Stakeholders’ acceptability in CBRNe preparedness and response: assessing differential impact through PROACTIVE project

Abstract

Preparedness against and response to Chemical, Biological, Radiological, Nuclear and explosive (CBRNe) incidents require a robust harmonization of procedures between various categories of practitioners and a better articulation with the needs of vulnerable citizen groups. Moreover, increasing practitioners' and first responders' effectiveness in managing large and diverse groups of people during a CBRNe event has been identified as a critical challenge in this field. One of the key and understudied aspects to be tackled in this respect is the acceptability of vulnerable populations, first responders and other practitioners regarding existing guidelines and technologies for managing protected groups within these scenarios.

Acceptability can be framed as an "evaluative judgement" concerning new technologies or policy initiatives. As in other fields, in the case of public safety strategies, policy formation involves the selection of one option among a set of alternatives. However, this process also entails assessing several factors that can be far from identifying actual policy problems, such as intelligibility, emotional response or ease of use. These factors fall under the acceptability of specific communities and social groups, identified as an essential framework for CBRNe policy implementation.

Based on the results of the H2020 PROACTIVE EU project and comprehensive fieldwork (including workshops, focus groups with first responders, including a diverse set of EU LEAs and firefighters), this presentation analyses how acceptability of end-users and vulnerable groups is considered in guidance documents and integrated into technologies deployed with this purpose. With this aim, the presentation will examine to what extent and how guidelines and technological solutions consider the perceptions, needs and interests of specific end-users and vulnerable groups while ensuring that necessary harmonization is achieved. Lastly, tensions between these two purposes will be examined to identify how they can be appropriately balanced in preparedness and response action.
