Pemolisian Masyarakat dalam Pencegahan Kejahatan Jalanan
Abstract
This research was carried out to explore the Community Policing Implementation on Street Crimes Prevention in the Legal Area of Depok Metropolitian District Police which is adjusted to the Indonesian National Police Chief Regulations 3/2015 because street crime is the most frequent national social problem in Indonesia that requires the cooperation of the police, the community and the local government in handling it. The approach in this research is qualitative supported by simple quantitative data with case study methods that are descriptive analysis. The results in this research show that the implementation of community policing in street crime prevention which is carried out by the Depok Metropolitan Police Station is still not optimal. Factors that influence the implementation are communication, resources, disposition, partnership, methods stakeholders and bureaucratic structure. Abstrak Penelitian ini bertujuan untuk mengeksplorasi Implementasi Pemolisian Masyarakat dalam Pencegahan Kejahatan Jalanan di Wilayah Hukum Polres Metro Depok yang disesuaikan dengan Perkap Nomor 3 Tahun 2015 karena kejahatan jalanan merupakan masalah sosial nasional yang paling sering terjadi di Indonesia sehingga memerlukan kerjasama kepolisian, masyarakat dan pemerintah setempat dalam menangananinya. Penelitian ini menggunakan pendekatan kualitatif yang didukung data kuantitatif sederhana dengan metode studi kasus yang bersifat deskriptif analisis. Hasil temuan dalam penelitian ini menunjukkan bahwa implementasi pemolisian masyarakat dalam pencegahan kejahatan jalanan yang dilaksanakan oleh Polres Metro Depok masih belum optimal. Faktor-faktor yang mempengaruhi dalam implementasinya yaitu komunikasi, sumber daya, disposisi, kemitraan, metode, instansi terkait dan struktur birokrasi. In the midst of various challenges of policing and its consequences on public trust, a number of studies have examined the duties of the Police, especially the Republic of Indonesia National Police (INP), in maintaining security and public order, enforcing the law, protecting the public, and serving the community. Several contemporary policing models, such as Community Policing or Problem-Oriented Policing, have been suggested and implemented by the INP, although the parameters of its successful implementation continue to be a questionable issue. This article discusses how the concept of Evidence-Based Policing (EBP) – a new paradigm in policing – can better serve as a foundation for the Police in dealing with societal and criminal issues. EBP emphasises scientific and evidence-based decision-making, enabling officers to avoid the biases that are frequently criticised in policing practices. By utilising literature review and document analysis methods, this article examines existing policing models and demonstrates the importance of evidence-based approaches in improving INP performance. It also highlights the importance of consulting and collaborating with pracademics and international institutions that have successfully implemented EBP, in order to increase the accountability and responsibility of the INP in implementing EBP. The implementation of EBP is expected to lead to positive changes in policing culture – providing more effective and comprehensive solutions based on data and scientific studies to address crime and social problems in the community.
This research was initiated by thinking about the RW Police program, which is actually a program needed by the community, but in reality it has not been implemented optimal. This is shown by the high number of crimes and violations that occur in the Bekasi City Metro Police jurisdiction when compared between before the RW Police Program (in 2021 and 2022) and after the implementation of the RW Police Program (in 2023). On the other hand, the concept of the RW Police program, which facilitates one RW with one police officer who lives in the RW, is a good program because with this concept it is hoped that the police in each RW can get to know more and be closer to the community so that they can become partners in creating public security. So, in order to maximize the implementation of the RW Police program, it is necessary to develop the right strategy and equip RW Police officers in the field with good problem-solving skills in order to maximize partnerships with the community and support the creation of security, especially in the Bekasi Metro Police jurisdiction. This research was conducted using a qualitative method with a constructivism paradigm where the author wanted to seek an in-depth understanding of the implementation of the RW Police in supporting the security forces in the jurisdiction of the Bekasi Metro Police, find obstacles in the field and find the right strategy to maximize its implementation.
