Komparasi Kelembagaan GNSS Indonesia dan Australia

Abstract

Sistem Satelit Navigasi Global (GNSS) berfungsi untuk menentukan informasi mengenai posisi, navigasi dan waktu, dan telah banyak digunakan di beberapa negara. Salah satu negara yang telah meningkatkan keuntungan di bidang ekonomi dengan memanfaatkan teknologi GNSS ialah Australia. Di Indonesia teknologi GNSS telah banyak digunakan oleh berbagai lembaga pemerintah untuk penentuan posisi, mitigasi bencana, perencanaan pertanahan maupun penelitian cuaca antariksa. Kajian ini bertujuan untuk mengetahui pelaksanaan kelembagaan GNSS di Australia dan dibandingkan dengan penerapannya di Indonesia. Metodologi yang digunakan dalam kajian ini adalah deskriptif yang menggambarkan sistem kelembagaan GNSS di Australia serta komparatif yang membandingkan antara kelembagaan di Indonesia dan Australia. Hasil yang diperoleh menunjukkan bahwa kebijakan pemanfaatan satelit Australia mengamanatkan untuk menetapkan salah satu lembaga sebagai koordinator dan penanggung jawab dalam infrastruktur dan layanan GNSS untuk meningkatkan pemanfaatan GNSS di negara tersebut. Sedangkan di Indonesia sampai dengan saat ini belum ada lembaga yang ditunjuk pemerintah untuk bertanggung jawab terhadap infrastruktur dan layanan GNSS.

The Sumatran GPS array spans approximately 1300 km along the West coast of Sumatra, Indonesia. Almost 40 monitoring stations periodically collect high accuracy continuous GPS readings, and convey these to a central server for post-processing in Singapore. Solutions from the array data are used to provide precise measurements of the deformation of the earth's surface over large distances: in effect allowing the tracking of tectonic movements, and aiding in the understanding of seismic events in this highly active area of the earth's crust. Invaluable SuGAr-provided scientific data has been published over recent years, however this paper will discuss the communications and computer engineering architecture and evolution of this large sensing network, rather than the tectonic meaning of the data.

GNSS Coordination at the National Level: the Australian Experience Prof D H Sinnott Chair, Australian GNSS Coordination Committee c/- Technology Team, Department of Transport and Regional Services Canberra ACT Tel: +61 8 8264 4515 Email: don.sinnott@ieee.org ABSTRACT In May 2000 the Australian Minister for Transport and Regional Services, advised by his Department, established a non-executive stakeholder body, the Australian GNSS Coordination Committee (AGCC), with terms of reference aimed at national coordination of GNSS application. This initiative responded principally to perceptions of potential for economies and efficiencies from national-level standardising and investment-sharing of equipment and services, especially in GNSS infrastructure and augmentation. In the event, in its first three years the AGCC was little able to exert significant influence in such market-driven areas. Rather, it successfully developed for government endorsement, in August 2002, a wide-ranging national GNSS policy and also addressed priority applications issues concerning GNSS jamming and interference, spectrum licensing, legal positioning/timing matters, and national and international connections, including with GPS and Galileo program management. Following a performance review in 2003 the AGCC’s mandate was extended to 2006, with revised terms of reference. This paper critically examines the experience of the AGCC in national-level coordination of GNSS application. As in many countries, Australia does not control sources of GNSS signals and applications are pervasive within a free-market economy. No single government agency or industry sector has general GNSS control or policy mandate. The degree to which, in this environment, a non-executive body like the AGCC can be effective in its role is discussed. The experience and future plans of the AGCC reported in this paper raise topics of relevance not only for Australia but for other countries as well that seek a degree of national coordination and efficiency in GNSS application. Ionosphere affect propagation of electromagnetic waves through it by adding a transmission delay time. In GPS positioning and navigation, ionospheric delay is largest source of error after error from Selective Availability (SA) was turned off. For GPS positioning precisely ionospheric effect must be estimated so ionospheric correction can be determinated to eliminate ionospheric effect on GPS observation. In positioning by using GPS single frequency, ionospheric correction can be obtained from GPS dual frequency receiver at reference station or model. This paper describes method of determination and modeling of regional total electron content (TEC) from continuous GPS station in Indonesia and it's around. Spatial model of TEC at certain time is estimated
