As research subjects, refugees have numerous potential vulnerabilities. This study aimed to examine the ethics- and trauma-informed challenges of implementing a mental health research protocol with Syrian refugees living in Portugal. Guided by the integrated meaning-making model, the research project “Journeys in Meaning” employed a mixed-methods cross-sectional design to explore posttraumatic cognitive processing in refugees using two phases of data collection: two focus groups (Phase 1) to test the protocol and 39 in-depth individual interviews (Phase 2) to implement the protocol. Results examine the strategies used to address the following: methodological challenges related to protocol design, participant recruitment, and language; ethics- and trauma-informed challenges aimed at minimizing harm and maximizing benefit to participants that followed social justice principles; and perceived compassion fatigue on the part of the researcher following repeated empathetic exposure to traumatic content. Findings suggest the need for adaptive approaches to research with refugee populations that challenge strict compliance with the traditional principles of “do no harm” and researcher neutrality, and that accommodate individual and community complexities.

This research seeks to explore how mobility interacts with identity (re)configuration processes. We take a comprehensive look at the impact of mobility on refugees’ adaptation of their own social identity in diasporas. To build our analytical standpoint, we will discuss theories of mobilities and identity studies and explore points of intersection between relational approaches to collective identities, theories of co-constitution of social formations, and mobile subjectivities and narratives about diasporans’ experiences, refugee hosting, and conditions for identity (re)configuration. Next, we apply our analytical perspective to a selection of existing empirical research on refugees in Portugal. We were able to identify some clues that indicate the relevance of our approach and suggest two lines for further empirical research in the Portuguese context.

The sudden mass influx of asylum seekers in Europe in 2015 placed major stresses on refugee reception systems and challenged central–local migration policymaking. This article explores how this crisis affected policymaking and implementation of refugee settlement in the case of Norway. We show that the local level kept its autonomy in matters of refugee settlement, despite the crisis context. Upkeep of local autonomy enabled municipalities to change their policy, willingness, and ability to settle the increasing numbers of refugees by enhancing municipal incremental problem-solving capacities. A major finding is that the crisis provided motivation for local politicians and employees alike. Solidarity arguments combined with self-interest motivated the shift in municipal policy. This case adds to our knowledge of the importance of the local dimension of migration policymaking in crisis contexts. Political decisions and the implementation of refugee settlement remained decentralized, exemplifying the potential of decentralized welfare states.

This article examines the development of the legislation on asylum law and refugee policies in Portugal. The assessment begins in 1975, the year when democracy was re-established in the country, following the 1974 Carnation Revolution, and ends in 2015, the year the European asylum crisis started. We want to discuss whether, during this period, the policies established indicate an open regime, with an inte-grationist perspective, or whether they proclaim a closed regime with an exclusivist position; in other words, whether the asylum system promoted an active policy of receiving and integrating refugees, or whether the policies pursued intended to limit the access of refugees to the borders of the state. In order to understand these developments, we analyze asylum application figures and asylum laws, trying to understand the main circumstantial contexts that influence them, namely Portugal's integration in the European Union.

The final chapter of this book concludes by reflecting on the various ways in which new civic actors and practices invite us to rethink protection. The second point may be labelled rethinking humanitarianism and solidarity. The intensive involvement of a range of new actors, including people with activist background and political biographies, in providing support of a humanitarian nature to refugees has important implications both for the humanitarian field, which boundaries are being contested and redrawn, and for pro-refugee activism which is being reshaped through its involvement in practices traditionally looked down upon. Finally, the conclusion would like to offer further reflection on a theme that traverses most, if not all, chapters of this volume, namely the relation between volunteer work, politics and state responsibility.

