PECULIARITIES OF REGIONAL AGRICULTURAL DEVELOPMENT IN MODERN CONDITIONS

Abstract

The study was carried out in order to study the level of development of the regional agricultural sector of the economy, identify current problems that hinder the sustainable development of agricultural business entities and substantiate proposals for ensuring its further development. The agrarian sector of the economy of the Republic of Tatarstan is designed to solve the problems of providing the population with food at affordable prices in the face of severe restrictions and sanctions from unfriendly countries. 450 large and medium-sized agricultural organizations, 3006 peasant farms (peasant farms), 2.5 ... 3 thousand individual entrepreneurs and more than 472.4 thousand personal subsidiary plots of the population are involved in this task. 4.3% of the agricultural products of the Russian Federation and 15.0% of the agricultural products of the Volga Federal District are produced on the territory of the republic. Over the past five years, the pace of development of agricultural business entities has been slowing down faster than the economy of the republic as a whole (the decrease in the average annual rate of economic development of the Republic of Tatarstan is 2.9%, the agricultural sector - 3.1%), which may lead in the future to a decrease in the share of agriculture in the gross regional product of the republic from 10 ... 11% to 6 ... 7%. to intensify work on the creation of drought-resistant varieties of agricultural crops, moisture-saving technologies and land reclamation measures. One of the most important tasks is the dissemination of information and digital technologies at all stages of the implementation of technological processes for the production of agricultural products. In animal husbandry, it is required to carry out a gradual replacement of unproductive animals with highly productive breeding stock, to accelerate their breeding. In 2021, agricultural producers participated in 19 digitalization projects in crop production and 145 farms used digital systems in cattle breeding, which contributed to an increase in milk production by 62 thousand tons and additional revenue in the amount of 1.6 billion rubles.

The results of a study on determining the parameters of budget financing of agricultural production in the regional economy of the agroindustrial complex are presented. At the same time, their target levels are calculated based on the conditions of production and business: climatic, socio-economic, organizational and administrative. The proposals can be used by government agencies in the formation of a regional agrarian financing policy, and by business entities in setting target levels of commercial activity indicators.

In the qualitative improvement and replenishment of the main dairy herd with a productivity of 7000 to 9000 kg of milk by purebred animals, the role of certified breeding farms producing breeding material is great. Data on providing the dairy cattle breeding industry with breeding material (bull semen, breeding stock) show that the cattle breeding industry is largely dependent on import supplies. Thus, the share of imported breeding stock in the domestic market for 2021 in the Russian Federation amounted to 36.3%. An analysis of breeding business development on the example of the Republic showed that 47 certified breeding farms operate on the territory of the Republic. In total, these farms keep a little more than 183 thousand heads of cattle, of which more than 150 thousand heads, or 82%, are identified as breeding. In 2021, the breeding farms of the Republic sold livestock products (milk, offspring) in the amount of 11,693 million rubles. Not all breeding farms perform their main function - the cultivation and sale of breeding stock. So, in 2021, out of 47 breeding farms, 25 did not sell breeding stock, which means that they grow breeding stock only to meet their own needs, and not for sale. The remaining 22 breeding farms had about 2% of the proceeds from the sale of breeding young animals, while, in advanced farms, it reaches 28% of the total cash proceeds of cattle breeding, which shows a low level of raising commercial breeding young animals in the breeding farms of the republic. Of the 43 municipal districts of the republic, in 26 as of 2022, there were no breeding farms, which indicates a low provision of municipal districts of the republic with breeding farms. In these municipal areas, the average productivity of the dairy herd for 2017-2021. amounted to 4857 kg of milk, with an average productivity of cows in the republic of 5521 kg. The exception is the Aktanyshsky municipal district, where the average productivity was 6395 kg. About 60% of breeding farms operate on the territory of 5 municipal districts of the republic, in which the average productivity of cows over 5 years ranged from 7503 kg to over 8618 kg of milk per year. In productivity groups: 7504-8617 and more than 8618 kg per one municipal district there are from 5 to 6 breeding farms in general, i.e. the coefficient of provision with breeding farms, calculated as the ratio of the number of breeding farms to the number of municipal districts in the group, is 5.0-6.5. Regression analysis of the dependence of the productivity of cows on the provision of breeding and farms in municipal areas shows a significant dependence of the productivity of cows in productivity groups, ranging from 4162-5275 kg to the productivity group over 8618 kg, on the provision of their breeding farms. The regression equation constructed for groups of municipal districts with cow productivity over 4162 kg indicates that an increase in the provision of breeding farms in the municipal district leads to an increase in the average annual milk yield by 2641 kg.

