Relational Indigenous systems: Aboriginal Australian political ordering and reconfiguring IR

Abstract

Ontological parochialism persists in International Relations (IR) scholarship among gestures towards relational ontological reinvention. Meanwhile, the inter-polity relations of many Indigenous peoples pre-date contemporary IR and tend to be substantively relational. This situation invites rethinking of IR's understandings of political order and inter-polity relations. We take up this task by laying out necessary methodological innovations to engage with Aboriginal Australia and then showing how conventional and much recent heterodox IR seek to create forms of ‘escape’ from lived political relations by asserting the powerful yet problematic social science mechanism of observer's distance. This demonstrates a need to take Aboriginal Australia as a system on its own terms to speak back to IR. We next explain how Aboriginal Australian people produce political order on the Australian continent through a ‘relational-ecological’ disposition that contrasts with IR's predominant ‘survivalist’ disposition. The accompanying capacity to manage survivalism through relationalism provides an avenue for engaging with and recasting some of mainstream IR's survivalist assumptions, including by considering an Aboriginal approach to multipolarity, without attempting ‘pure escape’ through alternative ontologies. We thus argue that while it is necessary to critique and recast dominant IR, doing so requires putting dominant IR and Indigenous understandings into relational exchange.

While proponents of Chinese IR pursue a national school based on the identification of Chineseness with the Chinese national culture, its critics find a limited value in the ‘Chinese’ school as a mere temporary site for non-Western agencies. In contrast, I argue a distinctive and enduring Chinese IR is possible if it adopts a non-national and non-essentialised transcultural conception of Chineseness. This transcultural Chinese IR is based first on the contested and transcultural conception of Chineseness and second on the ontology of Chineseness as immanent humanity. Chineseness has been a fiction of a privileged descent from antiquity, which various contestants claimed by redefining the meaning of Chineseness. The shi elites, in particular, developed Chineseness as an aspirational ethos that propelled it to transcend its cultural boundary by incorporating foreign influences and thereby rendered Chineseness transcultural. Also, drawing on the ontological turn and Roy Wagner's work in anthropology, I show how Chineseness as immanent humanity transcends the category of culture, transforming the division of innate nature and constructed culture. The transcultural Chinese IR, with its own complexity and universal aspiration, uses its history and ontology to complexify both its tradition internally and other IR traditions externally, promoting the pluralisation of IR.

By taking a long view of public administration on the Australian continent, this chapter places the recently imposed British-European political system alongside ancient Indigenous governance. We argue that imposed settler administration struggles to gain foundational legitimacy in ways that require turning to a relational orientation, as conceptualised by Aboriginal Australian peoples, to support Australian nation building and the accompanying provision of public goods. This relational orientation supports a threefold agenda: the development of a viable political settlement to address the colonial wound that haunts the Australian polity; supporting the development of effective forms of public administration in relationship with this land, and; responding to questions of identity and belonging by developing forms of governance that begin by engaging with first peoples’ political ordering and forms of governance of this place rather than with their recently arrived and relatively ungrounded European counterparts. We argue that this relational orientation, borne of original ‘civilizational culture’, can inform the provision of public services by Australian governments and hence the development of an Australian ‘civilisational state’.

This paper addresses the relation between Luce Irigaray’s work and politics by asking what it means to read her work locally, in place. The philosophical work of Indigenous scholar, Mary Graham, on the law of obligation, serves to ground such a local reading presenting, simultaneously, a case for a uniquely Australian philosophy. By way of suggesting possible connections between the work of Irigaray and Graham, the paper places Graham’s work on obligation alongside Irigaray’s work on the importance of a symbolic re-distribution of value suggested in her philosophy of horizontal transcendence. Such a reading encourages us to consider what it means to engage work, such as Irigaray’s, in a here and now that differs from the European context of her writing.

