The Moderating Effect of Top Management Support on Key Attributes to E-government Implementation Success in Developing Countries: A study of Ugandan Ministries

This paper examined the role of top management support as a moderator on the model involving the relationships between user participation attributes, information system attributes and e-government implementation success. The data was collected through a survey of 277 employees from three Ministries (ICT, Finance and Works) in Uganda and was analysed using PLS-SEM aided by Smart PLS3. Using Stakeholder, UTAUT, and Information success theories, findings revealed that user participation attributes and information system attributes directly and positively affects e-government implementation success in Uganda. Furthermore, the moderation effect results signpost that top management support latent variable positively moderates the relationship between user participation attributes and e-government implementation success in Uganda. These findings contribute to literature related to the key attributes of e-government implementation success by incorporating the moderating role of top management support hence acting as a foundation for future researchers. Furthermore, the study has implications and recommendations to e-government policy maker, e-government practitioners, government Ministries of Uganda in particular and other developing countries with similar characteristics in general.

The advancement of information technology has revolutionised most aspects of public procurement, including the way suppliers are involved in public procurement opportunities. This study explores the link between social influence and behavioural intention in the usage of the National e-Procurement System of Tanzania (NeST) among suppliers. The study also examines the moderating effect of top management support (TMS) in the relationship between social influence and behavioural intention. Based on cross-sectional data collected from 447 small and medium-sized enterprise suppliers in Dodoma and Dar es Salaam through structured questionnaires and analysed quantitatively using partial least squares structural equation modelling (PLS-SEM), the study confirms the positive relationship between social influence and behavioural intention in e-procurement usage. Additionally, the study confirms that TMS strengthens the relationship between social influence and behavioural intention. Specifically, suppliers with a high level of TMS experience a greater effect of social influence on their behavioural intentions compared to those with a low level of TMS. Therefore, both social influence and TMS play significant roles in amplifying behavioural intention. These insights provide crucial implications for practitioners and policymakers who are involved in e-procurement, and academics interested in public procurement.

This study intends to investigate and extensively assess the available studies on inclusive leadership, a leadership paradigm that discourses the satisfaction of employees’ demands for understanding, individuality, and ability. Utilizing an integrative review, we developed a conceptual framework for inclusive leadership style. A systematic literature review is a methodical approach for gathering pertinent material on a certain issue that meets predetermined eligibility criteria and addresses the defined research objectives. The concept of inclusive leadership in the project management (PM) paradigm has gained immense attention from research scholars over the last ten years. Therefore, this study has been directed toward understanding the impact of inclusive leadership on project success, with organizational commitment as a mediating variable and top management support as a moderating variable. Nevertheless, throughout the research and extraction procedure, it was identified that there is a scarcity in the literature concerning empirical and systematic examinations of the interrelationships and connections between given variables; that is, while the majority of studies have examined the influence of inclusive leadership on project performance, neither organizational commitment nor top management support has been evaluated as mediators or moderators. Therefore, future research will be focused on testing the research variables statistically through empirical data collection. Consequently, our analysis offers a more refined comprehension of inclusive leadership research and underscores the deficiencies in the current literature for further inquiry. In conclusion, the systematic literature review’s findings highlight the key areas for future research as well as offer implications for the continued growth of Inclusive leadership literature.

The implementation of information systems (IS) occurs in both industrialized and developing nations. However, the number of challenges faced by developing countries during IS implementation largely outweigh those of more developed nations. When compared to other regions of the world, there appears to be limited research regarding the challenges faced by countries in the Latin and South American regions during information systems implementation. This research aimed to investigate the challenges to information systems implementation at semi-autonomous organizations in Guyana, South America. Data was collected from 12 information technology practitioners from six semi-autonomous organisations via -structured interviews. Thematic analysis was used to analyze the data collected from the participants. A total of five themes and 17 sub-themes emerged from the data. Many of the factors that affected IS implementation within the organizations showed similarities to the findings from previous literature on information systems challenges in developing countries. These included similarities around manpower shortage, utility and service provider issues, outdated technological infrastructure and poor change management activities during post-implementation. Further, some factors such as dependency on outsourcing and workplace culture were indigenous to this research due to the nature of semi-autonomous organizations. It must be acknowledged that while the findings carry implications for IS managers and practitioners, the approach utilized in this study limits the applicability of the findings to other types of organisations within Guyana. Further research could be done on investigating the differences in challenges faced during systems’ implementation among pubic-sector and private-sector organizations in Guyana.

