Paradigm of Historical Science in Development of Land Transportation facilities in DKI Jakarta

Abstract

Jakarta is the capital city of Indonesia, which has its own problems in building transportation facilities, especially on land routes. For private vehicle users, congestion is a common thing, given the very dense number of people living in Jakarta, both natives and migrants from outside the region. And for users of public transportation services such as city transportation (angkot) and transjakarta, convenience is the main obstacle. And even though it is a public vehicle, it cannot avoid congestion because it is in one lane with private vehicles except for the transjakarta bus which has its own lane. Meanwhile, for train-based public transportation such as MRT (Mass Rapid Transit), LRT (Light rail Transit), and electric railroad (KRL), the problem is the lack of integration, namely that many stations are not yet integrated with other transportation. Various policies have been implemented to overcome these problems. This study aims to determine the level of effectiveness and efficiency of public transportation in DKI Jakarta today. The method used in this research is qualitative-descriptive through a literature review on 16 journal articles and 4 websites. The results of this study indicate that congestion is a major problem in the means of transportation in Jakarta. This is due to the increase in population due to urbanization which is also accompanied by an increase in the number of private vehicles. Therefore, to overcome this, the Jakarta Provincial Government has made improvements, reforms, and developments in public transportation. And it is hoped that people who originally used private vehicles will switch to using public transportation. But in reality, various problems in public transportation in Jakarta have not been resolved properly. Especially why traffic jams still occur?, and what are the solutions to overcome them?. It is hoped that the results of the findings of this study can be used as a reference in making or designing policies and can contribute to overcoming problems in the transportation sector, especially in the DKI Jakarta area. The limit of this research is that it only focuses on land transportation facilities in Jakarta.

MRT (Mass Rapid Transit) applies health protocols to prove the serve during a pandemic. It is done to decrease the spread of COVID-19. Service quality is improved to the interests of the society that using the Jakarta MRT. MRT applies the health protocol named BANGKIT (Bersih, Aman, Nyaman, Go Green, Kolaborasi, Inovasi, and Tata Kelola). The research aims to know the satisfaction level towards user society satisfaction as the passenger of Jakarta MRT who rides MRT from Lebak Bulus Station. The researcher used the quantitative method and used Simple random sampling to take the sample. To calculate data, the researcher did a correlation test, linear regression analysis, hypothesis test, and determination coefficient. The result of this research showed that the service quality: reliable responsiveness, assurance, empathy, tangibles significantly had a strong connection towards society satisfaction. The questionnaire which contained 24 questions was valid and reliable because r table value was bigger than r count value and reliable value. The value of r2 determination coefficient was 74.8%. It means service quality (Independent) gave significant effect towards variable of society satisfaction. The researcher could conclude that there was a positive effect given by service quality towards society satisfaction.

Economic Impacts of Transjakarta Operation Judging from User Perception: The Provincial Government of DKI Jakarta has used a service purchase scheme for public transport operators known as Buy The Service. In this study, an analysis of the Transjakarta passenger perception index will be carried out in terms of the economic impact of the Transjakarta operation using cross tabulation analysis and community satisfaction index. The perception of 461 Transjakarta users shows that the value of Transjakarta services is 85.69 with very good criteria which indicates that Transjakarta users feel happy seen from the economic impact with the lowest average repair value, the lowest average value, the value, the lowest average score, the lowest, 3.8 integration between transportation, and the range of Transjakarta service areas. Keywords: Transjakarta; Buy The Service; Perception Index.ABSTRAKPemerintah Provinsi DKI Jakarta telah menggunakan skema pembelian pelayanan kepada pihak operator angkutan umum yang di kenal dengan istilah Buy The Service. Pada penelitian ini, dilakukan analisis terhadap indeks persepsi penumpang Transjakarta ditinjau dari dampak ekonomi dari pengoperasian Transjakarta menggunakan analisis tabulasi silang dan indeks kepuasan masyarakat. Persepsi dari 461 pengguna Transjakarta menunjukkan bahwa nilai pelayanan Transjakarta sebesar 85,69 dengan kriteria sangat baik yang mengindikasikan bahwa pengguna Transjakarta merasa bahagia dilihat dari dampak ekonomi dengan nilai rata-rata tertinggi sebesar 3,85, Nilai terendah dan harus mendapat perhatian fokus perbaikan, yaitu integrasi antar angkutan, dan jangkauan wilayah pelayanan Transjakarta.Kata Kunci: Transjakarta; Buy The Service; Indek Persepsi

