The work substantiates the importance of increasing the level of scientific and technological security both in regions separately and in the state as a whole. The author assessed the innovative "involvement" of the Kaliningrad region according to a specific system of indicators. The article analyzes the seven leading OECD countries in research and ranking these developed countries according to the most significant indicators. In order to increase national security and strengthen the policy of supporting science and technology, a set of specific strategic actions is proposed. The findings and suggestions can be used to further study the problems of ensuring the scientific and technical security of Russian territories.