A pluriversal encounter that includes interlocutors from other ways of knowing and being requires recrafting how we commonly approach ontology in IR. Our shared ontological register only acknowledges separation as the fundamental existential assumption, and not all lifeways depart from this assumption. The article prods us to move beyond considering ontology as the study of being, a more substantialist reading, to include other fundamental existential commitments so that we can address how distinct presuppositions shape and are shaped by how we perceive and engage existence. With this reorientation, the article first establishes how even relational approaches in the discipline, including variations of constructivism, poststructuralism, and new materialism privilege separation as the primordial condition of existence to the exclusion of any other option. A conceptual toolset is then elaborated to examine how a singular commitment to separation constitutes an ontological parochialism that enforces reductionism, exclusion, and domination towards lifeways that embrace the interconnection as fundamental existential commitment. Even though more effective engagement across pluriversal worlds would be crucial for developing more complex tools for confronting the current planetary crisis, the discipline's reductionist concept of ontology itself keeps us quite far from effectively being able to engage in such an exchange.

This essay outlines the contribution that Australia-based scholars have made to aesthetic politics: the exploration of creative and interdisciplinary approaches to International Relations. The struggle to legitimise aesthetic insights is indicative of a larger challenge: how academic disciplines discipline thought in ways that constrains innovative scholarly contributions and their potential to address concrete political problems. The essay advances an argument in favour of seeing beyond the discipline of International Relations. The international is not some higher-order realm that is separate from the rest of the social and political world. The most pressing challenges, from terrorism to climate change, are too complex to be understood as uniquely international phenomena. They implicate the local as much as the global, the psychological as much as the institutional and the relational as much as the structural. Finding practical and policy-relevant solutions to complex transnational problems requires insights from fields as diverse as psychology, neuroscience, literature, demography art and economics, to name just a few. Needed, then, is greater acceptance and support for creative approaches that can understand and address political challenges from multiple parallel perspectives and without having to adhere to preconceived disciplinary conventions.

Frequently inspired by the spectre of existential risk, Australian IR scholars have made – and continue to make – a crucial contribution to the evolution of normative IR theory. In defending this position, this article takes three steps. First, it outlines key catalysts that prompted the emergence of this sub-field as a distinct and self-aware area of study approximately forty years ago and refines the story of its genesis by recognising pioneering Australian contributions. Second, it turns to the previous generation of Australian IR to explore the work of two prominent scholars – and ‘neglected antecedents’ – who both prefigured and helped to establish the intellectual context for normative IR theory. Specifically, it focuses on the scholarship of Coral Bell and Hedley Bull and maintains that the classical approach and interpretive methodology that their work exemplified and fostered was particularly conducive to the subsequent development of a sub-field focused on questions of international ethics. Finally, this article contemplates the future of normative IR theory in Australia by highlighting its current flourishing, acknowledging the seemingly intractable practical challenges that it must address, and proposing that it might better confront them by turning to a hitherto overlooked Australian ethical perspective.

The literature on International Relations theory has yet to align relational theory with role theory, despite the fact that these two theories share so much epistemological common ground. This article uses role theory to bridge the gap between the Confucian and Western conceptions of relationality, whose practitioners regard each other as strangers. With the support of role theory, the comparative analysis of relationality in this article has mainly focused on two different types of relations: prior rule-based relations and improvised relations. The differences in the cultural preparation for these two relations partially explain the plurality of the relational universe and the perception of stranger. Role theory is one way to reconnect the seemingly irreconcilable relational universes. To illustrate the value of a composite agenda of relational theory and role theory, the article will use Kim Jong-un of North Korea as its case. Confucian relations propose that, for all nations, the necessity of having a certain role relation is a more important agenda than insisting on exactly what role to take.

This paper questions the extent to which the (arguable) end of the liberal humanitarian order is something to be mourned. Suggesting that current laments for the decline of humanitarianism reflect a Eurocentric worldview, it calls for a fundamental revision of the assumptions informing humanitarian scholarship. Decoloniality and anti-colonialism should be taken seriously so as to not reproduce the same by a different name after the end of the liberal order.

Aboriginal Australians represent one of the longest continuous cultural complexes known. Archaeological evidence indicates that Australia and New Guinea were initially settled approximately 50 thousand years ago (ka); however, little is known about the processes underlying the enormous linguistic and phenotypic diversity within Australia. Here we report 111 mitochondrial genomes (mitogenomes) from historical Aboriginal Australian hair samples, whose origins enable us to reconstruct Australian phylogeographic history before European settlement. Marked geographic patterns and deep splits across the major mitochondrial haplogroups imply that the settlement of Australia comprised a single, rapid migration along the east and west coasts that reached southern Australia by 49–45 ka. After continent-wide colonization, strong regional patterns developed and these have survived despite substantial climatic and cultural change during the late Pleistocene and Holocene epochs. Remarkably, we find evidence for the continuous presence of populations in discrete geographic areas dating back to around 50 ka, in agreement with the notable Aboriginal Australian cultural attachment to their country.