This paper aimed to examine the effects of service quality measures of information system success on customers’ usage of e-banking payment transactions in Tanzania. It was hypothesised that Service quality measures of information systems positively influence the usage of e-banking payment transactions. This hypothesis was tested by the partial least square structural equation modelling technique (PLS-SEM) through the use of SmartPLS3. The study is informed by the information system success theory and the Unified Theory of Acceptance and Use of Technology (UTAUT). The study adopted a cross-sectional survey approach, where 400 respondents were involved. The results show that responsiveness, privacy, assurance, empathy, and customer support have a significant positive influence on customers' usage of e-banking payment transactions. The findings imply that customers who are highly concerned with the availability of high-quality services in e-banking have the potential to enhance the usage of e-banking payment transactions. Thus, managers in the banking industry are urged to uplift the level of service quality as a strategy to elevate customers' usage of e-banking payment transactions. Future research is recommended to look into the influence of service quality measures on information system success and usage of e-payment in other sectors like the public transportation system, and schools.

Aim/Purpose: The aim of this research paper is to suggest a comprehensive model that incorporates the technology acceptance model with the task-technology fit model, information quality, security, trust, and managerial support to investigate the intended usage of big data analytics (BDA) in banks and insurance companies. Background: The emergence of the concept of “big data,” prompted by the widespread use of connected devices and social media, has been pointed out by many professionals and financial institutions in particular, which makes it necessary to assess the determinants that have an impact on behavioral intention to use big data analytics in banks and insurance companies. Methodology: The integrated model was empirically assessed using self-administered questionnaires from 181 prospective big data analytics users in Moroccan banks and insurance firms and examined using partial least square (PLS) structural equation modeling. The results cover sample characteristics, an analysis of the validity and reliability of measurement models’ variables, an evaluation of the proposed hypotheses, and a discussion of the findings. Contribution: The paper makes a noteworthy contribution to the BDA adoption literature within the finance sector. It stands out by ingeniously amalgamating the Technology Acceptance Model (TAM) with Task-Technology Fit (TTF) while underscoring the critical significance of information quality, trust, and managerial support, due to their profound relevance and importance in the finance domain. Thus showing BDA has potential applications beyond the finance sector. Findings: The findings showed that TTF and trust’s impact on the intention to use is considerable. Information quality positively impacted perceived usefulness and ease of use, which in turn affected the intention to use. Moreover, managerial support moderates the correlation between perceived usefulness and the intention to use, whereas security did not affect the intention to use and managerial support did not moderate the influence of perceived ease of use. Recommendations for Practitioners: The results suggest that financial institutions can improve their adoption decisions for big data analytics (BDA) by understanding how users perceive it. Users are predisposed to use BDA if they presume it fits well with their tasks and is easy to use. The research also emphasizes the importance of relevant information quality, managerial support, and collaboration across departments to fully leverage the potential of BDA. Recommendation for Researchers: Further study may be done on other business sectors to confirm its generalizability and the same research design can be employed to assess BDA adoption in organizations that are in the advanced stage of big data utilization. Impact on Society: The study’s findings can enable stakeholders of financial institutions that are at the primary stage of big data exploitation to understand how users perceive BDA technologies and the way their perception can influence their intention toward their use. Future Research: Future research is expected to conduct a comparison of the moderating effect of managerial support on users with technical expertise versus those without; in addition, international studies across developed countries are required to build a solid understanding of users’ perceptions towards BDA.

Electronic filing (e-filing) adoption for tax income purposes is limited in developing countries as the practices of financial accounting and reporting, as well as digitalization in accounting systems, are more prevalent in developed countries. This paper investigates the determinants of e-filing usage in the context of emerging economies such as Jordan. Building on the Technology–Organization–Environment framework (TOE), the study proposes that the effects of relative advantage, top management support, and IT infrastructure as new variables on e-filing adoption and trust in the e-filing systems are positive. The study also proposes that trust in the e-filing system affects e-filing adoption and mediates the influence of relative advantage, top management support, and IT infrastructure on e-filing adoption. Data were collected from 315 respondents and analyzed via Smart PLS. Relative advantage and top management were found to affect the adoption of and trust in e-filing. In addition, trust in the e-filing system affects e-filing adoption and mediates the impact of relative advantage and top management support for e-filing. Therefore, decision-makers should develop a mechanism to increase trust and the benefits of using e-filing for income tax purposes.

