Belt and Road in Ethiopia and China’s African Ambition

Abstract

China–Ethiopia economic cooperation in the period of 2000–2020 is marked by the convergence between the industrial policy of Ethiopia, the orientations of the Forum on China–Africa Cooperation (FOCAC), and the infrastructure development strategy which is the cornerstone of China’s Belt and Road Initiative (BRI). China, the largest foreign investor in Ethiopia during this period, has had a major role in terms of investment and financing in the energy sector and the transportation infrastructure: Addis Ababa Airport, roads, railway, seaport terminal, and gas pipeline. The flagship project — the Addis Ababa–Djibouti Railway — connecting Addis Ababa to Djibouti City and Djibouti’s Doraleh Container Terminal, inaugurated in 2018, provided landlocked Ethiopia with a good connection between the hinterland and the seaport: the economic corridor accounts for more than 95% of Ethiopia’s foreign trade. The development of Ethiopian Industrial Parks on the model of Chinese Special Economic Zones (SEZs) was the second pillar of the strategy of development of an export-oriented manufacturing sector. Chinese companies operating in Ethiopian Industrial Parks in the textile and leather industries have been pioneering this activity contributing to Ethiopia’s participation in the Global Value Chains (GVCs). Ethiopian government is also planning the development of agro-industrial parks specialized in added-value agricultural products such as coffee or cut flowers exported to Europe via Addis Ababa Airport and Ethiopian Airlines Cargo. Ethiopia’s main challenges in that direction are the necessity to go up the value chain to further penetrate European markets and, most likely, to identify the products or services which could be integrated into the African markets in the new context of the African Continental Free Trade Area (AfCFTA) agreement that entered into force in January 2021.

The purpose of this research is to assess the economic growth and sustainable development of Ethiopia. To what extent does the Chinese investment contribute to the overall economic development of Ethiopia after the Belt Road Initiative (BRI)? What are the main focus areas for development in the region and how does the BRI initiative connect people in the country? This research examines the development process through the use of a case study and discursive analysis to know the result of the investigation. The study is deeply elaborated and the technique adds analytical and qualitative methods. Furthermore, this research attempts to highlight the key approaches and concepts of Chinese engagement in Ethiopia as it attains development in several sectors through the BRI.

Standard trade theory suggests that the profile of exporting firms is characterized by large firms which dominate domestic productivity distribution. Large manufacturing multinationals have increased their productivity by participating, creating and shaping global production networks. In recent decades, trade flows have become increasingly dominated by trade-in-tasks within global production networks. Given the importance of pro-competitive effects in establishing the gains from trade following trade liberalizations, it is important to look at the link between participation in global value chains and a firm’s competitiveness. The paper does so by using the International Trade Centre’s competitiveness index, for small, medium-sized and large firms, coupled with global value chain participation measures extracted from multi-regional input-output tables, and together forming a panel dataset at country and firm category level. The main finding establishes that the gains from integration into value chains are greater for small firms than for large firms. In particular, at the sample median, an increase of participation by 2.5% reduces the competitiveness gap between small and large firms by 1.25%. In addition, the analysis suggests that it is the use of foreign inputs that drives the result. In contrast, the domestic value in intermediate goods matters only in cases where value chains respond to domestic demand needs. The identification strategy relies on a fractional probit model allowing for unobserved effects, and a causal framework using the depth of trade agreements as instrument, in order to mitigate potential reverse causality.

Acknowledging a growing new concern about China across the Global North in general, and in the U.S. in particular, in the context of China-Africa relations, the article examines Ethiopia as a case study to understand the multi-faceted relationship. Based on field research in 2018-20, together with local media reports, it looks at some of the recent large-scale infrastructure projects in Ethiopia built by Chinese companies, in particular the Light Railway in Addis Ababa and the Ethiopia-Djibouti Railway. These will be analyzed in the context of the Belt and Road Initiative (BRI) of China. Although the expansion of badly needed modern infrastructure, and thus enhanced connectivity, is welcomed by society at large, the following research questions are raised: (1) How difficult will the repayment of loans be for Ethiopia? (2) Is China offering a worse scenario than the Western practice? At the same time, what is the alternative to these Chinese loans for African governments at present? (3) What are the costs and benefits for both sides? In the process of measurable growing indebtedness-this time to China-the article will shed light on some new dependencies in the making.

