Abstract

Exploring the history of the gas mask in Germany from 1915 to the eve of the Second World War, Peter Thompson traces how chemical weapons and protective technologies like the gas mask produced new relationships to danger, risk, management and mastery in the modern age of mass destruction. Recounting the apocalyptic visions of chemical death that circulated in interwar Germany, he argues that while everyday encounters with the gas mask tended to exacerbate fears, the gas mask also came to symbolize debates about the development of military and chemical technologies in the Weimar Republic and the Third Reich. He underscores how the gas mask was tied into the creation of an exclusionary national community under the Nazis and the altered perception of environmental danger in the second half of the twentieth century. As this innovative new history shows, chemical warfare and protection technologies came to represent poignant visions of the German future.

This essay reveals the vital role of transnational learning in structuring air defense in Japan, Germany, and Britain in World War II, while comparing how each regime shaped the contours of home-front mobilization. In the decades between the two world wars, states increasingly recognized the new threat of aerial bombardment of cities, and they actively investigated other nations' efforts at “civilian defense” and “total war.” Learning continued during World War II. In countries experiencing bombing, civil defense programs did more to mobilize daily life than any other wartime imperative. Remarkably, civil defense operations in Imperial Japan, Nazi Germany, and democratic Britain resembled each other—recruiting or conscripting millions of men, women, and youths to serve as neighborhood-based air raid wardens, “fire watchers,” first-aid workers, and members of civil defense associations. At the same time, differences in regimes and circumstances affected the degree of compulsion in each case.

While the histories of chemical and nuclear weapons are often categorically demarcated, this paper presents the transitional history between the development of early chemical weapons and the first atomic bomb in order to reveal both the institutional and imaginary connections between the two. In the wake of World War I, nationalized chemical weapons research provided one blueprint for the kind of large-scale military-industrial-academic complex required to build the atomic bomb. The German chemical weapons laboratories at the Kaiser Wilhelm Institute for Physical and Electrochemistry (KWI), directed by Fritz Haber, were particularly successful in creating a hierarchical mobilization of people, funds, and materials that the Americans were able to replicate both in their own chemical weapons production and when building the atomic bomb in the early 1940s. Institutional and cultural similarities between these weapons programs were further fertilized by a strikingly similar interwar imagining of both chemical and radiological weapons. These prophecies prefigured certain eye-witness reports from the dropping of the first atomic bombs, where radioactive clouds supposedly spread over the bomb site. In reality, there were important distinctions in both power and method of destruction between chemical weapons and the atomic bomb, but the post–World War II positing of a newly demarcated “Atomic Age” created a conceptual distance between poison gas and nuclear weapons. By pointing to chemistry’s significant contributions (both real and imaginary) to the creation of the atomic bomb, this article reminds readers of the rhetorical similarities and institutional connections between the two weapons with an eye toward broadening our categorical understanding of the atmospheric weapons that still threaten the world today.

More than 1.5 million concentration camp prisoners died of typhus, a preventable disease. Despite advances in public health measures to control and prevent typhus outbreaks, German doctors, fueled by their racist ideology and their medieval approach to the disease, used the disease as a form of biological warfare against Jews, Slavs, and gypsies. Jewish hospitals in ghettos were burned—along with patients and staff—if typhus was present. In concentration camps, even suspected typhus cases were killed in the gas chambers or through intracardiac injections. Typhus vaccines were tested on prisoners deliberately infected with typhus. Only a handful of doctors were ever prosecuted for their crimes. Against all odds, Jewish health providers struggled to avoid the worst through innovative steps to save lives. Despite the removal of their equipment, drugs, and other resources, they organized health care and sanitary hygienic measures. Doctors were forced to conceal cases, falsify diagnoses and cause of death in order to save lives. This important study explores the role of the International Red Cross in typhus epidemics during and after World War I and World War II. It details the widespread complicity of foreign companies in the Nazi typhus research. Finally, the author stresses the importance of monitoring and holding accountable the medical profession, researchers, and drug companies that continue to invest in research on biological agents as weapons of war.

The threat of poison gas, and other related biological warfare agents, holds our society hostage to the possible actions of terrorist groups or rogue states. This study hopes to convince policymakers and the general public that the bad reputation that surrounds the use of gas is largely the result of propaganda, misinformation, and oft-repeated half-truths. With proper precautions and discipline, neither the military nor society need fear gas as a weapon of mass destruction, wielded by dictators and cowards who utilize the loopholes in international agreements and flaunt world opinion. While not advocating the use of toxic gas in warfare, the author argues that education and common sense are the most effective tools to combat the gases that remain in arsenals around the world. After a discussion of the earliest uses of gas and other similar tactics in warfare, this book explains how our image of gas has been shaped by early pronouncements that branded it a treacherous and barbarous weapon. The fear of retribution, as well as political motivations, prevented the use of gas warfare in the Second World War, but its use resurfaced in later decades both in warfare and in combatting internal strife. The author details various types of gas and discusses the most effective measures to counter each one. He also chronicles the long history of attempts to outlaw gas, why these attempts have failed, and why such efforts are not likely to succeed in the future.

