Expanding e-government adoption in an emerging market economy: An exploratory segmentation based on socio-demographic and behavioral variables

Abstract

This exploratory study builds on previous research in the area of e-government implementation within the context of the emerging market economy of Lebanon. Because of ongoing advances in e-government, many governments intend to serve all citizens, including the marginalised, with available and efficient electronic services. Design of these e-services requires objective consumer segment adapted variables in order to facilitate targeted education on the personal and public value of e-government. This study contributes analysis toward the selection of socio-demographic and behavioural variables to identify segment clusters of e-service consumers. The results suggest targeted public consumer segmentation in order to better serve marginalised populations in emerging market economies. The study is based on an online survey of 262 Lebanese citizens. The hierarchical segmentation analysis revealed three distinct segments with key characteristics to improve access to e-services.

Using web-based technologies in various HR procedures is the concept of Electronic Human Resource Management or E-HRM. It makes a big difference to the efficiency of the business by providing several options for getting things done quickly. Nevertheless, there has been scant investigation into this field, and its maximum potential remains untapped, despite its meteoric rise. The present research also suggests adding the Technology Acceptance Model (TAM) to the E-HRM continuity model to find out what factors affect workers' behavioral intention to use E-HRM systems, and how awareness plays a role in this. In order to help advance E-HRM as a field, this study aims to expand the theoretical bounds of existing research. 400 prospective employees were scouted from Jordanian five-star hotels as part of the convenience sampling procedure used to get the data. Starting in January 2022, the data was collected over one month. We used a Structural Equation Model (SEM) with Smart PLS on the dataset to evaluate our hypothesis. The study found that behavioral intention to use E-HRM is significantly influenced by perceived usefulness, perceived ease of use, trust, and subjective norms. The results only backed up two of the four hypotheses on the moderator effect. Hotel workers will be better able to handle high levels of stress and conduct their jobs more efficiently if the industry adopts E-HRM technology.

The purpose of the study is to examine the digitisation of the state system involving local executive bodies to identify effective strategies for engaging citizens in territorial development decision-making. The following methods were applied in the study: hermeneutic, statistical, structural-functional, and comparative methods. During the study, the main problems associated with the implementation of digital technologies in the territorial development system involving the country's citizens were examined, such as technological barriers, issues of confidentiality and data security, and uneven distribution of resources. This allowed formulating recommendations for problem resolution, namely, ensuring access to education, developing digital literacy among the population, devising effective measures to protect data, and guaranteeing the confidentiality of personal information. The paper also explores the prospects and threats to the economies of regions in the process of transitioning to a digital economy. Special attention is given to studying the indicators of the current state of digitisation in Kazakhstan, considering data from annual international ratings. The obtained research results can be used in the development and implementation of digital technologies in the territory management system at the international-regional level for the benefit of citizens.
