Wirksamkeit von Maßnahmen für den Kiebitz auf Äckern in Deutschland

Abstract

Der starke Bestandsrückgang des Kiebitzes (Vanellus vanellus) in der Agrarlandschaft in Deutschland war Anlass zur Durchführung des Projekts "Sympathieträger Kiebitz". Um Vorschläge für effektive Agrar-Umwelt-Klima-Maßnahmen für die Art im Ackerland ableiten zu können, wurden verschiedene Maßnahmen (Kiebitzinseln, verzögerte Maisaussaat, Gelegeschutz) in sieben Regionen in Deutschland evaluiert. Erfolgreichste und zugleich einzige Maßnahme mit einem bestandserhaltenden Bruterfolg war die "Kiebitzinsel in Sommerung". Erfolgsfaktoren für den Bruterfolg bzw. die Besiedlung im Rahmen dieser Maßnahme waren das Vorhandensein von Nassstellen und die Nähe zu aktuellen Brutvorkommen. Die "Kiebitzinsel 2.0" wurde entsprechend weiterentwickelt. Sie sollte bei Bedarf von Gelegeschutz flankiert und durch die Schaffung regionaler "Hotspots" für den Bruterfolg (Optimalhabitate mit Ausschluss von Bodenprädatoren) ergänzt werden. Für effiziente Maßnahmenumsetzungen sollten überall regionale Gebietsbetreuungen eingerichtet werden. Aufgrund des Klimawandels kommt einer Steigerung der Grundqualität der Landschaft, etwa durch Verbesserungen des Landschaftswasserhaushalts, eine zentrale Rolle zu. The strong decline in lapwing (Vanellus vanellus) numbers in German agricultural landscapes gave cause to launch the Sympathieträger Kiebitz (ambassador lapwing) project. To develop effective agro-environmental schemes for that species in arable landscapes, various measures (lapwing plots, delayed maize-sowing, clutch protection) were evaluated in seven regions across Germany. The most successful conservation measure-and the only one that achieved sufficiently high breeding success-was the establishment of dedicated lapwing plots in spring-sown crops. The presence of wet features and proximity to current lapwing settlement were found to be crucial factors for breeding success or colonisation. The "Lapwing Plot 2.0" approach was thus taken up and refined. This needs to be complemented by clutch protection and additional "hotspots" for breeding success (optimal habitats fenced off against ground predators). To promote efficient implementation of these measures, the establishment of regional management structures is recommended. In the face of climate change, it is essential to enhance the general ecological quality of landscapes, e.g. by improving hydrological conditions.

Recent reports of local extinctions of arthropod species 1 , and of massive declines in arthropod biomass 2 , point to land-use intensification as a major driver of decreasing biodiversity. However, to our knowledge, there are no multisite time series of arthropod occurrences across gradients of land-use intensity with which to confirm causal relationships. Moreover, it remains unclear which land-use types and arthropod groups are affected, and whether the observed declines in biomass and diversity are linked to one another. Here we analyse data from more than 1 million individual arthropods (about 2,700 species), from standardized inventories taken between 2008 and 2017 at 150 grassland and 140 forest sites in 3 regions of Germany. Overall gamma diversity in grasslands and forests decreased over time, indicating loss of species across sites and regions. In annually sampled grasslands, biomass, abundance and number of species declined by 67%, 78% and 34%, respectively. The decline was consistent across trophic levels and mainly affected rare species; its magnitude was independent of local land-use intensity. However, sites embedded in landscapes with a higher cover of agricultural land showed a stronger temporal decline. In 30 forest sites with annual inventories, biomass and species number-but not abundance-decreased by 41% and 36%, respectively. This was supported by analyses of all forest sites sampled in three-year intervals. The decline affected rare and abundant species, and trends differed across trophic levels. Our results show that there are widespread declines in arthropod biomass, abundance and the number of species across trophic levels. Arthropod declines in forests demonstrate that loss is not restricted to open habitats. Our results suggest that major drivers of arthropod decline act at larger spatial scales, and are (at least for grasslands) associated with agriculture at the landscape level. This implies that policies need to address the landscape scale to mitigate the negative effects of land-use practices.

