... 69 This is no less obvious in Nigeria, where the long years of military dictatorship have tended to obliterate the key role of the legislature. In a paper I wrote as a participant-scholar, 70 I highlighted the different phases of the evolution of the Nigerian legislatures, identifying changes in their structure, composition and power. The history of mankind has been marked by interactions at both individual
and nation-state levels. This phenomenal interaction has necessitated foreign
relations between nations which arise as a result of the fact that no nation no
matter how well endowed can exist in isolation of others. Therefore, the
importance attached to relations between nations in the international system
has given rise to interest in International Relations in the academia. Hence,
interest in diplomatic ties involving independent sovereigns and international
organizations has led to a growing number of literatures especially at the
turn of the twentieth century. It is a truism that nations interact with one
another to achieve some benefits as well as assist in areas of deficiency. The
foregoing bears fangs on the long-standing relationship between Nigeria and
Cuba since 1974. To this end, this paper attempts an appraisal of NigeriaCuba relations from 1974 to 2020 in the area of their benefits and prospects
of this relationship. Using a multidisciplinary approach of analysis, the paper
argues and demonstrates that Nigeria-Cuba relations have not been of much
benefit to both countries and suggested possible areas of mutual benefits.
Perspectives on the Legislature in the Government of Nigeria is a
collection of critical essays written by scholars and observers of the
workings and performance of the legislature as a leading institution of
democratic governance in Africa's largest democracy, the Federal
Republic of Nigeria. The legislative institutions in Nigeria and other
parts of Africa has been subjected to vicissitudes attendant to the
myriads of challenges of nation- building and development that
engulfed many post-colonial states, keeping it often in permanently in
limbo and often in abeyance, for which reason it had suffered scholarly
neglect and obscurity. This collection of essays is part of the renewed
attempt to redirect attention to the study of the legislature, a renewal
occasioned by the global resurgence of democracy which has continued
to blossom in various part of Africa after decades of authoritarian rule.
It is a multi-perspective work that beams search light on various parts
of the traditions and development, powers and functions, workings and
processes, as well as the problem and challenges of an institution that
would remain central to any assessment of democracy and democratic
consolidation in Nigeria in particular and Africa as a whole.
