Using blockchain technology and WordNet semantic relations for the Land Registry System

Abstract

The purpose of this paper is to present a prototype of an IT solution using two technologies, WordNet and Blockchain, to develop a new type of Land Registry tool. The present Electronic Land and Mortgage Register system in Poland is characterised by accessibility and transparency of information and constitutes an important dataset of information concerning the legal status of immovable property. The availability of this information via the Internet enables interested parties to verify the property before buying it and is an important factor in increasing the security of such transactions. However, there are situations in which information management system and the procedure for entering and updating entries in the land register, due to its architecture and the influence of human factors, can lead to errors or abuse. The development of DLT (Distributed Ledger Technology) provides an opportunity to use a distribiuted blockchain-based system for keeping the Land Register. It provides many additional benefits-automatically performed operations based on current entries in the register (so-called blockchain oracles) and automatically validated legal actions, e.g. sale, division or other changes in immovable property, with simultaneous protection against modification of previous entries etc. In addition, the introduction of an intelligent search system for the new blockchain-based Land Register, using methods for calculating semantic similarity of texts based on the use of WordNet, will enable a more intuitive interface linking the database to queries from its users.

The origins of digital money and blockchain technology goes back to the 1980s, but in the last decade, the blockchain technology gained large popularity in the financial sector with the appearance of cryptocurrencies such as Bitcoin. However, recently, many other fields of application have been recognized, particularly with the development of smart contracts. Among them is the possible application of blockchain technology in the domain of land administration, mostly as a tool for transparency in the developing countries and means to fight corruption. However, developed countries also find interest in launching pilot projects to test their applicability in land administration domain for reasons such as to increase the speed and reduce costs of the real property transactions through a more secure environment. In this paper, we analyse how transactions are handled in Serbian land administration and how this process may be supported by modern ledger technologies such as blockchain. In order to analyse how blockchain could be implemented to support transactions in land information systems (LIS), it is necessary to understand cadastral processes and transactions in LIS, as well as legislative and organizational aspects of LIS. Transactions in cadastre comprise many actors and utilize both alphanumeric (descriptive or legal) data and geospatial data about property boundaries on the cadastral map. Based on the determined requirements for the blockchain-based LIS, we propose a system architecture for its implementation. Such a system keeps track of transactions in LIS in an immutable and tamper-proof manner to increase the security of the system and consequently increase the speed of transactions, efficiency, and data integrity without a significant impact on the existing laws and regulations. The system is anticipated as a permissioned public blockchain implemented on top of the Ethereum network.

The current land registration process involves a lot of vulnerabilities and people uses it to cheat the common people and the government. This paper discusses about a secure land registry implemented using blockchain which works on the basis of majority consensus. By implementing the land registry in blockchain, the security issue is resolved to a great extent. The hash value calculated for each block will be unique as it is linked to the hash of the previous block. The algorithm that is used for hashing is SHA256. Along with SHA256, Proof Of Work(PoW) algorithm is also used which makes the information related to each transaction more secure. Message digest that is generated for each block is of fixed size and each hash represents a complete set of transaction within a given block. The proposed land registry blockchain network consists of 12 nodes which calculates the proof of work. Nodes are responsible for verifying a transaction, mining a new block and adding the new block to the blockchain. A total of 200 land transactions are recorded using the blockchain methodology which offers a tamper proof and updated version of land registry. Elliptic curve cryptographic algorithm is used for signature generation which is used for verifying whether the transaction is signed by the owner or not. Merkle tree is used for linking the transactions using hash and in turn reduces the disk usage. The proposed implementation of land registry using blockchain thus offers a 99% reduction in manual effort spent in record keeping.

The paper presents the latest release of the Polish WordNet, namely plWord-Net 4.1. The most significant developments since 3.0 version include new relations for nouns and verbs, mapping semantic role-relations from the va-lency lexicon Walenty onto the plWord-Net structure and sense-level interlin-gual mapping. Several statistics are presented in order to illustrate the development and contemporary state of the wordnet.