Subject. The article addresses the use of current assets of dairy cattle breeding. Objectives. The aim is to analyze the efficiency of current assets usage in dairy cattle breeding, give recommendations on optimizing the use of current assets in conditions of digitalization of production processes. The tasks include reviewing the efficiency of current assets of agricultural organizations of the Republic of Tatarstan over the past five years, identifying problems in efficiency evaluation, taking into account the specifics of production, developing a balanced system of indicators to evaluate the efficiency of current assets usage of dairy cattle breeding under enterprise digitalization. Methods. The study employs general scientific methods, i.e. systems approach, comparison, systematization, and generalization of data. Results. I developed a balanced system of indicators to evaluate the effectiveness of the use of current assets of dairy cattle breeding in the context of digitalization of enterprise activities subject to specifics of organization's work and information needs of management. The system enables to implement the deviation control principle in practice. Conclusions. The implementation of proposed recommendations on assessing the effectiveness of use of current assets will help the management of agricultural organizations to make management decisions, taking into account possible financial risks, and to promptly monitor the use of organization's assets in the future.

The research was carried out in order to determine the biological effectiveness of organomineral fertilizer of Aminovella on sunflower crops in the soil and climatic conditions of the Republic of Tatarstan. Field experiments were conducted in 2020-2021. The soil of the experimental site is typical gray forest, the content of humus (according to Tyurin) is 3.0%, mobile phosphorus and potassium (according to Kirsanov) is 160 mg/kg and 145 mg/kg of soil, respectively. The reaction of the soil solution is close to neutral (pH 6.6). In the experiment, a hybrid of sunflower Svetlanv was grown. The scheme of the experiment provided for the following options: control (background NPK); background NPK + Aminovell brand: Stimwell Set, 2.0 l/ha; background NPK + Aminovell brand: Stimwell Set, 2.5 l/ha; background NPK + Aminovell brand: Stimwell Set, 3.0 l/ha. The first foliar top dressing of plants was carried out in the phase of 4-6 leaves, the 2nd - 15 days after the last top dressing. Top dressing of sunflower with organomineral fertilizer of Aminovella in the phase of 4-6 pairs of real leaves enhanced the linear growth of the root system, which occupies 46.8-50.6 cm of the active soil layer against 41.4 cm at the control (without top dressing). Depending on the consumption rates, the height of plants increases from 152 cm at the control to 180 cm at the last experiment (2-fold top dressing with a consumption rate of 3 l/ha). The crude fat content decreases significantly as the yield of the greenhouse increases (from 50.7% in the control to 46.3% in the last version of the experiment). In connection with this "dilution effect", the gross harvest of vegetable oil in the variant with the rate of consumption of the drug 3 l / ha (1472 kg / ha) is inferior to the variant with the rate of consumption of the drug 2.5 l / ha (1541 kg / ha).