Total perjalanan di Jabodetabek sepanjang tahun 2015 tercatat 47,5 juta perjalanan/hari. Dari jumlah perjalanan tersebut sebanyak 50% perjalanan merupakan through traffic dari Bodetabek menuju Jakarta. Perjalanan di dalam Jakarta sendiri hanya 40%. Perjalanan kendaraan bermotor di Jabodetabek rata-rata didominasi oleh sepeda motor. Moda share dari total pergerakan Jabodetabek di dominasi oleh sepeda motor yakni sebesar 75%, kendaraan pribadi sebesar 23 % dan 2% oleh kendaraan angkutan umum dikutip dari Rancangan Peraturan Presiden tentang Rencana Induk Transportasi Jabodetabek (RITJ). Pengkajian ini bertujuan untuk adalah tersususnya laporan Kajian Preferensi Masyarakat dalam Menggunakan LRT Jabodebek. Pendekatan yang digunakan dalam penelitian ini adalah analisis deskriptif, yaitu mendeskripsikan preferensi calon penumpang LRT Jabodebek menurut fasilitas intermoda dan tarif. Adapun teknik pengumpulan data dilakukan dengan cara data primer diperoleh dengan cara mengadakan pengamatan dan survei langsung di lapangan (di stasiun Bekasi Timur Rencana) dan survei online melalui web surveymonkey.com, sebagai pembanding dengan data sekunder sedangkan data sekunder (spesifikasi teknis LRT) diperoleh dari SCADA. Fasilitas intermoda harus diperhatikan ketersediaan dan kehandalannya agar minat masyarakat pengguna kendaraan pribadi dapat beralih ke angkutan massal seperti LRT, Fasilitas apa saja dan bagaimana kondisi yang diharapkan perlu studi lebih komprehensif. Bila perlu pelayanan fasilitas intermoda dapat dimuat dalam SPM LRT Jabodebek. Kemampuan masyarakat terhadap biaya transportasi hanya 10% dari penghasilan maka tarif yang akan mungkin ditentukan oleh Pemerintah sebesar rp. 5.700,00 sementara perhitungan operator LRT Jabodebek sebesar rp. 20.000,00 selisih tarif rp. 14.300,00 harus dibayarkan Pemerintah. Sedangkan dengan analisis Biaya Operasional Kendaraan (BOK) yaitu dengan cara mencari komponen biaya tetap seperti bahan bakar atau pemakaian listrik dan lain-lain. Bila perlu Pemerintah dapat mengaudit Biaya Operasional Kendaraan (BOK) yang dikeluarkan oleh operator sehingga bilamana PSO diberikan tidak terlalu memberatkan keuangan negara. Kehadiran LRT di masa yang akan datang akan menumbuhkan kepercayaan masyarakat terhadap angkutan umum bila penyelenggaraan angkutan ini dikelola dengan manajemen yang baik. Dengan demikian pengguna sepeda motor dan mobil pribadi dapat berkurang seiring peningkatan pelayanan angkutan massal melalui LRT Jabodetabek.

Tujuan dibangun jalan layang non tol (JLNT) Kampung Melayu-Tanah Abang sebagai upaya untuk mengatasi permasalahan kemacetan lalu lintas terutama pada jalan eksisting di kawasan perkotaan yang memiliki lahan terbatas.JLNT ini diharapkan memberikan aksesibilitas bagi lalu lintas menerus (trough traffic) yang melintasi ruas jalan ini sehingga diharapkan akan mempersingkat waktu tempuh perjalanan dari Casablanca menuju Tanah Abang. Namun perlu dikaji bagaimana efektifitas pemanfaatan JLNT tersebut terhadap pemanfaatan serta perilaku lalu lintas setelah dibangunnya jalan laying non tol tersebut.Penelitian ini bertujuan untuk mengetahui karakteristik distribusi pergerakan arus lalu lintas kendaraan yang menggunakan jalan layang non tol dan jalan non JLNT berdasarkan penempatan on/off ramp jalan layang non tol Tanah Abang – Kampung Melayu, membandingkan perilaku arus lalu lintas dan mengetahui kinerja pelayanan operasional dari jalan layang non tol Tanah Abang – Kampung Melayu. Analisis kinerja pelayanan jalan dengan menggunakan metode Highway Capacity Manual untuk jalan bebas hambatan.Dari hasil analisis, pengaruh pembangunan jalan layang non tol terhadap perilaku lalu lintas sebelum adanya jalan layang untuk arus kendaraan dari Fly over Tebet menuju Cideng menunjukkan bahwa waktu tempuh kendaraan yang melalui jalan arteri (tidak melalui JLNT) menjadi lebih lama daripada setelah dibangunnya JLNT. Namun untuk waktu tempuh apabila melalui JLNT menghasilkan waktu tempuh yang lebih singkat di sepanjang ruas JLNT namun menghasilkan waktu tunda yang lama saat arus menuju off ramp. Kinerja ruas JLNT Kampung Melayu – Tanah Abang apabila ditinjau dari tingkat pelayanan (LOS) menunjukkan kategori A. Namun harus juga didukung oleh oleh kinerja ruas jalan eksisiting dimana terjadi penggabungan arus lalu lintas dari JLNT dan jalan non JLNT sehingga tidak menimbulkan kemacetan.Kata kunci : JLNT, kinerja pelayanan, lalu lintas menerus, kapasitas