Global declines in insects have sparked wide interest among scientists, politicians, and the general public. Loss of insect diversity and abundance is expected to provoke cascading effects on food webs and to jeopardize ecosystem services. Our understanding of the extent and underlying causes of this decline is based on the abundance of single species or taxo-nomic groups only, rather than changes in insect biomass which is more relevant for ecological functioning. Here, we used a standardized protocol to measure total insect biomass using Malaise traps, deployed over 27 years in 63 nature protection areas in Germany (96 unique location-year combinations) to infer on the status and trend of local entomofauna. Our analysis estimates a seasonal decline of 76%, and midsummer decline of 82% in flying insect biomass over the 27 years of study. We show that this decline is apparent regardless of habitat type, while changes in weather, land use, and habitat characteristics cannot explain this overall decline. This yet unrecognized loss of insect biomass must be taken into account in evaluating declines in abundance of species depending on insects as a food source, and ecosystem functioning in the European landscape.

Angewandte Landschaftsökologie 63 (2004): 1-137. Sustainabiliy indicator for species diversity - an indicator for the state of nature and landscape in Germany. Summary: In 2002 the Federal Government of Germany passed the National Sustainability Strategy. With a total of 21 sustainability indicators it is to be measured, to what extent the aims of a sustainable development in several political fields can be achieved. In this project, the “sustainability indicator for species diversity” was conceptualized to show success or failure in the conservation of biological diversity. Every two years a proceeding report will document the progess. Starting with an indicator prototype, the main task of this project was to develop an indicator that is both scientifically sound and self-evident for politics and the public. It should give informations about the achieved level and predictable trends of sustainable development to enter the next progress report in 2004. In the first stage the indicator is based on the population development of selected bird species. It should give information about the sustainability of land use and its effects on the main habitat types in Germany like arable land and forests. In future stages the indicator shall indicate changes of additional aspects of biological diversity. The indicator will close an existing gap in the field of “Nature/Biological diversity”. The main political importance of the indicator can be seen in its function as information and control system to support both decision-makings in environmental policy and the integration of nature conservation into other policy fields on the national level. The indicator is based on the population development of 51 selected bird species, which are indicators for habitat quality and represent many other species of the ecosystem and hence the development of the total landscape. Additionally, sub-indicators show the quality in the main habitat types in Germany, i.e. arable land, forest, settlement, water bodies, coast/sea and – in future – the Alps. The sub-indicators consist of 10 or 11 bird species that represent most relevant habitats, aspects and land use forms of the main habitat types. In this way the indicator reflects the degree of sustainable use of landscape as a crucial precondition for the conservation of biodiversity. To measure the success in achieving the aims of sustainability, for each species a target value for the population size in 2015 was set. The target value is a realistic estimation of the total population size under the condition that the guidelines of sustainable development and the existing nature conservation laws are put into action. The sub-indicator for each main habitat type is calculated as the mean of the degree to which each species has reached its target value. The total indicator is calculated a the mean of sub-indicators, weighted by the area proportion of the main habitat types. The conceptualization of the indicator was the result of the cooperation both with national ministries and conservation agencies of the federal states (e.g. Lower Saxony, Bavaria) and of non-govermental organisations. This was realized under the approach of a “dialogue-oriented research”. For that purpose, the construction of the indicator (indicator species, mode of aggregation) and its acceptability for politics and the public was discussed with NGOs, such as organizations for nature conservation as as representatives of land-use organizations. As the discussions of the project´s procedure showed, the involvement of stakeholders offers advantages for constructing indicators: Especially the selection of indicator species must be seen as a critical “milestone”. Additionally the project got some new hints about birds as indicators and about aggregation-levels of data. Participation is also an important precondition of the social acceptance of sustanaibility indicators. Temporal development of the values of total and sub-indicators is almost constant since 1990. A comparison of this recent trend with historic data from 1970 and 1975 shows a distinct decrease until the early 1990s. This was particularly due to the drastic population decline for species representing arable land, whereas sub-indicators for forests and coast/sea stayed nearly constant. The results show that in the last 12 years over-all quality of nature did not decline dramatically, but did not improve either. If this trend continues, the aims of sustainable use to conserve nature and biological diversity will not be achieved. Therefore, the guidelines of sustainable development have to put into action rapidly. On the basis of the existing indicator a concept for further development regarding the integration of the Alps and the inclusion of additional taxa such as mammals, butterflies or plants is suggested. In the case of establishing a system of representative sample sites in Germany, more differentiated conclusions on biogeographical regions, specific habitats within the main habitat types, and on changes of species numbers would be possible. A final aim is to develop biodiversity indicators and to connect the species indicator with existent environmental data, e.g. concerning the physical-chemical state of ecosystems or the landscape structure within an information system “Nature and Landscape”.