Este artigo é resultado do envolvimento dos autores num exercício avaliativo de uma política pública no domínio da integração de populações imigrantes – o Programa Português Para Todos, patrocinado pelo Alto Comissariado para as Migrações – e tem como objetivo identificar e problematizar a relação entre as diferentes entidades no terreno e a perceção destas sobre a realidade do programa, bem como o seu impacto nas dinâmicas de incorporação das populações imigrantes na sociedade portuguesa. É sabido que as dimensões do trabalho, da habitação, da saúde, bem como do acesso à nacionalidade e à participação cívica são, historicamente, áreas privilegiadas de investigação e problematização no domínio dos Estudos das Migrações. Dentro dessas dimensões, a questão da língua é regularmente apresentada como central para o processo de incorporação, mas não tão frequentemente tratada analiticamente enquanto tal. Procurando ir ao encontro dessa necessidade, este artigo visa demonstrar a importância da aprendizagem da língua do país de acolhimento para a efetiva integração de populações estrangeiras residentes em Portugal, tendo como exemplo a avaliação de um programa específico desenhado para o efeito.

A política de integração dos imigrantes tem como objetivo promover a coesão social, assegurando que todos os residentes num território benefciam de idênticas oportunidades e condições de vida. A aprovação de planos locais de integração é uma mais-valia para esse processo, porque eles são construídos por quem tem um conhecimento de maior proximidade dos residentes e sabe quais as suas necessidades específcas. Em matéria de participação cívica e política, a informação estatística disponível e os diagnósticos efetuados pelos municípios mostram-nos um quadro geral caracterizado por uma reduzida taxa de recenseamento eleitoral entre os estrangeiros e um baixo envolvimento cívico e político. Para além das medidas que os municípios se propõem desenvolver, é necessário procurar formas alternativas de participação política que assegurem um maior envolvimento de todos nos assuntos locais.

This book addresses the challenges that the current migration and refugee crisis poses to the traditional integration mechanisms and processes employed by European countries. These challenges arise from the unprecedented number of migrants and refugees that have recently entered Europe; the mostly unregulated and uncontrolled nature of this new immigration; the burden that this puts on those European countries that have previously had very little experience with immigration and integration; the desire of immigrants and refugees to settle in specific countries; the security concerns that have arisen in the aftermath of terrorist attacks. The book explores the medium and long-term impact of these and other challenges on the debate and measurement of the success of immigrant integration. It covers four aspects of integration: (I) citizenship and legal statuses, (II) education, (III) labor market integration, (IV) cultural integration.

This issue examines politics and practices that challenge the European border regime by contesting and negotiating asylum laws and regulations, practices of separation in refugee camps and accommodation centers, as much as political acts by undocumented migrants and activists seeking alternative ways of cohabitation. The different contributions all highlight the role of civil society initiatives during the migration movements in 2015 and 2016 in Europe by discussing critical perspectives on the European border regime and by looking at migration as a contesting political force. Topics related to mobilization and the appropriation of public spaces to actively declare one’s solidarity, political activism to contest borders and boundary-making approaches (no border movements) and the engagement into voluntary work are critically reflected.

Nomear, nas suas várias aceções, implica designar pelo nome mas igualmente instituir, colocando alguém em determinada condição que se reconhece como sua. A capacidade de nomear e o poder de instituir uma condição são dimensões que não podem ser ignoradas numa política europeia de refugiados que tenha por base valores humanitários. Este é o desafio que se coloca à União Europeia e aos seus Estados, signatários da maior parte dos instrumentos internacionais de salvaguarda dos Direitos Humanos: nomear as pessoas atualmente em fuga. A rejeição e a recusa da qualidade de refugiados a todos aqueles que, efetivamente, precisam de asilo é equivalente à perseguição e aos acontecimentos que motivaram a sua fuga. This book establishes asylum seekers as a socially excluded group, investigating the policy of dispersing asylum seekers across the UK and providing an overview of historic and contemporary dispersal systems. It is the first book to seek to understand how asylum seekers experience the dispersal system and the impact this has on their lives. The author argues that deterrent asylum policies increase the sense of liminality experienced by individuals, challenges assumptions that asylum seekers should be socially excluded until receipt of refugee status and illustrates how they create their own sense of 'belonging' in the absence of official recognition. Academics, students, policy-makers and practitioners would all benefit from reading this book.