Indigenous peoples pre-date the contemporary world system of nation-states, and yet are now bound with this global scheme through asymmetric power relations of colonialism. As colonial exchanges saw the expropriation of Indigenous lands and the concentration of wealth in European hands from 1492, notions of progress, private property and nationhood relied upon Indigenous reference points to conjure the image of a barbaric, romantic or simply earlier past that was ‘naturally’ succeeded in the passage to a modern world. The European colonial episode inflicted incredible damage on Indigenous societies, frequently pushing Indigenous peoples to the brink of extinction through genocidal violence, but it also bound Indigenous and European peoples in the generation of European self-understandings that continue to reverberate and dominate in world politics. The asymmetry of many colonial encounters certainly means that many exchanges occurred — and continue to occur — on European terms, but Indigenous peoples have consistently pushed back, troubling and haunting a Eurocentric world order from a marginal position.

International Security 29.2 (2004) 159-201 During the late 1630s, Charles I concentrated his energies on the construction of a new royal palace at Whitehall. Designed in the classical style by John Webb, the new Whitehall was to be the fulfillment of the king's lifelong dream to replace the sprawling and obsolete palace that he had inherited from the Tudors with one that would match the splendor and majesty of the Louvre or the Escorial. Charles I desired nothing else than that his surroundings should reflect the magnificence of his rule: "Here, at last, would be a seat of government appropriate to the system of 'Personal Rule' Charles I had established since dispensing with Parliament in 1629. At least until 1639, it was from here that Charles could expect to govern his realms, resplendent amid Webb's Baroque courtyards and colonnades, during the next decade and beyond." In making such ambitious plans, Charles I displayed supreme confidence that his regime would not only survive but thrive well into the future. Unfortunately for the king, his reign did not last out the 1630s. If the conventional historical wisdom that "the collapse of Charles I's regime during the 1630s appeared 'inevitable'" is correct, then Charles obviously suffered from self- delusion—an unreality all too characteristic of remote and isolated rulers. International politics, too, has seen many instances of this type of folly, where threatened countries have failed to recognize a clear and present danger or, more typically, have simply not reacted to it or, more typically still, have responded in paltry and imprudent ways. This behavior, which I call "underbalancing," runs directly contrary to the core prediction of structural realist theory, namely, that threatened states will balance against dangerous accumulations of power by forming alliances or building arms or both. Indeed, even the most cursory glance at the historical record reveals many important cases of underbalancing. Consider, for instance, that none of the great powers except Britain consistently balanced against Napoleonic France, and none emulated its nation-in-arms innovation. Later in the century, Britain watched passively in splendid isolation as the North defeated the South in the American Civil War and as Prussia defeated Austria in 1866, and then France in 1871, establishing German hegemony over Europe. Bismarck then defied balance of power logic by cleverly creating an extensive "hub-and-spoke" alliance system that effectively isolated France and avoided a counterbalancing coalition against Germany. The Franco-Russian alliance of 1893 emerged only after Bismarck's successor, Leo von Caprivi, refused to renew the 1887 Reinsurance Treaty with Russia for domestic political reasons and despite the czar's pleadings to do otherwise. Thus, more than twenty years after the creation of the new German state, a balancing coalition had finally been forged by the dubious decision of the new German chancellor combined with the kaiser's soaring ambitions and truculent diplomacy. Likewise, during the 1930s, none of the great powers (i.e., Britain, France, the United States, the Soviet Union, Italy, and Japan) balanced with any sense of urgency against Nazi Germany. Instead, they bandwagoned, buck-passed, appeased, or adopted ineffective half measures in response to the growing German threat. A similar reluctance to check unbalanced power characterizes most interstate relations since 1945. With the exception of the U.S.-Soviet bipolar rivalry, a survey of state behavior during the Cold War yields few instances of balancing behavior. As K.J. Holsti asserts: "Alliances, such a common feature of the European diplomatic landscape since the seventeenth century, are notable by their absence in most areas of the Third World. So are balances of power." Holsti further notes: "The search for continental hegemony is rare in the Third World, but was a common feature of European diplomacy under the Habsburgs, Louis XIV, Napoleon, Wilhelmine Germany, Hitler, and Soviet Union and, arguably, the United States." In a continuation of this pattern, no peer competitor has yet emerged more than a decade after the end of U.S.- Soviet bipolarity to balance against the United States. To say that states are ‘actors’ or ‘persons’ is to attribute to them properties we associate first with human beings – rationality, identities, interests, beliefs, and so on. Such attributions pervade social science and International Relations (IR) scholarship in particular. They are found in the work of realists, liberals, institutionalists, Marxists, constructivists, behaviouralists, feminists, postmodernists, international lawyers, and almost everyone in between. To be sure, scholars disagree about which properties of persons should be ascribed to states, how important state persons are relative to other corporate persons like MNCs or NGOs, whether state persons are a good thing, and whether ‘failed’ states can or should be persons at all. But all this discussion assumes that the idea of state personhood is meaningful and at some fundamental level makes sense. In a field in which almost everything is contested, this seems to be one thing on which almost all of us agree.