WordNet is an on-line lexical reference system whose design is inspired by current psycholinguistic theories of human lexical memory. English nouns, verbs, and adjectives are organized into synonym sets, each representing one underlying lexical concept. Different relations link the synonym sets.

This paper explores the usage of Blockchain Technology for Land Records Management in India. It highlights issues, such as minimal transparency, accountability, incoherent data sets with different Government Departments pertaining to the same piece of land and delays in the current Land Records management process and how to overcome these problems using Blockchain Technology. The paper describes the current process of land records maintenance and land registration in the country, and discusses various challenges encountered during the implementation of Blockchain Technology like public key infrastructure and Internet, privacy rules and security issues. Finally, the paper illustrates a system design using Blockchain Technology for the implementation of Land Titling system in the country, so that land titles are tamper-proof, and provides authentic and conclusive rights on ownership.

With the ever increasing size of the web, relevant information extraction on the Internet with a query formed by a few keywords has become a big challenge. Query Expansion (QE) plays a crucial role in improving searches on the Internet. Here, the user’s initial query is reformulated by adding additional meaningful terms with similar significance. QE – as part of information retrieval (IR) – has long attracted researchers’ attention. It has become very influential in the field of personalized social document, question answering, cross-language IR, information filtering and multimedia IR. Research in QE has gained further prominence because of IR dedicated conferences such as TREC (Text Information Retrieval Conference) and CLEF (Conference and Labs of the Evaluation Forum). This paper surveys QE techniques in IR from 1960 to 2017 with respect to core techniques, data sources used, weighting and ranking methodologies, user participation and applications – bringing out similarities and differences.

This paper addresses the problem of building a specialized semantic search engine for documents collected in small or medium-sized enterprises. It presents the results of a project that brought together computer scientists and entrepreneurs for the purpose of providing a common perspective regarding the implementation in company practice of a search engine based on the Polish version of Word- Net semantic relations. The core functionality of the search engine module is provided along with a discussion on how to arrange semantic similarity structures so as to ensure the efficient generation of relevant search engine results. Some patterns and similarity coefficients for hyperonymy, hyponymy, holonymy and meronymy relations are presented and analyzed for the purpose of producing relationship structures. Finally, the architecture of the system that can be implemented in a company is outlined.

WordNet-like lexical databases are used in many natural language processing tasks, such as word sense disambiguation, information extraction and sentiment analysis. The paper discusses the problem of querying such databases. The types of queries specific to WordNet-like databases are analysed and previous approaches that were undertaken to query wordnets are discussed. A query language which incorporates data types and syntactic constructs based on concepts that form the core of a WordNet-like database (synsets, word senses, semantic relations, etc.) is proposed as a new solution to the problem of querying wordnets.

In this article we present a method for semi-automatically deriving lexico-conceptual ontologies in other languages, given a lexico-conceptual ontology for one language and bilingual mapping resources. Our method uses a logistic regression model to combine mappings proposed by a set of classifiers (up to 17 in our implementation). The method is formally described and evaluated by means of two implementations for semi-automatically building Spanish and Thai WordNets using Princeton's WordNet for English and conventional English–Spanish and English–Thai bilingual dictionaries.

PATRICIA is an algorithm which provides a flexible means of storing, indexing, and retrieving information in a large file, which is economical of index space and of reindexing time. It does not require rearrangement of text or index as new material is added. It requires a minimum restriction of format of text and of keys; it is extremely flexible in the variety of keys it will respond to. It retrieves information in response to keys furnished by the user with a quantity of computation which has a bound which depends linearly on the length of keys and the number of their proper occurrences and is otherwise independent of the size of the library. It has been implemented in several variations as FORTRAN programs for the CDC-3600, utilizing disk file storage of text. It has been applied to several large information-retrieval problems and will be applied to others.