The study focuses on supply chain management practices, innovation, top management commitment, and supply chain performance at companies. The study's main objective is to investigate the association between supply chain management practices and supply chain performance and the intervening effect of innovation, the interaction effect of top management commitment. In this study, a simple random sampling technique and the sample size selected with G* power software (N = 208). The readymade questionnaire was used to collect data from National Logistic Corporation (NLC), Food and Beverage Companies Groups (FMCG) at China. The data analyzed through Smart-PLS (SEM → small and medium enterprises) and SPSS software. Meanwhile, innovational significant and positively mediated the relationship between supply chain management five practices and organizational performance. The findings of this study will help managers of SMEs enhance their performance. The results showed that SCMP directly and significantly affected supply chain performance, and customer relationship management was insignificant with supply chain performance. Supplier and customer relationship management both have a significant impact on innovation. In addition, innovation is considered a significant positive predictor for supply chain performance with the intervening approach. But top management commitment proved insignificant for customer relationship management and supply chain performance. The study further concluded that supply chain management practices would not be productive for supply chain performance if the top management does not apply innovative technologies in the organizations.

This paper examined e-logistic practices and health care supply chain management in the context of Ugandan public referral hospitals. The prime objective was to examine the relationship between e-logistics operations and performance of health care supply chain management. A quantitative research approach was utilized to gather data from public referral hospitals respondents using structured survey questionnaires. For data analysis, descriptive statistics and Partial Least Squares-Structural Equation Modelling were utilised, aided by SmartPLS 3. Findings showed a positive significant relationship between e-logistics operations and performance of health care supply chain management in the context of Ugandan public referral hospitals. This study implies that the key e-logistics operations in relation to the performance of health care supply chain management, are central management of drugs, the correct order picking of drugs given to the right patients for quality control, and presence of an electronic system to update stock daily. Additionally, the findings designated that, e-logistics operations are related to the performance of health care supply chain management in terms of ICTs tracking systems and data transparency. The practical implication to the health sector- stakeholders, is to consider ICT-tracking systems and data transparency for e-logistics operations and performance of health care supply chain management.

This study intends to provide theory-driven empirical findings of the factors affecting users’ loyalty to a collaborative commerce platform provider and further suggests that the platform loyalty lead to future extended use of collaborative commerce services. DeLone and McLean model serves as a basic framework for this study. Our variation of the model tested the impact of perceived value, relationship quality, and service quality on platform loyalty, which would influence future extended use of collaborative commerce services. Our results confirm that perceived value and platform quality were the best predictors for platform loyalty, which in turn, had a positive influence on future extended use intention.

Sustainability has recently become a phenomenon; small and medium-sized enterprises (SMEs) are increasingly emphasizing the principles of sustainability in their corporate governance. They implement these changes through project management. The purpose of the paper is to determine the critical success factors in project management, as seen by the managers of Czech manufacturing enterprises, related to the most to the successful completion of the projects. We aim to analyze the relation of these success factors to Industry 4.0, Human Resources, and sustainability. We determined the possible interconnectedness of the critical success factors using correlation coefficients. Then, we compared them using the Mann-Whitney test with new corporate management trends. The results show that companies consider Leadership and Experiences, and Employees and Flexibility to be key factors in project management’s success. The most important critical factor for the sustainability of projects focused on Industry 4.0 is the finances that decide the implementation of projects. The benefits of Industry 4.0 concerning sustainability have been identified in projects aimed at implementing new energy sources. In addition to the results obtained, the development of a methodology for evaluating Industry 4.0 projects’ success concerning sustainability may be based on critical success factors in the future.

Strategic management scholars recognize the importance of stakeholder support for implementation. While they have assessed different stakeholder groups, research examining temporal and contextual aspects lags; masking contingent effects and limiting tailored guidance for practitioners. This study explores stakeholder management in American local governments by isolating the impact of support from various stakeholder groups upon four types of strategic initiatives during each implementation phase. The findings suggest that no particular configuration of stakeholders is consistently most vital to strategic implementation; instead differing coalitions are most effective in a given implementation phase and/or situational context—endorsing a contingent perspective of stakeholder management.

In 2015, Aotearoa New Zealand became a signatory to the Sendai Framework for Disaster Risk Reduction 2015–2030 (Sendai Framework), the Paris Climate Change Agreement (Paris Agreement), and the Sustainable Development Goals (SDGs). Since 2017 Aotearoa New Zealand has been undergoing governance reform to realign priorities and to improve the management of natural hazards and climate change. The aim of this article is to provide a review of how Aotearoa New Zealand is taking steps to improve consistency of planning across the legislative environment, thereby implementing its commitments to the Sendai Framework, the SDGs, and the Paris Agreement. It provides an overview of the national governance arrangements, with a focus on the key legislative tools; identifies how key terms are defined nationally; and provides an overview of the governance arrangements that contribute to the country’s international obligations. The discussion describes how obligations are applied, and considers two “disruptive and proactive” action examples. Four recommended actions are provided to further implement these international aspirations: (1) take into account these international agreements during the development and implementation of all legislation; (2) build awareness, capability, and capacity within central, regional, and local governments to support implementation; (3) actively evaluate the progress of implementing initiatives designed to reduce vulnerability and strengthen resilience; and (4) ensure that more weight and value are given to indigenous planning documents.