International relations as we know them emerged through the peace of Westphalia, and the discipline of International Relations emerged in 1919 and developed through a First Great Debate between idealists and realists. These are the established myths of 1648 and 1919. In this article we demonstrate how historical and historiographical scholarship has demolished these myths, but that the myths regardless are pervasive in the current textbooks that are used in teaching future IR scholars. Disciplinary dialogue seems to have failed completely. Based on a detailed reading of the myths and their perpetuation, we discuss the consequences of the discipline’s reliance on mythical origins, why there has been so little incorporation of revisionist insight and what possibilities there are for enhancing the dialogue.

In 1761 and again in 1769, European scientists raced around the world to observe the transit of Venus, a rare astronomical event in which the planet Venus passes in front of the sun. This book explores how indigeneity functions as transit, a trajectory of movement that serves as precedent within U.S. imperial history. The book argues that contemporary U.S. empire expands itself through a transferable “Indianness” that facilitates acquisitions of lands, territories, and resources. Examining an array of literary texts, historical moments, and pending legislations-from the Cherokee Nation of Oklahoma’s vote in 2007 to expel Cherokee Freedmen to the Native Hawaiian Government Reorganization bill—the book demonstrates that inclusion into the multicultural cosmopole does not end colonialism as it is purported to do. Rather, that inclusion is the very site of the colonization that feeds U.S. empire. The book contends that the colonization of American Indian and indigenous nations is the necessary ground from which to reimagine a future where the losses of indigenous peoples are not only visible and, in turn, grieveable, but where indigenous peoples have agency to transform life on their own lands and on their own terms.

The security experiences and understandings of Native Americans can greatly impact the study of security in field of International Relations (IR). This article analyzes experiences of the Lakota Sioux in order to provide new insights into the conceptualization of security in IR, particularly around the notion of ontological security. It does so by unpacking various aspects of Lakota cosmology and then ethnographically exploring Lakota lived-experiences of (in)security. Lakota understandings offer glimpses into new constellations of being, premised on relations, purpose, balance and unity. This work represents multi-year interpretivist research on a Lakota reservation in the Great Plains, United States, and finds that Lakota cosmology provides significant insight to how traditions, culture and spirituality establishes a sense of security.

This article deals with the subject matter of International Relations as an academic discipline. It addresses the issue of whether and how one or many realms could legitimately be claimed as the discipline’s prime subject. It first raises a number of problems associated with both identifying the subject matter of IR and ‘labelling’ the discipline in relation to competing terms and disciplines, followed by a discussion on whether, and to what degree, IR takes its identity from a confluence of disciplinary traditions or from a distinct methodology. It then outlines two possibilities that would lead to identifying IR as a discipline defined by a specific realm in distinction to other disciplines: (1) the ‘international’ as a specific realm of the social world, functionally differentiated from other realms; (2) IR as being about everything in the social world above a particular scale . The final section discusses the implications of these views for the study of International Relations.

