

Bibliographic citation analysis of student research papers is one method of evaluating the use of a journal collection. Journal selection and cancellation may be done on the basis of use and cost-effectiveness to maximize the usefulness of materials purchased with the library budget. An analysis of the bibliographic citations of research papers by undergraduate and graduate students in the psychology department of St Mary’s University was used as one basis for psychology journal selection and deselection in the academic library. Findings confirmed that the most cost-effective and the most used materials were usually held by the library. Titles that met these criteria and were not held are good candidates for new subscriptions. Likewise, the least cost-effective and least-used titles are candidates for cancellation. Convergence of data from other sources should be used to confirm citation analysis findings due to the inherent limitations of the method.

One solution to accommodating a growing journal collection is to move lesser-used journals to storage. Past studies have found that scientists tend to use the older, rather than the newer, literature of related disciplines to support their research. If literature is shared between disciplines with different usage patterns, should age be used to select journals for storage? A synchronous citation study was used to examine literature use in physical chemistry. Analysis of the data concluded that use and age are not related and that storage decisions about physics journals need not be contingent on the secondary needs of chemists.
