Introduction
The word prison is the Synonym of the word jail or goal or Penitentiary that has been
defined as a place properly arranged and equipped for the reception of persons who by
the legal process are committed to it for safe custody while awaiting trial or for
punishment. In Prison, individuals are physically confined or interned and usually
deprived of a range of personal prison are4 conventional institutions that form part of the
Criminal Justice System of the country, such that imprisonment or incarceration is a legal
penalty that may be imposed by the state for the commission of a crime
Once people were unaware of prison. With the development of society, the authorities
emerged a system for the correction of every offense of society. Mainly when offensive
activity according to law, the prison system emerged for the correction besides
punishment of any offense. So now prison system management is a vital issue for
scholars to discuss. The prison system in Bangladesh is a tough management system
because of its large population. Land problem matters for a huge population. Aligned
with this, the prison population is also a problem in this third-world country. According
to March 2021 data there are 83 107 (prison population brief) prisoners in Bangladesh
jail. Unexpectedly most of these prisoners are under the trial procedure. Thus, the overall
prison population is so high beyond its capacity. The major problem is associated with
different facets of the criminal justice system. However, so many difficulties prison
management continues its functions and tries to resolve the crisis of availability.
The prisons department of Bangladesh is officially known as “Bangladesh Jail”.
Here there are no differences between ‘prison’ and ‘jail’. Home affair ministry,
Bangladesh, control this organization as a “prison directorate” in a distinct. It has several
training centers, intelligent units, a recently formed ICT wing, etc.

by the popularly known jail code which is the combination of the provisions of the
Prisons Act 1894, Prisoners Act 1900, Identification of Prisoners Act 1920, Rules made
under Section 59 of the Prisons Act 1894, and Rules made under Section 60(a) of the
same
Act for the superintendence and management of jails and subsidiary jails respectively.
Bangladesh started the prison system after the liberation war1971. Though there are
differences between “prison” and “jail”, there cannot be seen as any differences in
Bangladesh. Whereas in USA local suspects or offenders are kept in jail and after trial
offenders are kept in prison. After victory from liberation, Bangladesh set up 4 central
prisons, 13 district jai, and 43 sub-jails. In 1997, because of the increasing rate of the
prisoner, Bangladesh Jail changed the sub-jail to a district jail. Now there are 13 central
jails and 55 district jails in Bangladesh. Bangladesh Jail Department is set with a
headquarter, 7 division secretariats, and a total of 68 jails. Under IG prison one Add. IG
prison and 8 Assistant IG prison the administrative process is done from the headquarter

Bangladesh’s prison system runs its activities with this vision. The prison authority
works to eradicate or reduce the offender’s activities. That means they try to keep safe
the prisoners and show them the light. Seems like after the prison period a prisoner can
lead a normal life. To prevent society from being affected by crime, prison keeps the
offenders confined in an area named jail or prison. The vision of prison is very effective
for society to prevent crime. Crime is just a disease of society. It can be eradicated by
proper treatment and taking measurable steps. The Bangladesh prisons believe that they
can save society and prisoners from being spoiled. And they are working on this motto
Showing humanity, being a well-wisher, and treating them as a human can change an
offender. This treatment is available in prison.
But it is very challenging for the authority to go on this moto, because of the
overcrowded prison population. So it’s very hard to challenge to control an organization.
So sometimes the management follows traditional system to manage. The history of
inefficiency thus remains a problem in the prison system in Bangladesh for years.
Mission
Bangladesh Jail (B. D. J) goes on a mission to protect society from being germinated.
Mission. It is an ethical process that originated by the law. Its correctional officers
provide security, safety, and human confinement. Bangladesh Jail goes with –
-Ensure the safety of the prisoner
-Ensure health check of convicted
-Ensure the security system
-Make sure about the discipline of the confined
-Treat the prisoner as a human

-Be sure about the basic needs of convicted
-Ensure food, habitation, treatment
-Permit to meet relatives, lawyers, and friends - To become a proper citizen help
them.
-Show respect as human
-Make sure about their training
Bangladesh jail management tries to keep its promise. But it is a very challenging issue
because of the overcrowded population. There is a shortage of –
lack of accommodation for the prisoners.

Lack of manpower for the organization
Financial crisis
Less defining category
Anyway, the prison authority works day and night to secure the area and the convicted
person in jail. They believe that they will cope with this problem. However, it’s hard but
they assured us about they will overcome the crisis.

As for maintaining criminology, it suggests studying the prison system. It helps to define
the system. Because we had to see how the correction system works. Do they follow the
traditional system, or acquired the modern system? There is an "endless, self-defeating
cycle of imprisonment, release, and reimprisonment which fails to alter undesirable
attitudes and behavior.

