Abstract
Nowadays, cities are a source of benefits and problems related to social, economic and environmental aspects.
There is no doubt that the benefits of urbanization are drawing more and more people to live in urban centers.
However, such a situation favors the creation of many threats to various socio-economic spheres. Smart cities and
advanced information and communication technologies are now becoming the research area of many scientists.
Attempts to define and characterize the Smart City concept show how many disciplines are interested in addressing
this topic. However, research on Smart City and its components lacks a clear definition of the directions of
scientific research supported by practical ICT solutions, taking into account the correlation of scientific research in
the field of Smart City. To this end, the authors carried out a detailed structured review of scientific articles to
provide a synthetic insight into the characteristics of current smart city research. The article presents a bibliometric
analysis showing the correlations of the studied phenomena in economic practice. The presentation of the author's
visualization of the use of ICT in the Smart City concept based on a review of scientific articles with the use of an
advanced analysis of the interdependence of identified research areas in the field of Smart City, will allow to
determine the relationship between the variables and their directions and scenarios for future research. The authors
also made a schematic classification of the areas of the analyzed systematic units - taxa (keywords and areas of
coexistence). The VOS Viewer and CitNet Explorer software used enriched the bibliometric analysis by showing
the degree of correlation of the studied areas by means of visualization of network connection maps.

Introduction
The ongoing process of globalization and the transformation of cities into the new Smart City concept implies an
increase in the efficiency and quality of services provided by governments and enterprises, which results in a
measurable rate of growth in the quality of life of residents. This process requires scientists to use a range of
activities and tools that include collecting data, processing and using
a range of information to disseminate it to citizens.
The growing spread of information and communication technologies (ICT) in many areas has resulted in an
increased increase in research results and the interest of various communities in the Smart City concept.
The article presents a bibliometric analysis of the Smart City concept based on information and communication
technologies on the grounds of the analysis of research documents indexed by the Scopus and Web of Science

platforms published in 2008-2020. The study analyzes various bibliometric patterns: publication, citation and
occurrence of keywords, and visualizes the basic bibliometric aspects of research conducted in this field.
Despite many scientific studies on the Smart City area, most of them focus only on presenting
a certain perspective and description of phenomena. General bibliometric analysis enriched with research
visualization is still rare. The author's visualization of collected data presented in this article shows areas related to
current scientific research in the field of smart city, which may help future researchers and practitioners to define
new frameworks and assumptions for the evolution of Smart City concepts.
The aim of the article is to present the author's visualization of the use of ICT in the Smart City concept based on a
review of scientific articles using an advanced analysis of the interdependence of identified research areas in the
field of Smart City. The analysis will allow to determine the strength of the correlation between the variables and
their directions and scenarios for future research.
Problem Description
The basic factor for the development of the Smart City concept is the permanent increase in the importance of the
ICT information and communication infrastructure in all urbanization processes of cities (Lombardi et al. 2012, pp.
137-149). Information and communication technologies play a key role in the development of an agglomeration, at
the same time determining the increase in the importance of social capital, ecology and progress in the area of
education of city dwellers (Komninos 2019; Caragliu 2019; Romanelli 2020).
This constantly developing area of research on modern ICT solutions contributes to the growing interest in it both in
literature and in business practice. In the scientific literature, you can find many definitions of the concept of smart
city, as well as many characteristics that describe this phenomenon (Komninos 2002; Mayring 2003, Yap et al.
2010; Dawe et al. 2016; Peprah et al. 2019; Dinh et al. 2020). Summarizing the considerations covering most of the
approaches, it can be assumed that smart cities mean integrating, through ICT solutions, such areas of city
functioning as: economy, environment and infrastructure.
According to Zanella (Zanella et al, 2014) can be said that it is "effective use of public resources, improving the
quality of services offered to citizens, while reducing operational costs of administration, achieved through the
deployment of the urban Internet of Things, i.e. Communication infrastructure that provides unified, simple and
cost-effective access to a large number of public services, thereby triggering potential synergies and increasing
transparency for citizens." Yigitcanlar (Yigitcanlar et al, 2019) indicate that smart city: improving economic and
administrative decision making through technological innovation; improving social inclusion in the development
and adaptation of the emerging technologies; raising the profile of high-tech industries in contributing to the
economic growth; effective embedding of technology in wider physical and social systems the smart city model has
been promoted as an ample instrument to manage aforementioned urban and environment al challenges.
The evolution of the definition of Smart City over the years has led to the emergence of new areas of this concept.
From the four areas described by Komninos (Komninos 2002; Sharifi 2020), another two were created, described by
Novotný, Kuchta, Kadlec (Novotný et al, 2014). It can therefore be seen that cities develop extensively. Scaling
basic services to meet increasing demand and is
a challenge for cities. A smart city that combines its physical infrastructure, social system and economic framework
with information systems (ICT) to increase the overall efficiency of operations can be seen as a single approach.
Increasing operational efficiency can be achieved by making better operational choices, combining good
management analyzes through continuous modeling of phenomena and processes.
The current lack of a scientific approach to the development and transformation of the new Smart City concept
(taking into account the current economic condition of cities) contributes to stagnation in the area of development of
new innovations improving the quality of life of city residents. The model of the Smart City concept, updated and
enriched with a review of new ICT tools, would enable research cooperation between countries (regions),
organizations and authors based on a series of collaborative analyzes. Synthetically collected data, such as the
number of research centers dealing with a selected topic, the country in which the research is conducted, or the
number of publications from given research centers, will contribute to the expansion of groundbreaking information
for researchers and practitioners from research communities related to smart cities.

