Method for estimating capacity and measures of effectiveness of two-lane highway work zones

Abstract

The present study proposes a method for determining the capacity and measures of effectiveness of two-lane highway work zones. Therefore, a deterministic mathematical formulation was developed based on Queue Theory and on similarities with the queue discharge flow that occurs with the use of traffic lights, which allows for the estimation of measures of effectiveness such as delay time and platoon size. Equations were also developed to determine the capacity and the maximum length of the work zones based on acceptable values of the chosen measures of effectiveness. To validate the method, a set of traffic data collected along segments of a highway during the execution of construction works was used to calibrate and validate the traffic simulator Aimsun Next. With the simulator calibrated, a set of synthetic data was generated based on the simulation of different hypothetical scenarios, which served to obtain variables of the problem and to validate the proposed method. Finally, measures of effectiveness such as cycle time, platoon size, and delay time – obtained from the proposed mathematical model and the field – were compared, revealing that the model produced very satisfactory results.

Traffic control is very important for two-lane highway lane-closure work zone traffic management. Control of the open lane’s right of way is very similar to that of a two-phase signalized intersection. Thus, four control strategies including flagger control, pre-timed control proposed by Schonfeld, pre-timed control proposed by Webster, and actuated control are employed for possible use at work zones. Two primary methodologies, the mathematical delay model adopted from signalized intersections, and the simulation model calibrated with field data, are proposed. The simulation and mathematical results show that control strategies for two one-way road intersections could be used for two-lane highway lane-closure work zones. Flagger control after gap-out distance optimization prevails over all the other control strategies in terms of stopped delay, queue length, and throughput, under low or high volumes. Actuated control could be a good alternative for work zone areas due to its small queue length and large vehicle throughput under moderate volume conditions. Our findings may help to optimize the work-zone control strategy and improve operational efficiency at two-lane highway lane-closure work zones.

To clarify the traffic flow characteristics and the signal timings at work zones controlled by flaggers, traffic flows at some work zones were measured. Using the measurement data a computer simulation program based on the microscopic traffic flow model was developed. The simulation results were in accordance with the measured results. Using the simulation program traffic behavior was analyzed for various work-zone conditions under the assumption that no heavy vehicles were mixed with the traffic. First, the delay characteristics at short work zones less than 200 m long were investigated. The summed delay of the acceleration delay and the speed-decrease delay was between 35 and 40 percent of the total delay. This suggests that those delays cannot be ignored in estimates of delay at short work zones. Next, three methods for estimating the green intervals under flaggers' control were presented: nomograph, regression equation, and analytical optimization. The first two methods were obtained directly from the simulation results, whereas the third was derived by describing both the queuing and the acceleration delays with a regression equation and minimizing the total delay. The analytically optimized green intervals diverged from the simulated ones as the traffic became heavier. The signal timings produced by a nomograph and a regression equation can be installed in pretimed traffic lights as a substitute for flaggers, and the optimized ones can be installed in actuated lights combined with traffic detectors.

A two-lane highway lane-closure work zone is a unique work-zone type because of its traffic impact. When one lane of traffic is blocked, it is necessary to implement a traffic control strategy to effectively serve bidirectional traffic. In the sense that the right of way is allocated between two directions sequentially, traffic control at two-lane highway work zones is similar to signalized intersection traffic control. In order to analyze the problem, this study proposes two primary methodologies: (1) mathematical capacity and delay functions based on signalized intersection theory, and (2) a microsimulation model calibrated using field observed data. After fine-tuning the parameters, the mathematical functions were able to estimate delays with reasonable accuracy. The models developed in this study were applied in the optimization of a two-lane highway lane-closure work-zone control management plan. The resultant delay-capacity diagrams indicate that for pretimed control, roadway capacity should be maintained at a slightly higher level than the traffic demand, whereas the dynamic traffic control scheme is able to achieve lower delay results than the optimal pretimed signal control.

Maintenance activity on two-lane highways often requires the closure of one travel lane. Vehicles in both direction' of travel are served via the one remaining lane. Under such conditions, alternating right of way into the highway's work zone is provided to each direction of travel. This so-called ''one-way traffic control'' typically creates significant motorist delays. This paper describes a proposed technique for estimating vehicle delays and queue lengths on two-lane highways operating under one-way traffic control. Using parameter estimates derived through empirical data, the procedure estimates the average amount of time right of way is extended to each direction of travel during a given time period of operation. Average motorist delays and queue lengths occurring over the given time period are then computed using deterministic queueing theory. The proposed technique can aid highway agencies in determining the appropriate physical lengths and/or hours of operation for two-lane highway work zone segments.

The ability to predict the response of a vehicle in a stream of traffic to the behaviour of its predecessor is important in estimating what effect changes to the driving environment will have on traffic flow. Various proposed to explain this behaviour have different strengths and weaknesses. The paper constructs a new model for the response of the following vehicle based on the assumption that each driver sets limits to his desired braking and acceleration rates. The parameters in the model correspond directly to obvious characteristics of driver behaviour and the paper goes on to show that when realistic values are assigned to the parameters in a simulation, the model reproduces the characteristics of real traffic flow.

The paper describes the adaptation and application of queueing models to estimate average delay at two-lane highways operating with a lane closure. In their original form, the queueing models predicted impacts at highway intersections controlled by vehicle-actuated traffic signals. Validation efforts using simulation indicate that the adapted delay models adequately predict traffic performance at two-lane highway lane closures.

A structure is proposed to connect the decisions which a driver has to make before changing lanes. The model is intended to cover the urban driving situation, where traffic signals, obstructions and heavy vehicles all exert an influence. The structure is designed to ensure that the vehicles in traffic simulations behave logically when confronted with situations commonly encountered in real traffic. The specific mathematical expression of the questions embedded in the decision process and employed in the present implementation of the model are not critical and can be replaced by alternatives, but the heirarchy of the decisions is crucial. On the basis of experience to date, the lane changing model produces a realistic simulation of driver behaviour and has proved very robust under a wide range of conditions.
