The current picture of digitalization of the worldʼs economy is quite accurately conveyed by the processes of anti-epidemic measures, distance learning and work, development and use of appropriate vaccines. While rich countries can successfully provide their residents with anti-epidemic remedies based on modern information or communication and biological technologies, poor countries usually need international assistance in the development and application of such technologies. The development of advanced technologies requires not only entrepreneurial activity, but also the social organization and institutional capacity inherent in rich countries. The work on empirical data highlights the current problem of the relationship between antitrust regulation and regulation of patent funds.

The article examines in detail the prerequisites and assumptions of the classical Bass model of innovation diffusion in order to apply it to the modeling of topical stochastic processes related with the pandemic. The Bass model has proven its versatility and applicability to various environments. The article presents a thorough mathematical substantiation of the model properties for the purpose of its further development, search of uncertainty parameters and observed variables, based on the theories of evolutionary equations and stochastic processes. The paper provides realistic results of the Bass model parameter estimation for vaccinations in Belarus and Ukraine on the weekly data of the first half of 2021 and suggests similar studies for other countries as well as regions and districts of Ukraine.

The practical application of the indicators used in the international expertise system is provided by the Law of Ukraine “On Scientific and Scientific-Technological Activity” of November 26, 2015. Since 2010, the government-approved Concepts for the Development of e-Government in Ukraine have had a significant impact on the digitalization of society, in particular on the digitalization of education and research programs and related institutions. Digitalization of program-target planning and management in efficient corporate information systems is becoming an important means of global competition, particularly competition in high technology industries. As of 2021, only a few percent of educational and research institutions (ERIs) in Ukraine are covered by well-known, verified global rankings, which reflects the current situation of the Ukrainian high technology industry. Working diligently with international science and engineering performance, based on modern information and communications technology (ICT), is an integral part of organizational efforts in a globally competitive environment. The use of modern ICTs, in particular, domestic distributed information technologies in scientific and organizational activity can be useful for improving the scientific and technical performance of domestic ERIs. The use of distributed information technologies in scientific and organizational activities should play the role of a decision support system to maximize the world rankings of ERIs of Ukraine under given resource constraints, as well as to plan an effective trajectory for improving these ratings in the dynamics. If such an application is successful, the positive effect will exceed the projected costs by orders of magnitude. The development of science and engineering indicators is similar to the development of financial and economic ratings, and therefore affects the global markets of educational and research services, as well as investments in high technology industries. Given the imperfections of domestic financial markets, these indicators play an important role for domestic ERIs.

The IPRI is an annual comparative study that aims to quantify the strength of property rights – both physical and intellectual – and to rank countries accordingly. The IPRI scores and ranks each country based on 10 factors reflecting the state of its Legal and Political Environment (LP), Physical Property Rights (PPR), and Intellectual Property Rights (IPR). The scope of this 2015 edition represents 98.66 percent of the world Gross Domestic Product and 93.56 percent of the world population.

he 2017 International Property Rights Index, now in its eleventh edition, offers a unique perspective on the interactions between the societies and economies of 127 countries accounting for 98% of world GDP, and 93% of the world’s population. The Index, time after time, proves theory correct: property rights are a defining factor behind economic prosperity, human freedom, and just governance. The Index includes correlations between the IPRI scores and other measures of social and economic well-being, no doubt useful for researchers and policymakers. The most robust IPRI ratings in each category were Global Entrepreneurship (GEI), Network Readiness (NRI), Civic Activism, Human Development (HDI), number of researchers in R&D, and Environmental Performance (EPI-Yale).

Multilayer neural networks trained with the back-propagation algorithm constitute the best example of a successful gradient based learning technique. Given an appropriate network architecture, gradient-based learning algorithms can be used to synthesize a complex decision surface that can classify high-dimensional patterns, such as handwritten characters, with minimal preprocessing. This paper reviews various methods applied to handwritten character recognition and compares them on a standard handwritten digit recognition task. Convolutional neural networks, which are specifically designed to deal with the variability of 2D shapes, are shown to outperform all other techniques. Real-life document recognition systems are composed of multiple modules including field extraction, segmentation recognition, and language modeling. A new learning paradigm, called graph transformer networks (GTN), allows such multimodule systems to be trained globally using gradient-based methods so as to minimize an overall performance measure. Two systems for online handwriting recognition are described. Experiments demonstrate the advantage of global training, and the flexibility of graph transformer networks. A graph transformer network for reading a bank cheque is also described. It uses convolutional neural network character recognizers combined with global training techniques to provide record accuracy on business and personal cheques. The experience of the use of applied containerized biomedical software tools in cloud environment is summarized. The reproducibility of scientific computing in relation with modern technologies of scientific calculations is discussed. The main approaches to biomedical data preprocessing and integration in the framework of the intelligent analytical system are described. At the conditions of pandemic, the success of health care system depends significantly on the regular implementation of effective research tools and population monitoring. The earlier the risks of disease can be identified, the more effective process of preventive measures or treatments can be. This publication is about the creation of a prototype for such a tool within the project «Development of methods, algorithms and intelligent analytical system for processing and analysis of heterogeneous clinical and biomedical data to improve the diagnosis of complex diseases» (M/99-2019, M/37-2020 with support of the Ministry of Education and Science of Ukraine), implementted by the V.M. Glushkov Institute of Cybernetics, National Academy of Sciences of Ukraine, together with the United Institute of Informatics Problems, National Academy of Sciences of Belarus (F19UKRG-005 with support of the Belarussian Republican Foundation for Fundamental Research). The insurers, entering the market, can insure mostly low risks by facilitating more frequent changes of insurers by consumers (policyholders) and mixing the overall health insurance market. Socio-demographic variables can be risk adjusters. Since age and gender have a relatively small explanatory power, other socio-demographic variables were studied – marital status, retirement status, disability status, educational level, income level. Because insurers have an interest in beneficial diagnoses for their policyholders, they are also interested in the ability to interpret relevant information – upcoding: insurers can encourage their policyholders to consult with doctors more often to select as many diagnoses as possible. Many countries and health care systems use diagnostic information to determine the reimbursement to a service provider, revealing the necessary data. For processing and analysis of these data, software implementations of construction for classifiers, allocation of informative features, processing of heterogeneous medical and biological variables for carrying out scientific research in the field of clinical medicine are developed. The experience of the use of applied containerized biomedical software tools in cloud environment is summarized. The reproducibility of scientific computing in relation with modern technologies of scientific calculations is discussed. Particularly, attention is paid to containerization of biomedical applications (Docker, Singularity containerization technology), this permits to get reproducibility of the conditions in which the calculations took place (invariability of software including software and libraries), technologies of software pipelining of calculations, that allows to organize flow calculations, and technologies for parameterization of software environment, that allows to reproduce, if necessary, an identical computing environment. The main approaches to biomedical data preprocessing and integration in the framework of the intelligent analytical system are described. The experience of using the developed linear classifier, gained during its testing on artificial and real data, allows us to conclude about several advantages provided by the containerized form of the created application: it permits to provide access to real data located in cloud environment; it is possible to perform calculations to solve research problems on cloud resources both with the help of developed tools and with the help of cloud services; such a form of research organization makes numerical experiments reproducible, i.e. any other researcher can compare the results of their developments on specific data that have already been studied by others, in order to verify the conclusions and technical feasibility of new results; there exists a universal opportunity to use the developed tools on technical devices of various classes from a personal computer to powerful cluster.