Capsule: A spring/summer fallow agri-environment prescription improved Lapwing nest survival. Aims: To identify the key determinants of nest survival in arable landscapes, and assess the effectiveness of an agri-environment prescription designed to provide nesting habitat for breeding Lapwings. Methods: Lapwing nest success was monitored on a number of farms in Shropshire and Staffordshire, UK, during 1999 and 2000. All nests were mapped and a number of habitat variables recorded. Results: Compared with previous studies, nest survival was generally quite high, although there were significant differences between crop types. Nests on fields managed under the agri-environment prescription Option 1B had a greater chance of survival than nests on conventionally managed fields. Overall, the main causes of nest loss were predation and agricultural operations, but causes of nest loss were not consistent between crop types. Crop type, nest status and distances to field boundary and predator perches had a significant effect on nest survival. Nests that were more than 50 m from the nearest field boundary had a higher daily survival rate than nests that were closer. Conclusion: Lapwing nest survival on arable farmland can be enhanced through the promotion of an agri-environment prescription that promotes spring/summer fallow and consideration of the timing of agricultural operations. To maximize benefits of conservation measures, fields should be managed to have areas within them that are sufficiently distant from field boundaries to reduce predation.

2 Rationale The Kentish/snowy plover Charadrius alexandrinus is a small cosmopolitan shorebird (body mass about 40-44 g). In the last few years we have developed a suite of methods to investigate its behaviour and ecology in the field. We thought this practical guide may be useful for students and researchers with an interest in small plovers. Some aspects of these methods may be relevant for other shorebirds and ground-nesting birds in general. Our fundamental motivation in writing this guide is to show that the Kentish plover is an easy species to work with, if one is willing to pay attention to a few potential pitfalls. We hope that this guide will elicit further research. Please contact us if you have questions and comments, and let us know of any errors. Note that Kentish plovers have been studied in several countries and by a good range of researchers, and we don't claim that our methods work best. Many Kentish plover populations are now declining. You need to be sensible about fieldwork, and carefully evaluate the costs and benefits of using a particular method. The last thing you want is to put an extra burden on plover populations -they have a hard time anyway to cope with predators, floods and threats humans are imposing upon them.

Lapwing Vanellus vanellus is known to be declining throughout much of its UK breeding range. The ecological requirements of the species are well known and a variety of mechanisms exist which can be implemented to help recovery. Arable options within agri-environment schemes can be used to provide breeding habitat throughout the species’ UK range, and targeted recovery projects have been shown to have the potential to deliver increases in breeding pairs at the local level. The farming community need to be made aware of the requirements of Lapwing if agriculture and conservation needs are to be integrated.

We studied potential causes for bird population changes based on data from standardised German breeding bird monitoring schemes. We related population trends to covariates describing the changes in the agricultural landscape in Germany, weather conditions during the breeding season and for some migratory species, conditions at stopover and wintering sites. Linear mixed effect models were used to analyse effect strength at species level and conclusions are drawn for the overall group of farmland bird species. The area of grassland and fallow land was shown to have the strongest positive effects and the area of maize and rapeseed the strongest negative effects on farmland bird population trends. The results obtained also indicate that despite the consistent influence of weather conditions during the breeding season, land-use changes had a stronger impact on bird populations than weather. Conditions at Sahel wintering sites did not show a consistent effect on population trends. Based on these findings the study quantitatively underpins and ranks key factors shaping farmland bird populations in Germany.