This article argues that attention to representational practices and epistemology, however important for expanding the boundaries of International Relations as a field of study, has been insufficient for dealing with difference in world politics, where ontological conflicts are also at play. We suggest that IR, as a latecomer to the ‘ontological turn’, has yet to engage systematically with ‘singular world’ logics introduced by colonial modernity and their effacement of alternative worlds. In addition to exploring how even critical scholars concerned with the ‘othering’ and ‘worlding’ of difference sidestep issues of ontology, we critique the ontological violence performed by norms constructivism and the only limited openings offered by the Global IR project. Drawing on literatures from science and technology studies, anthropology, political ecology, standpoint feminism and decolonial thought, we examine the potentials of a politics of ontology for unmaking the colonial universe, cultivating the pluriverse, and crafting a decolonial science. The article ends with an idea of what this might mean for International Relations.

This article argues that Justin Rosenberg’s proposal to reground IR in an ontology of societal multiplicity fails to account for the practices by which the field has erased multiplicity from its register and has sustained its identity through suppression of difference. We posit that the prison of colonial modernity, more than that of Political Science, is at the root of IR’s lack of a distinctive purpose, and that Rosenberg’s gesture toward uneven and combined development (UCD) as a sorely needed ‘big idea’ is insufficient for the jail break.

In this article, I offer a critical historical analysis of modernity, identifying tensions between logics of modernity that rely on premises of colonial and capitalist modernity as a universalizing project, and those that instead propose an alternative decolonial project. As part of the latter, I outline the contours of an emergent and distinct political project premised on deep relational ontologies between humans, and humans and nature. I develop the analysis in three interrelated parts. I begin by critically reconstructing the justifications for the universal project of colonial and capitalist modernity and the "method of rule" through which it has been realized. In part two, drawing on case examples primarily from Latin America, I identify and discuss the opening toward an alternative political project of negotiating between worlds with the potential to challenge fundamentally the logics of universal modernity. In part three, I conclude with some critical insights into the colonial logics of modernity, emphasizing that they have always been contested. I argue that, given the inequalities and crises of modernity, there is an urgent need to reflect critically on the concrete possibilities afforded through an alternative political project, at the core of which are struggles for social justice without nature-culture distinctions. Ultimately, this project fractures the international and, instead, aspires toward the pluriverse.

This work is the first to assess the legality and impact of colonisation from the viewpoint of Aboriginal law, rather than from that of the dominant Western legal tradition. It begins by outlining the Aboriginal legal system as it is embedded in Aboriginal people's complex relationship with their ancestral lands. This is Raw Law: a natural system of obligations and benefits, flowing from an Aboriginal ontology. This book places Raw Law at the centre of an analysis of colonisation - thereby decentring the usual analytical tendency to privilege the dominant structures and concepts of Western law. From the perspective of Aboriginal law, colonisation was a violation of the code of political and social conduct embodied in Raw Law. Its effects were damaging. It forced Aboriginal peoples to violate their own principles of natural responsibility to self, community, country and future existence. But this book is not simply a work of mourning. Most profoundly, it is a celebration of the resilience of Aboriginal ways, and a call for these to be recognised as central in discussions of colonial and postcolonial legality. The Land is the Source of Law brings an inter-jurisdictional dimension to the field of indigenous jurisprudence: comparing Indigenous legal regimes in New Zealand, the USA and Australia, it offers a 'dialogical encounter with an Indigenous jurisprudence' in which individuals are characterised by their rights and responsibilities into the Land. Though a relatively "new" field, indigenous jurisprudence is the product of the oldest continuous legal system in the world. Utilising a range of texts - films, novels, poetry, as well as "law stories" CF Black blends legality and narrative in order to redefine jurisprudentia in indigenous terms. This re-definition gives shape to the jurisprudential framework of the book: a shape that is not just abstract, but physical and metaphysical; a shape that is circular and concentric at the same time. The outer circle is the cosmology, so that the human never forgets that they are inside a universe - a universe that has a law. This law is found in the second circle which, whilst resembling the ancient Greek law of physis is a law based on relationship. This is a relationship that orders the placing of the individual in the innermost circle, and which structures their rights and responsibilities into the land. The jurisprudential texts which inform the theoretical framework of this book bring to our attention the urgent message that the Djang (primordial energy) is out of balance, and that the rebalancing of that Djang is up to the individual through their lawful behaviour, a behaviour which patterns them back into land. Thus, The Land is the Source of the Law concludes not only with a diagnosis of the cause of climate change, but a prescription which offers an alternative legal approach to global health.