This paper reveals the current state of various areas of the agro-industrial complex of the Russian region of the Chuvash Republic. Particular attention was paid to comparing a number of parameters characterizing the agro-industrial production of the republic with the corresponding parameters of other areas of the economy of the region, the role of the agro-industrial complex of Chuvashia in the all-Russian agro-industrial production. In the Chuvash Republic, the importance of the agro-industrial complex for the regional economy is often emphasized. Moreover, in the typology of Russian regions in terms of the level and type of economic development, the Chuvash Republic is quite often referred to the category of agro-industrial regions. The paper describes the absence of exceptional natural and climatic advantages for the development of the agro-industrial complex of the region, the relative weakness of the agricultural and agro-industrial sectors of the republic against the background of a number of other regions of Russia. The share of the industry in the structure of GRP and employment in the region is analyzed, while its importance is highlighted against the background of manufacturing industries and the service sector. It also stands out that the modern agro-industrial complex of the Chuvash Republic is of great importance for the socio-economic development of the region and the prospects for further development. However, it is not possible to classify Chuvashia as an agrarian and even agro-industrial region. The most important in the republic is not the agro-industrial complex, but the social infrastructure, industrial infrastructure and industry.

The demand in the educational community for the procedures of professional-public and international accreditation puts on the agenda a series of issues, including the urgent need for: conducting professional-public accreditation to demonstrate to the public the degree of conjugation of educational programs being implemented with its requests, which form the basis for the formation of admission control figures; conducting international accreditation of educational programs to attract foreign contingent, including as one of the sources of funding; determination of educational programs for accreditation procedures and determination of the readiness of their leaders and the educational organization as a whole to conduct such procedures; the choice of an accrediting organization, the principles of which are harmonized with the values of the educational organization. Kazan State Agrarian University, which has set itself ambitious goals in the field of improving the quality of education and demonstrating its readiness and potential to solve them, successfully passed the procedures of professional, public and international accreditation in 2022. 26 educational programs took part in the procedures of external independent assessment of the quality of education and deservedly received a certificate of accreditation. The Russian Register Certification Association was chosen as the accrediting organization, the choice of which was determined not only by the status of the organization in the Russian and international space, but also by the principles of external evaluation in the implementation of activities and decision-making under the jurisdiction of the Agency, which ensure the promotion of quality, transparency and comparability in education, as well as independence, objectivity, professionalism, openness in conducting accreditation examinations of educational programs.

Modern agriculture both in the world and in the Russian Federation is at the stage of profound transformation. The growing natural, socio-economic and production risks dictate the need for a detailed analysis of the medium-term prospects and priorities of agro-industrial complex. Taking into account the need to ensure high competitiveness of domestic food production, the need for such analysis is of great practical importance. The article presents the results of the analysis of the agro-industrial complex of the Republic of Tatarstan, identifies the existing medium-term trends. As the most significant medium-term trends in the development of agriculture are highlighted: the adaptation of agricultural production technologies to global climate changes; the development of efficient production systems with maximum environmental safety while reducing the need for labor resources; the formation of a specialized industry to meet the demand for high quality and healthy food; digitalization and computerization of agricultural production, including In addition, the main trends in the development of crop, livestock and agricultural engineering are given. At the same time, the special role of new technologies in the sustainable development of these industries is pointed out. For the second decade, the agro-industrial complex has been receiving significant amounts of state support. At the same time, the issue of its effectiveness is becoming more and more urgent. In various sources, you can find a variety of approaches to assessing the effectiveness of budgetary funds allocated for the development of agriculture. The fact of state support in itself does not guarantee a return in the form of an increase in gross output, attraction of investments in the industry, an increase in wages in the countryside, an increase in tax revenues from enterprises in the industry. The methods of state support must adapt to modern challenges. They should stimulate recipients not for maximum development and subsequent cessation of activities, but for stable and long-term activities. This fine line usually prevents a sharp increase in the effectiveness of state support for the agro-industrial complex. The result of this study is an assessment of the rationality and effectiveness of state support for agriculture in the Chuvash Republic. The existing measures of state support in the Chuvash Republic properly support the development of the agricultural sector: investors have shown interest, fixed assets are being updated, labor productivity and production volumes are growing. But the current system does not quite cope with staffing problems in the countryside. The index of the physical volume of agricultural production, which amounted to 126.4% over the past 7 years, is far from a breakthrough rate. A significant increase in production volumes cannot be achieved with a reduction in the number of employees. Using the correlation-regression method, it was revealed that the growth of the level of wages in the countryside was largely influenced by the labor market laws, and not by state support measures. What is needed is motivating rather than compensatory measures on the part of the state, which will ensure the outstripping growth of wages in agriculture

