Abstract and Figures

The purpose of this paper is to discuss the central role of knowledge transfer for high reliability organisations (HROs) and to present new empirically based findings in this context. An explorative approach is used to investigate how HROs deal with the transfer of operational knowledge. Twenty-eight expert interviews with members of five different HROs were conducted and analysed by means of a qualitative data analysis. The conceptual framework presents intraorganisational knowledge transfer in a cyclical way, defining operational knowledge as particularly relevant for HROs. Four influencing factors are highlighted in this context. Informal forms of knowledge transfer turn out to be particularly relevant for HROs, despite their hierarchical structures. Although previous contributions investigate the management of knowledge and its transfer in a broad sense, this paper specifically addresses HROs as a research subject, analysing the transfer of operationally relevant knowledge in several HROs on an empirically substantiated basis.

Abstract

1 Introduction
An adequate handling of knowledge as an important resource is essential for the
development of an organisation. This has been subject to intensive discussions for
some time now (Reagans etal. 2016; Szulanski etal. 2016; Wathne etal. 1996). In
this context, the main question is to what extent knowledge is to be understood as a
production factor and how it relates to the classical production factors labour, land

There is a gap between policy-makers and technology development. This gap leads to risks concerning nontechnical system properties and ineffective interactions between technical and social components. The study investigates co-creation between government, industry, and academia and how nontechnical system properties and interactions between technical and social components are considered in the early phase design of systems for security and defense. Co-creation is here understood as a specific form of research collaboration facilitating results that would not have been possible without a joint approach between policy-makers and technology development. Throughout the analysis, an example of AI and air defense is used as a case to exemplify the challenges and solutions discussed. The study analyses how higher education institutions can create an arena for relevance, rigor and design joining the hard perspectives of the industry with the soft perspectives of policy, social and critical sciences. The study identifies that involved parties must acknowledge the need for a pragmatic relationship to traditional scientific traditions to capture the multitude of perspectives present. It is identified that the proposed co-creation can contribute to articulating societal challenges, conflicting values, and alternative design principles into the solution at early concept design phases. Co-creation could also be an arena for joint development of the more specific design approaches needed for later design steps. However, this contribution depends on an openness to the challenges and knowledge gaps and that higher education institutions maintain their autonomy.

Expatriates acquire highly valuable knowledge during their international assignments, but knowledge transfer upon their return to the domestic organization often fails. Since the first empirical study in 2000, scholars have advanced the competency-based view of repatriation by developing conceptual models of repatriate knowledge transfer and examining the antecedents of successful transfer attempts. However, much empirical research still remains to be done. In order to guide future empirical research, I present the results of a systematic review of the literature on repatriate knowledge transfer between 2000 and 2015. The extant research results are synthesized into a multilevel framework that consists of factors on the individual, dyadic, and organizational level that influence repatriate knowledge transfer success. In addition, I identify theoretical and methodological shortcomings of the literature, and discuss avenues for future research as well as implications for practitioners.

Research has reported at length on how interorganizational networks can be effectively governed in public service delivery. In contrast, the way such networks specifically organize for reliability is strikingly absent from the literature. We substantiate the idea of High-Reliability Networks (or HRNs) by drawing from the literature on network governance and exploring networked emergency management in a large German city. Herein, we analyze an unprecedented dataset on a network’s development, covering two years of interviews and direct observations. The paper offers three contributions: first, we theorize ‘high reliability’ at the network level and thereby extend the discussion on the governance and effectiveness of interorganizational networks. Second, we show that network governance in HRNs is of a hybrid nature and oscillates between assertive and supportive modes of governance, thereby contributing to a dynamic perspective on the governance of networks. Third, the paper demonstrates how HRNs develop a capacity to prepare better for the unexpected by managing latent ties.

Purpose While intended as a bridge between the concepts of learning organization and organizational learning, current conceptualizations of organizational learning capability still predominantly lean toward the learning organization side, specifically directed at profit firms. The purpose of this paper is to propose a four-dimensional model of organization learning capability that leans more toward the organizational learning side, specifically directed at nonprofit and government organizations in general, and army organizations in particular. This model is applied to the British Army in the Second World War. Design/methodology/approach The paper entails a secondary analysis of historical and military sources and data. Findings It is found that the British Army possessed only a moderate learning capability, which can be plausibly, but not exclusively, related to differences in battlefield performance between the British and the German Army in the Second World War. Research limitations/implications The research scope of the paper is limited to the analysis of one particular army in the Second World War. Implications for theory reside in the importance of organizational learning capability and its dimensions to the effectiveness of “lessons learned” processes inside organizations. Practical implications The paper has clear practical implications for armies and organizations that resemble armies in one or more aspects, like prisons, correctional facilities, police forces, hospitals, mental institutions and fire departments. Originality/value The paper ranks among the first organizational papers to analyze army operations and functioning from the perspective of organizational learning capability.

Purpose Enterprise social media platforms provide new ways of sharing knowledge and communicating within organizations to benefit from the social capital and valuable knowledge that employees have. Drawing on social dilemma and self-determination theory, the purpose of this paper is to understand what factors drive employees’ participation and what factors hamper their participation in enterprise social media. Design/methodology/approach Based on a literature review, a unified research model is derived integrating demographic, individual, organizational and technological factors that influence the motivation of employees to share knowledge. The model is tested using statistical methods on a sample of 114 respondents in Denmark. Qualitative data are used to elaborate and explain quantitative findings. Findings The findings pinpoint towards the general drivers and barriers to knowledge sharing within organizations. The significant drivers to knowledge sharing are: enjoy helping others, monetary rewards, management support, management encourages and motivates knowledge sharing behavior and knowledge sharing is recognized. The significant identified barriers are: change of behavior, lack of trust and lack of time. Practical implications The proposed knowledge sharing framework helps to understand what factors impact engagement on social media. Furthermore, the article suggests different types of interventions to overcome the social dilemma of knowledge sharing. Originality/value The study contributes to an understanding of factors leading to the success or failure of enterprise social media drawing on self-determination and social dilemma theory.

Considerable research has established the superior performance of teams on which team members utilize specialized knowledge and also develop transactive processes that promote coordination. Less is known, however, about the consequences for team performance when team members only possess one of the two productivity factors. We develop and test a framework highlighting the distinct challenges these teams will face. In particular, our results show that each productivity factor contributed significantly more to team performance when the other factor was present. And our findings also illustrate a potential failure mode for knowledge utilization. If team members could not coordinate their collective efforts, utilizing knowledge undermined team performance. Our framework outlines a similar risk for too much coordination, if team members cannot utilize their specialized knowledge and are asked to perform a task with a “rugged” performance landscape. We discuss the implications of our framework and results for theory and practice.

This paper examines how routine patterns are recognized as either stable or flexible and which mechanisms are enacted to maintain this patterning work. We address this question through an ethnographic case study analyzing how a catastrophe management organization enacts routines in a highly dynamic setting. Our findings first of all reveal that patterns described by the participants as either stable or flexible were nevertheless both performed differently in each iteration of the routine. Our microlevel analysis shows that to enact patterns that participants perceive as stable, participants had to carry out specific aligning and prioritizing activities that lock-stepped performances. In contrast, participants perceive patterns as flexible when they enact specific selecting and recombining activities. Building on these observations, we add to extant routine literature by (1) differentiating between stability, standardization, flexibility, and change of routines and by (2) providing new insights on mindfulness in accounting for the microlevel activities enacted to orient toward a pattern that enhances standardization or flexibility in dynamic contexts. Moreover, (3) our insights point to the centrality of knowing for the enactment and recognition of patterning work.