The emergence of social theory is closely linked to the transformations inaugurated by the rise of a distinctly capitalist modernity from the second half of the eighteenth century onwards. In this article, I reconstruct the outlines of two strands of social theorising that emerged in response to the radical challenges posed by ‘the great transformation’ on the one hand, and the French Revolution on the other. I juxtapose two responses to the transnational constellations these events signify, one heralded by Auguste Comte, and the other, inter alia , by Karl Marx. While the Comtean frame obliterates meaningful registers of thinking about political transformation, I argue that conflict-theoretic tradition indebted to G. W. F. Hegel and Marx is much more amenable to analytical and practical concerns with responding politically to the challenges posed by ‘the rise of the social’. In the final part, this is discussed with reference to the ‘social turn’ in IR theory.

Theorisations of the political in general, and international politics in particular, have been little concerned with the vast variety of other, non-human populations of species and ‘things’. This anthropocentrism limits the possibilities for the discipline to contribute on core issues and prescribes a very limited scope for study. As a response to this narrow focus, this article calls for the development of a posthuman approach to the study of international politics. By posthuman, we mean an analysis that is based on complexity theory, rejects Newtonian social sciences, and decentres the human as the object of study. We argue for a decentring of ‘the human’ in our scholarship as imperative to understanding the complexity of the world. However, this approach also has a political incentive, which we describe as ‘complex ecologism’.

What are the conditions under which international relations might become a meaningful political site for indigenous peoples' struggles against colonisation? This paper explores this question through an engagement with disciplinary struggles within international relations, on the one hand, and a reading of the politics of indigeneity, on the other. It traces the disciplinary mechanisms through which the gesture of inclusivity by scholars of international relations towards indigenous peoples functions to re-inscribe colonial relationships and, given this, considers whether and under what conditions indigenous peoples might find any relevance in the study and practice of `international relations' as inscribed through the discipline. This analysis in turn suggests two questions: one about the limits of and inscribed by the discipline read against claims to represent `world politics', the other about the strategic potentialities of `international relations' as a political site for `marginal' peoples.

Careful attention to the importance of language shows it to be a constitutive part of Pintupi social life. Accounting for the value and form of this activity leads to reconceptualizing the nature of politics and the polity in an Australian Aboriginal society. Implications of these structural features for the practical experience of a cultural subject are explored through comparison with other societies. The existence of systematic variation argues that we must attend to kinds of structural differences in the polity of small-scale societies.

This article addresses three recent developments in historical sociology: (1) neo-Weberian historical sociology within International Relations; (2) the 'civilizational analysis' approach utilized by scholars of 'multiple modernities'; and (3) the 'third wave' cultural turn in US historical sociology. These developments are responses to problems identified within earlier forms of historical sociology, but it is suggested each fails to resolve them precisely because each remains contained within the methodological framework of historical sociology as initially conceived. It is argued that their common problem lies in the utilization of 'ideal types' as the basis for sociohistorical analysis. This necessarily has the effect of abstracting a set of particular relations from their wider connections and has the further effect of suggesting sui generis endogenous processes as integral to these relations. In this way, each of the three developments continues the Eurocentrism typical of earlier approaches. The article concludes with a call for 'connected histories' to provide a more adequate methodological and substantive basis for an historical sociology appropriate to calls for a properly global historical sociology.

In precolonial and colonial North America five Iroquois nations, which previously had fought for generations, stopped wars among themselves and lived in peace for about 325 years. This history raises several questions: why did the Iroquois nations stop fighting each other; did the fact that each nation was a democracy have anything to do with the end of war among them; and what are the lessons of this peace for international relations scholars? A security regime formed by the Iroquois in 1450, known as the Iroquois League, accounts for the peace. Comparing the Iroquois League with the Concert of Europe indicates an important role for norms and institutionalization in ameliorating the security dilemma. Further, the five democratic nations that formed the Iroquois League exemplify Immanuel Kant's idea of a system for Finally, the history of the Iroquois League challenges realist claims of cross-cultural and timeless validity.