The development of globalization processes and, as a result, “blurring of borders” between countries give rise to fierce competition in food markets. In such conditions, ensuring food security largely depends on the efficiency of agricultural production. One of the factors of its stability, regardless of the influence of weather and climatic conditions, especially in areas of risky agriculture, including the Republic of Tatarstan, is irrigation. The research was carried out to assess the current state of the development of irrigated agriculture and its economic efficiency in the Republic of Tatarstan. The efficiency of irrigation was studied in Arsk and Laishevsky municipal districts of the Republic of Tatarstan when water was supplied, respectively, by diesel (“Kyrlay” LLC) and electrified pumping stations (“Narmonka” LLC). The object of research is potatoes on a total area of 258 hectares. It is not clear how it is possible to conduct research in different farms with different methods of water supply, and to carry out calculations for the total area. The costs of irrigation with 5-fold irrigation with water supply by electrified pumping stations paid off 11.9 times. Direct costs per 1 hectare of potatoes with a planned yield of 250 c/ha amounted to 110,590 rubles/ha, including 5-time irrigation - 10,235 rubles/ha, or 9.2%. The cost of production during irrigation decreases, in comparison with cultivation without irrigation, 2 times or more. A ruble of direct costs for irrigation provides additional products worth more than 12 rubles. According to Federal State Budgetary Institution “Tatmeliovodkhoz” Management”, it is much more profitable to grow fruit and berry and vegetable crops on irrigation. This should push for structural changes in favor of irrigated production of highly marginal crops

The relevance of the topic of the article is due to the need to improve the agricultural and food policy of the state in the development of small forms of business and cooperation in rural areas. The subject of the research is a system of organization of activities of small agribusiness, agricultural cooperatives in the current social and economic conditions. The novelty of the research lies in identifying trends in the development of small forms of business and justifying the necessary priority measures to improve the organization of activities of small agribusiness entities. The main results of the study - reviewed the current state of the organization of activities of small businesses, citizens leading personal subsidiary farms, agricultural cooperatives, their contribution to gross agricultural production, social and economic development of rural areas, directions and measures of state support, relations with executive authorities on areas, factors hindering their effective functioning, indicated directions for improving the effective functioning. The proposed article theoretical and practical recommendations can be used in research on the development of small farms and cooperatives in rural areas, with the scientific substantiation of the basic directions, methods and mechanisms for the implementation of agri-food policy. The practical significance of the research results is the possibility of their use in the development of agrarian policy, the formation of effective mechanisms of state influence on the development of the agri-food complex at the federal and regional levels to achieve high targets.

The description of the main characteristics of the modern stage of development of information technology and global trends in digitalization is given. A brief information is given on the state of informatization in Russia as a whole, as well as in the country’s agriculture. A comparative analysis of the level of digitalization in rural areas and urban districts is given, the main reasons for the differences are highlighted. The necessity of information technologies development in the agricultural sector of the economy, as a factor in ensuring the country’s food security and a factor in the competitiveness of domestic agricultural products, is substantiated. The features of intellectual agriculture, its benefits for producers and for the population are shown. The dynamics of innovative technologies development is given based on the digital economy in recent years with the release of lagging branches of the agro-industrial complex. The regional differentiation of digitalization of the economy among the population is shown, the interrelation of the informatization level of the population with the development of innovative technologies in the economy of the region is shown. Using the example of cellular communication development, the convergence of digitalization level in cities and villages of the country has been proved. The main problems hindering the information technologies development in agriculture and new solutions adopted at the level of the President and the Government of Russia on the development of informatization are highlighted. The most promising areas of agricultural transformation are shown, focused on the digitization of various aspects of the industry and infrastructure production and sales.
