Digitalized Public Services: The Present Situation In Turkey And The Case Of Denmark *

In today's world, societies are increasingly using online services. Thanks to the proliferation of information and communication technology tools and equipment and the ease of use, transactions can be made online in a short time. Using online services, which provide advantages for both organizations and customers, is rapidly becoming widespread in public institutions and the private sector. Thus, countries are digitizing and developing their strategies to provide better service online. In this study, the ways and methods followed by Denmark, which ranked first according to the UN E-Government Development Index data for 2018 and 2020, in achieving this success were examined. In this framework, Turkey's e-Government applications have been evaluated, and its aspects that are open to improvement have been revealed. As a result, the importance of three key factors has been emphasized to develop the e-Government applications of the countries. These are the use of digital identity that includes a digital signature, the obligation to communicate with public institutions in a digital environment and the relevant legal regulations. In the study, the case study design, which is one of the qualitative research methods, was used, and then the data were obtained through document analysis. The data were analyzed and interpreted. The study is thought to contribute to organizations and researchers studying digitalization.

Özet Sanayi toplumundan bilgi toplumuna geçişin yaşandığı günümüzde, küreselleşmenin etkisiyle hemen her alanda yaşanan değişim kaçınılmaz olmuştur. Bilgi ve iletişim teknolojilerinin ekonomik, toplumsal ve kültürel alanlarda etkisinin derinden hissedildiği bilgi çağı, devletin rolünde ve kamu hizmetlerinin sunumunda da kendisini göstermiştir. Bilgi teknolojilerindeki hızlı gelişme, kamu yönetiminin hizmet sunumuna hız, kalite ve maliyet bakımından katkı sağlamıştır. Bilgi iletişim teknolojilerinin kullanım amacı bakımından zaman içinde geçirdiği değişim, kamu politikası süreçlerini ve aktörlerini de kaçınılmaz olarak etkilemiştir. Buna bağlı olarak gelişen e-devlet uygulamaları ise bilgi iletişim teknolojileri yardımıyla devamlılığını sağlayacak olan yeni devlet anlayışının bir yansımasıdır. E-devlet uygulamalarıyla kamu hizmetleri vatandaşlara, özel kesime ve kamu kurum ve kuruluşlarına etkileşimli bir şekilde sunulmaya başlanmıştır. E-devlet ile ilgili risklerin ve faydaların ortaya konulması için stratejilerin belirlenmesi, eylem planlarının hazırlanması ve uygulanması, vatandaşların sürece katılımı, çok yönlü ve çok aktörlü bir yapı teşkil eden kamu politikası süreci ile ilişkilidir. Çalışma kapsamında teknolojik gelişmelerin kamu politikalarına yönelik etkileri, bilgi teknolojilerinin devlet üzerindeki dönüşümü olarak karşımıza çıkan e-devlet uygulamaları ve kamu politikası aracı olarak bilgi iletişim teknolojileri çerçevesinde değerlendirilecektir. Sonrasında ise Türkiye'de e-devlet politikalarının ortaya çıkma süreçleri ve bu politikaların oluşturulma süreçlerinde etkili olan aktörlere genel olarak değinilecektir. Bu amaçlar doğrultusunda yöntem olarak, literatür taraması ile çalışmanın temelini oluşturan kavramlar açıklanmış, yapılan etkinlikler değerlendirilmiş ve konuyla ilgili mevcut durum tespit edilerek gerçekleştirilmiş çalışmalara ilaveten yapılması önerilen hususlar ortaya konulmuştur. Abstract In today's world of transition from industrial society to information society, the change that has taken place in every area under the influence of globalization has become inevitable. The information age, in which information and communication technologies are felt deeply in economic, social and cultural fields has also shown itself in the role of the state and in the presentation of public services. The rapid development of information technologies has contributed to the provide of services to the public administration in terms of speed, quality and cost. The change over time that information communication technologies have inevitably affected public policy processes and actors. Accordingly, e-government applications are a reflection of the new state understanding that will provide continuity through the help of information communication technologies. With e-government applications, public services have begun to be offered to citizens, private sector and public institutions and organizations in an interactive manner. In order to identify risks and benefits related to e-government the determination of strategies , the preparation and implementation of action plans, the involvement of citizens in the process is related to the public policy process, which is a multi-faceted and multi-actor structure. Within the scope of the study, the effects of technological developments on public policies will be evaluated within the framework of e-government applications and of information communication technologies as a means of public policy.Then, the process of emergence of e-government policies in Turkey and the actors that are effective in the process of forming these policies will be mentioned in general. As the method of the study; thanks to literature search the main concepts have been explained, the practices have been evaluated and lastly, after the determination of the current situation, new proposals in addition to completed projects have been asserted.

Digital transformation and resultant business model innovation have fundamentally altered consumers’ expectations and behaviors, putting immense pressure on traditional firms, and disrupting numerous markets. Drawing on extant literature, we identify three stages of digital transformation: digitization, digitalization, and digital transformation. We identify and delineate growth strategies for digital firms as well as the assets and capabilities required in order to successfully transform digitally. We posit that digital transformation requires specific organizational structures and bears consequences for the metrics used to calibrate performance. Finally, we provide a research agenda to stimulate and guide future research on digital transformation.