Penelitian ini bertujuan untuk mengetahui apakah variabel Perilaku Kewirausahaan berpengaruh terhadap Kemampuan Manajerial. Penelitian ini menggunakan metode kausalitas (asosiatif) dengan teknik analisis data yang digunakan yaitu Regresi Linear Sederhana dengan uji-t. Jumlah sampel dalam penelitian ini yaitu sebanyak 82 responden dengan penentuan sampel menggunakan teknik purposive sampling. Teknik pengumpulan data dengan cara menyebar kuesioner. Hasil penelitian menunjukkan bahwa Perilaku Kewirausahaan berpengaruh positif terhadap Kemampuan Manajerial pada pedagang pakaian di pusat pasar kota Medan. Hal tersebut dapat dilihat dari hasil analisa sederhana di peroleh persamaan Y = 9,434 + 0,852X. Hasil Uji-t didapatkan t hitung (9,322) > t tabel (1,66412) dengan signifikansi 0,000 < 0,05. Dengan demikian keputusan yang diambil yaitu menerima hipotesis alternatif (Ha) dan menolak hipotesis nol (Ho). Nilai koefisisen determinasi mencapai 0,521 atau sebesar 52,1% yang berarti bahwa variabel Perilaku Kewirausahaan mempengaruhi Kemampuan Manajerial pada Pedagang Pakaian Pasar Pusat Pasar Kota Medan. Sementara sisanya sebesar 47,9% dipengaruhi oleh faktor-faktor lain diluar penelitian ini.

The growth of Jakarta's population and many of them have been moving and settled in the buffer zones of Jakarta. Its impact is on increasing the number of movement of commuters from the buffer zones to Jakarta city. Indonesian Commuter Line (KCI) is the most reliable mass transportation mode as public transportation from the buffer zones of Jakarta such as Bodetabek (Bogor, Depok, Tangerang and Bekasi) to Jakarta. The annual growth in the number of passengers and the limited infrastructure of commuter line can impact on decreasing the quality of operational services, both in terms of the train's punctuality and travel time as the dominant variable in determining the quality operational services. Therefore it’s necessary to evaluate whether the annual growth in the number of passengers can has the impact on decreasing the quality of operational services of commuter line. This research is focused on the Parungpanjang–Tanah Abang route using descriptive and quantitative methods. The result of this research shows that the reliability level of the the quality of the operational services of Commuter Line during peak hours is still below the tolerance limit or relatively good.

Public transport is an important means of development for life. The importance of transportation is reflected in the increasing need for transportation services for human mobility and goods as a result of the increasing population growth and the development of settlements in big cities. One type of transportation that can be used as an alternative to overcome the problems of public transportation needs above is the train. Trains that are a means of transportation with many advantages such as low pollution, free of traffic, bulk, cheaper cost, and also save time.With the various advantages possessed by the train above, is expected to be a consideration in order to become an increasingly complex solution of transportation problems in urban areas.

In reality, consumer as users and passenger’s public transportation (Angkot) have not received legal protection and maximum service that should be given regarding the application of minimum service standards. Besides, there are still problems related to public transportation service sector in the form of the decision of public transportation tariff that has not been matched by the availability of public transportation, the proper of public transportation and consumer safety from crime over public transportation. The result of this study explains that public transportation (Angkot) still has many weaknesses especially related to the implementation of minimum service standards.Keywords: Public Transportation, Angkot, Consumer Protection. Abstrak:Konsumen sebagai pengguna jasa maupun penumpang angkutan umum jenis angkot pada realitasnya belum mendapat perlindungan hukum dan pelayanan maksimal yang seharusnya diberikan berupa penerapan standar pelayanan minimal. Disamping masih adanya persoalan mengenai sektor pelayanan angkutan umum berupa: penetapan tarif angkutan umum yang belum atau tidak diimbangi dengan ketersediaan jumlah angkutan umum; kelaikan kendaraan angkutan umum; dan keamanan konsumen dari kejahatan di atas kendaraan angkutan umum. Hasil penelitian ini menjelaskan bahwa selama ini pelayanan angkutan umum jenis angkot ini masih memiliki banyak kekurangan terutama menyangkut penerapan standar pelayanan minimal.Kata Kunci: Angkutan Umum, Jenis Angkot, Perlindungan Konsumen.

The realization of public transportation in cities in Indonesia has some obstacles. The problems cover services because of high operational cost, the decrease of passengers, and the safety in public transportation. The weakness of public transportation also grows the informal sectors in this sector. The comparative analysis regarding public transportation between Yogyakarta and Bandung including net way, vehicles, head way, load factor, the quality and the obstacle. Hence, to build cities public transportation either in short, middle and long term. Theses terms cover the sustainability, buy service system, and massive public transportation system.