Despite the protective measures that have been implemented to increase the productivity of meadow birds, populations are still declining in most breeding and wintering areas. We therefore still do not know how large the protective efforts need to be to curb the decline of the meadow bird populations. By taking advantage of monitoring data from the populations of lapwings in the Netherlands (NL) and one region in Germany [Schleswig‐Holstein (SH)], we investigated the demographic drivers responsible for the decline of the populations and evaluated the impact of protective measures. In these populations, some nests are marked with sticks such that they are not destroyed by farming activity. We analyzed the data with integrated population models and show that average demographic rates were similar in the two populations. Retrospective analyses demonstrated that variation in productivity most strongly impacted population dynamics and that its variation was influenced by the local environments. Our results confirmed that low productivity (0.55 and 0.46 fledglings per pairs in SH and NL, respectively) was the main reason for the decline of the lapwing populations. Productivity of 0.76 (SH) and 0.91 (NL) fledglings per pairs would be required to stabilize the populations. The implemented nest protection had a positive effect on nest success, but did not improve chick survival, and consequently the effect on population growth rates remained insufficient. The population growth rate in NL would increase by only 2% if all nests were protected. Our results suggest that protective measures should prioritize the reduction in predation and the improvement of chick habitat by promoting heterogeneous swards combining tall vegetation for hiding and short and open vegetation for foraging. Despite the protective measures that have been implemented to increase the productivity of meadow birds, populations are still declining in most breeding and wintering areas. We investigated the demographic drivers responsible for the decline of two populations of lapwings in the Netherlands and one region in Germany and evaluated the impact of protective measures. Low productivity was the main reason for the decline of the lapwing populations. Unsown fallow plots, commonly referred to as ‘lapwing plots’, are widely promoted within the English agri-environmental programme, but remain unstudied outside of England. We tested Lapwing plots in an industrialised agricultural landscape in Central Europe from 2010-2015. Lapwings (Vanellus vanellus) and other birds as well as plant species were mapped. Factors influencing the success of the plots were modelled to obtain information on how to design a well-working agri-environment scheme (AES).

Two-hectare unsown, tilled fallow plots put in place under agri-environment schemes for stone curlews Burhinus oedicnemus in England were surveyed for other bird species, brown hares Lepus europaeus, carabid beetles, vascular plants, butterflies and bumblebees. The results were compared with those from surveys within the crop in the same field and in neighbouring fields. This was done to test whether agri-environment management targeted at a single species also provided benefits to wider biodiversity. All groups except carabid beetles were more abundant, more likely to be recorded, or more species rich on plots than within the crop. Carabid beetle activity–density and species richness did not differ between the plot and the crop; activity–density of one functional group (predators) was lower on plots than in the crop. Six rare arable plant species were recorded, predominantly from plots, and the plots are considered to perform comparably to other agri-environment options available in England designed specifically for arable plants. One red-listed bird species of conservation concern (skylark Alauda arvensis) was more abundant on plots than in the crop, and three other red-listed species (linnet Carduelis cannabina, yellowhammer Emberiza citrinella, corn bunting E. calandra) were more likely to be recorded on plots than in the crop. A fifth (lapwing Vanellus vanellus) was almost exclusively recorded from plots, and was more likely to be recorded on plots categorised as in good condition for stone curlews. These results demonstrate that fallow plots that have been put in place for the recovery of stone curlews have considerable value for a range of other farmland biodiversity, although management for stone curlews may be detrimental to some taxa, such as carabid beetles, that are sensitive to the relatively frequent spring tillage that these plots receive.