Methodology
This paper is content analysis, I used secondary sources of data (articles,
government reports, research reports, website data, newspaper, and other data
from other sources) in the context of the study.
primary method: the online class context of Mr. Subrata Banarjee sir.
However, I need to go to there, but during Covid 19 time, I hardly get
permission. For study purposes, I follow the secondary method.
Findings of the Study
In 1788, the then-ruler constructed a criminal ward and the journey of Dhaka Central Jail
started. Later, Bengal rules were issued to confine political prisoners. Mainly Bangladesh
prison follows the Prison Act of 1894. Which was started in Britain in 1877. The British
implemented these Acts during the colonial period when they ruled the Indian sub-
continent. It means from the time of colonial prison the prison system started.
Types of jail: In Bangladesh, there are four types of jails:
i. Central jail
ii. District jail
iii. Sub jail
iv. Thana jail
Central Jail:
any prison in which convicted criminals, under trial prisoners, or parsons
detained under any specific Act Ordinance/Orders, as the case may be received/ kept to
undergo their sentence or for judicial custody and/ or detention under any specific
Act/Ordinance/Orders, as the case may be
District Jail:
The jails are directed from the district, located in the headquarters of the districts for the
confinement of criminal and civil prisoners. Categorized into 4 classes:
1. First class
2. Second class
3. Third class
4. Fourth class

Sub jail:
Located in the headquarters of the former subdivisions for the confinement of criminal
prisoners. But with the abolition of the subdivision as a unit of administration in 1982,
subsidiary jails now exist in some of the existing upazilas.
Thana jail:
It’s located in the headquarter of a Thana. Here, simple offenses prisoners are sent.
However, there is no use for Thana jail nowadays.
Special Jail is the confinement of special classes of prisoners.
The general level control and all other activities are formed under the Inspector General
of Prison, a senior-level government activity. In each prison, he is assisted by a warden,
medical staff (in some prisons), subordinate medical staff, a jailer, and other officials and
employees deemed necessary by the government. There are also one or more deputy
prison inspectors. In terms of general supervision and control, IG Prison enjoys wide
powers. All magistrates and prison officials must obey his orders in everything related to
the internal economy, discipline, and management of the prison. He drew the
government's attention to any infringement in this regard.
Bengali Jail code also directs such like Prison Act, and it is formatted how prisoners will
be kept in prison. Moreover, the capacity of jails is:
1. Central Jail
1000 -2000 (3000)
2. District Jail
300 -1300
3. Sub Jail 70 -

4. Thana jail
(used for short time imprisonment for less than 20)
In prison there are two types of punishment:
1. Simple punishment which means the prisoner will get only punishment.
2. Rigorous punishment means the prisoner will work besides getting
punishment.
Again, in prison, the prison management provides the inmate’s categories division. Three
types of division:

a. First division
b. Second division
c. Third division
The first and second divisions get those who are from high society. These division
inmates get so many advantages in prison and get good endorsements. But the third-
division inmates are ordinary. The jail code defines this division as less scoped and with
less opportunity from the upper two divisions. For example: where the first and second-
division inmates sleep in bed third division inmates sleep on the floor. Besides, there is
also a division called the star division. who are from political backgrounds get this
division. In this division, inmates get a single room decorated with well furnish. They
can meet with outside people much more than other divisions. It shows punishments are
provided according to social class. And divides humans from one another, which is
disrespectful to humanity. Because every inmate is guilty, and classifying them
according to social status is dishonored.
Kashimpur Central Jail – 2
There are 4 central jails in Kashimpur:
-Kashimpur Central Jail – 1
-Kashimpur Central Jail – 2
-Kashimpur Central woman jail
-Kashimpur High-security Central Jail
Among this jail, Kashimpur Central Jail is one of the biggest jails in Asia. And it is the
largest jail in Bangladesh. It is surrounded by 110 acres area. Total land area:
Inside area 35 acres.
Outside area 48.5 acres.
The 4 residential buildings of Kashimpur jail, agricultural land, and Gazipur-Tangail
highway are located.
A study on Kashimpur Central Jail – 2 briefly reported. To know about prison life and
the activities of the prison studied. As Kashimpur Central Jail – 2 is one of the biggest
jails, so it will be very helpful to know about the prison system. The prison system is
very complicated. Its capacity is 2000. But there are
more inmates such as a minimum of 3 times more. So the situation of prison
management is so challenging matter.