Penelitian ini bertujuan untuk 1) menganalisis implementasi kebijakan pomolisian masyarakat di Kampung Wilayah Polsek Kurulu Polres Jayawijaya 2) menganalisis model implementasi kebijakan pomolisian masyarakat di Kampung Wilayah Polsek Kurulu Polres Jayawijaya. Desain dalam penelitian ini adalah desain penelitian deskriptif kualitatif dengan sumber informasi dari beberapa informan internal personil anggota polsek Kurulu dan eksternal tokoh masyarakat di Kampung Binaan Wilayah Polsek Kurulu Polres Jayawijaya menggunakan teknik purposive sampling. Teknik pengumpulan data melalui wawancara mendalam, observasi dan dokumentasi. Pendekatam teori yang digunakan adalah model implementasi Van Metter dan Van Horn, yaitu; 1) Standard dan tujuan kebijkan 2) Sumber daya 3) Karakteristik organisasi pelaksana, 4) Sikap para pelaksana, 5) Komunikasi antar organisasi pelkasana, 6) Lingkungan sosial, ekonomi dan politik di Wilayah Polsek Kurulu Polres Jayawijaya. Hasil penelitian diperoleh pertama Standard dan tujuan kebijkan di Kampung Wilayah Polsek Kurulu sudah berjalan sesuai dengan yang diharapakan, kedua sumber daya personil ditemukan masih sangat terbatas, ketiga karatreistik organisasi cukup baik karena tercipta keakraban antara pimpinan dan bawahan dengan baik, keempat komunikasi dalam bentuk sosialisasi terlihat berjalan dengan baik dan ke lima kondisi sosial, ekonomi, dan politik cukup mendukung terhadap implementasi Polmas yaitu kerukunan, gotong royong, dan totong menolong antar warga masyarakat di wilayah Polsek Kerulu berjalan dengan baik. Selain itu tercipta partisipasi masyarakat dalam pelaksanaan pemolisian masyarakat sangat baik.
The public sphere popularized by Jurgen Habermas is the result of a review of the reality of 18th century European society. In his work, Habermas mentions that capitalism at that time succeeded in liberating European society from its dependence on the influence of feudalism imposed by the church and monarchy, whose form was a community discussion room aimed at critiquing traditional power (Church and Kingdom). In other words, the power of capitalism has succeeded in creating a space of social debate that was once influenced by feudal power until it switched to a social area free from the domination of feudal power where in that public sphere society has a right in giving criticisms of social problems. If in Europe the development of the public sphere is influenced by the development of capitalism, then what about the implementation of the public sphere in transitional society in Indonesia or especially in the East Luwu community? This paper seeks to explore how the implementation of public space as a concept in transitional society, especially in the East Luwu region in particular related to the process of making a Regional Regulation no. 03 of 2007 on Hazardous Solid Waste. The results of field research indicate that people are still having difficulty in accessing information related to policies related to public life in real terms. At the same time, the government itself also difficulties in distributing information that is actually needed by the community. The government, the DPRD or the people of East Luwu have indeed agreed to provide a discussion space to the public regarding the making of the solid waste management regulation. However, the implementation did not find the appropriate way from the formulation process until the socialization of a local regulation.
Terorisme menjadi ancaman terhadap Pancasila dan NKRI. Oleh karena itu, Polisi Republik Indonesia (Polri) dalam melakukan penanganan tindak pidana terorisme membutuhkan dukungan dari banyak pihak, salah satunya adalah masyarakat. Kepolisian dan masyarakat harus membangun sinergi untuk melakukan pencegahan terorisme. Penelitian ini akan menjawab dua rumusan masalah, yakni Bagaimanakah sinergitas Polri dengan masyarakat dalam mencegah terorisme dan Bagaimana peran Polmas dalam meningkatkan sinergitas Polri dan Masyarakat. Adapun tujuannya adalah untuk mengetahui dan menganalisi sinergitas Polri dengan masyarakat dalam mencegah terorisme dan untuk mengetahui dan menganalisis peran Polmas dalam meningkatkan sinergitas Polri dan Masyarakat. Metode yang digunakan untuk menjawab rumusan masalah tersebut adalah metode penelitian kualitatif dengan metode pengumpulan data yang digunakan adalah metode library research. Adapun analisis data dilakukan dengan melakukan pengolahan dan kemudian menganalisanya. Hasil penelitian menunjukkan bahwa sinergitas antara masyarakat dan polri sangatlah penting, karena masyarakat dapat memberikan kontribusi dalam mencegah tindak terorisme, bahkan masyarakat dapat memcegah penyebaran ideologi dan membongkar jaringan terorisme. Sinergitas tersebut dapat terbangun apabila ada kepercayaan antara masyarakat dan polri. Kepercayaan masyarakat terhadap polri dapat tebangun melalui program Pemolisian masyarakat yang memang secara umum bertujuan untuk membangun kepercayaan terhadap masyarakat. Adanya kepercayaan masyarakat terhadap polri akan memudahkan polri untuk bekerjasama dengan masyarakat dalam rangka melakukan pencegahan tindak terorisme