The history of modern Germany has all too readily been seen in terms of an historical process that inevitably led to the horrors of National Socialism. As there are no certitudes in life, however, so there are none in German history. In this book, historian Klemens von Klemperer focuses on what he terms the German Incertitudes--namely, the tensions between a realistic acceptance of disenchantment with the modern world, and an insistence upon reenchantment. Exploring this tension through a critical assessment of the ideas and writings of major German thinkers, von Klemperer seeks to account for both the achievements and the failings of German thought, society, and politics as responses to the challenge of modernity in the first half of the 20th century. In addition to individuals such as Nietzsche, Weber, Spengler, Jünger, Bonhoeffer, and Heidegger, the author considers broader movements and ideas such as the concept of Gemeinschaft and the German expressionists, all in the wider context of Western intellectual currents, Rather than belaboring presumed German deviance from the European norms, von Klemperer explores the reasons why the sense of crisis in the face of modernity was singularly acute among Germans, he traces a spectrum of reactions extending from an acceptance of modern disenchantment to the quest for reenchantment which found an extreme manifestation in National Socialism.

Prior to 1914, Germany dominated the worldwide production of synthetic organic dyes and pharmaceuticals like aspirin. When World War I disrupted the supply of German chemicals to the United States, American entrepreneurs responded to the shortages and high prices by trying to manufacture chemicals domestically. Learning the complex science and industry, however, posed a serious challenge. This book explains how the United States built a synthetic organic chemicals industry in World War I and the 1920s. It argues that Americans' intense anti-German sentiment during the war helped to forge a concentrated effort among firms, the federal government, and universities to make the United States independent of “foreign chemicals.” Besides mobilization efforts to make high explosives and war gases, federal policies included protective tariffs, gathering and publishing market information, and, most dramatically, confiscation of German-owned chemical subsidiaries and patents. Meanwhile, firms and universities worked hard to develop scientific and manufacturing expertise. Against a backdrop of hostilities and intrigue, the book shows how chemicals were deeply entwined with national and international politics and policy during the war and subsequent isolationism of the turbulent early twentieth century.

This book is an innovative comparative history of how German and British soldiers endured the horror of the First World War. Unlike existing literature, which emphasises the strength of societies or military institutions, this study argues that at the heart of armies' robustness lay natural human resilience. Drawing widely on contemporary letters and diaries of British and German soldiers, psychiatric reports and official documentation, and interpreting these sources with modern psychological research, this unique account provides fresh insights into the soldiers' fears, motivations and coping mechanisms. It explains why the British outlasted their opponents by examining and comparing the motives for fighting, the effectiveness with which armies and societies supported men and the combatants' morale throughout the conflict on both sides. Finally it challenges the consensus on the war's end, arguing that not a 'covert strike' but rather an 'ordered surrender' led by junior officers brought about Germany's defeat in 1918.

Biological weapons have threatened U.S. national security since at least World War II. Historically, however, the U.S. military has neglected research, development, acquisition, and doctrine for biodefense. Following September 11 and the anthrax letters of 2001, the United States started spending billions of dollars per year on medical countermeasures and biological detection systems. But most of this funding now comes from the Department of Health and Human Services rather than the Department of Defense. Why has the U.S. military neglected biodefense and allowed civilian organizations to take the lead in defending the country against biological attacks? This book addresses this puzzling and largely untold story about science, technology, and national security. The book argues that organizational frames and stereotypes have caused both military neglect and the rise of civilian biodefense. In the armed services, influential ideas about kinetic warfare have undermined defense against biological warfare. The influence of these ideas on science and technology challenges the conventional wisdom that national security policy is driven by threats or bureaucratic interests. Given the ideas at work inside the U.S. military, the book explains how the lessons learned from biodefense can help solve other important problems that range from radiation weapons to cyber attacks.

The First World War introduced the widespread use of lethal chemical weapons. In its aftermath, the British government, like that of many states, had to prepare civilians to confront such weapons in a future war. How engineers in the mining and oil and gas industries attempt to reconcile competing domains of public accountability. The growing movement toward corporate social responsibility (CSR) urges corporations to promote the well-being of people and the planet rather than the sole pursuit of profit. In Extracting Accountability, Jessica Smith investigates how the public accountability of corporations emerges from the everyday practices of the engineers who work for them. Focusing on engineers who view social responsibility as central to their profession, she finds the corporate context of their work prompts them to attempt to reconcile competing domains of accountability—to formal guidelines, standards, and policies; to professional ideals; to the public; and to themselves. Their efforts are complicated by the distributed agency they experience as corporate actors: they are not always authors of their actions and frequently act through others. Drawing on extensive interviews, archival research, and fieldwork, Smith traces the ways that engineers in the mining and oil and gas industries accounted for their actions to multiple publics—from critics of their industry to their own friends and families. She shows how the social license to operate and an underlying pragmatism lead engineers to ask how resource production can be done responsibly rather than whether it should be done at all. She analyzes the liminality of engineering consultants, who experienced greater professional autonomy but often felt hamstrung when positioned as outsiders. Finally, she explores how critical participation in engineering education can nurture new accountabilities and chart more sustainable resource futures.

In April of 1915, the German-Jewish chemist Fritz Haber supervised the first deployment of industrialized chemical weapons against French colonial troops. The uncertain nature of the attack, both in its execution and outcome, led many German military men to question the controllability of poison gas. Over the next three decades, Germans would continue this line of inquiry, as aero-chemical attacks appeared increasingly imminent. This article narrates the German search for control over chemical weapons between the world wars, revealing the ways in which interwar techno-nationalists tied the mastery of poison gas to ethno-racial definitions of Germanness. Under the Nazis, leaders in civilian aero-chemical defense picked up this interwar thread and promoted a dangerous embrace of gas that would supposedly cull the technically superior Germans from other lesser races. Although this vision of a chemically saturated world did not suffuse German society, such logic did play out in the gas chambers of the Holocaust.