The chief of this prison is the Inspector General prison, who is appointed by the defense
or army. And the other member or authority takes charges under IG prison. Here is an

On the prison campus, there are:

Inside the prison, there are six 6 storied building following named Bhramaputra,
Buriganga, Shitalakkha, Turag, Jamuna, and Kapotakkha. Every ward has 20 ward
inmates’ capacity of every building is 240. There are also 3 three storied Buildings
following Surma, Karnafuli, and Madhumati. Each building capacity of 80, 40, and
120. 2 four storied general cell buildings with 120 each capacity. There is a one-storied
building with 40 cells, each cell capacity of 1 inmate. Besides there are 2 one-storied
kitchens for inmates.
There is also an arrangement for recreation like indoor games (chess, Ludo, carom, etc.)
and outdoor (football, cricket, etc.)
Canteen:
to ensure the prisoner is drug-free and to supply daily needs there has been an
arrangement for inside and outside the canteen. From these canteens, the prisoners can
buy the necessary items at a fair price according to their needs.
Training center:
In prison, there was functionalized training center to train the prisoners. The respected
home affair minister Mr. Asaduzzaman Khan inaugurated a digital printing press. Here
calcalendarsarious types of files, leaflets, and posters are printed. Recently the
rehabilitation of prisoners and school and prison bakery inaugurated.
Secretary of the Ministry of Home Affairs Dr. Md. Mozammel Haque Khan presented
certificates to the trainees of Mokasino Shoe Making Training. Under the guidance
of GIZ and the Department of Prisons, inmates are trained in making Mokasino
shoes, electrical and household wiring, electronics, etc.

In addition, training in clothing, tailoring, carpenter, plumbing, bookbinder,
nursery, cultivation of seasonal vegetables by tiller, Nakshi-Kantha, banner
making, electricity, electronics (TV, radio, refrigerator), fish farming, and
mushroom cultivation.
Training in nursing care provided in craft activities, cleaning, etc.
Education sector:
There are educational arrangements for the prisoner. Where they can enhance their
preferable knowledge. Education such like:
Basic knowledge school
Literature
Music
Art
Technical knowledge
Religious knowledge and its mandatory discipline.
Library, prisoners can visit here and read here.
Hospital:
1. There is a hospital with a superstructure of 200 beds,
2. 150 authorized manpower, recruitment is processing.
3. The hospital has digital equipment, ECG, ultrasonography, a pathology
department, etc.
The number of prisoners in Kashimpur – 2:
Approved posts are 352
Capacity of 2000 prisoners
The number of beds in the jail hospital is 200.
The total number of prisoners is 2490.
Prison vehicles:
For official communication and service, there is the availability of:
Own jeep 3-ton truck
Microbus Double cabin pickup
Ambulance 2 motorcycles
The daily routine of prison inmates
The prisoners get up at 5 am and have to take physical exercise. At 8 am they get their
breakfast. At 12.30 pm their lunch period starts. The rigorous inmates start their work at
10 am. Besides this, there is also an arrangement for sports such as indoor and outdoor.

The prisoners do not stay in prison all time, they can go out of their cells, and see the
blue sky, as we see in movies prisoners stay in their cells all time, but it’s not for all
prisoners. Only the death sentence and high-risk prisoners cannot go out of their cells.
Now solitary confinement, which is traditionally followed in the past, is rejected,
according to prison rights.
Prison cell:
1. Maximum cells are like hall room
2. There is a door for every cell to enter or exit
3. Death sentences and high-risk prison are kept in a cell like an IR. These cells are
designed with the common thought of prison and how general people think about
prison. They are kept separated from others as if they cannot touch up in violent
activity. The Defendant sentenced to death does not know when the execution will
occur. Before the execution day, the defendant is notified about his or her wish.
Normally execution of death executes at night.

I thought jail police force the prisoners to work. The prisoner may work in such a
traditional style. And they don’t know about machines. I thought ancient technology. I
also thought that they cut the soil, and broke stones. But I have known there are
arrangements of technology and digital machine and there is also the management of
technical learning.
I thought there are fewer opportunities to take food. The prisoners get only rotten food.
And there are no specifications and schedules for food. I am adding, I also thought the
jail police only torture the inmates do not give them food, or they do not provide enough
food. But I have come to that there are environments to take food, arrangements for
breakfast, lunch, and dinner, and there are also two canteens. The prisoner can buy food
from here, however here cost is a little expensive. But I was surprised to know this
arrangement. Day by day this grows more opportunities.
There is no education system in prison – I thought previously. Here prisoners only get
punishment or nothing else. There is no arrangement of knowledge and the prisoner is
illiterate, they cannot learn anything. But this concept is also wrong to me. There are also
arrangements of basic learnings, music, technical knowledge, library, and religious
knowledge. The jail system helps and provokes the prisoner to learn this knowledge.
I want to add another feeling, there is no treatment system in jail I thought. But I was
wrong, there are also arrangements for treatment, there belong hospital, doctor, nurses,
medical kit, and hospital bed. And these things are maintained by jail management. They
are always ready to help the prisoners by providing medical treatment. They can get
modern treatment from here, and the hospital authority provides medicines from here.
The prison system is so updated as I did not think.
Moreover, the environment surprised me. When I knew there is a clean environment, a
garden clean road, trees, a pond, agricultural system – these things amused me. I did not
dream about prison such like environment. Moreover, things amused me:
There is a power substation
The prisoners do have not to stay in the cell 24/7. They can get out of their cell at
a specific time.
There is also an arrangement for recreation
The prisoner can see the open sky; it is very rational.