In this review, we summarize available data on nest success, chick survival and reproductive output, and adult and juvenile survival of five meadow breeding waders in Europe: Eurasian Oystercatcher (Haematopus ostralegus), Northern Lapwing (Vanellus vanellus), Black-tailed Godwit (Limosa limosa), Eurasian Curlew (Numenius arquata), and Common Redshank (Tringa totanus). The survival data from the assembled studies did not show an overall decline in adult survival in any of these species. However, our meta-analyses on reproduction data show that chick survival declined strongly in the last 40 years in western Europe and that nest success declined in eastern Europe in the period 1995–2005, in Scandinavia in the period 1985–2005, and in western Europe in the period 1950–1980. Predation of nests has increased by c. +40% in all five species in western Europe during the last four decades. Results on reproductive output, the number of fledglings produced per breeding pair, were less clear. A decline was apparent in Eurasian Oystercatcher in the period 1963–2005; an initial decline in 1953–1990, but slight recent (1990–2006) recovery in Northern Lapwing; an initial decline in Black-tailed Godwit in the period 1985–1995, but again slight increase from 1995 onwards; no trend in Common Redshank (1992–2006) nor in Eurasian Curlew (1961–2006). In all five species the results indicate that present population declines are caused by a decrease in reproduction, not in adult survival, and that reproductive output is presently too low to compensate for adult mortality.

Capsule Northern Lapwings Vanellus vanellus occurred on about 40% of fallow plot options within agri‐environment schemes; this could be increased by improved management and better placement of plots in the landscape.Aims To determine the use by Lapwings (and other species) of fallow plot options from the UK Countryside Stewardship and Higher Level Stewardship (HLS) agri‐environment options.Methods The number of Lapwings and other bird species using a plot and any evidence of breeding by Lapwings was recorded. Adjacent crop and boundary features, and vegetation height and bare ground within the plot, were recorded.Results Approximately 40% of the 212 plots surveyed were used by Lapwings. Breeding was suspected on 25% of plots and was proven on 11%. Lapwing presence was lower where woodland was close to the plot and breeding evidence was more likely on plots with more bare ground. Sky Larks Alauda arvensis, Woodpigeons Columba palumbus and Yellowhammers Emberiza citrinella were also frequently recorded.Conclusions Fallow plot options are one of the most expensive per‐hectare agri‐environment options under HLS. Better ‘value for money’ could be achieved by ensuring that a greater proportion of plots are (1) managed to promote a short broken sward, with plenty of bare ground; and (2) placed in open landscapes away from woods and vertical features.

The population declines of waders in Europe are widely considered to have resulted from habitat loss and degradation due to agricultural changes. However, recent empirical evidence suggests that levels of predation on wader nests are unsustainably high in many cases, even in some situations where breeding habitat is otherwise favourable. We review the published and ‘grey’ literature on nest predation on waders in Europe and quantify the relative importance of the major predators. Nest cameras offer the least biased method of identifying and quantifying nest predators. A small number of camera studies, in combination with others utilizing nest temperature loggers, indicate that nocturnal/mammalian predators make the largest contribution to wader nest predation. More than half of site-years or studies reviewed reported clutch failure rates of over 50% attributable to predation alone, a rate that is likely to be associated with declining populations, although parameters such as chick and adult survival will also affect population trends. Correlates of wader nest predation are documented, with time of season, field type and management, distance to habitat/field edge, wader nest density, and abundance of mammalian predators being most consistently identified. Future directions of research into wader productivity are discussed, and we suggest that studies quantify additional life-history parameters such as chick survival, as well as examining the predator community, wherever possible.

Simultaneous inference is a common problem in many areas of application. If multiple null hypotheses are tested simultaneously, the probability of rejecting erroneously at least one of them increases beyond the pre-specified significance level. Simultaneous inference procedures have to be used which adjust for multiplicity and thus control the overall type I error rate. In this paper we describe simultaneous inference procedures in general parametric models, where the experimental questions are specified through a linear combination of elemental model parameters. The framework described here is quite general and extends the canonical theory of multiple comparison procedures in ANOVA models to linear regression problems, generalized linear models, linear mixed effects models, the Cox model, robust linear models, etc. Several examples using a variety of different statistical models illustrate the breadth of the results. For the analyses we use the R add-on package multcomp, which provides a convenient interface to the general approach adopted here.
