Neoliberalism provides a compelling explanation for how city governments satisfy private capital interests by slashing social welfare spending and criminalizing the racialized poverty it unleashes. However, neoliberalism cannot account for why the politics of law and order also often find support from within overpoliced communities. This article claims that underlying broken windows policing is a neoconservative theory of democracy aimed not so much at directly reducing crime or enforcing disorder but at empowering organic community authorities. Specifically, I show how neoconservatives developed this theory of democracy in response to the urban crisis, which they argued was a crisis of authority and not of material deprivation, as welfare liberals believed. This article thus suggests that we understand the project of neoconservatism as aimed at making modern conservatism appealing within an increasingly diverse democracy by cultivating (authoritarian) political attachments between traditional authorities in the community and the police.

Gay bars have operated as the most visible institutions of the LGBTQ+ community in the United States for the better part of a century, from before gay liberation until after their assumed obsolescence. In The Bars Are Ours Lucas Hilderbrand offers a panoramic history of gay bars, showing how they served as the medium for queer communities, politics, and cultures. Hilderbrand cruises from leather in Chicago and drag in Kansas City to activism against gentrification in Boston and racial discrimination in Atlanta; from New York City's bathhouses, sex clubs, and discos and Houston's legendary bar Mary's to the alternative scenes that reimagined queer nightlife in San Francisco and Latinx venues in Los Angeles. The Bars Are Ours explores these local sites (with additional stops in Denver, Detroit, Seattle, Philadelphia, Minneapolis, and Orlando as well as Wisconsin, Pennsylvania, and Texas) to demonstrate the intoxicating---even world-making---roles that bars have played in queer public life across the country.

“Neighborhood” is routinely used when referring to the history of residential areas in North American cities. In fact, it is unclear whether this has always been the preferred term, and how its meaning has changed. A survey of the English- and French-Canadian experience, including a case study of Toronto using digital newspaper files, indicates that in the early twentieth century other terms were common. “Neighborhood” referred primarily to poorer, immigrant districts. Especially since the 1960s, it has been much more commonly used and in a general sense. In that regard, its evolving meaning has converged with the francophone usage of quartier. It is only recently that local associations have dropped “ratepayer” from their names in favor of “residents” or, to a lesser extent, “neighborhood.” This now disguises the fact that such associations are dominated by property owners. Getting the language right is important for a clear-eyed understanding of both the past and the present.

Court-ordered desegregation of the Boston Public Schools in the 1970s has often been cast as an example of federal overreach that inflicted a disruptive “forced busing” plan on the city, generating only racial conflict and trauma while failing to ensure educational equality. Yet by encouraging citizen participation in developing and implementing plans for eliminating racism from the school system, the court order opened space for parents and community members to get involved in the public schools on an unprecedented scale. While some white Bostonians responded to desegregation with racist violence, others took advantage of the opportunities provided by the court order to press their vision for a more inclusive school system that would prepare children to live in an interracial democracy. Their efforts came up against an entrenched, self-interested bureaucracy that had no interest in sharing power or significantly reallocating educational resources. The struggles over education reform that played out in the offices of school administrators reveal the diverse interests and motivations that undermined school desegregation in Boston and allowed inequities to persist.

In the late 1960s and 1970s, New York City experienced escalating crime alongside residents’ growing frustration with the inability of municipal officials and the police to curtail it. These forces led a range of New Yorkers, from those in low-income neighborhoods to those in business districts, to sidestep the police and reimagine their responses to crime. Increasingly, everyday residents formed neighborhood patrols and hired guards, while businesses and institutions employed private security forces. These developments forged a new role for private actors in the patrolling of city streets. Over time, as resident patrols waned and as security guards proliferated, the private sector gained significant new capacities to surveil and police public space. Additionally, by formalizing a cooperative relationship with private security forces, the New York police and municipal authorities captured these private resources for the expansion of the carceral state.