This paper contributes to e-government research by presenting a review and discussion on how digitalization of public services has affected the interaction between citizens and government. We argue for a conceptualization and critical reflection on the nature of the underlying interaction between citizens and public officials - the public encounter - that digital public services are developed to support. We apply a qualitative and hermeneutic approach and illustrate that digital public services change public encounters concerning when, where, and how interactions occur, what each actor does, and the skills required of them. By relating these changes to emerging digital technologies (e.g. data mining, machine learning, sensor technology, and service automation), we illustrate that while these new technologies carry the potential to further digitalize service provision and fulfill the democratic goals of digital government, authorities can apply the same technology to restrict, control, and surveil citizens. Based on a critical discussion on what digitalization might entail for society, we identify problem areas arising from this development and propose a research agenda for understanding this phenomenon further. We raise questions and ethical concerns regarding accountability and reskilling of citizens and public officials as public service provision becomes citizen self-service.

Purpose – Digitalization denotes an on-going transformation of great importance for the retail sector. The purpose of this paper is to analyse the phenomenon of the digitalization of retailing by developing a conceptual framework that can be used to further delineate current transformations of the retailer-consumer interface. Design/methodology/approach – This paper develops a framework for digitalization in the retail-consumer interface that consists of four elements: exchanges, actors, offerings, and settings. Drawing on the previous literature, it describes and exemplifies how digitalization transforms each of these elements and identifies implications and proposals for future research. Findings – Digitalization transforms the following: retailing exchanges (in a number of ways and in various facets of exchange, including communications, transactions, and distribution); the nature of retail offerings (blurred distinctions between products and services, what constitutes the actual offering and how it is priced); retail settings (i.e. where and when retailing takes place); and the actors who participate in retailing (i.e. retailers and consumers, among other parties). Research limitations/implications – The framework developed can be used to further delineate current transformations of retailing due to digitalization. The current transformation has created challenges for research, as it demands sensitivity to development over time and insists that categories that have been taken for granted are becoming increasingly blurred due to greater hybridity. Originality/value – This paper addresses a significant and on-going transformation in retailing and develops a framework that can both guide future research and aid retail practitioners in analysing retailing’s current transformation due to digitalization.

This paper explores how the development of digital solutions for communication and daily interaction between government and its citizens influences citizens’ satisfaction, trust and perceived importance of the information received from government. It illuminates this effect by drawing on a survey-experimental design in a Danish research setting. With digitization of public services happening so quickly, it leaves the question of how this transformation is actually viewed by the citizens. The change in medium from traditional communication by standard mail to digital communication can be argued to have both positive and negative effects. Some citizens might find it easy to rely on digital communication, others might perceive digital solutions as a challenge and an obstacle when receiving essential information, which again might foster greater dissatisfaction. Results of Bayesian statistical analysis suggest that the digitization of communication form has little effect on citizens’ trust and satisfaction with the information received. Further, results do indicate that the perceived importance of the information received is lower for information received digitally.

Digital citizenship is becoming increasingly normalized within advanced democratic states. As society and governmental institutions become reliant on digital technologies, citizens are expected to be and act digitally. This article examines the governance of digital citizens through a case study of digitalization efforts in Denmark. Drawing on multiple forms of data, the article showcases how digital citizens are governed through a combination of discursive, legal and institutional means. The article highlights the political, but also institutional work that goes into making citizens digital. Providing this case study, the article contributes to current critical perspectives on the digital citizen as a new political figure. It adds new insights into digital citizenship by connecting this figure to wider processes of neoliberalization and state restructuring, pushing for a more pronounced focus on governmental practices.

Today's consumers are immersed in a vast and complex array of networks. Each network features an interconnected mesh of people and firms, and now, with the rise of the Internet of Things (IoT), also objects. Technology (particularly mobile devices) enables such connections, and facilitates many kinds of interactions in these networks—from transactions, to social information sharing, to people interfacing with connected devices (e.g., wearable technology). We introduce the POP-framework, discuss how People, Objects and the Physical world inter-connect with each other and how it results in an increasing amount of connected data, and briefly summarize existing knowledge on these inter-connections. We also provide an agenda for future research focused on examining potential impact of IoT and smart products on consumer behavior and firm strategies.

Digitalization has been identified as one of the major trends changing society and business. Digitalization causes changes for companies due to the adoption of digital technologies in the organization or in the operation environment. This paper discusses digitalization from the viewpoint of diverse case studies carried out to collect data from several companies, and a literature study to complement the data. This paper describes the first version of the digital transformation model, derived from synthesis of these industrial cases, explaining a starting point for a systematic approach to tackle digital transformation. The model is aimed to help companies systematically handle the changes associated with digitalization. The model consists of four main steps, starting with positioning the company in digitalization and defining goals for the company, and then analyzing the company’s current state with respect to digitalization goals. Next, a roadmap for reaching the goals is defined and implemented in the company. These steps are iterative and can be repeated several times. Although company situations vary, these steps will help to systematically approach digitalization and to take the steps necessary to benefit from it.
