Statistical and Sociological Study of Institutional Transformation of Russian Business (Case Study: Moscow and the Moscow Region)

Abstract

The article present argument for using statistical methods, which evaluate factors that contribute to or, on the contrary, hinder the institutional transformation of entrepreneurship in Russia. The authors analyzed materials of the sociological survey of large and medium-sized enterprises carried out in 2019 through questionnaires administered to company executives based on a sample of economic entities in Moscow and Moscow region. A set of statistical data from a survey of company executives was formed for two groups of enterprises, depending on the scale of production. They were differentiated according to the main factors of sustainable development.Using the χ2 criterion, the degree of similarity of these populations and their correspondence to one type of distribution was revealed. The results of the survey of company executives showed that the key factors for the sustainable functioning of enterprises and their further development are: the availability of new technologies for implementation in production, the degree of personnel qualification, as well as the extent to which specialists from other commercial structures are involved in the work. At the same time, the first indicated factors which are determinantsof any group of economic entities, regardless of the scale of entrepreneurial activity. A significant difference in the opinions of the company executives of large and medium-sized enterprises is observed in the answers to the question about the sources of funds for doing business. Evaluation of negative-impact factors of crisis phenomena is differentiated depending on the scale of production using various criteria. Thus, when using White's t-test, no fundamental differences were found between the estimates of the company executivesof economic entities that are in different groups in terms of the scale of production activities. As for the positive factors, where all observations are pairwise conjugated, the Wilcoxon test was used, which indicates that entrepreneurs equally assess the degree of influence of negative and positive causes of the crisis on business. Based on empirical analysis, was confirmed the hypothesis about determining factors influencing the current situation with business. According to entrepreneurs, such factors are high taxes and the lack of working capital. Amid a spiraling crisis and import substitution, continuous monitoring of both weaknesses and strengths of the development of large and medium enterprises allows to identify key predictors that contribute to the most efficient functioning of such enterprises.

Agriculture is a complex material process, where the starting point is the presence of certain factors of production, productive forces and a special factor — land resources. The functioning and development of agriculture are associated with numerous threats and risks that require their assessment, monitoring, identification, taking into account the size of the industry, which is important from the point of view of forming directions for further promising development, obtaining maximum profit at the lowest cost. The institutional component also remains extremely important: the optimal form of organization of agricultural production, in which the available resources can be used in the best way. For the most complete and comprehensively in-depth assessment of the quantitative and qualitative transformation of the agricultural sector, the methodology of statistics has been applied. Based on the use of Salai and integral Ryabtsev indicators, the article characterizes the structural differences in agricultural production in the context of business categories and organizational and legal forms over 30 years; substantiates approaches to the optimal selection and use of analytical tools to assess the size of production in order to identify the most effective. Based on the estimated data, the main trends in the development of the industry have been identified, the results of the functioning of the activities of a set of organizations by categories of farms and organizational and legal forms have been summarized. The provisions of the article can be used to model threats, risks and predict the further vector of agricultural development in the formation of directions of state support, adjustment of fiscal policy for different categories of farms.

The subject of research within the framework of this article is the current state of the Russian Federation’s regions in terms of the created conditions for cooperation between research teams and the commercialization of scientists’ results of intellectual activity. The paper’s goal is to identify the potential and results of the regional environment, which promotes effective scientific activity in the field of communications and collaborations between researchers and practical application of scientific results in the field of economy and social sphere, on the basis of indicators system. The authors made an analysis of the estimated indicators, as well as the calculation of the integral index characterizing the conditions of the regional environment that are under study. The method chosen in the work includes the separation of the indicators selected for analysis into indicators of potential and result, as well as the standard calculation of the integral indicator by the distance method. Relative indicators were used in calculating the integral indicator to ensure comparability of data from different regions. Among the estimated indicators in the study are the number of created clusters; technology parks; innovative activity of organizations; the number of created small innovative enterprises; number of winners of the program of megagrants; competition for the development of cooperation of Russian universities, scientific institutions and manufacturing enterprises; indicator of the number of potentially commercialized patents. The obtained integral characteristics make it possible to draw conclusions about the complex state of conditions in regions that promoting scientific activity, to identify the leading regions that can become benchmarks. Separate regional initiatives are highlighted in the work. The resulting conclusions can form the basis for the development of a regional environment that promotes scientific activity, based on the development of measures to introduce the best initiatives of the leading regions into practice.

The objective of this paper is to analyze the scope for improving the empirical and methodological foundation of global value chains (GVCs) research and for making relevant political decisions, primarily through applying Foresight methodology. The authors review the major trends of global value chains' development, specific features of Russia's participation in them, and the necessary steps to increase the quality and efficiency of this participation, in particular in the changing geopolitical context. Special attention was paid to the theoretical, methodological, and empirical aspects of GVC research which are far from adequate (we primarily mean international databases such as TiVA and WIOD developed with the participation of the OECD and the WTO): they need to be supplemented with advanced tools to improve their forecasting potential, as well as their practical and strategic orientation. To this end, approaches which would make it possible to research the interconnections between global processes and trends with regional and national innovation-based development tendencies become of crucial importance. The application of Foresight methodology may significantly contribute to researching the GVC phenomenon, being a major logical step towards creating advanced research and policy tools to mobilise available resources and coordinate stakeholders' actions to increase global competitiveness. The paper presents several case studies which describe the practical application of Foresight methodology to analyze Russian participation in various GVCs, giving examples of specific product and service groups. The authors conclude that both full-scale Foresight studies and specific components thereof could be applied for the purposes of GVC analysis, strategic planning, and political decision making. © 2015 National Research University Higher School of Economics.