Limitations of the prison:
Everything in the prison is not positive to me. There is also some disappointing issue in
the prison. The prison authority follows the traditional way of treating or punishing the
prisoner. Prisoner rights are not followed properly. There are also limitations of prison.
Like:
1. Overcrowd number of prisons, and there is not enough space for an inmate.
2. Hygiene system is so poor. For example, food quality is not up to the mark.
3. Sanitation system is very dirty. Its environment is so poor for a human
4. Though the jail authority says that they do not torture anyone, the prisoner’s
fear says clearly how much torture they get in here.
5. The library environment is cleared so that the prisoner can get hard access
to the library.
6. The education providence is so poor for the prisoners
7. The medical system is not enough for the prisoner
8. The treatment and the punishment system of the prison is not up to the mark
9. There are lack of management for psychiatrists
10. The kitchen management is very poor; a normal person cannot survive here.
11. Traditional thought of prison is also seen here.

13. Corruption rate so high.
Moreover, though the prison system has changed, here the change is not up to the mark.
Some good issues are also seen but there also seen human rights violations
Summary:
The study is about the present picture of the Bangladesh prison system. Mainly prison
system is not only an institution for punishment but also an institution for correction.
Here the jail management authority decorated the prison infrastructure for the
rehabilitated prisoner. The human being does mistakes. But they need a chance to fit into
society. And they need to train. They need punishment that is agreed to by all. But they
are also human and they also deserve respect. If such measurements are not followed,
then there is a chance to become a recidivist. Bangladesh’s jail system tries to follow
modern prison rules by rejecting the traditional system. Kashimpur Central Jail – 2 is a
picture of the whole jail system in Bangladesh. Moreover, following the vision and
mission if the management gets success in this process, then the whole system will make
the judicial
process actively succeed, or else the vision and mission will collapse. However, there are
many limitations. But there is a chance to succeed.

Conclusion:
Prisons are much more equipped as they can live in prisons for some prisoners. Prisons
include exercise areas, low-security areas, public areas for dining and socializing, church
facilities, and educational facilities that include classrooms, libraries, and laboratories
where you can work and study. White-collar crimes and prisons are sometimes
misidentified at hotels. In most cases, prisoners are expected to share cells with other
prisoners, and most long periods create complex social and political structures among
prisoners.
Prisons can handle far more prisoners than prisons, and prisoners are usually isolated
according to the type of crime they have been convicted of as a safety precaution. Also,
in countries where the death penalty remains, prisons maintain facilities for executions
along with housing for these sentenced offenders. In general, the entire prison facility is
very tightly guarded to prevent potential violence or escaping between the prison wings
without violence by any criminals inside. Prison staff is specially trained to work in
prison environments, and a board appointed by the state oversees prison administration.
Recommendation:
As the purpose of my study, I found some problems. So, I recommend some points,
which can be solved First management should reduce the inmate crowd by following:
a. Increasing space.
b. Pre-trial procedure currently
close.
c. Focusing on inmate liability.
There are also some recommendations:
a. Basic rights of prisoners must be ensured.
b. Hygiene system must use properly way.
c. Sanitation system must be cleaned regularly.
d. Education facilities should increase.
e. Traditional behavior of police should change.
f. Family meetings should be easier.
g. Give priority to prisoner rights.
h. Find out the linkage of corruption.
Prothom Alo Daily newspaper published an opinion written by Gohar Naeem Wara. She
expressed her opinion on the jail by titling: Who will do it, and when will it be
reformed?
There is no dearth of stories of people like Jahlam, Babul, Abed Ali, and Minud in jails.
The jail code needs to be reformed quickly.
Detention without trial is now a panic: the trial procedure is very slow. It takes time such
as one year to five years. There is also a record of 10 years and 15-year detention. But
point is, it is not fair to the arrested person

Jail reforms and Jail code: approval of so many bills and permission, where is
development. It takes so much time to get a trial procedure. British govt. also knew the
limitations, but where is the change?