Methodology
In order to achieve new research goals and the presented assumptions, a detailed identification of the main trends in
the scientific literature characterizing the use of ICT tools in research on the Smart City concept was made on the
basis of bibliometric analysis of articles published on the web using the Scopus and Web of Science databases. The
research period is set for the years 2008-2020. The authors used VOSviewer and CitNetExplorer software to
perform bibliometric analysis and then to visualize research trends regarding the current level of use of ICT tools in
order to further develop the Smart City concept.
The result of extensive analysis of scientific articles is the development of the existing theory and the resulting new
view, becoming the beginning of a new, current method of managing innovative cities.
Literature review is a widely used and accepted approach to research as well as a necessary step towards structuring
the research area and an integral part of any research conducted (Mentzer
& Kahn, 1995; Easterby-Smith et al. 2002), both quantified in terms of management and logistics. Taking into
account the considerations of J. Meredith (Meredith 1993), it should be emphasized that there are seven types of
conceptual methods that are grouped into three categories: conceptual models (consisting of: conceptual description,
taxonomy and typology, philosophical conceptualization); conceptual framework (conceptual induction, conceptual
deduction, conceptual system) and theories (meta-frames).
State of the Art
A detailed analysis of the scientific literature allows to observe the multifaceted development of smart cities, the
functioning of which is based on sustainable development with the use of ICT. The Smart City concept is defined
as: smart cities, cities based on innovative knowledge, Smart City and City Logistics or a digital city or a cognitive
city (Peprah et al. 2019). The interest of scientists representing various fields of knowledge and science shows that it
is difficult to identify and adopt
a clear and universal definition of a smart city. Smart city practitioners and researchers approach the concept
differently due to their main orientation and research lines, e.g. technology, economy, society, environment and
management (Yigitcanlar 2017; Lom 2020).
The Smart City concept is an innovative idea whose goal is to manage the city as and its resources in an ecological,
modern, economical and effective manner. Contemporary urban areas are constantly developing their own
innovative technologies, primarily information and communication technologies (Kumar et al. 2020). These changes
are aimed at improving the functionality of cities together with the improvement of all intra-structural processes. To
exploit their potential, it is necessary to symbiate modern technical solutions with the existing and modernized
infrastructure. Thanks to that every city that is "smart" will be a progressive place that cares for improving the
comfort of life of its residents without degrading the natural environment.
The authors, taking into account the evolutionary nature of smart city levels in the concept, proposed new stages of
advancement, taking into account the current level of urbanization of cities, as shown in Figure 1.

The evolutionary nature of the Smart City concept proves that cities are constantly evolving and expanding the
scope of their operation. Globalization processes and highly developed urbanization require scientists and
practitioners in this area to make constant measurements, research and analyzes in order to model the city system in
the most accurate way, increasing the quality of life of the inhabitants.