This article examines the implications of the Chinese-led Belt and Road Initiative (BRI) for Africa’s connectivity. The BRI seeks to rebuild the ancient Silk Road trade route with the overall goal of opening global markets, thus creating a trade and investment network involving three continents: Africa, Asia, and Europe. Using secondary data, this article assesses the opportunities and potential challenges of the BRI for Africa with a special focus on various BRI national projects. It concludes that China’s involvement in infrastructure projects in Africa and the BRI’s vision for increased connectivity among beneficiary countries can lead to integrated and streamlined economic and infrastructure development in Africa, while improving China’s corporate and product image, generating mutual benefits to both China and Africa. This article also argues that for those BRI-based benefits to materialize, certain challenges need to be dealt with, particularly security risks and corruption, which could increase the long-term costs of infrastructure projects for countries involved.

Very good political and economic relations between Djibouti and Ethiopia can be treated as an exceptional case in such a conflict-ridden region as the Horn of Africa. Ethio-Djiboutian cooperation owes its ‘renaissance’ mostly to the conse-quences of the Eritrean -Ethiopian War (1998 -2000) that left Ethiopia without direct access to a sea basin. Today, almost 90 per cent of Ethiopia’s imports arrive via the port of Djibouti, while Ethiopia receives 95 per cent of the Djiboutian regional exports. One of the major infrastructure projects that should even en-hance this interstate cooperation is the renovation of the Addis Ababa-Djibouti railway network. On the international level both countries are committed to the question of security, peace, and stability in the Horn of Africa (e.g. they are engaged in Somali and South Sudanese peace processes). The aim of the article is to analyze this specific personification of interstate cooperation, taking into account the conceptual framework imposed by the definition of ‘interstate cooperation’ proposed by Robert Keohane back in the 1980s. Moreover, the author attempts to look into the reasons behind the development of such good relations, seeking an answer to the question whether or not they are really mutually beneficial.

Industrial policy is back on the African policy agenda, with a number of countries following new strategies for rapid industrialization. None have done so more eagerly than Ethiopia. The present paper draws on Justin Yifu Lin’s framework of New Structural Economics to assess Ethiopia’s industrial policies and engagement in the leather industry. Making use of two rounds of semi-structured interviews (2012 and 2015) with all of the foreign firms and more than a dozen local firms in the leather sector, as well as other key stakeholders, it examines seven steps the government took to build the industrial policy: Create a high-level focus on the sector; make strategic use of international development partners; attract a “lead goose” (Chinese) in the footwear sector; build government capacity to support the sector; strengthen business associations; “shock-to-shape” upgrading; improve input supply. Ultimately, while government interventions have led to improvements across several steps of the value chain, the paper identifies a number of factors that have prevented the country from fully realizing a latent comparative advantage in the leather sector.

This article examines whether low‐income countries can still benefit from participating in manufacturing global value chains (GVCs) in terms of broader industrial development in a global context of greater competition and higher requirements. It contends that developing internationally competitive local firms and domestic linkages, in addition to upgrading, is crucial for participation in GVCs to drive industrialization. The study focuses on Ethiopia's recent experience with developing an apparel export industry through strategic industrial policy. Based on original empirical data collected through firm‐level surveys and interviews with government officials, industry experts and buyers, the article analyses the upgrading and localization trajectories of foreign and local apparel‐exporting firms. It argues that value‐capture benefits in assembly positions in apparel GVCs have become more difficult. The potential for localization benefits depends on the type of global buyers and foreign producers and their levels of embeddedness, but whether this potential is realized also depends on local firm characteristics and related industrial policy. Ethiopia's industrial policy has been relatively successful regarding national economy linkages, but less successful in developing competitive local export firms due to a weak local manufacturing tradition combined with a global context that has led to a supplier squeeze.