This paper considers a perspective of the deontological approach to natural law as constituting a satisfactory opinion of the nature of law, and analyses the main features of natural law theory providing that the law and morality are interlinked. It is impractical to decide a case entirely upon codified legal rules, as judges have a duty to apply the moral value of the system. The paper acknowledges that the concept of law is prominent in the moral values of society, as if the law is exceptionally unjust it should not be applied.

This chapter aims to identify critical success factors and examines the best use of Web 2.0 technologies to improve the effectiveness and transparency of electronic government (e-government) provision. To this end, the chapter presents the use of e-Portals for connected government (c-government), e-government, and mobile government. Since the connected government practices rely not only on the technologies used but also on the culture, regime, and structure of the population, a number of other relevant factors are also discussed to further determine the impact of latest technologies on c-government practices. This study has resulted in the identification of six basic critical success factors affecting the success of c-government. At the same time, it is suggested that Web 2.0 technologies may be used to make e-government applications more human-centred, transparent, social, dynamic, and applicable. New concepts such as Industry 4.0 and Society 5.0 are also examined.

This research aims to explore the impact of perceived risk, fear and social media on tourist’s attitude, engagement, and revisit intention in COVID-19 pandemic situation. The results of PLS-SEM indicate that fear of COVID-19 and perceived risk has a significant negative impact on attitude towards travelling. Similarly, findings show that perceived risk has a significant negative effect, and social media has a significant positive effect on customer brand engagement during COVID-19 outbreak. Results also reveal that customer engagement and attitude have positive effects on both brand co-creation and revisit intention. The insights acquired from this research offers a mechanism behind fear/perceived risk and social media-based brand engagement, attitude, co-creation and revisit intention in pandemic situation and implications for tourism-reliant destinations to build recovery-strategies/tactics in coping with the impact of pandemics to re-store tourism.

There has been increasing interest in understanding gendered social norms and how they change. This paper explores change in social norms relating to men’s participation in unpaid care work in Northern Uganda, where mixed-methods data from adults, children and adolescents was collected. Socio-cultural changes, related to a civil war and other influences, have been observed in this region. This paper finds that some men took on more responsibility for care work and described this as socially acceptable where it involved ‘masculine tools’, was perceived to be ‘modern’ or to bring financial benefits. These subtle adjustments do not cause radical change but are important because, over time, they can shift social norms in a more permanent way.

Online consumer reviews (OCRs) can function as a venue for digital collaboration among various stakeholders to better meet collaborate in consumer needs. The sheer volume of OCRs, however, has posed challenges to efficient search and navigation. Importantly, consumers' needs of product information may differ because of their different preferences in product features. Such differences remain underaddressed in the OCR literature. This research introduces a novel framework - Product feature based Personalized Review Ranking (P²R²), which predicts review helpfulness for individual consumers based on their preferences in product features using a latent class regression model. The framework also leverages the similarities among different consumers to derive consumer classes. An empirical evaluation of a prototype of P²R² with a user study provides strong evidence that the review rankings produced by P²R² are more similar to users’ self-rankings than by a helpfulness vote based ranking method. The findings of this study offer theoretical insights, novel technical design artifacts, and empirical evidence for enhancing OCR platforms with review ranking personalization.

The modern internet era opened a plethora of opportunities for doing business online. Internet banking (IB) is one such innovation that made great strides from its humble beginnings in the mid-1990s. It is important for bank practitioners to know the factors contributing to the success of new technology by customers to enable them to be better placed in the competitive segment. This study proposes an extension to the Delone and Mclean IS success model to evaluate information systems(IS) success in the context of internet banking, with security as a new dimension. Data was collected from 312 respondents. The results found that security is a key factor for IB success. Furthermore, the study found that the dimension system quality has not had any substantial effect on IB user satisfaction; however, security and information quality were found to influence user satisfaction. Based on the findings, some implications for research and practice were prescribed, in addition to directions for future researchers of IS success in the IB context.
